  • The purpose of this research is to measure a gravitational attraction about urban pulbic service facilities and to evaluate the location of public service facilities. It is important in that these facilities should provide more inexpensive and convenience public service to users. To do this, the GIS's spatial analysis and gravity model were used to analyze the efficiency of the public facilities. The gravity model was conducted as the main analysis method, and another model for this analysis was the discrete model. The gravity model is originally to anticipate migration flows, traffic flows and other types of movements so that this model compares the gravitational attraction between places. The discrete model is to find the optimal location and to evaluate a location of facility regarding urban areas as the combination of node and link. In this research, these two models were adopted to compare and analyze location of Mapo-Gu Office. The results of this research indicated that the locational evaluation of urban public service facilities discovered the appropriateness of those facilities, and the public facilities was necessary to displace to other site.

A Study on the Effect of School Site Planning Factors Related to School Location on Increase and Decrease of the Number of Students in Korea (학교 입지 계획요소가 학생수 증감에 미치는 영향에 관한 연구)

  • In order to prove the hypothesis that the element of school location planning - the density of development, availability of various private institutes, the location of school, the type of school district, the distance to nearby schools, the existence of communal areas, the pedestrian street, the number of road lanes - affects the increase and decrease of the number of students in the long term, we examined the tendency of the number of long-term (24 years). The results of the analysis are as follows: First, the development factors such as development density, location of school, type of school district, distance from neighboring schools, separation of pedestrians and cars are clearly related. Second, the planning factors such as location of private school and installation of pedestrian-only street seem to be related to each other. Third, the number of road lanes and element of "communal area" is irrelevant. This study is limited to generalization of five new metropolitan cities in the metropolitan area, and it is necessary to further elaborate the analysis factors and evaluation criteria.

Policy Directions to Build on Nature-Friendly Park Facilities - Based on an Evaluation on the Nature-Friendliness of Park Facilities in National Parks - (자연친화적인 공원시설 설치를 위한 정책방향 - 국립공원 공원시설의 자연친화성 평가를 근거로 -)

  • The purpose of this research was to propose policy directions for the design and construction of nature-friendly park facilities (PF) in national parks. In order to do that, nature-friendliness evaluation indicators(NEIs) used in green building rating systems and related articles were reviewed. After the initial literature review was complete, NEIs for park facilities based on location, design, construction, operation, and management sectors were developed. Data was obtained through a questionnaire completed by 79 managers at 19 national parks in Korea in 2008. The answers were analyzed using descriptive statistical methods, a t-test, a multi-dimensional analysis, and a factor analysis. This research found that: 1) The results indicated that based on relative weight calculation, the location condition was evaluated as the most important; 2) The evaluation results regarding the degree of nature-friendliness of park facilities showed that location condition was ranked higher than design and construction--in addition, the evaluated values of indicators related to energy efficiency were ranked the lowest; 3) the level of nature-friendliness of shelter was given the highest level, but resting facility was the lowest level; 4) Overall, park facilities at Mt. Seorak, Mt. Odae, and Taean Coast national parks showed high levels of nature-friendliness. But park facilities at Mt. Gyeongju and Mt. Songni national parks showed low levels of nature-friendliness. The results of this research shall contribute to the establishment of tailor-made management policies, the development of detailed guidelines for increased energy efficiency and visitor satisfaction, and the preservation of ecosystems and natural resources in Korea's national parks.

Classification of Landscape Type on Land and Evaluation of Site-suitability Based on It (토지의 경관유형분류와 이에 기초한 입지타당성 평가)

  • The purpose of this study is to find ways of evaluating the suitability of sites being considered for development of different types of parks in the vicinity of yangmock-myun kyoung buk, where a large project(as large as about14.0$km^2$) has been planned. The results are as follows. Three surveys for selecting the assessment indicators were performed. ${\cdot}$ The first survey analyzed the importance of 23 selected assessment indicators based on a review of existing literature review and an on-the-spot research. ${\cdot}$ The second survey selected assessment indicators for each park type. ${\cdot}$ The third survey computed additive values of selected assessment indicators by the park types. It used a method of standardizing the average importance of indicators by making their sum equal to 10. These additive values were then multiplied by each grade of indicators to make a final evaluation. An evaluation of the site-suitability of park types was performed twice. The purpose of the first evaluation was to figure out how much each type met the minimum requirements targeted for all landscape types. The minimum requirements were derived by using a relative comparison between the standard of value rating of the assessment indicators, which was over the medium magnitude on the importance analysis, and the result of field research. A second evaluation estimated the targeted sites that met the minimum requirements. Value ratings of second assessment indicators were quantitatively divided as 1 to 3 grade and the evaluation scores were added, giving an additive value for each assessment indicator. The evaluation score on each park type was rated on a scale of 1 to 3 according to their averages, (from lowest to highest). Since this evaluation model of the site suitability on park types only focused on the 'face' of space in this study, additional analysis is necessary for setting the evaluation model and incorporating the overall impact of space, network connection and other factors, considering 'spot', 'line' and 'face' aspects of space.

