새로운 자원전쟁이후 식량무기야 말로 석유무기에 버금가는 무기로 돼 버렸다. 세계곳곳에서는 기아에 허덕이는 인구와 아사자들의 발생이 매스컴을 통해, 연일보도 되고 있다. 새삼$\ulcorner$말사스$\lrcorner$의 인구론을 비웃으며 소비가 미덕이라고 부르짓던 인간의 콧대가 무색해질 정도로 인간은 식량 위기의 심각성을 실감하고 있다. 우리도 매년 7$\~$8억불의 외화를 소비하면서 식량을 도입하여야만 하는 어려운 실정에 있다. 이러한 식량부족은 필연적으로 축산업에 문제점을 제기해주고 있다. 인간이 당장공복을 채울식량도 부족한데 이것을 가축에 먹여 단백질을 생산하여야만 할까? 우리나라 사료자원도 도입곡류의 의존도를 줄이려고 장기 축산진흥 계획을 수정한다. 새로운 축산정책에서 외곡 의존도가 높은 닭, 돼지를 감소시키겠다고 말하고 있다. 이러한 정책이 과연 바람직한 것인가?

There was a rapid population change accompanied with changes in population structure recently in Korea. The changes were nationwide though greater in rural, where the population decreased steeply, through the internal migration from rural to urban. There, in the structure of Gun's population, severely distorted features have been shown in the study. Also, the structure differ greatly by Gun. It indicated that the rural problems were much more serious than anticipated when analyzed generally. It tells us that we should consider the problems related with different population structure in developing the programs for the rural.

This paper is concerned on the reality and the effected factors to the help for the victims of crime in the police. In our society the related enacted law and polices for the victim of crime have been practiced, but it was not easy to be helped or supported in some ways. On the contrary the victims have been used as tool of investigation or just the sources of witness on the crime. These days the issue of the victims of crime is one of the most concerned matters to the public, and it turns to on of core issues in the law enforcement community. According to the filed survey for the study, the female and higher level or longer careers than the male and lower level or shorter careers in the police are more positive on the help for the victims of crime. But if the members in the law enforcement community would be trained up with the organized program to fulfill their duties, they could be in positive on the help for the victimes of crime.

This study investigated the policies of return to farm & rural of the local government 's local communities. Through this, we intend to provide information for the successful establishment of the policies of the local village. The local economy is difficult due to the declining population. Therefore, it is also important as a way to increase the population. It is also important as a way to revitalize agriculture. The results of this study are as follows. The main factors are education, self-sufficiency, adaptation, funding, and consulting. In addition, the importance of these was highest in the self-supporting environment (28%). Followed by adaptation (21%) and funding (20%). Followed by consulting (17%) and education (15%). We can conclude that the factors that show a somewhat lower proportion are less important, but we can also conclude that the importance of the factors is high due to the high maturity of the factors. The importance analysis used AHP technique. The results of this study can be a guide for government policy.

The main purpose of this paper is to analyze the trend of urbanization and population distribution in North Korea. Although North Korean data lack comparable details, attention has been given to the comparison of urban system between North and South Korea. In North Korea, the pace of urbanization was most rapid just after the Korean War, from 1954 to 1960. However, the pace slowed down markedly in the early 1970s and has remained sluggish since then. North Korea is currently much less urbanized than South Korea. As specific features of urbanization in North Korea, emergence of new cities along inland borders, prominence of intermediate-sized cities, and sudden population growth of major cities due to boundary expansion are stressed. Available demographic data also indicate an overwhelming primacy of Pyongyang Municipality in the urban system, and rapid growth of satellite cities in the west-central region. It appears that, in North Korea, urbanization process has been a product of the government's development policies rather than individual's socioeconomic motivation to migrate urbanward. Finally, migration issues after unification of the Korean Peninsula and related problems are discussed in this study.

Overpopulation has been one of the most serious problem of the Seoul Metropolitan Area (SMA), which consists of the City of Seoul, Incheon, and the whole of Gyeonggi Province. People have been still moving into SMA, especially being concentrated into the fringe of Seoul. This study examines the inner city decline phenomenon of SMA which can be easily found in large cities over the world, based on the demographic data of these area. In addition, this study monitors the imbalance in growing of SMA by analyzing RMI (Rank Mobility Index), and the inverse relation between the self sufficiency of the adjacent area and the commuting rate to Seoul by analyzing commuting data. Even though the total population has been unchanged, the internal change of population was substantial. The growth of Seoul Metro region was placed near the city of Seoul, especially commuter data reassured the population concentrations. The results will be useful in urban planning and growth management.

