데이터 방송은 무선 통신 환경에서 많은 사용자들에게 정보를 전달하는데 있어 효과적인 방안으로 주목받고 있다. 데이터 방송 시스템에서의 중요문제 중 하나는 사용자 기다림을 최소화하는 것이다. 사용자 대기시간을 줄이는 데는 두 가지 접근법이 있다. 하나는 대기시간을 최소화하는 방송 스케쥴의설계이고 다른 하나는 사용자 시스템이 지역 메모리를 캐쉬로 이용하여 사용자 요구에 즉각 응답하는 것이다. 이두 가지 접근법은 동시에 적용되어 전체 성능을 보다 좋게 할 수 있다. 효율적인 방송시스템의 설계 및 구현을 위해서는 방송 스케쥴, 캐쉬 크기, 캐슁 정책등 여러 가지 요인을 종합적으로 고려하는 것이 필요하다. 본 놈누에서는 WWW과 같이 정보 항목들간에 구조적 연관 관계가 존재하는 시스템에서 앞서 기술한 여러 가지 요인을 함께 고려하여 방송 시스템의 성능을 분석하였다. 분석적 기법을 이용하여 채택한 방송 스케쥴 캐슁 정책의 조합으로 얻을수 있는 시스템 성능의 하한을 구하였다. 이 결과를 이용하면 여러 가지 시스템 구현 방안간의 성능 비교가 가능하며 이를 통해 효과적인 방송 시스템의 설계 및 구현이 가능할 것이다. 우리는 분석의 타당성 검증을 위해 시뮬레이션을 수행하였다.

다양한 실세계 응용 분야들에서 공동의 목표를 위해 여러 에이전트들이 상호 유기적으로 협력할 수 있는 행동 정책을 배우는 것은 매우 중요하다. 이러한 다중 에이전트 강화 학습(MARL) 환경에서 기존의 연구들은 대부분 중앙-집중형 훈련과 분산형 실행(CTDE) 방식을 사실상 표준 프레임워크로 채택해왔다. 하지만 이러한 다중 에이전트 강화 학습 방식은 훈련 시간 동안에는 경험하지 못한 새로운 환경 변화가 실전 상황에서 끊임없이 발생할 수 있는 동적 환경에서는 효과적으로 대처하기 어렵다. 이러한 동적 환경에 효과적으로 대응하기 위해, 본 논문에서는 새로운 다중 에이전트 강화 학습 체계인 C-COMA를 제안한다. C-COMA는 에이전트들의 훈련 시간과 실행 시간을 따로 나누지 않고, 처음부터 실전 상황을 가정하고 지속적으로 에이전트들의 협력적 행동 정책을 학습해나가는 지속 학습 모델이다. 본 논문에서는 대표적인 실시간 전략게임인 StarcraftII를 토대로 동적 미니게임을 구현하고 이 환경을 이용한 다양한 실험들을 수행함으로써, 제안 모델인 C-COMA의 효과와 우수성을 입증한다.

Diffusion model is popular research topic in marketing and economy particularly for the areas of model specification and market size forecasting. In particular, Bass model can explain Roger's innovation diffusion and product life cycle through easy mathematical representation and hence the model has been widely used for the explanation of adopting innovative new products and technologies. Nonetheless, there're only a couple of pioneering researches about semiconductor market, using diffusion models. Consequently, we'd utilise NLS approach diffusion model to estimate the market potential of MOSFET, major switching device for power management of system, and explain the process to industry stakeholders and policy makers for delivery of managerial implication with pragmatic purpose.

Public policy responses to the digital/information revolution and the micro-economic reforms that it facilitates have inspired exploration of the scope for local government implementation of digital spatial data handling(DSDH) of information relating to, among other things, asset inventory, environmental and utility management, address management, and planning. The results from these explorations are such that few doubt the value of bringing the public policies to practice, but diffusion rate and pattern of the approaches demonstrated by the scoping experiments will reflect institutional/cultural matters, indicators of the relative significance of which might be at least partly predicted from appraisal of case studies. This argument is exemplified by reference to case studies in adoption of DSDH by local government organizations in Korea and in Australia.

This study aims to explore key factors which influence user's decision-making on the adoption of e-learning. We integrated UTAUT and Information Success Models to test that four independent factors affect student satisfaction to use e-learning in Rwanda's higher education. Data was collected by surveying students of University of Rwanda and Protestant Institute of Social Sciences (n=206). The analysis results showed that performance expectancy, facilitating conditions and effort expectancy except for social influence have a significant effect on students' satisfaction. This can help university administrators understand the factors that influence students' adoption of e-learning and incorporate these results into Rwanda's e-learning design and implementation. In final, Rwanda's government can contribute to establishing the e-learning policy and allocating its relevant resources centered on student needs.