Site Selection using Port and Industry Clusters (제조산업의 항만클러스터 입지선정 모형에 관한 연구 - 수도권을 중심으로 -)

  • This paper aims to clarify if clustering effects among industries exist and if port-industry clustering effects exist. A knock-down approach was used in a survey and 16 industries were categorized. We defined which industry is more competitive in industry clusters and port-industry clusters. Another survey to experts was carried out to identify which industry is more appropriate to one of the three ports in Sudokwon (Seoul Metropolitan Areas): Incheon port, Pyungtaik port and Dangjin port. Five manufacturing industries are selected considering port-industry clustering relationships in this area and Analytic Hierarch Process was used for a pairwise comparison. Locational, social and economic factors are selected for 1st level. A result shows that Incheon port is more competitive in petroleum manufacturing, primary metal manufacturing and rubber and plastic manufacturing and Pyeontaik port is more competitive in metal assembly manufacturing and automobile and trailer manufacturing. However, sensitivity analysis shows a turnover of ranking in some industries. As there exist slight differences among three ports, cooperation is necessary when the government and Port Authorities make plans.

  • 세계적인 기상이변으로 가뭄발생 빈도 및 영향이 증가하고 있으며, 급속한 산업화로 사용 가능한 수자원이 점차 고갈되어 있어, 국내에서도 해수담수화(Seawater Desalination)는 새로운 대체수자원으로 많은 관심을 받고 있다. 해수담수에 필요한 에너지 약 50~70%는 역삼투(Reverse Osmosis) 공정에서 발생되며, 해수온도 및 염분도에 따라 많이 변동될 수 있으므로 국립해양조사원(KHOA)의 과거 20년 자료를 이용하여 해수담수화 시설물 위치에 따른 영향을 분석하였다. 해수담수화에 필요한 에너지는 막 제조사에서 제공하는 RO Projection Software를 적용하여 에너지 소모량을 평가하고, 이를 고려한 시설물 위치에 대한 평가 모델을 구축하였다. 기존 해수담수화 시설은 대규모 물 공급이 필요한 지역을 우선적으로 고려했기 때문에 시설물 위치에 대한 객관적인 평가기준 마련이 어려웠다. 그러나 해수담수화 플랜트는 한번 설치되면 장기적인 시설물 유지 및 관리가 필요함으로 경제성을 고려한 최적 입지의 선정은 매우 중요하다. 본 연구는 국립해양조사원의 수집된 자료를 바탕으로 해수담수화 시설물 입지선정을 정량적으로 평가함으로서, 시설물 위치에 대한 의사결정시 참고할 수 있는 기초자료로 활용될 것으로 기대한다.

Estimation of Forest Productivity for Post-Wild-fire Restoration in East Coastal Areas (동해안 산불피해지 복구를 위한 산림생산력의 추정)

  • In order to rehabilitate forest sites damaged by wildfire via natural or artificial restoration, it is important to determine right tree species, which can acclimate to biogeoclimatic environment at the sites. The objectives of this study were to develop site index equation of different tree species for estimating forest productivity and to provide information on species selection for post-wildfire restoration. Site index equation was developed based on environmental information from wildfire damaged areas in Gangneung, Goseong, Donghae, and Samcheok, where were located in east coastal areas of South Korea. Despite the small numbers (4~5) of environmental variables used for the development of the site index equations, statistical analysis (e.g. mean difference, standard deviation of difference, and standard error of difference) showed relatively low bias and variation, suggesting that those equations can provide relatively high capability of estimation and practical applicability with high effectiveness. The small numbers of the variables enabled the model to be applied in a wide range of usages including determination of appropriate tree species for post-wildfire restoration. The estimation of forest site productivity showed the possibility of large distribution in east coastal region as the best site for Korean ash (Fraxinus rhynchophylla) and original oak (Quercus variabilis) that can be used for firebreak in the region. These results imply that damages by forest fire can be reduced significantly by replacing existing pure coniferous forests in the area with ones dominated by broad-leaved deciduous stands, which can play an important role as fire break and/or prevent a transition from surface fire to crown fire.

