Conflict Structure and Conflict Resolution in IPTV Policy, Korea (방송통신융합서비스 정책 과정에서 나타나는 갈등유형과 갈등관리: IPTV 사례를 중심으로)

  • This study explored the conflict structure and resolution about IPTV, the typical convergence services. Which kinds of conflicts is taking plate in IPTV? How has it been managing by regulators? Researchers argues that IPTV dispute shows some different policy process comparing the past. It has double sided conflict structure- one is done by broadcasters and the others by regulators. When it was one sided conflict structure, it was easy to control the conflict issues. But now regulators become the subject to the conflict ground, it is not easy to control the conflict between business part. Rather the regulators show the strategy of avoiding conflict resolution - they do not really effort to resolve the conflict problems. but deepening and widening the conflict. In IPTV case, researchers found the avoiding conflict resolution strategy. And so-called 'iron coalition' between regulators and business part to preserve their areas and lights is likely to be loosen in IPTV policy environment.

Unification Policies of Major Parties in South Korea (정당 통일정책 비교)

  • Several criticisms notwithstanding, the major political parties in South Korea seem to have developed relatively coherent 'collective identities' with regard to the unification question between South and North Korea. A comparative analysis in this paper reveals a certain pattern of convergence and divergence in unification policies among major parties. First, diachronically, the two major political parties in the history of South Korea, which I call for simplicity "conservative parties" and "democratic parties" respectively, have converged into allelosubjective attitudes towards North Korea since President Park Chung-hee's proclamation of peaceful unification plan in 1970. The governments of conservative parties since then promoted allelosubjective relations between South and North Korea, which the governments of democratic parties succeeded and developed into a partial integration policy. Though the succeeding governments of conservative parties of Lee Myung-bak and Park Geun-hye seem to have stepped back from the allelosubjective attitudes, seemingly they have not yet withdrawn to the monosubjective stance before 1970. Next, synchronically, an analysis of the platforms of major parties and their campaign promises in the 20th general election in 2016 reveals converging and diverging points in their unification policies. All the major parties show relatively allelosubjective attitudes towards North Korea, with significant differences. "Saenuri Party," the current conservative party, maintains quite bit of monosubjective attitudes towards North Korea and requires unilateral changes of North Korea in the process of unification. "Justice Party," the minor progressive party, is the most allelosubjective in that it presupposes the co-existence and mutual survival of the two Koreas in unification. In between lie "The Minjoo Party of Korea" and "The People's Party", the two parties separated in the democratic party bloc.

  • This study focus on the legislative conflict for Se-Jong City In case of this paper, the law of administration agency centered is based on the conflict of legislative conflict present government at that time suggested the amendment of that legal status because of so many inefficiency and negative effects regardless of opponent asserts. Here there were a deep various political interests fundamentally both of sides. Legislative conflict here affects the regional conflict among the benefits and indirect benefits or nothing in any area. As the result, political interest deeply which was connected in politics influenced the big national issues, not to amend as a result government failure will be come.

기술이전에서 참여자 간의 갈등 양상에 대한 연구

  • 기술의 상업화를 추구하는 기술이전 활동의 참여자는 그 역할과 개인적 특성에 따라 다양한 목적을 가진다. 본 논문은 이러한 참여자들의 역할의 차이가 기술이전 및 상업화의 성공에 미치는 영향을 분석하여 기술이전의 활성화에 관련된 정책적 시사점을 제시하는 데 그 목적이 있다. 먼저, 기술이전 및 상업화의 성공에 영향을 미치는 갈등 요인을 분석하기 위하여 기술이전 참여자를 중심으로 기술이전 과정에서의 참여 범위 및 권한에 대한 설문을 실시하였다. 기술이전참여자는 크게 공공연구소, 대학 등지에서 활동 중인 연구 개발 담당자, 기술이전기여자, 기술도입자 이렇게 세 부류로 구분하였으며, 연구개발 담당자는 다시 연구개발자와 연구개발책임자의 입장으로 나누어서 조사하였다. 또한 이러한 기준으로 분류된 참여자 간의 갈등의 유형을 다시 개인내의 갈등, 개인간의 갈등, 개인과 조직 간의 갈등, 조직 간의 갈등으로 구분하여 각 갈등 유형의 원인에 대해 인터뷰 형식으로 정보를 수집하였다. 설문지와 인터뷰를 위한 질문지는 문헌 조사 및 전문가와의 토론을 거쳐 완성되었으며 응답자는 하나의 기술이전 및 상업화 과정에 관련된 여러 주체들을 최소 설문단위로 묶어 선정하였다. 그리고 이에 대한 결과는 각 갈등의 원인에 대한 참여자의 유형 간의 편차를 보기 위하여 분산 분석(Z-Test)으로 해석하였다.

