A Consideration on Connecting Operations among Freeway Management Companies (고속도로 관리자간 상호 연계체계 수립에 관한 고찰(한국토로공사가 관리하는 노선을 중심으로))

  • As the rapid increase of highway investments from Private sector the organizations of highway operator became diversified, and thus causing various unexpected problems. Highways invested by private capitals have different fare rates and managing systems. It is desirable to reduce drivers' inconvenience using more than two sections of highways spread over different jurisdictions. The main purposes of this research are i) data survey and problem statements ii) prediction of future problems and preparing appropriate countermeasures. This research are divided into two parts. They are management system and fare collection system. Major investigations of this study are as follows, optimum toll operation models depend on charging systems and interchange shapes of two interconnecting expressways. Assuming that the current payment and the new electronic payment system aye used concurrently for a while, some alternatives for the inter-operation to collect tolls ate suggested focusing on the efficiency to tollway corporations as well as convenience to drivers. The advantages and disadvantages of the alternatives, including their characteristics, are compared.

  • Over the last couple of years, established Cumulus Pricing Scheme(CPS) has become an important research issue for efficiently charging differentiated internet services. This paper proposes the adjusted CPS technique that expressed information of over or under-use of resources in bandwidth. And, 1 propose CPS with respect to the six main pricing and charging conditions. Also, accumulation technique may indicate an information between specified charging and eventually requires to adapt the initial contract. So called red and green Cumulus Points(CP) are used to judge the behavior of customer. At this point, the actual resource consumption is described by function v(t) at time t.

  • Some road charges toll to finance the cost or to manage traffic congestion. With a growth of PPI projects, toll roads would be increase continuously. Tolls have a considerable influence on user's route choice, and sometimes can affect to the departure time and even to mode choice. For modelling toll roads, user's WTP or VOT has an important role and it is general that VOT is equivalent to the wages of workers. The current way of modelling technique yields various toll price elasticity from low to high. When there exist few alternative routes, unrealistic result that all traffic assigned to some shortest path may occur. The toll price elasticity can be influenced by alternative route and congestion level, but some result shows nearly unrealistic patterns. The model to forecast more realistic toll road demand is very essential for estimating toll revenue, choice of optimal toll level & collecting location and establishing toll charge strategy. This paper reviewed some literatures about toll road modelling and tested case study about the assignment technique with different VOT. The case study shows that using different VOT yields more realistic result than the use of single VOT.

Traffic Flow Analysis by Delay Penalty and Road Pricing (지각패널티와 변동요금에 의한 교통류 분석 연구)

  • With rapid development Telematics industry, the concern of dynamic road pricing system is increasing. In this study, the change of traffic flows according to traffic information and variation of congestion road prices related to the dynamic road pricing was analyzed. In this study, three facts were unfolded. First, high delay penalty and low delay penalty drivers are shown different reaction for the different congestion road prices. Second, the higher congestion road prices the more drivers convert their route from toll road to non toll road. Third, high penalty drivers are converting to toll road than low delay penalty drivers under same congestion road prices. This study has reached the conclusion that dynamic congestion pricing has a high possibility for traffic management.

A Study on The Demand Management for Determination of Freeway Toll System (고속도로 통행요금체계 결정을 위한 수요관리방안 연구)

  • Statistics shows that 80% of freeway users travel less than 50km, and only 8% of them do over 100km. It means that the freeway is used for commuting. As a result, the freeway is not used efficiently and social cost is high. The current toll system aims for the efficient usage of the freeway by restraining short-distance trips and inducing long-distance ones. Thus, policies such as minimum toll system and discount for long-distance trips have been carried out. However. these two policies take no account of demand management between the freeway and alternative roads. They merely consider the compensation for charge on users, so the assessment of discount rate and distinction of distance are not reasonable. Consequently, not only the effective demand management but also the evaluation of those policies has been difficult to be achieved. The objective of this paper is to analyze those problematic policies and to establish a reasonable and improved toll system. In addition, this study presents the methodology to minimize social cost, which can be achieved by reducing short trips and encouraging long ones on the freeway. A new methodology of freeway toll system is applied and the results are presented.

Determinants of the Users' Intention to Retain the Monthly Movie Subscription VOD in the Pay-TV:A Dual Model of Dedication-Based and Constraint-Based Mechanisms (유료방송 영화 VOD 월정액 서비스 이용자의 가입유지의도에 영향을 미치는 요인에 관한 연구: 자의기반과 구속기반 메커니즘의 이원적 모형을 중심으로)

  • This study investigates the factors influencing to users' intention to retain monthly movie subscription VOD service in the Pay-TV. A dual model of a dedication-based mechanism and constraint-based mechanism used as the analytical framework for the service subscription retention. This study surveyed the total of 366 respondents who aged 15 years or older among the subscribers who use monthly movie subscription VOD service in Pay-TV from May 8 to May 14, 2018 through online surveys. And the study used SPSS 25 and AMOS 21 for data analysis. The results of the analysis are as follows. First, the price, the contents diversity and the ease of use were found to affect the user satisfaction. From three components, the price is the most effective and the ease of use is the next. Second, user satisfaction were found to affect the intention to retain a subscription in the dedication-based mechanism. Third, procedural switching cost were found to affect the intention to retain a subscription in the constraint-base mechanism.

