National Radio Research Agency(RRA) has legislated technical regulations of telecommunication equipments. These technical regulations are related to safety of operators and users, service quality, accessibility for the disabled, interoperability and network connection of terminal equipment. Also, RRA drives the establishment or amendment of technical regulations for terminal equipment considering the evolution of ICT technicology and diversification of services. In 2013, RRA researched the amendment of technical regulations in relation to terminal equipment, which are related to the measurement frequency for signal band power, unwanted signal power, pulse shape.

The purpose of this study is to find out differences on self-determination experiences according to livings in the different types of residential homes: large institutions, small group homes and independent living homes. For this, this study analyzed 17 living experiences, which came from interviews on 9 research participants lived in residential homes. Some of 9 research participants had experience living in only one type of residential homes; others had experiences living in two or three types of residential homes. The result of this study revealed the different levels of self-determination experiences according to the each types of residential homes. In terms of degree of self-determination, its level in the small group homes are higher than large institutions; independent living homes are higher than the small group homes. By this finding, this paper raised the need for the policy changes on residential home for the disabled people to accelerate deinstitutionalization and make sure higher level of self-determination of disabled people. This study suggested other implications related to the research on intellectually disabled people. Firstly, evaluative researches on service provisions to intellectually disabled people should reflect subjective experiences of service users. Secondly, diverse researches focusing on subjective experiences should be tried to expand understanding on intellectually disabled people. In these studies, conversation analysis could be widely used.

In the knowledge and information society, there is an increasing importance of information, being unable to access this information becomes a huge disadvantage. Blind and visually impaired users who are using assistant equipment such as screen readers are the very class that is having trouble accessing the web content that public libraries provide. In this research 10% of each region's libraries were picked as a research sample. Most of the web content that the public libraries provided did not meet the Internet web content accessibility guidelines as a Korean standard. Also evaluation into web accessibility by the visually impaired was also low. This research suggests some solutions for libraries to reduce the disadvantages that are put upon visually impaired people from various views such as perceivable, operable, understandable, and robust.

The purpose of this study is to find out perception types of service practitioners working for intellectually disabled adults on the relationships with their service users who use residential and domiciliary care services. For this purpose, this study adopted two research methods: Q-methodology and survey. This study found out three major types of practitioners' perception on the relationships with their service users. The first is the type of superficial orientation for equal relationship. The second is the type of reflective recognition on the driven relationships by practitioners. The third is that of compassionate at the advocacy for service users. In the result of survey in which respondents are practitioners working in residential care homes, small group homes and community service centers, 48.2% of respondents show the first type, 40.5% the second, 11.1% the third. Recently, in the area of personal social service for the intellectually disabled people, the importance of service users' participation and self-determination in the process of service provision is gaining higher concerns. In this context, making change on relationships between service workers and users is raised as important issue. In this environment, the results of this study could be useful to develop equal and supporting relationships.

The purpose of this study is to understand the information use experience of total blindness with OTT. To achieve the study purpose, in-depth interview with nine total blindness using a semi-structured checklist was conducted. The data were analyzed using Colaizzi's phenomenological method. This study has found 5 categories, 13 theme clusters, and 47 themes. The five categories are as follows: 1) the purpose of information use, 2) difficulties of information use, 3) handling of difficulty in information seeking, 4) perception and feeling, 5) improvement requirement The implications of this study are as follows; 1) There are no significant differences between total blindness and the general people of Information request topic in the use of OTT, 2) negative experience was connected with the accessibility with OTT, 3) there is a demand of better conditions with technical sides of OTT, 4) On the whole, they have a positive perception with OTT services.

Since 2005, when "The Mobility Enhancement for the Mobility Impaired Act" was enacted, special transport systems(SPS) has been introduced by each responsible local entity. For its efficient operations and service enhancements, a clear understanding of travel patterns of SPS users is required. Yet we currently have a very limited understanding about them due to a lack of necessary data. This study represents an attempt to provide a better understanding of SPS user's travel patterns with the data generated by Gyeongsangnam-do SPS Call Center. The data include the number, time and day of calls, origins and destinations of callers, types of callers' impairement etc. The data thus allow one to analyze users' travel patterns, including area-wide O-D patterns. There were a number of interesting findings. For example, wheelchair users are only about 42% and the trips are made mostly on non-peak daytime periods. The results are expected to provide a helpful information not just for Center's SPS operations, but for other local entities that are interested in developing similar call centers as well. By refining the SPS system, periodic patterns of callers could be identified in the future.

