Proposal for the Hourglass-based Public Adoption-Linked National R&D Project Performance Evaluation Framework (Hourglass 기반 공공도입연계형 국가연구개발사업 성과평가 프레임워크 제안: 빅데이터 기반 인공지능 도시계획 기술개발 사업 사례를 바탕으로)

  • The purpose of this study is to propose a scientific performance evaluation framework for measuring and managing the overall outcome of complex types of projects that are linked to public demand-based commercialization, such as information system projects and public procurement, in integrated national R&D projects. In the case of integrated national R&D projects that involve multiple research institutes to form a single final product, and in the case of demand-based demonstration and commercialization of the project results, the existing evaluation system that evaluates performance based on the short-term outputs of the detailed tasks comprising the R&D project has limitations in evaluating the mid- and long-term effects and practicality of the integrated research products. (Moreover, as the paradigm of national R&D projects is changing to a mission-oriented one that emphasizes efficiency, there is a need to change the performance evaluation of national R&D projects to focus on the effectiveness and practicality of the results.) In this study, we propose a performance evaluation framework from a structural perspective to evaluate the completeness of each national R&D project from a practical perspective, such as its effectiveness, beyond simple short-term output, by utilizing the Hourglass model. In particular, it presents an integrated performance evaluation framework that links the top-down and bottom-up approaches leading to Tool-System-Service-Effect according to the structure of R&D projects. By applying the proposed detailed evaluation indicators and performance evaluation frame to actual national R&D projects, the validity of the indicators and the effectiveness of the proposed performance evaluation frame were verified, and these results are expected to provide academic, policy, and industrial implications for the performance evaluation system of national R&D projects that emphasize efficiency in the future.

Development of Internet Information Push-Delivery System Design of Smoking Cessation for Health Promotion (지역주민의 건강증진을 위한 인터넷 금연 강화 프로그램 개발)

  • Objectives: The development of internet programs for smoking cessation was motivated to quit smoking in the large group of smokers. This personalized program consisted of tailored message to consider the smokers characteristics, and contain the informations on the outcomes of smoking cessation and the skills to be used in the quit attempts. The purpose of this study was to develop the internet management program and information push-delivery system for smoking cessation to encourage the personal intention to quit smoking. Methods: We conducted in 3 steps as developing push service to encourage intention of smoking cessation, analyzing problems of smoking cessation program through the pilot test and suggesting improvements by implication stages. Results: This program is delivered for 30 days. if the participants do not fail to quit smoking. The contents consisted of 13 stages which were divided on starting period. practical period, maintenance period and success period. And push service afforded the tailored message to participants using their e-mail. According to the evaluation of pilot test, the problems of internet information push-delivery service for smoking cessation were the over-tasks per visiting time, recording style of participants, difficulty of terms and sentences, lack of visual effects, absence of follow-up module and unsuitable link with main homepage. Improvements were divided on 3 stages by implication period. The first stage included the immediate improvements as improving link with homepage, modifying menu of smoking information and upload file of notice part. The second stage included the short term improvements as alleviating condition of withdrawal, coordinating start stage of retrial, modifying errors of information push-delivery service and addition of educational materials. The third stage included the long term improvements as development of follow-up module, cost-effectiveness evaluation, reducing contents quantity, introduction of checking style, compensation of graphics effect and review for SMS utilization. Conclusions: This program contribute to improving smoking cessation rate. Therefore this program should be tested in a community to evaluate the effectiveness. To promote the effectiveness, this program should be developed the contents and the strategies for various targets, and established the follow-up system for ex-smokers.

The Impact of Market Environments on Optimal Channel Strategy Involving an Internet Channel: A Game Theoretic Approach (시장 환경이 인터넷 경로를 포함한 다중 경로 관리에 미치는 영향에 관한 연구: 게임 이론적 접근방법)

  • Internet commerce has been growing at a rapid pace for the last decade. Many firms try to reach wider consumer markets by adding the Internet channel to the existing traditional channels. Despite the various benefits of the Internet channel, a significant number of firms failed in managing the new type of channel. Previous studies could not cleary explain these conflicting results associated with the Internet channel. One of the major reasons is most of the previous studies conducted analyses under a specific market condition and claimed that as the impact of Internet channel introduction. Therefore, their results are strongly influenced by the specific market settings. However, firms face various market conditions in the real worlddensity and disutility of using the Internet. The purpose of this study is to investigate the impact of various market environments on a firm's optimal channel strategy by employing a flexible game theory model. We capture various market conditions with consumer density and disutility of using the Internet.

