Prospect of Family Day-care with regard to the National Policy of Child-rearing Support (육아지원정책에 따른 가정보육시설의 운영방향)

  • As the fertility rate of Korea has recently decreased to the lowest level in the world, the recognition of the needs for social support for the child-care has been increased. This resulted in the announcement of National Policy of Child-Rearing Support in 2004. This study attempted to propose the activation of the family child-care for the preparation of the introduction of the National Policy of Child-Rearing Support. Using literature review and interview, the following research questions were addressed. Firstly, the actual situation of the family child-care was compared with that of the other types of child-care. Secondly, the policies of child-rearing support and the family child-care systems in other countries such as United Kingdom, Sweden and Japan were introduced. Finally, activations of the family child-care were discussed in terms of the introduction of the National Policy of Child-Rearing Support. The results of this study implies that the family child-care in Korea is different from that of other countries as well as other types of child-care in Korea. Also, it suggests that key factors of the activation of the family child-care in Korea are to identify as the small, informal and family-like child-care, to differentiate as the infant-care and non-standard time child-care from other types of child-care, and to increase the level of professionalization. In conclusion, family child-care should become an alternative for the low fertility problem.

Evaluation of Menu Pattern and Nutritional Contents of Snack Menus Provided by Child Care Information Centers in Seoul (서울시 소재 육아종합지원센터에서 제공하는 어린이집 간식 식단의 유형 및 영양소 평가)

  • This study was conducted to evaluate menu pattern and nutritional contents of snack menus provided by child care information centers in Seoul. Snack menus during March 2013 (morning snack : 125 cases, afternoon snack : 100 cases), including information on portion size, were collected from five child care information centers, after which the number of menu items, menu patterns, and nutritional contents were analyzed. About two-thirds of total snack menus included two menu items. There were significant differences in service time (morning & afternoon snacks). 'Beverage+Food' pattern (66.7%) was the most commonly used; 'Beverage' pattern was significantly higher in morning snacks (10.4%) than in afternoon snacks (1.0%). Morning and afternoon snacks provided 124.5 and 170.6 kcal of energy and 116.4 and 90.9 mg of calcium, respectively, which are 8.9% and 12.2% as well as 19.4%, and 15.2% of children's daily energy and calcium requirements. To improve the quality of food and nutrition offered to children through snacks at child carre centers, a more detailed snack menu plan as well as nutritional guidelines for institutions should be developed.

  • The significance of the research is to leverage on the policy makers and school education, and research in terms of human rights issues and for the improvement of multicultural education by seeking an effective training plan with the purpose of the present study it. The efforts to address human rights issues through real multicultural care center starts with the question of human rights education in multicultural education methodology that can protect the human rights of migrant workers, immigrant youth in a multicultural society such situation in Korea by. Accordingly we suggest that it is appropriate to human rights education in the moral multicultural care center for human rights education. Cant because the regular students on the basis of morality that respects the human rights of migrant workers, immigrant adolescents 'human rights' training done 'pursue human rights' migrant worker, immigrant youth in their own rights, as well as multicultural education is through morality The Seen to suggest ways through the development of multicultural education issues and the results of these studies.

Factors Associated with the Time Use in Leisure Activity and Social Gathering of the Youth - Focused on the Effects of Engaging Role Types of the Youth - (청년의 여가시간과 교제시간에 대한 영향요인 탐색 -청년 역할유형의 영향을 중심으로-)

  • This study explores the factors associated with the amount of time use in leisure and social gathering activities. The analysis shows that the engaging role types of the youth, for example housekeeping and care giving, or working on the paid job are associated with the amount of time use in leisure activities. However, the factors related to time use in social gathering activities are the engaging role types of youth as well as the socializing opportunity. Compared to the other role types of the youth, the youth who are preparing for a job and is not engaged in employment, education, and training(NEET) spend more time in media leisure, travel and cultural activities, sports and reports activities, however spend less time in social gathering compared to students. The youth who have a job spend the least time in all of the leisure activities except travel and cultural activities for a weekend. Policy should remove the barriers in leisure activities and increase the opportunities for socializing.

The Effects of Young Children's Temperament, Parenting Styles and Teacher-Child Interactions on Peer Interactions (유아의 기질, 부모의 양육방식 및 교사-유아 상호작용이 또래상호작용에 미치는 영향)

  • The purpose of this study was to investigate variables which have an influence on young children's peer interactions. The data of 966 4-year-old children and their parents and class teachers were extracted from the 5th Panel Study on Korean Children in 2012 by Korea Institute of Child Care and Education. The data were analyzed by means of ANOVA, Pearson's coefficient and multiple regression. The results were as follows: First, boys' play disruption and play disconnection were higher than girls', and girls' play interaction was higher than boys'. Second, sociability and activity of temperament, and teacher-child interaction were related to peer disruption. Third, teacher-child interaction and sociability of temperament significantly affected play interaction. Controlling parenting behavior of the mother was positively related to peer interaction in girls. Fourth, teacher-child interaction, sociability and emotionality of temperament significantly affected play disconnection. Social parenting behavior of the father was negatively related to play disconnection in boys. Lastly, teacher-child interaction was the clearest indicator for young children' peer interactions. These findings suggested a potential role of the teacher in young children's peer interactions.