Estimating the appropriate Level of Transit Fare Discount for Transfer Passengers (대중교통 환승요금 적정 할인수준 추정 - 서울시 사례를 중심으로 -)

  • 본 연구의 목적은 대중교통수단간 환승할인제도를 서울시에서 도입할 경우 할인의 대상적 범위를 확정하고 할인율을 결정하는 것이다. 최적대안을 찾기 위해 서울시 교통혼잡관리를 위해 개발된 SECOMM 모형의 수단 선택패러미터값을 활용한 모의분석방법을 사용하였다. 본 연구에서는 공간적인 범위를 서울시로 한정했고, 환승 할인 대상에서 마을버스와 좌석버스가 제외하였다. 모의분석결과 서울시에서 단기적으로 시행가능한 환승할인제도는 버스와 지하철간의 환승만을 대상으로 기존 요금을 500원에서 600원으로 100원씩 인상한 상태에서 이후 수단에 대해 30%가지 할인을 해주는 안이 현실적으로 가장 도입가능성이 높은 대안으로 분석되었다. 이 경우 지하철 이용수요는 0.2% 가까이 늘어나는 대신 버스이용자는 다소 감소할 것으로 분석되었으며 연간 802억원에 가까운 요금수입 증대효과가 나타날 것으로 분석되었다. 한편, 요금의 인상이 없을 경우 이후 수단에 대해 30%를 할인해 준다면 (버스-버스 환승할시) 연간 2,000억 이상의 정부지원이 전제되어야하며 그 이상 할인해줄 경우는 적자규모가 급격하게 늘어나기 때문에 현재 운영기관의 재정여건을 감안할 때 도입하기 힘든 대안으로 분석되었다. 본 연구결과는 분석시 버스와 지하철의 다양한 요금유형을 충분하게 반영하지 못했고 오전첨두시 데이터로 요금에 대한 민감도가 낮은 문제가 이으며, 모의분석 결과이기 때문에 현실에 적용하는데 있어서는 운영기관 실무진들의 추가적인 검토가 필요할 것으로 판단된다. 또한 실행을 위해서는 환승할인이 인정되는 시간간격, 할인 방식, 버스하차시 시간기록장치 설치여부 등이 선결되어야 할 것으로 판단된다.

  • 본 논문은 이동통신 단말기(휴대폰)을 이용한 금융권의 모바일 계좌결제 서비스 플랫폼에 관한 것으로서 더 상세하게는 실명 인증된 이동통신 단말기 번호와 주요 거래은행의 계좌를 연계하여 등록하고 등록된 이동통신 단말기를 이용하여 전기요금, 가스요금 등의 지로 공과금과 홈쇼핑 구매 대금, 유무선 온라인 이용 및 구매 대금과 같은 각종 결제 요청 금액의 청구 내역을 이동통신 URL 단문 메세지 서비스(Call Back URL SMS)를 통하여 통보받고 그 청구내역을 이동통신 단말기를 통해 바로 조회하고 이용자의 선택에 따라 해당 결제요청 금액을 이동통신 단말기를 통해 이용자 및 거래처의 계좌번호 입력 없이 바로 언제 어디서나 편리하게 계좌결제 처리할 수 있도록 함으로써 각종 결제요청 금액의 납부 편의성과 이동통신 단말기의 기능성 향상을 달성하고 나아가 산업 관련업체(은행, 이동통신사, 결제청구기관)의 대고객 서비스의 향상 및 비용 절감을 도모할 수 있도록 한 이동 통신 단말기를 이용한 계좌결제방법 및 시스템에 관한 것이다.

  • 이동통신 가입자의 90%가 넘는 이들이 무선인터넷을 사용하고 있다는 통계와 이동통신업체들의 무선인터넷 수익률이 날로 높아 가고 있다는 조사결과가 쏟아지고 있다. 무선인터넷이 활성화를 이루고 있지만 정작 모바일 콘텐츠업체들은 여전히 배고픈 실정이다. 이는 통신요금이 아직까지 비싸 이용자들이 접속만 했다가 정보이용을 포기하기 때문이다. 이처럼 무선인터넷의 경우 음악이나 게임, 영화 등을 다운로드 할 때의 요금 문제가 활성화에 걸림돌로 작용, 관련 콘텐츠업체들이 어려움을 겪고 있다.

Finding the K Least Fare Routes In the Distance-Based Fare Policy (거리비례제 요금정책에 따른 K요금경로탐색)

  • The transit fare resulted from the renovation of public transit system in Seoul is basically determined based on the distance-based fare policy (DFP). In DFP, the total fare a passenger has to pay for is calculated by the basic-transfer-premium fare decision rule. The fixed amount of the basic fare is first imposed when a passenger get on a mode and it lasts within the basic travel distance. The transfer fare is additionally imposed when a passenger switches from one mode to another and the fare of the latter mode is higher than the former. The premium fare is also another and the fare of the latter begins to exceed the basic travel distance and increases at the proportion of the premium fare distance. The purpose of this study is to propose an algorithm for finding K number of paths, paths that are sequentially sorted based on total amount of transit fare, under DFP of the idstance-based fare policy. For this purpose, the link mode expansion technique is proposed in order to save notations associated with the travel modes. Thus the existing K shortest path algorithms adaptable for uni-modal network analysis are applicable to the analysis for inter-modal transportation networks. An optimality condition for finding the K shortest fare routes is derived and a corresponding algorithms is developed. The case studies demonstrate that the proposed algorithm may play an important role to provide diverse public transit information considering fare, travel distance, travel time, and number of transfer.
