A Study on the Budget for Foreign Knowledge Information Resources in Korean Academic and Research Libraries (해외 지식정보자원의 수집 예산 규모에 관한 연구)

  • To improve the international competitiveness of research and academic libraries in Korea, it is essential to review the total amount of domestic information resources in comparison with those of other advanced countries, and then to make their best use. In this study, an attempt is made to estimate the annual budget for collecting foreign knowledge information resources spent by academic and research libraries in Korea. This budget estimate could be used for a basis for setting up the appropriate collection size and the efficient channel for distributing and sharing information resources among academic and research libraries on the governmental level. The total budget for collecting foreign knowledge information resources, including foreign monographs and scholarly journals in print, and the budget for foreign electronic journals, and web databases were estimated for academic libraries and research libraries, respectively, while the budget for international document delivery services was estimated without distinction between the types of libraries.

  • 전자책은 장서 및 예산 규모면에서 이미 공공도서관의 중요한 서비스 영역으로 자리잡았으나 도입 방식 및 서비스 측면에서 아직 개선이 필요한 많은 과제들을 안고 있다. 본 연구에서는 도서관에서 전자책이 차지하는 규모를 살펴보고 국내외 전자책 구입 방식을 파악하여 향후 개선 방안을 모색해 보고자 하였다. 연구 결과 국외 도서관의 경우 상용전자책 구입시 도서관에서 전자책을 직접 보유하지 않는 ASP 임대 방식을 채택하는 사례가 높고, 도서관의 사명을 견지하며 다양한 방법들을 통해 개선점을 찾아나가고 있는 것을 알 수 있었다. 국내 도서관의 경우 전자책을 영구적으로 소유하는 방식을 따르고 있고, 카피수, 무상 유지보수 기간 등 기본적인 조건들이 기준이나 체계없이 독립적으로 적용되고 있어 개선이 요구된다고 할 수 있다.

Analysis on the Electronic Resource Collections in Korean Universities (국내 대학도서관의 해외전자정보 구독 현황 분석)

  • Most university libraries in Korea have expanded the subscription of high-quality electronic resources in their amount and category, which are directly available to academic and research users via the web. Despite more than a decade's history, however, a lack of statistics made it difficult to get the overall pictures of electronic resources subscription status in Korea. The purpose of this study is to provide the analysis on nationwide statistics survey of how much money are spent on electronic resources, what kinds of subject resources are mainly subscribed, and how they are used and required by academic users, etc. Some comparisons are made with several factors that have effect on collection development of university libraries. This study will contribute to the future selection and subscription of electronic resources.

  • 임베디드 시스템에서의 소프트웨어 비중과 규모의 지수적 증가로 인해 관련 개발 프로젝트의 경우 많은 개발 지원도구를 활용한 개발활동이 이루어 지고 있다. 하지만 각 개발 조직간 상이한 개발 지원도구의 사용과 관리로 인해, 협업 개발체제에 문제가 발생하고 있으며, 단위 개발조직의 개발 지원도구의 추가 소요량 산정시 정량적인 데이터에 근거하지 않은 부정확한 구매 예측으로 인해 많은 개발 예산의 낭비가 발생하고 있다. 이에 본 연구에서는 개발 조직간 개발 효율성을 높이기 위한 효율적인 인프라 환경을 구축하기 위해, 통합 도메인 환경하에 개발 지원도구의 일원화된 관리와 개발조직간의 라인센스 사용량 측정을 위한 모니터링 시스템 개발로, 개발 지원 도구 추가 소요 발생시 정확한 소요량 예측과, 사용량에 근거한 공정한 비용 분배 절차를 제시하고자 한다.