A Study on the Plan of Creating Jobs for Women in the ICT Industry (ICT 산업의 여성인력 고용확대 방안)

  • Recently the government aims to new markets, new jobs, and economic management based on technology, imagination, and creativity through the 'Creative Economy'. It has also been demonstrated in the creation of economic benchmarking of the developed countries that the performance of the creative economy in the border area with convergence of industry, science, culture and technology can achieve. In particular, women in science and technology play an important role in the case of developed countries. However, it is known that active supports and development policies for women scientists and engineers are insufficient, and the number of woman in science and technology is very low in korea. The ratio of women in her early and mid 30s in economic activity is low because of career break and difficulties from going back to work due to childbirth and parenting. The government should concentrate on the creative education and training, support for women in science and technology to develop the creative economy progressively. we present the investigation of the ICT industry status, role of women in economic participation, and the plan of creating jobs for women in the ICT industry in this paper.

Childcare Center and Parents (어린이집과 부모)

  • This study analyzed the policies related to parents in child care centers from 1991 to 2013 as shown in the guidance for child care business book published by the government and accredited journals by the National Research Foundation. Policies related to parents in child care centers were divided into the following periods: 1) the period of passive parent education focused on low-income families (1991-1994), 2) the period of relief for dual-income families (1995-1997), 3) the period of relief for adoption families and the practice of child care support services (2004-2007), 4) the period of active parent involvement (2008-2013). On the other hand, the research trends of parent education in child-care centers were as follows: 1) the survey of parent education was the most common at first, 2) the studies of the role and disposition of parents occupied the bulk, 3) the studies of parents' needs and satisfaction on parent involvement appeared plenty, 4) the studies of the personalized parent education increased. Consequently, the need for home care services and the importance of parents' education were suggested.

A Study on Family Support Service for Adoptive Families in terms of Necessity and Role of the Family Center (가족센터(구 건강가정지원센터)의 입양가족 대상 서비스 제공의 필요성과 역할 정립에 관한 연구)

  • This study provides a critical analysis of the Family Center's programs for adoptive families by interviewing employees at these centers and at Adoption Agencies who have experiences with adoption programs. For this study, nine such workers from three separate Family Centers and three such workers from two separate Adoption Agencies have (voluntarily) engaged in in-depth interviews. Major findings from the interviews are that the Family Centers were initially motivated to carry out adoption family programs for three principal reasons: they located many families (in need of adoption family program); potential adoptees were interested in the program; adoption families participated in the pre-existing programs such as Self-help Group and Co-parenting Space. Workers in the study also reported that they approach to an adoption family and their contemplation on ways to provide better services to the adoption families. They don't have any official and formal manual or guidelines from the Government Ministries and offices such as Korean Institute for Healthy Family; as a result, the workers at Family Centers have endeavored to gain connection with Adoption Agencies in hopes of cooperation with them and to improve the services at Family Centers. For benefits of Family Centers as a delivery system, they mentioned nationwide infrastructure, family professional, and arrangement of integrated program for family. For improvements, they listed awareness education based on a thorough consideration of adoptee's varied characteristics, close cooperation with adoption institutions, provision of basic operational manual from Korean Institute for Healthy Family, and governmental efforts to enlarge the consideration pool for families.

Perception of Early Childhood Education Experts on the Difficulties and the Revitalization Methods of Early Childhood Creativity Education (유아 창의성 교육의 어려움과 활성화 방안에 대한 유아교육전문가들의 인식)

  • This study was aimed at finding the direction to be supplemented in early childhood creativity education by identifying difficulties and revitalization methods for early childhood education experts such as early childhood education scholarships, directors of early childhood education institutions, and daycare center support staffs at childcare support center. For this study, we collected data of total 33 early childhood education experts, from August to October 2019. As a result of the study, first, the difficulties in early childhood creativity education were found to be 'Evaluation certification system (evaluation meeting)', 'Quality of teachers', 'Number of teachers to children', and 'Lack of definition and direction of creativity'. Second, as revitalization methods to active creativity education for early childhood, they answered with 'Establishment of infant-centered, play-centered curriculum considering on-the-ground characteristics', 'Securing the quality of teachers through their own efforts and supporting various policies', 'Autonomous and diverse program operation of early childhood education institutions', and 'Cooperation with parents'. Through this, it was possible to broadly understand difficulties and revitalization methods of early childhood education experts, and the results of this study can be used as basic data to prepare measures to improve and support in the field of creativity education in early childhood education in the future.

A Study for Deducing the Problems and Improvements of Health Safety and Welfare Policy for Korean Firefighters by Delphi (델파이 기법을 통한 소방공무원 보건안전정책의 문제점 및 개선방안 도출)

  • Purpose: In this study, we will try to find out problems and improvements of the policies in order to verify whether the plans contribute to the health and welfare of the firefighters properly. Method: By the Delphi analysis by experts. Result: There are problems such as absence of Firefighters' hospital, insufficient mental health education program in fire department, lack of on-site risk assessment system, problem on ineffectiveness of mental and physical health care business, lack of substantiality on mental and physical stability program, absence of mental health education, ensuring the confidentiality for users of mental health programs, lack of support for parent firefighters, lack of firefighters' retirement design and insufficient treatment for female firefighters. Conclusion: There are Improvements such as establishing Firefighters' hospital, improving mental health education and training CISD leaders in the fire department, preparing disaster risk assessment system, effectiveness measurement for visiting psychological counseling projects, improving the program through customer satisfaction surveys, establishment of mental health education system, ensuring confidentiality by improving personnel systems, encourage childcare leave and introduce childcare facilities at fire stations, revitalizing retirement Firefighters and policy development for female firefighters.
