This paper uses the Korean Labor Panel data to investigate changes in the employment types of male workers following their job changes with the classification of workers into three categories: regular wage workers, non-regular wage workers, and self-employed workers. It also estimates a competing-risks hazard model to analyze the determinants of employment types of workers. The results show that the type of employment of a worker at an immediate previous job has a critical importance in determining his employment type at a new job and that the types of employment at jobs other than the immediate previous job also play some role in determining the type of employment at a new job, although their impact declines as the number of intervening jobs increases. A job loser, who worked as a non-regular worker at his immediate previous job, for example, is considerably less likely to find a regular job, but more likely to get reemployed at another non-regular job than one who worked as a regular worker at his immediate previous job. Similarly, a worker who quit self-employment is much less likely to find a regular job but more likely to restart his own business than one who worked as a regular worker at his immediate previous job. These findings suggest that it is not easy at all for a worker who worked as either a non-regular worker or self-employed worker to become a regular worker, although it might be premature to assert that non-regular jobs or self-employed jobs are dead-end jobs. Another interesting finding of this analysis is that a high unemployment rate lowers a probability of reemployment at either regular jobs or self-employed jobs, but raises a non-regular job reemployment probability, which strongly implies that as labor market conditions become adverse to workers the proportion of non-regular employment can rise rapidly.
Until recently, self-employment workers are often excluded from labor market studies. Most relevant studies has focused on the determinants of entry into self-employment. However, the self-employment is highly exposed to poverty risk although they are working. Despite that, relatively little is known about the economic severity of the self-employed. This study uses data from the Korea Welfare Panel Study to examine the situation of the self-employed's in-work poverty and the determinants of in-work poverty among them. Major findings are as follows. First, self-employed people experience 3.5 times higher in-work poverty risk than employees. Especially, the ratio of own-account self-employed people living below the poverty line is similar with that of even precarious employees. Second, the extent of poverty of self-employment is more serious. Third, the proportion of self-employed among working poor is about 53% although self-employed workers are composed of only about 24% among working people. Fourth, temporary employees and self-employed people are more likely to be poor than full time employees according to logistic regression. It is statistically significant. It implies that it is desirable to regard the self-employed as the policy target group along with temporary employees. Fifth, the ratio of in-work poverty of self-employed aged 40-64 whose education level is low and the self-employed aged 40-64 who work in low-skilled service sector are higher than that of the other group. It implies that measures to alleviate their economic difficulties are urgently needed.
This paper is aimed at three points. Firstly the size and trend of women self-employed in korea are analysed during 30 years. Second the demographic characteristics and labor condition like working hour, income and etc. of them are presented. Last, when did they begin or end their own work as their life stages were changed.
The aim of this study is to reveal errors in the estimations on the nonstandard workers scale which have resulted from little consideration for bogus self-employment. Bogus self-employment means disguised employment relationships that are considered to be self-employed workers even though they have inherent subordination. The methods of previous studies estimate that the bogus self-employed workers are excluded from estimations because they are not workers in principle. We analyze the scale of the bogus self-employments using the empirical data [the Korean Welfare Panel of 2008-2013(six wave panel)] to re-estimate the scale of non-standard workers. In 2013, the year of the last wave, the percentage of the bogus self-employment was high, the proportion of them is 28.5% among self-employment without owning a place of business. Our results expect the number of contract workers from re-analysis would be over 740 thousand when reflecting on the predictive value in the actual number of paid workers. In conclusion, it is necessary to apply reasonable methods of analysis concerning the scope and scale of the nonstandard workers for the sake of coping with measures against the problem of nonstandard workers. 본 연구는 여성이 가족과 일을 병행하려 할 때 안게 되는 이중부담의 양과 유급노동시간과 무급노동시간에 영향을 주는 변수들의 차이를 통해 남성과 여성의 시간사용구조를 살펴보고, 이중부담이 노동시간양${\cdot}$노동시간대${\cdot}$노동장소로 나타나는 여성 유급노동시간에 미치는 영향을 알아보았다. 자료는 통계청의 1999년 생활시간조사 원자료를 이용하였다. 분석결과 맞벌이 가구의 여성은 남성보다 하루 평균 1시간 51분 많은 총노동시간을 가지면서 주당 약 13시간의 이중부담을 가지고 있었다. 이것은 만성과 여성의 노동시간사용구조가 서로 다르기 때문이었다. 즉, 여성은 경제활동에 참여한다할지라도 무급노동시간의 89%를 책임지고 있었으며 여성의 노동시간은 가족상황에 의해 영향을 받는 젠더화된 생활시간사용구조를 가지고 있었다. 또한 기존연구결과와 다르게 가내하청/재택근무, 자영, 무급가족종사와 같은 종사상지위와 미취학자녀의 존재는 여성에게 유급노동시간을 조절하는 기재가 되지 못했고 무급노동시간을 늘리는 역할을 할 뿐이라는 점이 한국사회 여성의 이중부담을 가중시키고 있는 것으로 보인다. 또한 맞벌이가구 여성은 무급노동에의 일차적 책임으로 남성보다 야간유급노동이나 휴일유급노동시간을 줄이고, 단시간노동을 선택하며, 집안에서의 유급노동시간을 길게 하면서 가족생활시간을 확보하는 유급노동시간 조절전략을 사용하고 있었다. 이러한 노동방식은 노동시장에서 여성노동의 불안정성을 만들어내고 주변화시키는 요인이다. 그러나 또 한편으로 서구사회와 비교하면 한국사회에서 여성이 경제활동을 하기 위해서는 광범위한 야간노동과 휴일노동, 장시간노동이라는 남성적 노동조건을 받아들이고 있는 것으로 보인다. 특히 판매/서비스직의 자영자와 무급가족종사자 여성들, 가내하청이나 재택근무를 하는 임금근로자 여성들, 학력이 낮은 기능/조립직과 단순노무직 여성들은 야간노동이나 휴일노동, 집안에서의 유급노동시간이 길뿐 아니라 절대적인 유급노동시간과 무급노동시간도 길게 나타났다. 그러나 미취학자녀의 존재가 이러한 여성적 유급노동시간의 특징에 영향을 주는 것은 아니었다.