From this structure, the manufacturer could introduce its own Internet channel (MI). The independent physical store could also introduce its own Internet channel and coordinate it with the existing physical store (RI). An independent Internet retailer such as Amazon could enter this market (II). In this case, two types of independent retailers compete with each other. In this model, consumers are uniformly distributed on the two dimensional space. As the average travel cost in a market decreases while the average disutility of Internet use remains the same, average retail price, total quantity sold, physical store profit, monopoly manufacturer profit, and thus, total channel profit increase. On the other hand, the quantity sold through the Internet and the profit of the Internet store decrease with a decreasing average travel cost relative to the average disutility of Internet use. We find that a channel that has an advantage over the other kind of channel serves a larger portion of the market. In a market with a high average travel cost, in which the Internet store has a relative advantage over the physical store, for example, the Internet store becomes a mass-retailer serving a larger portion of the market. This result implies that the Internet becomes a more significant distribution channel in those markets characterized by greater geographical dispersion of buyers, or as consumers become more proficient in Internet usage. The results indicate that the degree of price discrimination also varies depending on the distribution of consumer disutility in a market. The manufacturer in a market in which the average travel cost is higher than the average disutility of using the Internet has a stronger incentive for price discrimination than the manufacturer in a market where the average travel cost is relatively lower. We also find that the manufacturer has a stronger incentive to maintain a high price level when the average travel cost in a market is relatively low. Additionally, the retail competition effect due to Internet channel introduction strengthens as average travel cost in a market decreases. This result indicates that a manufacturer's channel power relative to that of the independent physical retailer becomes stronger with a decreasing average travel cost. This implication is counter-intuitive, because it is widely believed that the negative impact of Internet channel introduction on a competing physical retailer is more significant in a market like Russia, where consumers are more geographically dispersed, than in a market like Hong Kong, that has a condensed geographic distribution of consumers.
    illustrates how this happens. When mangers consider the overall impact of the Internet channel, however, they should consider not only channel power, but also sales volume. When both are considered, the introduction of the Internet channel is revealed as more harmful to a physical retailer in Russia than one in Hong Kong, because the sales volume decrease for a physical store due to Internet channel competition is much greater in Russia than in Hong Kong. The results show that manufacturer is always better off with any type of Internet store introduction. The independent physical store benefits from opening its own Internet store when the average travel cost is higher relative to the disutility of using the Internet. Under an opposite market condition, however, the independent physical retailer could be worse off when it opens its own Internet outlet and coordinates both outlets (RI). This is because the low average travel cost significantly reduces the channel power of the independent physical retailer, further aggravating the already weak channel power caused by myopic inter-channel price coordination. The results implies that channel members and policy makers should explicitly consider the factors determining the relative distributions of both kinds of consumer disutility, when they make a channel decision involving an Internet channel. These factors include the suitability of a product for Internet shopping, the level of E-Commerce readiness of a market, and the degree of geographic dispersion of consumers in a market. Despite the academic contributions and managerial implications, this study is limited in the following ways. First, a series of numerical analyses were conducted to derive equilibrium solutions due to the complex forms of demand functions. In the process, we set up V=100, ${\lambda}$=1, and ${\beta}$=0.01. Future research may change this parameter value set to check the generalizability of this study. Second, the five different scenarios for market conditions were analyzed. Future research could try different sets of parameter ranges. Finally, the model setting allows only one monopoly manufacturer in the market. Accommodating competing multiple manufacturers (brands) would generate more realistic results.

    • As online community was revitalized, the internet became the second space for people's everyday life. People enter into a connection with other on-line members and they maintain and extend their relationships. Such relationships can be analyzed and visualized with social network analysis. The method oftentimes envisions the structural elements of complex social life. The study aims at visualizing the relationships among the Cyworld users and designs an application "Blow Blow Your Pinwheel", the main purpose of this application is visualizing social relationships between ego and '1chons' which is a concept of friendship in Cyworld. Designing such an application, the study focuses on closeness of relationships which we think is composed of 1)proximity 2)similarity, 3)familiarity, and 4)reciprocity. The study used these concepts in measuring the strength of relationship between ego and other 1chons(friends). Specifically, we devised survey questionnaires which asked users to evaluate the importance of the above factors of closeness, and implemented the result in calculating the strength of the relationship between ego and other by giving weights for each factor. These measurements then were applied in visualizing the relationships in the application, we designed. Through the application, we can compare on-line relationships with off-line relationships and attempt for the new approach of Social Networks.

