본 논문에서는 「재외국민보호를 위한 영사조력법」이 시행됨으로써 자국민의 안전 복지 증대를 뒷받침하기 위한 재외국민보호 전문인력 양성 필요성에 맞추어 재외국민보호 전문인력 양성 방안을 중점으로 연구하였다. 재외국민보호 전문인력은 먼저 재외국민보호 분야와 해외재난 분야에 관한 내용을 전문적으로 배워야 한다. 이러한 사항을 중점으로 한 전문인력의 운영 방안을 제시하였다.

Our government operates earned value management system (EVMS)of construction schedule and cost for improving earned management system of the construction projects. but There is two unification Method construction schedule and cost to estimate construction progress currently. This weight a staff work. therefore this study present unification method which operate integrate schedule and cost by using work task. In order to inflect verification and model of schedule and cost, this study develop prototype of EVMS.

For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. Among u-City elements, the u-City Management Center has its own meaning and importance in roles which are crucial to the u-City developments, and its legal establishment is one of the core u-City realization factors. In spite of its crucial position for u-City, the legal arrangement of its basis concept, physical/systematic structures, and managerial finance sources and their standardizations are very immature. Therefore, the purpose of this study is to analyse its overall problem issues and then to suggest the basic directions and enforcement strategies to form its legal basis.

그동안 우리나라의 하천관리는 홍수피해 경감과 용수공급이라는 단순한 이 치수 위주로 관리해 왔다. 수자원개발사업이 본격적으로 시작된 1960년대 이후 상류 지역에 다목적댐들이 건설되었으며, 이러한 하천관리는 국토를 효율적으로 활용할 수 있게 함으로써 압축성장의 원동력이 되었다. 경제가 성장함에 따라 생활이 윤택해지고, 또한 환경의식이 향상됨에 따라 하천관리도 이제까지의 이 치수 위주에서 벗어나 하천 고유의 생태계 보존과 휴식 친수공간으로서의 중요성이 부각되고 있다. 본 연구에서는 하천의 친수성과 접근성을 제고할 수 있는 방안으로 유역 상류의 댐에서 하천유지용수를 공급하는 방안에 대해서 검토 분석하였다. 댐은 홍수시 하류지역의 홍수피해를 줄이는 역할 뿐만 아니라 하천환경이 악화되는 갈수기에 수질 개선용 물을 흘러 보내는 역할을 함으로써 수질을 개선하고 자연상태의 친수공간을 만들 수 있다. 오염되고, 건천화된 하천의 친환경적인 관리를 위해서는 상류 댐에서 하천유지용수를 최대한 확보하는 것이 가장 효율적인 방안으로 사료되며, 댐의 계획 운영 등에 대하여는 지속적인 연구가 있어야 할 것이다.

There are about 160 post office buildings of medium and/or large scale in Korea Energy saving and efficient manpower management for the buildings are important. In this paper, patterns of the operation and energy consumption of the post office buildings are analyzed. The authors suggest an integrated and grouped management of the dispersed post office buildings using internet, through which more improved efficiency can be expected.

The purpose of this study was to suggest the operational problems and improvement methods of the teacher aide system in Korean special education. To suggest the operational problems and improvement methods of the teacher aide system in special education, annual statistics for special education, annual reports for special education, annual operational plans for special education, and the Act on Special Education for the Disabled Persons, etc. were analyzed. The operational problems of the teacher aide system in special education included (1) the uncertainty of special education teacher aide's role, (2) the lack of cooperation between teachers and special education teacher aides, and (3) the lack of a specific guideline for the management of special education teacher aides. The improvement methods included (1) the legislation of special education teacher aide's role, (2) a training system to improve special education teacher aide's professionalism, and (3) the development of a specific guideline to use and manage special education teacher aides.

