This study is aim to investigate and propose ways to improve real condition of the accessibility compliance that is required to use mobile applications for special education student with a disabilities. Especially, expert examined some mobile applications with 12 items out of 15 mobile application accessibility guidelines from Ministry of Science, ICT and Future Planning which is helpful for people with physical disabilities such as difficulty in seeing, hearing, and upper limb. Based on the results of expert evaluation, we analyzed the problem for mobile applications without accessibility compliance and presents improvement plans for people with disabilities to use mobile applications.

Owing to recent advanced techniques in information and communication technology(ICT), our daily life has been changing very quickly and our life style has also been affected greatly. In the current knowledge and information society, the disabled can have a right to enjoy benefits of advanced ICT technologies. However, there is a barrier called digital divide so that the disabled have some difficulties to communicate to the world with ICT technologies. In this sense, our job is to close digital divide and let the disabled enjoy benefits of ICT technologies. Recently there have been some research works to close digital divide between the disabled and the non-disabled. Among various attempts to close digital divide, improving web accessibility for the disabled is the biggest concern since web is a still representative tool among ICT tools. The purpose of this paper is to propose some practical guidelines for improving web accessibility for the disabled. The proposed improvement guidelines are developed based on the existing web accessibility guidelines and are upgraded for more adaptable to the disabled. Our principles are based on the following philosophy. First, any input transmission must be more confirmed. Second, prevent any instant request. Third, allow the disabled to record or store the contents if necessary. Fourth, reduce physical movement for the disabled. Fifth, provide more interaction tools for the disabled.

Over the past decade, the environment around libraries for the disabled has been greatly improved. Related legislation was established, facilities and facilities expanded, and the number of related collections and programs increased. In order to solve this problem, a survey of users' needs in accordance with the changing environment needs to be completed. In this study, we studied the existing research and analyzed the core needs of each type of disability employing user interviews and expert Delphi research. Users demanded quantitative and qualitative expansion of resources as well. Users needed personalized services and programs, convenience in using facility, accessibility of web and applications, and professional staff.

There are 2,100,000 disabled peoples in korea. 62% of them didn't graduate from high school. Because their low scholarship has been negative influence on economic life, We have to prepare a measure for raising their scholarship. Therefore, in this paper I propose a measure that the scholarship of the disable will be raise. That is to establish a Air & Correpondence High School at special school. Also I propose a measure that the disable have access to internet easier than now. That is to make a technology standard and a content for the disable.

The Convention on the Rights of Persons with Disabilities is the international conventions to acknowledge that persons with disabilities have dignity as human being and to give us duty to make an effort for protection of persons with disabilities' rights. This study deducts several tasks in spatial information field to fulfill the Convention on the Rights of Persons with Disabilities effectively. First of all, For the deduction, this study starts by considering accessability, personal movement, freedom of expression and accessability to information. Second, this study defines persons with disabilities as the spatial information what ensure for prior considerations. Third, this study deducts some requirements on spatial information of persons with disabilities on the basis of the survey targeting persons with disabilities and the expert opinion, and suggests objectives, strategies, tasks, systems for effective implementation of the Convention on the Rights of Persons with Disabilities. Especially, this study sets up a goal on spatial information establishing strategy of persons with disabilities as 'Disadvantaged groups like persons with disabilities can obtain requirable information without distinction of person, thereby pursuing the convenience of life and improving the quality of life.

The purpose of this study was to compare the emotional responses of people with visual disability with those of normal people and to understand their similarity or differences in order to apply the new understandings into the future research on Web Accessibility Guidelines. For this purpose, a Web survey system was developed using 15 auditorial stimuli prepared based on the Media Taxonomy and 11 emotion measuring criteria selected from the literature review. After developing the system, emotional responses of 31 people with visual disability and 53 normal people were collected through the Web. The results of the survey showed that the emotional responses of people with visual disability were similar to those of normal people, although there were some exceptional cases. Therefore, it is clear that emotional needs of people with disability should be taken count of in the Web accessibility discussions and further in-depth studies on the emotional characteristics of people with disability are necessary.

This paper starts from one question: what are the key factors of the web accessibility policy, which is significant for realizing equity in the web and enhancing human dignity in the information society. To find significant factors for complying with web accessibility, this paper analyzes panel data of 16 Korean local governments (for five years: 2004-2009) according to the research design which is based on the demand and supply balance model and consists of four variables : 'legal and institutional environment (including legal infrastructure)', 'financial foundation (fiscal self-reliance ratio)', 'policy inputs (amount of imformatization budget, employee of information experts)'and 'policy demand (internet usage rate, the number of disabled people and elderly people)'. From the results of this study, this paper can explain the mechanism and impact factors on the web accessibility policy of Korean local governments. Some factors are critical to improve web accessibility: (1) the importance of policy demand, (2) the importance of policy inputs, (3) the importance of legal and institutional environment. Finally, this paper concludes with some suggestions to enhance the web accessibility capacity for Korean local governments: (1) improve awareness on web accessibility, (2) develop a standard and invest R&D on web accessibility, (3) foster experts in web accessibility.

This study analyzed the effect of app characteristics of the handicapped library on user satisfaction and intention to reuse using the technology acceptance model. As a result, the app's accessibility, convenience, innovation, and reliability have a significant effect on perceived usefulness, and instant accessibility, accuracy, and interactivity have no significant effect. The characteristics of all apps were analyzed to have a significant effect on perceived ease of use. The regression model for perceived ease of use and perceived usefulness was statistically significant. It was found that perceived ease of use and perceived usefulness had a positive effect on user satisfaction and satisfaction was intended to be reused.

Considering international trends and foreign cases, it can be easily expected that web accessibility issue is becoming more and more important. While information technology has changed Korean society rapidly and widely, there are many People who have difficulties in using information services such as the elderly and persons with disabilities. One of the big barriers they face is the lack of accessibility of web services. These social problems have been rarely studied in Korea but surface as very import subjects to be addressed concerning IT and welfare policy. The objective of this study is to ensure web accessibility right for visually handicapped and reduce digital divide through development of a recommendation guideline of mobile internet user interface. In this study the trends of politics and laws related to web accessibility in developed countries are surveyed and some advisable recommendation guidelines of mobile internet user interface for visually handicapped to improve web accessibility are proposed.

Because the web sites are in common today, the access to the web for disabled people and old aging people, what we call accessibility, becomes more important. Even though efforts to reduce the informational gap resulted from the lack of the accessibility have been carried out, the studies in this field in Korea are not still in popular. In this study, previous research on the measurements for the accessibility is reviewed and then a new model measuring accessibility is suggested. To increase the validity of the measurement, both an automated tool and a manual test are employed. First we used the 'A-Prompt', one of the popular automated validation tools and analyzed web sources, and applied manual tests by HPR Screen Reader. With the error rates calculated, the accessibility of the government web sites between Korea and the United States was compared and finally the conclusions were drawn.