This kind of case study suggests a way for future's accounting standards under the complicated situation of K-IFRS. A change of accounting standards causes a severely different performance between K-IFRS and K-GAAP. Further, the change affects the whole business of the financial companies. As the K-IFRS is not a rule based accounting standard but a principle based accounting standard, companies have to keep their internal system in detail. Likewise, companies can get their competitiveness in the field.

The purpose of this study was to chronologically review the public records management policies in Korea, and get some perspectives for their sustainable growth in the future. In this study, the period of 60 years since the establishment of the First Republic in 1948 was divided into six parts; inception period(1948~middle of 1980s), preparation period(end of 1980s~1990s), development period (2000~2007), and transition period(2008~present). The achievements and failures of public records management in each period were summarized. A diagnosis of present situation of Korean public records management was made. And adopting a bi-directional networking model was suggested in order to convert into a new revitalizing period.

필리핀의 중재제도를 규정하고 있는 법령은 다음과 같다. 즉 필리핀 민법(법률 제386호), 중재법(법률 제876호), 대체분쟁해결법(법률 제9285호), 국제상거래중재에 관한 국제 연합 국제상거래법위원회(UNCITRAL) 표준법 및 건설산업중재에 관한 대통령령(제1008호)이다. 2004년의 대체적 분쟁해결 제도(ADR) 에 관련된 필리핀 의회의 입법은 필리핀의 중재 실무와 절차에 광범위한 변화를 가져 왔다. 또한 국제중재실무에서 필리핀에 많은 도움을 주었다. 다른 한편으로는 상당한 변화를 가진 UNCITRAL 표준법의 채택과 국내 중재를 관장하는 법률속에 표준법 조항을 편입함으로써 필리핀은 분쟁해결의 대체안으로써 정책 결정의 실행에 대한 중재법의 인식과 ADR법에 있어서의 정책조문의 검토로 보다 실질적인 중재제도가 정착되는 기반을 조성하게 되었다. 국내에서 수행하고 있는 국제적인 중재는 아직까지는 비교적 적다고 생각된다. 그러나 ADR법 내에 규정된 강력한 ADR찬성정책과 ADR에 관대하고 특히 중재에 호의적인 대법원의 친중재적 판결로 인해 향후 수년내에 필리핀과 주변국과의 무역이 크게 증대될 것으로 전망된다.

지난해 12월 국내 첫 HPAI발생 후, 방역당국의 발생지역 반경 3km내의 살처분에 대하여 우리는 처음부터 외국의 연구자료와 발생대처사례, 국제기구(FAO, OIE, WHO)의 권고 등을 참고하여 불행하게도 감염된 농장은 살처분 하더라도, 차단방역을 충실하게 실시한 미 감염농장만이라도 국가 관리하에 백신을 사용하여, 무차별 살처분으로 인한 억울한 농가피해와 매립으로 인한 인력동원, 환경오염, 막대한 국가재정보상부담을 줄일 수 있는 살처분과 백신병용(이하 백신 병용이라함)정책을 채택해 줄 것을 제의해왔다. 그러나 방역당국의 대책위에 참여하고 있는 교수(이하 방대위라 함)들은 이에 대해 지속적으로 반론을 제기하며, 심지어 관련 학자들의 인격문제까지 거론한다면서, 이에 대한 공청회를 요청(양계연구 4월호)하여 이에 답하고자 한다. 우선 우리는 공청회 요청에 대해 기꺼이 응할 수 있음을 전하고 싶다. 그러나 공청회는 정부가 정책을 추진하기 위해, 이해 당사자들의 의견을 수렴하기 위한 것이므로, 양계농가와 양계협회가 주관하여 관련 교수들과 소득 없는 논쟁에 그쳐서는 안되며, 이 중차대한 국가대사에 반드시 정부관련 부처가 주관하여, 가능하면 입법부 관련 의원들까지 함께 하는 자리에서 이해당사자인 백신병용주장농가와 살처분고수학자 및 관련당사자가 참여하여 충분한 토의를 거쳐, 향후 HPAI 재발시 반드시 방역정책에 반영될 수 있는 계기가 되어야 한다고 생각한다. 또 공청회 개최를 요구하면서, 이어 필자가 관련신문 및 월간지를 통해 백신병용을 요구한 기고문에 대하여, 장론의 반론을 제기함으로(양계연구 4월호), 이에 대해 덧붙여 답변하고자 한다.

According to diffusion and wide utilization of Radio telecommunication, demands of radio frequency source are increasing. Thus, we have o continuously study on regulations which should be managed efficiently and usefully for father technical developing. In this paper dispute bout developing radio frequency police depends on changes of conditions and sing radio frequency source depend on a variation of environment and an advance of technique and then we consider a international agreement and an amendment of international regulations for an alternative proposal so that we suggest foundations of national radio regulations for revisions and decisions connect with radio frequency control policies and rules.