  • The purpose of this paper is to examine how technological innovation and increasing competition affect the relationship among market players and what policy issues are emerging through the case of UHDTV. There emerges sharp conflicts among consumer-electronics companies, telcos, terrestrial broadcasting companies and pay-TV companies since they all have different perspectives and interests regarding the way UHDTV services are introduced in the competitive broadcasting market. Dualized governance structure leads to aggravating conflicts. While the case of UHDTV demonstrates clearly that technological innovation and more competition into the market create conflicts among these market players, it is well expected that we will see very often similar conflicts and policy chaos in this innovative and competitive broadcasting industry.

  • The purpose of this paper is to present a solution to the conflict when hydrogen energy is used for national energy transition through design thinking methodology. Research shows that design thinking enables joint design of policies for hydrogen energy transition between government and stakeholders. This is a macro approach based on empathy and cooperation, and can form consensus on the policy design process in the early stages. Starting with an understanding of hydrogen energy conflicts, ideas can be found based on the experiences gained from conflicts of stakeholders, disputes or lawsuits. And based on this, additional ideas on hydrogen energy transition will be verified the realization of the ideas. Collaboration with stakeholders to improve conflicts can create new values. In the process of reconfiguring the definition of energy transition problems, the opinions of stakeholders can be integrated with continuous empathy. Through design thinking methodology, we can integrate opinions of stakeholders and prevent conflicts.

A study on categorizating public-related conflicts in the port sector (항만 관련 공공갈등 유형화에 관한 연구)

  • Recently, conflict management has emerged as a major issue. Among them, public conflicts that occur in the process of promotion public policies can have negative social effects, so it is very important to manage conflicts effectively. Therefore, this study aimed to examine the characteristics of public conflicts related to ports in order to lay the foundation for the smooth promotion of public policies related to ports. The significance of this study is that it collected and categorized conflict cases in the port sector through various channels to examine the characteristics of port-related conflicts more closely. The results of this study are summarized as follows. First, this study categorized port-related public conflicts by considering the characteristics of actors, life cycles, and issues, which confirmed that conflicts over ports have various issues. Second, we found that many port-related public conflicts have been resolved in a highly coercive manner. Third, it is necessary to explore non-coercive approaches to induce conflict resolution. Fourth, it is necessary to establish a dual system of proactive and reactive measures to manage port-related public conflicts.

  • 인터넷은 트래픽의 유형과 내용에 대해 대체로 중립성을 지켜왔다. 이러한 인터넷의 망중립성은 콘텐츠 및 애플리케이션과 네트워크의 선순환적 발전을 유도하여 인터넷의 비약적 혁신과 성장을 가능하게 하였다. 그러나 최근 들어 스마트TV와 같은 새로운 서비스가 등장하여 데이터 트래픽이 급증함에 따라, 망에 대한 투자 주체로서 이에 따른 권리와 함께 망의 연결성 책임에 따른 망 관리가 필요한 통신사업자와 망의 공공성을 강조하는 콘텐츠/애플리케이션 사업자간에 갈등이 발생하고 있다. 본고에서는 이러한 갈등을 해결하기 위한 망중립성 정책 개념의 진화 체계와 각국의 망중립성 정책을 살펴보고, 스마트 TV 등장에 따른 망중립성 이슈가 무엇인지를 설명한다. 또한 글로벌 이슈화 되고 있는 망중립성 정책을 우리나라에서는 어떤 방향에서 보완해야 하며 그 목표는 무엇이 되어야 하는지에 대해 제언 한다.

  • Social Acceptance is important to decide policy of spent nuclear fuel management. The idea of a public sphere as a receptacle of dynamic process is the core in this discussion. The purpose of this study is to examine the concept, participants, the conflict-structure and agreeable conditions of a public sphere. A public sphere means in this paper, mechanism and systems that various stakeholders' and public's participation with spontaneous will can affect decision-making process. For good designing and implementing a public sphere, it is necessary to analysis and cope with political, foreign and security, economic, sociocultural environments, the law and systems around spent nuclear fuel management.

Analyzing the Negotiation Process for the Adoption of Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing Arising from their Utilization using the Conflict Management Process (갈등 관리 프로세스에 의한 ABS협상의 갈등 사례 분석)

  • Nagoya Protocol designed to establish criteria about material trade of biological genetic resources(ABS) was adopted in the 10th conference of the Parties to the Convention on Biological Diversity. In the course of the negotiation for adoption of the protocol, there was conflict between developed and developing countries, resource-rich and poor countries, and multinational corporations and environmentalists. This study investigates conflict process, subjects, issues and major factors in the negotiation case, and analyzes the negotiation by using the Conflict Management Process. To develope conflict management strategies for various conflict cases, we examine previous studies and analyze the intersectional conflict factors of this case and general cases, such as Fundamental side, Resource-allocation side, and Communication/Information-sharing side. These analyses of conflict prevention/resolution of the ABS negotiation show the importance of building mutual trust among stakeholders, enhancing mediator training, and constructing appropriate legislative/policy systems for successful conflict management.
