A Case Study on the Thunder and Blasting Work (발파 작업과 낙뢰에 관한 사례 연구)

  • 자연 기상현상의 재해는 인간의 힘으로 극복하기 매우 어렵다. 그 중 낙뢰는 기상 재해로 뇌운과 지면사이의 방전 현상을 말한다. 한반도는 기단이 해상을 통과 하면서 많은 에너지를 공급받아 쉽게 뇌운이 형성된다. 기상청의 자동 낙뢰 관측 장비에 의하면, 연간 1,300회 이상의 낙뢰가 발생 되는 것으로 알려져 있다. 낙뢰는 지사응로 방전되면서 인명·전자기기의 파손등 피해를 일으킨다. 특히 발파공법은 주로 지표 지중에서 실시되는 공법으로 낙뢰에 대하여 매우 취약하고, 그 피해 또한 심각하다. 본 연구는 화약발파 기술자들의 참고 자료로써 낙뢰에 대한 주의와 대책을 연구하는 뜻에서 작성한다.

  • 자연재난은 전 세계적으로 인명 및 재산피해를 야기하고, 근래에는 기후변화로 인한 국지성 집중호우와 태풍의 발생빈도가 증가하고 있으며, 국토면적의 64%가 산지로 이루어져 있는 우리나라에서는 산지재해의 위험 가능성이 매우 높다. 이 중 토석류 재해는 붕괴된 토사가 물과 함께 섞여 높은 농도로 하류를 향해 이동하기 때문에 그 발생시점과 발생위치를 예측하기 어렵고, 토석류의 이동경로와 퇴적부 지점에 위치하고 있는 시설물 및 인명에 매우 큰 피해를 입히는 자연재해 중 하나이다. 본 연구대상지역은 충북제천시 봉양읍 공전리 일대에 위치하고 있으며, 2009년 7월 시간최대강우량 64mm, 누적강우량 455m의 집중호우로 인해 토석류가 발생하였고, 하류부에 위치한 민가와 비닐하우스, 농경지등에 피해가 발생하였다. 이에 본 연구에서는 지상LiDAR를 활용하여 고정밀도 DEM(Digital Elevation Model)을 구축하였다. 그리고 토석류 수치모형 중 미연방재난관리청(FEMA)에서 토석류 해석에 권장하고 있는 프로그램 FLO-2D모형과 일본에서 개발된 Kanako-2D모형을 적용하여 실측된 토석류 확산범위와 유출토사량을 수치모형의 결과와 비교분석하여 모형의 적용성을 검토하였다.

  • 사전재해영향성검토 협의제도는 개발로 인해 발생할 수 있는 재해유발 요인을 사전에 검토하여 이를 사전에 제거하는 것이 목적이다. 사전재해영향성 검토는 1996년부터 시행한 재해영향평가의 한계점을 보완하기 위하여, 2005년 개정된 자연재해대책법에서는 사전재해영향성 검토협의제도를 포함하였으며, 2005년 8월 17일 동법 시행령을 개정 공포하여 사전재해영향성검토 협의제도를 본격적으로 시행하게 되었다. 본고에서는 사업 대상 지구를 "부산장안지구 택지개발사업(1단계)"로 선정하였으며, 개발에 따른 재해 발생요인, 즉 유출량 증가에 따른 하류부의 홍수피해 가중, 토공 공사에 따른 토사유출량 증가, 절 성토계획 따라 유발되는 사면의 불안정에 대한 사전검토를 목적으로 하였다. 사업시행에 따른 개발중 토사유출량의 증가와, 개발후 홍수유출량의 증가로 재해의 위험이 예상되어 개발 중의 임시저류지 겸 침사지 2개소와 개발 후의 영구저류지 1개소를 계획하여 홍수유출량을 $2.48m^3/sec$을 줄이고, 토사유출을 90% 포착하였다.