This study uses the 12-21st waves of KLIPS to estimate the effect of the increase in the minimum wage on the individual's labor market transition through a multinomial logit. In particular, we examine whether there was an additional effect of the rapid increase in the minimum wage in 2018. The main results of this study are as follows. First, the increase in the minimum wage in Korea is found to have increased the probability of becoming unemployed for both wage workers and self-employed, but there is no additional impact found from the 2018 minimum wage increase. Second, the increase in the minimum wage is found to increase the likelihood of the self-employed entering into wage workers, especially temporary and daily workers. Third, we have found that the increase in the minimum wage in 2018 adversely affected self-employed people with high school education, and significantly lowered young wage workers entering into self-employed. Our results suggest that the recent increase in the minimum wage may be responsible for declining self-employment rate in Korea, and may have a negative effect on the quality of employment because the increase in minimum wage can lead to an increase in temporary and daily wage workers.
This paper examines the impact of a dual labor market structure on labor productivity using unbalanced panel data from 29 OECD member countries between 1990 and 2015. By applying a variety of regression models on the panel data (e.g., a pooled regression, a fixed effects model and a GMM), we explore how changes in worker-type composition among temporary, permanent and self-employed workers contribute to productivity growth. While it appears that our results differ slightly, depending on the econometric models, overall an increase in the share of permanent workers leads to a relatively higher increase in productivity growth. On the other hand, it is also seen that the effects of the share of temporary workers on labor productivity are considerably lower than that of permanent and self-employed workers. To sum it up, our findings indicate that an increase in temporary workers could have an adverse effect on labor productivity.
The purpose of this study is to explore and describe of the reality of working poor in Korea. In spite of the increasing attention to the working poor, usual definitions of the working poor have some measurement questions. The definition of the working poor should focus on the key dimensions of work and poverty. This study defines working poor as all "persons who have devoted prior 6 months to working or looking for work and who lived in families with incomes below the poverty threshold". This study also defines poverty threshold based on the both concept of absolute and relative poverty. According to this definition, the working poor are almost equally divided between men and women and the majority of them are of prime working age. These characteristics of working poor are seems to be quite different from common sense. Also, serious deficiencies of human capital contribute to the employment problems of the working poor. Their education levels are much less than those of the working non-poor. The distributions of the employment status, occupation, and industry show also that the working poor are highly concentrated in a few low-wage jobs.
Self-employed women are highly vulnerable to social risks like unemployment and poverty as job instability has increased in recent decades. Despite this, the Korean public policy focus has been on employees, not the self-employed. This may be closely linked to the legacy of the East Asian welfare model policy logic. Therefore, this study explores social risk levels by gender and employment status and examines the relation between social risks of self-employed women and the East Asian welfare model policy logic, through comparing-means analysis and ordered logit regression analysis using the 9th wave data of the Korea Welfare Panel Study Korea. The study yields evidence of divisions in social risk levels according to gender and employment status: that is, a gender difference, and a substantial gap between self-employed workers and regular employees. Furthermore, the findings of the study indicate that self-employed women — especially in small businesses — are more vulnerable to social risks than are self-employed men. This strongly supports the conclusion that the higher social risks of self-employed women in Korea are closely linked to the legacy of East Asian welfare model policy logic, which focuses on social protection for core workers and largely neglects women.
This study purports to analyze how individuals' labor market integration affect their transition to marriage. In doing so, I construct variables for job stability and continuity to represent labor market integration using labor force status and years of participation at the time of marriage and during the three years up to the point of marriage. In particular, I focus on differential effects of these labor market integration on the transition to marriage by cohorts: one for those who are likely to enter the labor market after the 1997 financial crisis and the other for those who are before the 1997 financial crisis. I used the Korean Labor and Income Panel Study and analyzed individuals aged above 18 in 2008. The main results are as follows. being currently employed and regular employment increases hazards of the first marriage for men but decreases them for women. long-term no-jobs decreases hazards of marriage for both women and men. long-term regular employment increases hazards of marriage for women but not for men at the statistically significant level. These effects vary by cohorts implying that recent economic and labor market instability deteriorated economic conditions for the youth making transitions to marriage.