  • 현대의 과학기술 및 정보산업 그리고 컴퓨터 관련 기술의 급속한 발전으로 인하여 슈퍼컴퓨터의 요구도가 점차 증가하고 있는 실정이다. 국내에서도 슈퍼컴퓨터의 필요성에 대하여 부분적으로 상당한 논의가 있었으며, 당 연구소에서도 슈퍼컴퓨터 도입 타당성 연구를 수행한 바 있다. 또한 최근에 한국과학기술원 부설 시스팀공학센터에서는 슈퍼컴퓨터의 기종선정 작업에 착수하여 검토중에 있다. 본 고에서는 슈퍼컴퓨터의 구조적 분류와 발전과정 그리고 벡터 처리 기법을 조사 분석함으로서 슈퍼컴퓨터의 개요 및 병렬 처리를 설명하였으며 슈퍼컴퓨터의 응용 분야 및 도입현황을 조사하였다. 그리고 슈퍼컴퓨터의 시스팀 규모를 분류함으로서 도입, 운영을 위한 각 시스팀 규모별 소요 예산을 분석 제시하였다.

  • A financial institution operated by cooperatives, abiding by the principle set by the cooperative federation, is comprised of a numerous financial institutions. Most of these small institutions are operated within local areas, providing financial services for coop members. The Financial Supervisory Regulations that supervises security professionals, organizations, and budgets are established entirely based on commercial banks in which the application of these regulations on coop financial institutions may not be proper. This paper aims to provide an efficient IT security policy for nation-wide financial institutions operated by the Cooperative Federation by analyzing its security personnel managements and adequacy.

  • This case study analyzed how electronic journal subscription had an effect on special library management including budget, information behavior, library operations, facilities, space et al. in KIST. This study suggests the followings; 1) Since electronic journals has an effect on overall operations of special libraries, draw big pictures not by functions. 2) Though the most method for subscription is consortium, it is necessary to build cooperation network for information sharing and vary cost architecture of information use. 3) Through job analysis, redesign jobs. 4) Reconstruct stacks and facilities. 5) It is necessary paradigm shift that it is more important to use than preserve materials in the special libraries.

Big Deal, Open Access, Google Scholar and the Subscription of Electronic Scholarly Contents at University Libraries (빅딜, 오픈액세스, 구글학술검색과 대학도서관의 전자학술정보구독)

  • The dominant model of acquiring scholarly contents at academic libraries is so called big deal where libraries subscribe to a bundle of hundreds, if not thousands of journals in a multi-year contract with fixed annual rate increase. The bid deal, started in the mid-1990s, offered a number of advantages for academic libraries and their users. However, escalating prices for these packages have become a serious issue casting doubts about the sustainability of the subscription-based model. At the moment, it appears there is no viable alternative other than pay-per-view method that is being tested at some libraries. Libraries' budget situation will remain a key factor that might change the situation. Open access started in the 2000s as a vehicle to eliminate barriers to publishing and distributing peer-reviewed scholarly journal articles. Open access publishing is witnessing two-digit growth annually. Open access articles now occupy close to 20% of two major citation databases: Scopus and Web of Science. Google Scholar service, debuted in late 2004, is now a popular tool for discovering and accessing scholarly articles from a vast selection of journals around the world. There is a call for taking Google Scholar seriously as a potential replacement of library databases amid concerns regarding the quality of journals indexed, limited search capabilities vis-$\grave{a}$-vis library databases, and monopoly of public goods. Escalating budget problems, rapid growth of open access publishing and the emergence of powerful free tool, such as Google Scholar, need to be taken seriously as these forces might bring disruptive changes to the existing subscription-based model of scholarly contents at academic libraries.

  • Recently, the public sector information projects have bebn larger in size, sophisticated, and diversified, which make the performance management model be studied continuously. According to the research and understanding on this, there are discontents resulted from poor requirements managements, schedule delays, budget overruns, failure to achieve expected goals, although there are increase the scale of projects and the number of information systems than ever before. it makes the requirement for the plan to manage significant risk factors systematically. So in this study, we will understand the risks which have been recognized by professionals and managers in public sector projects for enhancing the success rate. And the surveys will be conducted for the risk factors in each fields by gathering the opinions of the hands on workers in public sector project support team such as S company, L company. Finally, the correlation index between the risks and the other project fields would be clear by this survey.