A Consciousness Survey on Natural Disasters of Inhabitants living in Islands of Korean Southeastern Sea (동남해안 도서 주민의 자연재해에 관한 의식 조사)

  • As a basic data to build a countermeasures against coastal disaster, the conscious survey of people living around the coastal are is needed. This study performed the conscious survey on 5 islands located at Korean southeast ocean including Youngdo of Busan. Among many respondents, 503 effective answers are got and followings are the analyzed results. Among the various kinds of disasters, especially the typhoon(28%), storm surge(19%), earthquake(15%) are selected as menacing disasters in mind to coastal inhabitants. Typhoon(60%) and storm surge(21%) were the representative disasters that the coastal inhabitants experienced. 67% among the respondents get the disaster-related information from TV and/or commercial medias, and other 21% depend on their own experiences. Although 33% of respondents attended the disaster-related training and the training time was less than 2 hours, they answered the training was very helpful. Over 85% among the respondents answered they will evacuate if a disaster occur, but only 19% know the evacuee shelter(s). Except the foods, various living goods are selected and willing to carry with for living at shelter if they have to evacuate.

  • Recently, large scale of the damage from the natural disasters are occurring frequently such as Japanese and New Zealand's earthquake. Collecting information quickly and accurately from damaged area is important for effective react in emergency situations. UAV is effective method to collect information because it can fly low attitude and spend small operational costs/time. In this study, collecting data about the UAV regulations are analyzed for effective UAV operation in disaster detection. And Improvement of Regulations were proposed about Problem of UAV Operation. Regulation of UAV for disaster detecting is not exist. But It's possible to classify into Ultra Light Plane. So addition of some clauses like definition, scope and air-borne equipment for UAV will be needed. Also, it is difficult to manage effectively because of process about flight permission, therefore it is need to enact exceptional regulations to solve this problem. More analytical research based on applications of UAV operation for disaster detection will be present improvement of disaster detection and damage investigation.

Development of Detour Route and Evacuation Route Guidance System Using Disaster Information (재해정보를 이용한 우회경로 및 대피경로 안내시스템 개발)

  • Life and Property damage has increased during traffic congestion and isolation because natural disasters such as flood and landslide have occurred every year. When disaster occurs, if there is insufficient information in advance when entering the flooding areas which subsequently cause confusion. In this paper, we developed the system that could provide display of detour route using disaster information and evacuation route in disaster areas. User will receive result of analysis using smart phone application to prevent additional damages when disaster areas were entered by manager.

  • Damage of both life and property has been increased by natural disaster under the influence of climate change, thus many natural disaster vulnerability researches have been carried out to make adaptation policy and impact assessment of climate change recently. Their method for assessing vulnerability usually have used proxy variables for making vulnerability indices. However, because their results were too qualitative and relative it tends to be hard to make absolute comparison and establish standard of prevention or adaptation ability. Accordingly, this study aimed at quantifying natural disaster vulnerability using emergy through recognizing disaster as the relations between order and disorder by system approach. As a result, ordering energy (4.66E+22 sej/yr) and ordered structure (1.98E+22 sej) of Busan in 2003 and disordering energy (7.80E+18 sej), disordered parts (4.55E+20 sej) and rebuilding energy (3.87E+20 sej) by typhoon Maemi were analysed. And then, this was compared with Hurricane Andrew in Dade County. Through this comparison, if the prevention ability of Busan increases, disordered parts can be reduced against the more powerful disordering energy. Also, prevention for additional damages by disaster is needed to practical rebuilding action. In conclusion, it was able to figure out the impact of disaster quantitatively by natural systems and urban systems showing as common measure. Based on this study and further research to make effective prevention for how much prevention ability should be increased will contribute to producing the scientific data for disaster management policy in future.

A Preliminary Study of the Global Application of HAZUS and ShakeMap for Loss Estimation from a Scenario Earthquake in the Korean Peninsula (지진재해예측을 위한 HAZUS와 ShakeMap의 한반도에서의 적용가능성 연구)

  • Efficiency and limitations of HAZUS-MH, a GIS based systematic and informative system developed by FEMA and NIBS for natural hazard loss estimations, are discussed by means of a pilot study in the Korean Peninsula. Gyeongsang-do has been selected for the test after careful reviews of previous studies including historical and modern seismicity in the peninsula. A ShakeMap for the selected scenario earthquake with magnitude 6.7 in Gyeongju area is prepared. Then, any losses due to the scenario event have been estimated using HAZUS. Results of the pilot test show that the study area may experience significant physical, economic, and social damages. Detailed study in the future will provide efficient and crucial information to the decision makers and emergency agents to mitigate any disaster posed by natural hazards.
