In this paper, we propose a function and service of the Disaster Crisis Alert Management System that automatically analyzes the situation judgment criteria to issue a disaster crisis alert and a plan to operate in the National Disaster Management System(NDMS). In the event of a disaster, a crisis alert(interest-caution-alert-serious) is issued according to the crisis alert level. In order to automatically analyze and determine the crisis alert level, first, data collection, crisis alert level analysis, crisis alert level judgment, and disaster crisis alert management system that expresses the crisis alert level by spatial scale(province, city, district) were implemented. The crisis alert level was analyzed and expressed in two ways by applying the intelligent crisis alert level(determination of regional sensitivity, risk level, and crisis alert level) and the crisis alert standard of the crisis management manual(province-level standard setting). Second, standard metadata, linkage of situation information of target) and API standards for data provision are presented to jointly utilize data linkage and crisis alert data of the disaster and safety data sharing platform so that it can be operated within the NDMS.

본 논문에서는 재난위기경보관리시스템 구축을 위해 행정안전부가 구축중인 재난안전데이터 공유 플랫폼의 데이터를 연동하기 위한 기반 및 기술을 제안한다. 국가 R&D로 수행중인 재난위기경보관리시스템은 위기경보 수준을 판단하기 위해 필요한 데이터를 수집, 위기경보 수준 자동분석, 위기경보 수준 판단 및 표출하는 기능을 구현하였다. 그러나 실제 운영하기 위해서는 국가재난정보관리시스템(NDMS)내에서 운영할 수 있도록 재난안전데이터 공유 플랫폼의 데이터 연동을 위한 방안에 대해 연구하였다.

우리나라는 최근 COVID-19 감염병 재난에 대한 체계적이고 성공적인 방역과 대응으로 국제적인 주목과 인정을 받고 있으며, 세계 10위 수준의 국가 경제 발전과 재난관리 중요성의 인식 향상에 따라 수준 높은 국가 재난관리 체계에 대한 국민적 관심과 요구가 높아지고 있다. 2004년 국가 위기관리 기본지침의 제정과 함께 국가 위기관리 표준 매뉴얼이 수립된 이래로 국가 위기관리 체계에서 위기관리 매뉴얼은 중추적인 역할을 담당하고 있다. 하지만 4차시대 혁명시대 ICT 기술 및 재난정보들이 융합된 재난 대응 환경에서 책자와 파일 위주의 정적 문서 포맷과 비구조적인 내용구성으로 주요정보 간 연계·활용성이 낮은 현재 매뉴얼 체계는 실제 재난상황에서 KEY 역할을 수행하기에는 여러 측면에서 한계가 뚜렷하다. 본 논문에서는 국가 위기관리 매뉴얼 체계 개선의 초석을 마련하는 단계로써 표준 매뉴얼에 대한 구성요소를 분석하고 기관 간 협업관계를 분석하였다.

재난에 대비하여 각 기관에서는 자체의 위기관리 매뉴얼을 보유하고 있고, 이를 기반으로 재난대응 훈련 등을 실시하고 있다. 그러나 이러한 매뉴얼은 개념적이어서 재난 발생 시 현장에서 즉각적으로 수행하기에는 구체성이 부족하다. 본 연구는 이러한 관점에서 위기관리 매뉴얼을 SOP 기반의 시스템으로 변환하여 운영할 수 있는 플랫폼 기술을 개발하는데 있다. 플랫폼은 단위 행동 모임인 SOP 관리 모듈, 위기관리 매뉴얼 기반 재난 대응 절차를 수행을 위한 시나리오 관리 모듈, 그리고 기관의 담당자가 직접 해당 SOP를 수행하기 위한 정보인 조직도 관리 모듈로 구성되어 있으며, 실제 재난 대응을 통하여 수행한 활동에 대한 정보를 기록하여 빅 데이터를 분석하여 보완할 수 있는 기반을 마련하였다.

본 연구는 공중보건 비상사태 발생 시 시민들의 위기의식과 신뢰 간의 관계를 살펴보았다. 위기의 영향은 개인, 사회, 국가에 따라 다르다. 정부의 위기관리는 특히 '공공성'이라는 측면에서 비정부기구와 매우 다른 것이 국민의 책임의식을 해소하기 위한 관료제를 수반하기 때문이다. 전염병 확산 단계에서 사람들은 부정적인 감정에 쉽게 빠지게 되며, 중대사고 발생 후 대중의 부정적인 감정을 줄이는 것은 중대사고로 인한 조직의 피해를 효과적으로 줄일 수 있다. 코로나19 팬데믹 상황에서 시민들의 위기의식이 신뢰에 미치는 영향을 기반으로 공중보건 위기상황의 관리를 최적화하고 시민들의 정신건강을 증진 시킬 수 있는 방안에 대한 지침을 제공해야 한다고 판단 된다.

재난관리현장 및 관련 학문 분야에서는 사건(incident), 사고(accident), 위험(risk), 위기(crisis), 재해(disaster), 재난(disaster)과 같은 유사성이 있는 전문용어들이 혼용되어 사용되고 있다. 전문용어의 경우 관련 학과 학생 및 종사자들은 그 내용과 의미를 정확하게 이해하고 있어야 하며, 이와 관련한 전문용어의 정의를 명확하게 나타내는 지침이 필요하다고 말할 수 있다. 「재난 및 안전관리 기본법」제 3조에서 재난에 대한 정의는 명시하고 있지만, 재난과 재해와의 차이점을 명확하게 알 수 없으며, 위험과 위기에 대한 차이점을 또한 파악하기 어려움에 있다. 이러한 이유로 관련 학과 대학생 및 관련 업종 종사자들이 재난에 사용되는 용어를 명확하게 구분하여 설명하지 못하고, 명확하게 구분하지 아니하고 사용하는 것이 아닌가라는 판단에 이르게 되었다. 용어의 혼용은 국민들에게 재난에 관한 의식의 혼란을 유발하고, 혼란스러움으로 인한 무관심이 발생, 그 무관심에 의해 재난에 관한 의식이 저하될 수도 있다고 생각하였다. 따라서 본 연구에서는 재난 의식의 하락으로 비롯되는 대응의 부적절함을 방지하기 위해 1) 관련 학과 학생 및 종사자들을 대상으로 전문용어의 이해도 조사, 2) 관련 용어의 정의를 조사 및 분석을 수행하였다.

We are living in the age of information and the role of information communication is large. Moreover, the mass commucatioin and the concentration of communication facilities could cause a significant impact on the lives of the people in the event of an accident. Therefore, we proposed improvement measures by analyzing the standard manual of risk management for information communication disaster. The disaster management agency should improve the management system, the related law system, the basic planning and response system, and the standard manual for risk management through continuous research into the statute and the standard manual for risk management.

In the current times, large-scale disasters, such as the recent sinking of Se-Wol ferry, are occurring continuously and unexpectedly. In order to minimize damage in the disaster scene, quick delivery and sharing of information between crisis management agencies is one of crucial factors that determine the scale of the damage. However, ineffective communication persists between the agencies in disaster scenes where disaster management action has to be carried out urgently. For that, this research focused on the actual condition of the inter-agency communication method and wireless operations, and also suggested the building plan of effective and efficient networking through understanding of each agency's present state and duties.