    • With growing population of internet and web applications, distributed environment is considered to be the standard architecture of application. A network management systems(NMS) is necessary to control and monitor the complex network resources for providing and sharing the heft quality service. We recognize the NMS as a standard infrastructure for supporting efficient networking and a separate commercial applications. We believe every resource including software, hardware and environment for the network management should be separated from special protocols, vendors and applications. Therefore, We need a standard network management system that is efficient and consistent because of the heterogeous network features. In regards to software development, software reuse through assembling and extending the reusable elements such as patterns and components assures to realize the best productivity and quality The component based development(CBD) methodology that can assemble black box though well defined interfaces makes it possible to develop easer and quicker applications and is proved as the best software development solution involved in construction, selection and assembly of components. In this thesis, we describe the architecture for the network management and identify, define and design the components through analysis and design in the network management domain and Identified components mapped to the component architecture. We also specify the component development and design and implement the component for developing the network management. Implemented components apply to the component repository system that register, retrieve and understand the components. We analyze, design and implement the entire network management system based on configuration, connection, performance and fault management through the pre-developed components.

    • 본 논문에서는 광대역 통신 방송 융합 서비스 제공을 고려한 WDM 메트로 링 망을 위한 매체 접근 제어(Medium Access Control; MAC) 프로토콜의 성능을 분석한다. 현재 인터넷은 통신 방송 융합 망으로 진화하고 있으며 다양한 트래픽 특성을 갖는 서비스가 액세스 망에서 메트로 망으로 유입되고 있다. 그러나 기존 메트로 망의 MAC 프로토콜은 이러한 망 환경 변화를 고려하지 않고 단순하고 동일한 트래픽만을 고려하여 성능을 분석하였다. 따라서 본 논문에서는 메트로 링에 연결된 액세스 노드의 입력 트래픽을 Self-Similar와 Poisson 트래픽으로 분류하여 기존 MAC 프로토콜의 성능을 분석하고 평가한다. 메트로 링 망에 연결된 액세스 노드는 이 두 종류의 트래픽 중에서 하나를 망에 유입하며 채널을 공유하는 노드 수에 따라서 다양한 트래픽 환경이 고려된다. WDM 메트로 링망의 기본 MAC 프로토콜은 CSMA/CA(Carrier Sense Multiple Access with Collision Avoidance)이며, 패킷을 빈 슬롯에 전송하고 송신지에서 패킷을 제거하는 SS (Source-Stripping) 기반으로 운용된다. 본 논문에서는 SS 방식으로 생성된 빈 슬롯을 바로 패킷 전송에 이용하는 방식과 그렇지 않은 방식을 각각 1-Persistent와 non-Persistent로 분류하고 MAC 프로토콜을 분석하여 기존 방식의 장 단점을 비교한다. 또한 전송 공정성과 처리율을 같이 고려하여 적용할 수 있는 확률 기반 p-Persistent MAC 프로토콜도 분석하였으며 시뮬레이션을 통하여 각 프로토콜을 노드 처리율, 전송 지연, 패킷 손실률, 전송 공정성 관점에서 비교하고 평가한다.y 수행을 여러 서버로 분산처리하게 함으로써 성능에 대한 신뢰성을 향상 시킬 수 있는 Load Balancing System을 제안한다.할 때 가장 효과적인 라우팅 프로토콜이라고 할 수 있다.iRNA 상의 의존관계를 분석할 수 있었다.수안보 등 지역에서 나타난다 이러한 이상대 주변에는 대개 온천이 발달되어 있었거나 새로 개발되어 있는 곳이다. 온천에 이용하고 있는 시추공의 자료는 배제하였으나 온천이응으로 직접적으로 영향을 받지 않은 시추공의 자료는 사용하였다 이러한 온천 주변 지역이라 하더라도 실제는 온천의 pumping 으로 인한 대류현상으로 주변 일대의 온도를 올려놓았기 때문에 비교적 높은 지열류량 값을 보인다. 한편 한반도 남동부 일대는 이번 추가된 자료에 의해 새로운 지열류량 분포 변화가 나타났다 강원 북부 오색온천지역 부근에서 높은 지열류량 분포를 보이며 또한 우리나라 대단층 중의 하나인 양산단층과 같은 방향으로 발달한 밀양단층, 모량단층, 동래단층 등 주변부로 NNE-SSW 방향의 지열류량 이상대가 발달한다. 이것으로 볼 때 지열류량은 지질구조와 무관하지 않음을 파악할 수 있다. 특히 이러한 단층대 주변은 지열수의 순환이 깊은 심도까지 가능하므로 이러한 대류현상으로 지표부근까지 높은 지온 전달이 되어 나타나는 것으로 판단된다.의 안정된 방사성표지효율을 보였다. $^{99m}Tc$-transferrin을 이용한 감염영상을 성공적으로 얻을 수 있었으며, $^{67}Ga$-citrate 영상과 비교하여 더 빠른 시간 안에 우수한 영상을 얻을 수 있었다. 그러므로 $^{99m}Tc$-transierrin이 감염 병소의 영상진단에 사용될 수 있을 것으로 기대된