유역 내 수문학적 조건은 변화하게 되고 이러한 변화에 대처해야만 하는 유역관리자는 적절한 수자원의 운용에 어려움을 느끼게 된다. 이러한 수문학적 조건 변화는 갑작스런 인구증가, 산업발전 등에 의해서도 발생될 수 있으며, 이 경우 용수공급, 수력발전, 그리고 환경용수 등 서로 상충되는 이해관계를 조정하여 물이용의 효율성 극대화하는 범 유역 단위의 수자원 평가 및 배분이 고려되어야 한다. 더불어 정치적, 경제적, 그리고 환경목적에 부합된 새로운 수자원 개발을 위해서도 지속적인 수자원 통합관리를 위한 의사결정지원시스템은 매우 중요하다. 복잡하고 다양한 요구를 만족하기 위해서는 유역관리 대상을 통합 관리할 수 있는 효과적인 운영 도구가 필요하다. 본 연구에서는 장기 수자원계획시 댐군의 연계운영을 위한 물수지분석 모형으로 KModSim 모형을 선정하고, 이에 대한 댐군의 연계운영 효과를 비교 및 평가를 수행하고자 한다. KModSim 모형은 수자원배분에 관련된 물리적, 수문학적, 제도적, 그리고 행정적인 요구들을 동시에 만족하도록 디자인된 범용 우선순위 목적 선형최적화 모형으로, 조절점 및 저수지조작에 대한 우선순위를 지정할 수 있을 뿐만 아니라 reservoir balancing 방법을 통하여 저수지별로 용수공급 분담률을 지정할 수 있어 보다 현실에 가까운 연계운영이 가능하다. 따라서 본 연구에서는 의사결정 지원 모형들 중 네트워크 알고리즘을 이용하는 KModSim 모형을 이용하여 낙동강권역에 대한 수자원평가시 댐간 연계운영을 하였을 경우와 하지 않았을 경우를 모두 수행하여 비교 분석함으로써 급속히 변화하고 있는 수자원 이용환경에서 보다 합리적인 댐군의 연계운영 방안을 제시하고자 한다.

By the law, "Public Records Act", all public agencies should have at least one record manager. However, education support offices and military related agencies currently have a low recruitment rate than other agencies. To overcome the absence of records manager, several education support offices ran the 'CoP(Community of Practice)s of Records Management'. To determine the current state of operation of the CoPs, a preliminary analysis was conducted on all national education support offices by information disclosures. And then the detail survey was performed by dividing the institutions with/without the CoPs, At the results, the CoPs of record managements help to perform practical task and improve individuals'skills. Meanwhile, even if the CoPs temporarily substitutes record management tasks, the record manager specialist must be recruited. In addition, we proposed an activation plan to identify and solve the obstacles in the operation of the CoPs of records management.

With the dawn of society where individuals or enterprises based on data generate infinite profits, the significance of database operation management is growing centering on data quality. However, there are not many South Korean public or private entities managing them systematically. Against this backdrop, this study sought to investigate the current status and problems and explore how to improve from the perspective of auditors. To implement this study, audit checklist was improved and, based on it, auditors and IT experts were surveyed. The final data were analyzed to test the study hypotheses empirically. As a result of the analysis, it was found that the auditors had been highly satisfied with all of the items on the improved audit checklist for data quality-based database operation management. Moreover, non-auditors were also found to regard them within their acceptable range. This study is expected to help improve information system operation audit and enterprises data operation management.

우리나라의 물관리는 기상, 수문, 수질 분야별로 다원화 되어 있고 부처별로도 국토해양부, 환경부, 농림수산식품부, 기상청 등에서 관련법규를 제정하여 물관리 업무를 수행하고 있어 효율적인 물관리가 어려운 실정이다. 현재 각 기관별로 효율적인 물관리를 위해 자체 정보관리시스템을 운영하고 있으나 기관별로 자료공유 및 연계활용이 어렵고 상위업무조정기관의 부재로 수문기상관련 사업의 중복투자가 발생할 가능성이 높다고 할 수 있다. 뿐만 아니라 기상청은 물관리의 핵심정보인 기상관측 및 예측정보를 생산 및 제공하는 기관임에도 불구하고 현재까지 자체적으로 생산되는 정보를 단순히 제공하는 역할만을 수행함으로써 우리나라는 수문기상연계활용 분야에서 많은 어려움을 겪고 있다. 한편, 최근 기후변화로 인해 물 순환 시스템이 변하면서 홍수 가뭄 등의 이상기후가 빈발함에 따라 국가차원의 대책 마련이 필요하며 재해대응 측면에서는 기상재해 극복의 패러다임이 복구위주에서 예방위주로 변하면서 고품질 수문기상예측정보에 대한 요구가 증가하고 있는 추세이다. 따라서 본 연구에서는 수문기상예측정보 생산 및 활용을 위한 운영조직 설립방안과 시스템 구축 방안을 제시하여 효율적인 국가수자원 관리에 도움이 되고자 한다.
