  • The government is propelling regulatory reform in priority that abrogate & improve administrative regulation. But in spite of many regulatory reform results, successive diminution of regulatory reform is low because that modification of bureaucracy's execution don't support or a concerned group of gain and loss resists. Therefore, this study grasp the present condition at dangerous article factory etc., and would present the promotable method in analysis synthetically & systematically about cognizance, recognition & observance etc of a administrative regulation. As a result of inquiry, In general the adaptability is evaluated highly. This is a natural result because of rapidly economic development, increased demand of a dangerous article and so an increase of riskiness, and showed that the general public recognize riskiness of dangerous article factory etc..

A Study of Explosion Risk Assessment for Designation of Dangerous Goods Transshipment Pier at Ulsan Port (울산항 위험물 환적부두 지정을 위한 폭발 위험성 평가에 관한 연구)

  • The explosion of a chemical tanker ship during cargo transshipment via double-banking at Ulsan Port, resulted in major damage including fires involving nearby ships. As a follow-up measure to prevent the recurrence of similar accidents, the 'Safety Management of Dangerous Goods in Port' was established, and the designation of a transshipment pier for dangerous goods is required given the risk of explosion and the impact on major facilities in the port. This study evaluated the Fire & Explosion Index of major transshipment cargoes in Ulsan Port to design a transshipment pier based on the Explosion Risk Assessment. Based on the results of Fire & Explosion Index evaluation of styrene monomer and benzene, severe explosion risk was confirmed, and the exposure radius was calculated. Based on the results of the exposure radius, the risk range for each major pier was calculated, and 12 terminals were proposed as transshipment pier candidates considering port facilities, surrounding dangerous facilities, and residential aspects. Since the results of the study suggest transshipment piers based on the risk radius alone, maritime traffic safety, pier and mooring facilities, safety facilities and accessibility for emergency response should be considered comprehensively to designate actual transshipment piers.

Review on Prior Evaluation for Terrorism Risk of High-rise Buildings (초고층건축물의 테러 위험도 사전평가에 관한 연구)

  • Today's high-rise buildings are increasing concern about the safety and evacuation of people related to the fire and threat from outside. Terrorism breaking out in high-rise buildings, a symbol of the national economy results in a number of casualties, economic loss, social fear and damage to national status. That's why high-rise building has also emerged as a target of major terrorist attacks, compared to other types of buildings. We have 54 high-rise buildings in 15 regions over the country. The Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government have offered the guidelines to prevent terrorist attacks toward high-rise buildings. Since the 9/11 terrorist attacks, the U.S. Federal Emergency Management Agency (FEMA) has developed and taken advantage of the Risk Management Manual Series. According to this manual, pre-assessment is conducted for the prevention of terrorism and particularly in FEMA 455, risk of the surrounding areas, vulnerability, possibility from terrorist attacks are checked. After the check, experts classify the risk of terrorist attacks toward the high-rise buildings and according to the risk classification, architects, security experts and structure engineers can carry out terrorism prevention program for high-rise buildings. The U.K. NaCTSO has also offered the terrorism prevention guidelines. Therefore, the Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government should make more concrete guidelines for high-rise buildings such as what U.S. FEMA and U.K. NaCTSO implement, including prior evaluation technique for terrorism risk.

  • 건축물의 고층화와 그 구조의 다양화, 고밀도화에 따른 실내의 가연물 증가등으로 인한 화재의 잠재적인 위험성은 날로 증대되고 있으며, 건물화재를 완전히 방지하는 것은 현실적으로 거의 불가능하다고 볼 수 있다. 그러므로 건물의 잠재된 화재 위험성을 평가한다는 것은 건축물을 화재로부터 피해를 최소화하고, 화재를 미연에 예방한다는 측면에서 매우 중요한 일이다. 그러나 화재 위험성을 평가하는 방법이 표준화 되어있지 않고, 정량적 평가를 할 수 있는 방법이 매우 드문 것이 현실이다. 따라서 화재 위험성을 정량화 시켜 평가할 수 있는 평가모델을 개발하고, 이를 바탕으로 소프트웨어를 개발함으로써 체계적이고 쉽게 평가 할 수 있도록 하여 화재의 위험성을 감소시키는데 도움이 되도록 하였다.   • Purpose: The purpose of this study is to analyze the danger signs of buildings and present a plan to install a building monitoring system to develop measurement technology for small private buildings in the blind spot of disaster safety. Method: The cause of building risk behavior, components of monitoring measuring equipment, location of measuring equipment installation, management plan, etc. are presented. Result: Measuring instruments essentially include acceleration sensors, tilt sensors, gyro sensors, GPS, etc. The measuring instrument should take into account the height and cross-sectional area of the pillar. Conclusion: The results of this study can strengthen disaster safety capabilities in preparation for disasters arising from building collapses that may occur in small private buildings.

  • Aids to Navigation (AtoN) is marine traffic safety facility to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulation or guideline of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). By IALA NAVGUIDE, the term "New Danger" is defined as newly discovered hazards not yet shown in nautical documents and includes naturally occurring obstructions such as sandbanks or rocks or man-made dangers such as wrecks. 'New Dangers' should be appropriately marked using Lateral, Cardinal, Isolated Danger marks or by using the Emergency Wreck Marking Buoy. However, the Emergency Wreck Marking Buoy has difficulties with implementation conditions in terms of speed and accuracy to install the buoy. In case of sinking accidents, it is difficult immediately to install the Emergency Wreck Marking Buoy because of weather conditions, marine environments and accident position. This paper studies Auto Releasing New Danger Mark Buoy on the deck which can be automatically to release from the deck of a vessel and float in the water and quickly install the accident position in case of sinking accidents. The buoy will be to reduce the risk of navigation and prevent secondary collisions.