  • 용수공급 계획의 수립이나 수자원시설물 운영에서 주어진 목적의 달성여부를 판단하는 기준은 사회적 합의를 바탕으로 한 공개념으로 작용하기 때문에 기준 적용은 매우 신중하게 다루어져야 한다. 이런 기준들은 신규용수공급시설 설계나 기존시설의 경우 이행도를 평가하는 척도가 되며 경제성이나 대안을 결정하는데 이용된다. 또한 이런 기준들은 국가 수자원 정책의 지표가 될 뿐만 아니라 물 공급 서비스를 받는 사람들에게 최소 필요로 하는 물을 어느 수준으로 얼마를 어떻게 공급할 것인가를 약속하는 의미를 갖는다. 이를 위해 우선 검토하여야 할 사항은 용수공급신뢰도 조사를 위한 기본체계를 제공하고 현재 신뢰도가 어떻게 정의되었으며 물 공급관리지표에 맞추어 예상되는 물 수요의 증가를 언제 어떻게 맞출 것인가라는 측면에서 신규시설물을 계획하면서 공급신뢰도에 의한 계획공급량(목표공급량)을 정하였다. 물을 공급받는 수요자는 공급에 대한 신뢰도가 높은 상태를 원하며 자신이 원하는 물을 아무런 장애없이 지속적으로 공급될 수 있는 조건을 전제로 물 공급계약을 체결한다. 이와 같은 신뢰도가 늘 엄격히 지켜지는 것은 아니나 현대 사회에서도 수요와 공급관계에서 지켜져야 할 기준으로 인식되고 있다. 아울러 수자원 기술자들에게 는 최적으로 달성해야할 업무목표가 된다. 그러나 제한된 정보를 이용하여 용수공급의 신뢰도를 정하게 되며 설계치를 초과하는 수문사상의 불확실성 및 수리구조물의 불안정 등으로 물 공급의 위험도는 항시 발생할 수 있다. 또한 인구증가나 새로운 산업입지에 의한 물 수요의 증가는 기존 시설물의 용량을 초과하여 물 공급의 신뢰도를 악화시킬 수 있다. 가장 널리 이용되고 있는 공급신뢰도 개념은 목표한 용수공급량 혹은 수요량을 충족시키느냐 못하느냐의 정도를 발생빈도 확률로 나타내는 것이다. 그러나 신뢰도의 적용에 대한 기준은 국내뿐만 아니라 외국에서도 종종 논란거리가 되고 있다. 또한 한 국가 내에서나 수자원을 개발하는 기관 내에서도 동일 목적의 사업별로 적용기준이 천차만별이다. 본 연구에서는 국내 외 이수안전도에 대한 정의와 적용사례를 분석하고 각각의 기준이나 지표의 장단점을 비교 평가하고자한다. 아울러 도출된 문제점을 바탕으로 개선방향을 제시하고자 하며, 궁극적으로 국내의 이수안전도 기준설정에 대한 종합적 의견을 제시 하고자 한다.

The Evaluation of the Purchase Social Housing on the Characteristics of Location and Housing in Busan (부산지역 매입임대주택의 입지 및 주택 내·외부 특성에 따른 주거평가 분석)

  • This study aims to analysis of determinants of the residents satisfaction of purchased rental housing and currently being implemented policy of supporting low-income families are empirically evaluated through the residential evaluation of purchased rental housing residents. Purchased rental housing users are possible to live in currently residing community consistently, have advantages for fewer problems of the phenomenon of social isolation, exclusion and preventing slumism of low-income families, are expected to increase in the future. First of all, the characteristics of residential environment, housing expenses and a head of household were examined for the residential environment evaluation of the residents of purchased rental housing, on the basis of this, the characteristics of internal and external house and residential location are examined each for the determinants of the residential environment satisfaction of purchased rental housing. The variables that affect residential satisfaction according to residential location are public facilities, educational facilities and welfare facilities respectively. In particular, the higher the satisfaction of access to welfare facilities, the higher the satisfaction of residential location of purchased rental housing was analyzed. The variables affecting the residential satisfaction according to the internal and external characteristics of house are significant in window status, cracking, heating facilities, housing scale and management.