    Design of a Real Estate Knowledge Information System Based on Semantic Search (시맨틱 검색 기반의 부동산 지식 정보시스템 설계)

    • The apartment' share of the housing has steadily increased and property assets have been valued in importance as the one of asset value. Information retrieval system using internet is particularly active in the real estate market. However, user satisfaction on real estate information system is not very high, and there is a lack of research on real estate retrieval to increasing efficiency until now. This study presents a new knowledge information system developed to consider region-related factor and individual-related factor in the real estate market. In addition it enables a real estate knowledge system to search various preferential requirements for buyers such as school district, living convenience, easy maintenance as well as price. We made a survey of the search condition preference of experts on 30 real estate agents and then analyzed the result using AHP methodology. Furthermore, this research is to build apartment ontology using semantic web technologies to standardize various terminologies of apartment information and to show how it can be used to help buyers find apartments of the interest. After designing architecture of a real estate knowledge information system, this system is applied to the Busan real estate market to estimate the solutions of retrieval through Multi-Attribute Decision Making(MADM). Based on the results of the analysis, we endowed the buyer and expert's selected factors with weights in the system. Evaluation results indicate that this new system is to raise not only the value satisfaction of user, but also make it possible to effectively search and analyze the real estate through entropy analysis of MADM.     • The computing systems of today expanded business trade and distributed business process Internet. More and more systems are developed from components with exactly reusability, independency, and portability. Component based development is focused on advanced concepts rater than passive manipulation or source code in class library. The primary component construction in CBD. However, lead to an additional cost for reconstructing the new component with CBD model. It also difficult to serve component information with rapidly and exactly, which normalization model are not established, frequency user logging in Web caused overload. A lot of difficult issues and aspects of Component Based Development have to be investigated to develop good component-based products. There is no established normalization model which will guarantee a proper treatment of components. This paper elaborates on some of those aspects of web application to adapt user requirement with exactly and rapidly. Distributed components in this paper are used in the most tiny size on network and suggest the network-addressable interface based on business domain. We also discuss the internal and external specifications for grasping component internal and external relations of user requirements to be analyzed. The specifications are stored on Servlets after dividing the information between session and entity as an EJB (Enterprise JavaBeans) that are reusable unit size in business domain. The reusable units are used in business component through query to get business component. As a major contribution, we propose a systems model for registration, auto-arrange, search, test, and download component, which covers component reusability and component customization.

    • Recently electronic journal articles prevail throughout researchers because of the development of internet and electronic publishing technology. It is caused by limited collection development budget, lack of physical storage space for printed journals in libraries, and the user convenience of web services. But from the view of ownership, electronic journals can be unfavorable to information users or libraries who cannot have the permanent right to access all the subscribed journals. Actually the libraries only have right to access journals for subscription periods in using electronic journals. So the users and libraries are willing to purchase printed journals in spite of high cost. As an basis for collaborative collection development and sharing preservation of Korean libraries for the foreign journals, the data analysis is carried out for the journals collection in terms of regional distribution, overlapping status, and journal subject. And the considerables are discussed for collaborative strategic collection development, which means the reduction of overlapped subscription and maximization of utilization in a national standpoint.

    • With the broader range of information and communications technology, of which fashion is a foundational medium, to analyze fashion as an information technology in order to better understand the industry's desire for intellectual property protection, popular resistance to such protection, and the most efficacious balance between them in terms of creative expression. It is, therefore to be focused on cultural and historical reasons for the limited degree of intellectual property protection extended in the past to certain categories of human creativity, including fashion design. So, the question of why some tension still exists between creators and consumers of fashion, how information theory can contribute to an explanation for that tension, and what role law can play in its resolution with Louboutin case and Levi case. Consumers and designers alike are better served by promotion of fair competition, lower litigation costs, and the inventive synergy of the fashion industry. Louboutin shows the comfortable, respectful limits of trademark law, while Levi illustrates the dangerous, overreaching deference that a few circuits have granted to famous marks. The Supreme Court could clarify the standard for dilution claims, requiring that a junior mark be "identical or nearly identical" or even "significantly similar" to a senior mark. Courts should need a deference in making dilution determinations and can choose to make this factor quite subjective with the highest degree of similarity.