  • The object of this study is to develop a tool for quantifying risks related to the rail transportation of hazardous commodities and to present mitigation measures. In this study, the Quantitative Risk Assessment (QRA) is used as a risk analysis tool. Based on the previous explosion history (Iri explosion) and consideration of its high risk, Iksan-si is selected as a model city. The result, expressed as average individual risk for exposed people with various distance, indicates that the model city is considered to be safe according to the nuclear energy standard. Also, the mitigation measures are provided since Societal risk of Iksan-si is set within ALARP. Risk reduction measures include rail car design, rail transportation operation, demage spread control as well as derail prevention and alternative routes for reducing accident frequencies. Finally, it is expected to achieve high level of public safety by appling the risk reduction measures.

  • Chemical products have had an favorable influence on our everyday life, and contributed very much to the development of human culture. According to the rapid change of industry and the development of scientific technique the using chemical products are increasing more and more. Chemical products can have any hazardous property such as flammability or explosiveness. There are occurring many accidents in the international trade due to the different classification and labelling of chemicals produced in various countries. The main purpose of this work is the development of global standard test methods for the chemicals, and the classification and labelling in building block approach by means of the basic technical data. Oxidizing solids, combustible solids, spontaneously combustible materials, water-prohibitive materials, flammable liquids, self-reactive materials and oxidizing liquids have been classification The first Experiment have tested Oxidizing solids of third five. The results have been classified according to the hazard material safety regulation and the UN regulation, and summarized in a data-base.

  • 오늘날 우리 사회는 물산업의 성장성을 높이 평가, 국내 물산업 육성이 경제발전을 위하여 중요하다고 말한다. 따라서 정부는 정부대로, 기업은 기업대로 시장의 육성 및 선점을 위하여 많은 노력을 경주하고 있다. 특히 최근에는 국내 물시장의 성장 한계성을 이유로 해외 물시장 진출의 중요성이 강조되고 있다. 하지만 우리사회는 정작 해외 시장 진출을 위해 무엇보다 중요한 부문인 시장에 대한 정보 탐색에는 노력이 미흡한 실정이다. 즉 해외 물시장 진출의 중요성을 강조하고는 있지만, 어느 시장을 목표시장으로 선정해야 하는지, 무엇이 우리의 강점인지, 무엇을 고객에게 줄 것인지 등에 대한 탐색이 미흡함에 따라, 해외 물시장 진출에 대한 속 시원한 해법을 제시하는 이는 많지 않다. 이에 본 논고는 물시장의 성장 가능성이 높을 것이라고 알려진 아시아 시장의 여러 국가 가운데 국내 시장에도 잘 알려져 있지 않은 말레이시아 시장을 중심으로 정부 정책, 시장 환경, 현지 기술력 등에 관하여 살펴보고, 이를 기초로 시장으로서의 기회와 위험, 그리고 국내 기업의 강점과 약점을 살펴보았다. 분석결과로서 기회와 위험, 강점과 약점을 약술하면 다음과 같다. 먼저 기회의 관점에서 말레이시아는 치수사업, 수도사업, 환경정화사업 등 물산업 인프라가 여전히 취약한 점에서 국내 물기업에게 시장으로서의 기회를 제공하고 있다. 둘째, 외국계 기업에 대한 정부의 규제, 부실한 수도 재정 및 낮은 요금 등은 외국계 기업에 게 있어 위험 요인이 된다. 셋째, 높은 기술력을 이용하여 성공적으로 물 인프라를 구축 운영함으로써 선진국 수준의 물안정성 및 안전성을 확보하고, 4대강살리기 사업과 같은 대규모 프로젝트를 통해 녹색성장 모델을 구축함은 국내 물기업의 큰 강점이다. 넷째, 국내 기업에 대한 현지 시장의 낮은 인지도는 약점 요인이 된다. 현지 이해 관계자의 말에 따르면 "한국계 기업은 보유하고 있는 기술력에 비해 '기업' 및 '보유기술'에 대한 홍보가 부족하다"라고 지적한다. 결과적으로 국내 물기업이 현지 시장에 성공적으로 진출하기 위해서는 무엇보다 국내 기업에 대한 그리고 국내 기술력에 대한 적극적인 홍보가 필요할 것이다.

Method of Qualitative Hazard Assessment of Forest Fire for the Major Temple in Domestic Using by Checklist (체크리스트 기법을 이용한 국내 주요사찰의 정성적 산불위험성 평가 방법)

  • 산불로 인한 피해는 비단 산림뿐만 아니라 산림인접지 가옥, 사찰과 같은 건축물에서도 발생된다. 특히, 사찰은 국보뿐만 아니라 다양한 문화재를 보유하고 있어 산불로 인해 소실될 경우 문화 자산의 피해가 불가피하다. 이에 국보보유사찰, 문화재 다량보유사찰, 조계종 교구 본사, 세계문화재 등재 사찰 등을 포함한 우리나라 주요사찰 42개소에 대해 미국 Firewise 및 캐나다의 Firesmart에서 제시한 산림인접지 시설물의 위험성 평가 방법을 기반으로 체크리스트 기법을 이용하여 '사찰 산불 위험성 평가'를 실시하였다. 체크리스트 주요 항목은 크게 입지 여건, 임상 및 산림과 사찰의 이격거리, 산불발생 개연성, 사찰 주변 가연물 화재위험성, 적정소방시설 여부, 기타 화재방지를 위한 시설물 평가 등 총 6개 항목으로 구분하여 26개 세부항목을 작성, 평가하였다. 정성적 위험성 평가 결과, 산불로 인한 화재 위험성이 높은 사찰과 산불피해 저감 대책을 제시하였고 향후, 정량적 위험성 평가를 통한 위험관리 모델 제시에 관한 연구를 수행하고자 한다.
