국내 건설프로젝트의 대부분은 설계, 시공, 운영이 별도의 체계로 운영이 되이온 경향이 많은 바, 이를 개선하기 위해선, 기획단계에서 운영단계에 이르는 건설생애주기 단계별로 수행업무절차를 체계적으로 정립하여야 한다. 본 고에서는 이를 위하여 인천국제공항철도사업을 모델로 바람직한 대형공사에서의 사업관리 수행체계에 대하여 알아보았다.

정보처리를 위한 컴퓨터와 통신기술, 그리고 이들을 활용하는 정보시스팀은 망운영관리를 보좌하는 중요한 부분이며, 그 수는 빠른 속도로 증가할 전망이다. 효율적망운영을 위한 정보요구와 장기운영목표에 순응하는 정보체계를 정립하고 관리하는 것은 중요한 부분으로 부각하고 있으며, 망정보와 정보시스팀은 귀중한 망자원으로서 관리를 필요로 한다. 본 연구는 망정보시스팀과 관리체계 구성의 효과적 접근방법에 대한 기초적 분석연구로서 2부로 구성되어 있다. 1부는 망운영 관리와 정보관리체계의 관계를 고찰하고, 망정보시스팀 구성을 위한 전략개념과 시스팀 모형을 제시하였다. 2부는 망운영관리의 업무, 기능을 조직적으로 파악하기 위한 기초 단계로서 망운영관리의 기능구조와 각 기능별 특성에 대하여 조사 연구하였다 .

This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.

The process for establishment of Operational Continuity Management Plan is organized repeatedly of Business Risk Assessment, Crisis Analysis, Business Impact Analysis, Establishing Business Recovery Strategies, Detailed Planning, Plan Execution, Test and Maintenance(Including Monitoring). Therefore, in this paper in response to global environmental change and the construction and operation of social security systems to maximize operational continuity management, crisis management and crisis management systems, building integrated systems for building technology in general and operational continuity management within an organization to understand developed to provide a framework for implementing operational continuity management in terms of crisis management has proposed to build an integrated system.

This study aims to investigate the current status of the operation system of the curriculum support extra-curricular program, focusing on the extra-curricular program operation system of other universities, and suggest the desirable operation system and performance management plan of the extra-curricular program in cultural education. To this end, the analysis of the extra-curricular program operation system of eight four-year universities in the Seoul metropolitan area was conducted on the existence of core competencies, computer systems and extra curricula program guides, credit-linked and mileage scholarship programs, and the analysis focused on the characteristics, merits and demerits of each university's operating system. It was also intended to propose the desirable operation system and performance management plan of the extra curricula program in liberal arts education, focusing on the operation system of the extra curricula program of E University and the corresponding performance management. Conclusion To operate the extra curricula program efficiently, the computer system and the extra curricula program guide, credit link and mileage scholarship system should be introduced. In addition, the analysis of the operation system of the curriculum support program of E University shows that E University operates systematically with the direction of operation of the core competency-based curriculum support extra-curricular program, and the performance management of the extra curricula program of E University is carried out through the EU-TQM System Integrated Management System.

개인정보보호 관리체계(PIMS: Personal Information/privacy Management System)는 개인정보에 특화해 기업이 고객들의 개인정보를 보호 활동을 지속적이고 체계적으로 수행하기 위한 체계를 지칭한다. 기업에 의해 다양한 개인정보가 수집되어 이용되고 있고 비즈니스 목적의 개인정보 국외 이전에 대한 요구가 증가하고 있는 점을 고려하면, 글로벌 차원에서 합의된 개인정보보호 관리체계의 국제 표준화된 지침 (관리 프로세스 요구사항과 리스크를 관리하기 위한 보호대책) 의 개발이 요구되고 있는 실정이다. 이러한 국제표준에 근거한 개인정보보호 관리체계를 위한 기준은 국경을 넘어선 개인정보의 이전을 가능케 하는 기반을 제공하며, 이 기준을 이용하면 국가별로 다르게 운영되고 있는 개인정보보호 관리체계에 대한 국가간 상호 인정도 가능케 할 것이다. 본 논문에서는 정보보호관리체계와 개인정보보호 관리체계의 주요 특성을 살펴보고, 두 체계 간의 유사점과 차이점을 식별하며, 개인정보관리체계의 운영을 위한 국제 표준 구성 요소를 제시한다. 또한, 한국 주도로 추진 중인 개인정보보호 관리체계 지침을 위해 2011년 8월 이후 ITU-T SG17과 ISO/IEC JTC 1/SC 27에 의해 추진되고 있는 지금까지 국제 표준화 추진 경과 사항을 살펴보고, 향후 표준화 전망을 제시한다.

