The purpose of this study is to examine the effects of organizational/job suitability and self-efficacy on the job enthusiasm of public officials to enhance the government's organizational performance and goal achievement, and to examine what mediating effects of self-efficacy have. As the subject and method of the study, a survey was conducted with 248 civil servants from three cities (P, U, Y) in Gyeonggi-do, and structural equation analysis was used for the collected surveys. As a result of the study, organizational suitability of public officials had a positive effect on job enthusiasm, and self-efficacy was found to have a partial mediating effect on organizational suitability and job enthusiasm. In the case of job suitability, job enthusiasm was not significant, and self-efficacy had a fully mediated effect. Based on the results of this study, administrative and policy implications for enhancing the enthusiasm for the job of front-line civil servants of administrative organizations were presented.

It is anticipated that the introduction of ICT to street-level welfare administration will smoothen communication processes between frontline officials and recipients by intensifying welfare information sharing and distribution. However, through a case study of ICT-mediated street-level welfare administration in South Korea, this article claims that ICT can deteriorate frontline official-recipient relationship into more distrustful and disempowered directions. This study demonstrates that ICT tends to replace face-to-face rapport building between officials and recipients with mechanical checking and complaining processes. ICT-based welfare administration can also disempower the autonomous interactions of street-level actors by surveiling every working step of frontline officials and the daily lives of recipients. Through an investigation into street-level bureaucracy in an information society, this study criticizes the dehumanization tendency of ICT-mediated human services and raises a question in the roseate vision on social welfare informatization.

구제역 발생시 구체적인 방역요령은 "구제역 긴급 행동지침"에 따라 방역조치가 수행되며, 이 요령에서 정하지 못하는 사항들은 행정지침으로 전달된 방법에 따라 수행하게 된다. 본 기고는 구제역 방역을 일선에서 시행한 결과를 토대로 재검토한 바, 모든 감수성 동물은 최종도착지가 도축장인 점을 감안할 때 도축장방역이 매우 중요함에도 불구하고 "구제역 긴급 행동지침"이 구체적이지 못하였으며 일선 방역 검사기관의 능력과 여건이 고려되지 않고 방역 및 검사업무는 물론 제반 행정사항을 검사원에게 일임함으로써 결과적으로 업무가중에 의한 검사처리능력의 한계점을 넘는 결과를 초래하였다 따라서 "구제역 긴급 행동지침" 및 자체 가상 시나리오 작성시 도축장 방역을 보완하여 유사시 효율적인 방역 검사가 이루어질 수 있도록 다음과 같이 제언한다. (1) 검사원의 증원방안 (2) 검사업무 보조원 확보 방안(기능직 공무원 대체) (3) 정육 및 부산물 처리장 선정(특히 오수 및 장내용물 처리방안) (4) 사법권의 적절한 활용방안

This study aims to elaborate differences of demand and supply in welfare service delivery upon regions. For this purpose, in-depth interviews were conducted with 15 welfare bureaucrats from Dong offices among largest and smallest portions of recipients in Seoul. The results indicated that there were significant differences in the proportion of welfare bureaucrats versus welfare recipients (11-450 households) of the National Basic Livelihood Guarantee System, the amount of available private sector resources, and the difficulty of providing visitation counseling upon regions. Research implications were discussed further to address regional disparities of welfare services.

Recently, there were some welfare embezzlement cases of public social workers. The purpose of this study is to explore public perceptions of public social workers by analysing the comments named "datgeul" in the internet media discussion rooms("toronbang") about welfare embezzlement cases of public social workers. The results show that the main discourse about public social workers to perform a dual role as the public servants and social workers on the front line of public social welfare is that they are the victims of both a public official system and welfare administration system. In addition, social workers in public sphere are still recognized as service personnels with sacrifice and commitment rather than as professionals. Finally, the implications of this study were discussed to improve public perceptions of social welfare professionals.

This survey research was performed to determine the social capital that public officials generate within the relationship of the community at the individual level by performing their public office work as an administrative duty. To this end, a survey was conducted on 500 civil servants in Jeju province. The survey period was May 19-23, 2014. 476 subjects were analyzed using a T-test, One way ANOVA, and multiple regression analysis to on SPSS 19.0Win software. As a result of the analysis, 1. The norms of the community cultural, male staff participation and cooperation, and social capital level of civil servants, showed a significantly higher association than female civil servants. There was a difference between the populations of registration to an association to the work location type. In addition, the social capital increases generally as the level of the officers increases. 2. The sub-category in the social capital of a personal level on civil servants family & associates trust, participation & cooperation and neighbor trust had a positive impact on the efficiency of public services. On the other hand, community cultural associations (network) did not have an influence on efficiency.

The purpose of this study is to investigate practical measures to provide a better welfare services in public sector through analyzing differences according to socio-demographic characteristics about the quality service of public welfare that social welfare officials perceive personally. The questionnaire has been conducted among 401 social welfare officials with 5 factors: tangibles, reliability, responsiveness, empathy and assurances. With the results, the age was the most conspicuous difference in five factors of quality service in general. The quality of welfare service appears lower level as the official works close to community members. Additionally, the analysis shows that social welfare officials have relatively low perception about reliability, responsiveness and empathy. The official in charge of social welfare needs to have a neighborhood-centered value orientation, and be a social worker and official in the field of substantive welfare. Therefore, this study has a meaning to suggest some directions of social welfare transition and basic delivery system by identifying their understanding.

Corruption of the bureaucratic society can cause the whole society to corrupt and it can also increase public expense gradually because of the civil society's distrust of the administration. Throughout experience of front-line firefighters, this study lets the entire firefighters take an interest in increasing integrity and make it the primary assignment of fire administration. It is the most important to find out the illogical systems and try to improve them in order to solve the increasingly secret and sophisticated forms of corruption completely. The purpose of this study is to show the ways to improve firefighters' integrity by analyzing and pointing out the main factor and the realities of corruption of firefighters.

The Farm-Closure Assistance (FCA) program is operated to compensate for lost farm income, to stabilize the management of low-competitive farms, and to enhance competitiveness of target items. The FCA, however, has several problems, such as the balloon effect and fraudulent receipts. Therefore, it is important to examine the operational problems of the FCA, establish improvement plans, and settle the measures. The objectives of this study are to analyze problems and suggest solutions for FCA, reflecting the viewpoints of local government officials who are in charge of actual tasks on the FCA front lines. The study analyzes whether characteristics of government officials lead to differences in setting the maximum amounts and extensions to FCA. Factors influencing the necessity of setting ceilings on FCA were work experience, recognition of agriculture's importance, and the FTA's impact on domestic agriculture, gender, and regions. Factors affecting the extension of FCA were the agency unit, work experience on the FTA, recognition of the effects of FTA direct payments and FCA, and recognition of the subsidy's direction. The results can be employed as a fundamental background that can set the direction for institutional improvement when the government tries to improve FCA.

축산분야에서 공무원 생활만 30년 넘게했다는 조장철 팀장은 안성시 전체 방역상황을 한눈에 볼 수 있는 현황판을 직접 제작해 거점을 표시하고 직원들은 물론 안성시를 찾아오는 외빈들에게도 일사천리로 방역상황을 설명한다. 그야말로 안성 축산의 방역통으로 불리는 조 팀장은 지역의 축산농가는 거의 안다고 해도 과언이 아니다.