The purpose of this study is to analyze the key factors affecting satisfaction of the visually impaired SNS users so that they may use SNS more effectively in the future. This study has used three factors such as the information factor, the relationship factor and the speed factor and the usability as independent variables. The social presence factor was used as a parameter and the SNS user satisfaction as a dependent variable. For the research, 195 visually impaired SNS users have participated in this survey. The major findings of this study are that the relationship factor has strong effects on the self-identification factor, the social presence factor and the SNS usage satisfaction among the factors affecting the visually impaired users to be satisfied with SNS. On the other hand, the information factor and usage factor have no effects on the self-identification factor and the social presence factor. However, they have effects on the SNS usage satisfaction. Additionally, the self-identification factor has no effect on the SNS usage satisfaction, but the social presence factor has effect. Based on the above study results, this paper proposed for the government to enhance the educational program on the use of SNS for the visually impaired and to increase its financial and political support on this subject. Additionally, technical supports on SNS service accessibility and usage by the government are vital for the visually impaired. Academically, this study provides a concrete groundwork for the research on the use of SNS by the visually impaired by providing a solid research direction for further study on this subject. Socially, this study helps the visually impaired use SNS more effectively by increasing the general public awareness of the importance of SNS usages by the visually impaired so that the information gap of the society may be diminished in the future.

The various types of improper usages in the process of delivering social services have been increasingly paid to attention in South Korea. This study, relying on empirical data about the various improper behaviors, explore whether the audit activity can reduce the degree of the improper behavior. In order to estimate the impact of the audit, we use the DID(Difference in difference) method, comparing the experimental group with the audit treatment and the control group without it. We control for size(the number of Service personnel and user), types of social service (elderly, disabled, etc.), organizational forms(profit, non-profit), region(metropolitan areas, small-medium cities, rural areas), and the number times of audit (1, 2, and 3 number). Our empirical results show that the audit decreased the ratio of payment violation by about 4.02 percent, the number of violations from providers' improper payment by approximately 5.07 and the number of violations from users' improper payment by approximately 9.59. Further research is required to explore why and how the audit can decrease the improper usage in social service with rigorous theoretical models.

This study aimed to introduce the main concepts of Supported Living(SL) model, very few of which have discussed in the context of S. Korea, explore the potential to employ SL model, and draw the implication for social welfare for people with developmental disabilities(DD) in S. Korea. For this purpose, this study presented the developmental background, main concepts, and principles of SL model, compared SL with supported housing and explained the features of SL model. Additionally, this study reviewed SL schemes in the UK and Australia to understand how SL schemes impact the lives of people with DD. Furthermore, this study addressed the contents of SL manuals used in the UK and Australia and identified the core aspects of SL practice. Based on the findings, this study highlighted the importance of SL as the conceptual model for independent living of people with DD and discussed the implication of SL model in S. Korea in terms of the national institution for people with DD, service agencies, and service users. This study focused on the SL model as a conceptual model for the independence of people with DD, potentials to employ SL model, and its implication for social welfare for people with disabilities in S. Korea. SL model and its application showed that SL model is effective and flexible in supporting the independent living of people with DD. Findings and implications regarding SL model could be the basis for the development of the Korean supported living system to improve the independent living of people with DD.

Recently, according to demands for a mobility right of people with disabilities, the use of powered mobility device has been rapidly increased and recharging facilities have been set up in many places of country. But the standards for the installation and management of the facilities are not clear and many problems are brought up in operating the facilities. Therefore, regulations and realities of recharging facilities were investigated and the user survey was progressed. On the basis of the research results, a rational and efficient installation and management plan was drawn up. The plan suggests that the recharging facilities should be installed in a building managed by government and many kinds of public building like library, theater, sports facilities, department store, museum, etc. Further, the recharging facilities should secure independent place which have specified area for protecting of privacy and provide some amenities for people with disabilities to enhance the conveniences.