본 논문에서는 「중대재해처벌법」과 관련한 중대시민재해의 예방을 위해 BCMS(Business Continuity Management System) 운영체계를 활용하는 방안에 관한 연구이다. BCMS 운영 체계는 시민에게 잠재적인 위협 또는 해당 위협이 발생했을 경우 시민에게 중대재해를 미칠 수 있는 특정 원료, 제조물, 공중이용시설, 공중교통수단 등의 운영·관리에 미칠 수 있는 영향을 사전에 파악할 수 있다. 또한 이를 이용하는 시민과 종사자의 생명과 신체를 보호하고 유해8위험요인으로부터 안전을 확보하는 능력을 갖추어 중대재해를 예방하고 조직의 리질리언스을 확보하는 데 목적이 있다. 따라서 본 논문은 안전 및 보건 확보의 의무가 있는 모든 조직; 사업주, 법인, 경영책임자, 공무원 등의 특성에 따라 접목할 수 있는 BCMS의 PDCA(Plan-Do-Check-Act) 운영체계 설계를 활용하여 중대시민재해 예방 대안을 모색하였다.

국방 연구개발은 사용군의 요구사항을 만족시키는 무기체계를 최단 기간, 최소 비용 및 고품질로 개발하고자 노력하고 있으며, 통합 무기체계 데이터베이스 전산 환경 하에서 체계공학 및 동시공학을 체계적으로 구현하기 위한 연구개발 프로세스 및 도구들이 개발되고 있다. 항공 무기체계 분야에서 본 논문의 연구개발 과정에서 생성되는 기술 자료를 효율적으로 관리하기 위한 웹기반 체계운영관리시스템을 개발 및 운용하고 있으며, 기존 항공 무기체계 연구개발 사업에 적용하여 그 효율성을 입증 및 검증하였다. 이에 본 논문에서는 통합 무기체계 데이터베이스 기반으로 향후 개발 예정인 보라매 사업, 무인항공기 및 무인전투기에 적용 가능한 통합 연구개발 프레임웍(Framework) 및 체계운영관리시스템의 발전 방안에 대해서 기술한다.

The purpose of this research is to deduce the frailties of the operating condition of Korea's national crisis management system through a comprehensive perspective analysis. It is then to present efficient measures through the enhancement of these infirmities. For this, after examining the fundamental theory, we presented a development direction based on the current status of the 6 key systems composing the national crisis management system. We also included items regarding each of the policy proposal in our conclusion. The fundamental theory of Korea's national crisis management system has been integrated based on a comprehensive security concept. However, the system development which drives the integrated structure still remains solely as a legal and structural category. Thus, operating, informing-oriented, supporting management, and rearing professional manpower systems have yet to be cultivated with efficiency. In conclusion, this research is to present a development direction from a conceptual dimension and to analyze the current status of the 6 key systems which are law, organization, operation, information-oriented, support management, training, and education. Finally, this research highlights the policy measures to fully maximize system efficiency.

우리나라 전자정부 추진 과정 중에 드러난 문제점들은 정보화 투자의 비효율성, 일관성 결여 및 중복성, 정보화 수요의 폭발적 증가에 따른 양적인 대응의 한계, 전산환경 운영의 비효율성 등으로 요약될 수 있다. 이러한 문제점들은 범정부적인 정보자원에 대한 일관된 관리운용체계의 확보를 통해 해결될 수 있다. 점차 경량화되는 정부가 혁신된 정보자원 관리운용체계를 효과적으로 유지하기 위해서는 이를 뒷받침하는 지원 기능이 강화되어야 한다. 본 연구에서는 우리나라 차세대 전자정부 추진 목표로 완전 통합 단계의 달성을 상정하고, 그 방안으로 국가정보기술원의 역할모형을 제시하였다. 국가정보기술원은 정부가 추진하는 모든 정보화사업이 일관성있고, 효율적으로 진행될 수 잇도록 국가정보화에 필요한 전반적인 기능들을 섭렵하여 지원하는 전담기관으로, 정보화기획, 정보화사업관리, 정보자원 운영, 국가표준관리, 감리 및 평가 동의 기능을 수행한다. 특히, 본 연구에서는 범정부적 정보인프라의 통합운영을 담당하는 국가정보센터의 모형을 제시하였는데 국가정보기술원은 이를 통해 정보자원 운영 기능을 수행하게 된다. 본 연구에서 제시된 국가정보기술원의 역할 모형은 정부의 정보자원 관리운용체계를 혁신하고, 유지하는데 필요한 기능을 충분히 수행할 수 있을 것으로 기대된다.