2000년대 후반에 들어서, 경제 사회현상을 분석, 예측하기 위한 마이크로 시뮬레이션(Micro Simulation) 기술이 미래 핵심기술로 등장하고 있다. 마이크로 시뮬레이션을 적용하면 각 분야별 쟁점 과제에 대한 다차원 정책실험을 수행할 수 있으며, 이를 통하여 중장기적인 전략설정과 더불어 단기적인 정책수립에 대한 의사결정이 가능해진다. 복잡한 사회현상의 본질을 파악하고 여러 가지 정책적 대안을 실험해 볼 수 있는 마이크로 시뮬레이션 기술을 소개하고, 저출산, 고령화 등 사회변화에 선제적으로 대응하는 정책적 대안을 실험할 수 있는 인구동태 마이크로 시뮬레이션 기술현황과 개발방향을 소개한다.

현재 우리나라 농업은 인구의 고령화, 농촌인구의 도시 유출, 기후온난화 등의 영향으로 많은 어려움을 겪고 있다. 이에 정부에서는 각종 지원정책을 통해 농업관련산업을 지원하고 있으나 뚜렷한 효과를 보지 못하고 있으며 농업으로의 창업에서도 성과를 내지 못하고 있다. 정부에서는 농업관련 기관을 통해 농업관련산업 내 창업에 대한 지원사업을 확대하고 있으며 다양한 컨텐츠를 접목시켜 양을 늘리고 질적인 성장을 꾀하고 있다. 농업관련산업 창업에 대한 검토와 함께 차별화된 정책이 필요하며, ICT와 소프트 웨어 중심의 창업지원 정책에서 새로운 성장 컨텐츠를 더하는 변화가 요구된다고 하였다. 따라서 4차 산업혁명 시대를 맞아 다양한 기술들이 농업관련산업에 접목되고 있으며 예비창업자들의 대부분이 큰 기대와 함께 창업을 할 것으로 기대된다. 본 연구에서는 농업관련산업의 관심이 있는 예비창업자를 대상으로 창업의지에 미치는 영향을 분석하고자 한다. 여러 가지 영향중에 내적개인특성, 창업지원, 외부환경특성 등의 창업의지에 미치는 영향을 살펴봄으로써 향후 농업관련산업 내 예비창업자들에게 도움이 되고 관련 기관이 지원정책을 수립합에 있어 도움이 될것으로 기대한다.

가구는 주택과 내구소비재 구입의 단위가 되기 때문에 장래의 가구수에 대한 자료는 정부가 주택정책을 수립하거나, 기업체가 가전제품이나 가구를 생산하는 장기 계획을 짜는 데 필요불가결한 정보 중 하나이다. 우리 나라는 현재 심각한 주택난을 겪고 있으며 이 주택난은 가구의 급증과 떼어 놓고 생각할 수 없다. 최근 우리 나라의 주택난 해소에 대한 합리적인 대책을 수립하자면 정확하고 상세한 가구추계가 요청된다. 그리고 경제적으로 취약한 계층인 노년인구가 급증하고 있는 것과 관련해서 노인가구의 증가가 예상되고 있는데 이들을 대상으로 하는 각종 사회복지정책의 수립에는 전반적인 가구구조와 노인가구에 관한 정확한 예측이 절실하게 요청되고 있다. 본 연구는 단순한 가구수 추계뿐만 아니라 가구구조 및 혼인상태별로 다양하게 가구수를 추계할 수 있는 비교적 간편하면서도 신뢰성을 인정받고 있는 고노(Kono)의 확장된 가구주율법을 사용하고 최근의 센서스 자료를 활용하여 가구수 추계를 실시하였다. 이 연구에서는 지난 30년간의 가구구조의 변동을 분석하고 1990년 이후 10년간 우리 나라의 시·도별 가구수를 전망하며, 노인가구를 위시한 가구형태별, 가구규모 및 혼인상태별로 가구수를 추계하고 있다. 아무쪼록 이 연구결과가 지방자치화에 따른 지역 주택정책 수립 및 노인복지 등 각종 사회복지정책의 수립에 필요한 자료로써 널리 활용되기를 바란다.
