The Publicity of Reasons and the Requirement of Non-Interference (이유의 공지성과 방해하지 않음의 요구조건)

  • According to the thesis of the publicity of reasons, practical reasons are public in their nature: the normative force of reasons may extend across different agents. Wallace argues that the normative mode of public reasons can be exhausted by what he calls the requirement of non-interference. I argue that the publicity thesis as he presents it equally applies to both (non-special) interpersonal relations and special relationships. At first, Wallace's version of the publicity thesis may seem incompatible with the fact that there exists reasons of positive aid. He says that when these reasons obtain in the case of interpersonal relations, they are accommodated by relevant specific moral principles. I defend this claim by showing that there is a kind of internal relation between the publicity thesis and moral principles in question. It is true that the reasons of positive aid obtain in the case of special relationships as well. I show that in this case such reasons are grounded by the requirements of the given special relationships themselves. I argue that the logical consequence of these claims is what I call the dualistic conception of our practical reasoning about what to do and that this dualism does not raise a serious challenge to the publicity thesis. The overall arguments of this paper, I believe, make us to be "realistic" about the philosophical significance of the thesis in question in moral discourses.

Impact Tests and Numerical Simulations of Sandwich Concrete Panels for Modular Outer Shell of LNG Tank (모듈형 LNG 저장탱크 외조를 구성하는 샌드위치 콘크리트 패널의 충돌실험 및 해석)

  • Tests using a middle velocity propulsion impact machine (MVPIM) were performed to verify the impact resistance capability of sandwich concrete panels (SCP) in a modular liquefied natural gas (LNG) outer tank, and numerical models were constructed and analyzed. $2{\times}2m$ specimens with plain sectional characteristics and specimens including a joint section were used. A 51 kg missile was accelerated above 45 m/s and impacted to have the design code kinetic energy. Impact tests were performed twice according to the design code and once for the doubled impact speed. The numerical models for simulating impact behaviors were created by LS-DYNA. The external steel plate and filled concrete of the panel were modeled as solid elements, the studs as beam elements, and the steel plates as elasto-plastic material with fractures; the CSCM material model was used for concrete. The front plate deformations demonstrated good agreement with those of other tests. However the rear plate deformations were less. In the doubled speed test for the plain section specimen, the missile punctured both plates; however, the front plate was only fractured in the numerical analysis. The impact energy of the missile was transferred to the filled concrete in the numerical analysis.

Comparison of the Perception of Each Participant on Quality Control Factor of Form Work (거푸집 공사 품질관리 요인에 대한 공사 참여 주체별 인식 비교)

  • In this study, we attempted to derive major management factors related to the quality control of formwork and identified differences in the perceptions of construction engineers, construction managers, and field workers about the importance and performance of the derived factors. As a result of the study, 18 management factors related to the formwork were derived. Among the derived factors, the field workers placed importance on the factors that influence the detailed process of the formwork, while construction engineers placed importance on the factors related to the judgment of the progress and completion of the construction. The construction managers placed importance on the factors that affect the quality of the building frame. Based on the results of this study, it is expected that a plan to improve the quality of formwork that accepts the various opinions of each participant will be established.

  • Abundance of low-wage labor resources, strategic location connecting East-West Asia and business professionals are fluent in English are strength of Bangladesh. Also the business environment changes in China such as the wage increases and labor regulations enhancement acts as searching for replacement of investment where Bangladesh is considered as substitute. At this point there is a need for research of Bangladesh employees at human resource management level. Therefore this study focus on the research of an important component of human resource management, organizational commitment. This study analysis the Bangladesh employees organizational commitment and its antecedent. This study consider four antecedents, role ambiguity, role conflict, voluntary participation and the work centrality and three organizational commitment, affective organizational commitment, continuous organizational commitment and normative organizational commitment. As results show, role ambiguity and role conflict has a negative influence on affective organizational commitment. And voluntary participation and work centrality give positive influence. Role ambiguity showed a negative effect on continuous organizational commitment, however role conflict show positive effect. Voluntary participation and work centrality showed positive effect on normative organizational commitment and role ambiguity showed negative influence. Results of this study give clue to understand Bangladesh employees organizational commitment and its relation among variables. And thus the need for appropriate management presented.

  • An emergency generator is key equipment for fire-fighting to supply power to fire-fighting facilities, which protect property and people in cases of fire accidents. A rated load test for emergency generators must be carried out by connecting an emergency load to the generator in accordance with related regulations. However, a no-load test has been performed for emergency generators in general since serious problems can occur when the main power is cut off, including the damage of customer devices and shut down of critical loads. Therefore, this paper proposes a load test method for an emergency generator using energy storage system (ESS) without the interruption of main power. The emergency power system was also modeled based on PSCAD/EMTDC software, and a 200-kW scale ESS load test device was implemented. The simulation and test results show that the load test method is useful and practical for an emergency power supply system.

  • Corporations report their economical, environmental, social influences and achievements through sustainability reports. Apart from the financial reports, which are subject to legal restrictions, sustainability reports inform non financial achievements of a corporation, thus the reliability of the information is solely dependent on the corporation itself. The current sustainability reports are of types that cannot include proof or source of the index data, thus they are tended to be regarded as means of publicity. The reliability of the reports is often questioned. This research applied the concept of Evidence-Based Accountability, which will allow the confirmation of accountability through records including contents and context of the tasks. Evidence-Based Accountability means producing and accumulating witness records of actions, then managing the records as usable information and use them as accountability information. Index data from sustainability reports of domestic corporations and web based reports of Vodafone was reviewed. Measures to link task records as proof of index data was studied. To make this possible, record production and acquisition system was redesigned in order to secure required records as evidence. Linked build-up of SR system and RMS was proposed. The proposed system will allow collection and management of records as SR accountability information, and provide the data when necessary. Also, corporate infrastructure was proposed. This infrastructure will build a professional records management system in stages, through organizational system and regulations. Cooperation of staff in this infrastructure will support reliable corporate accountability.

Yeongdae from the Perspective of Material Religion: Transcending the Material and Non-material Yeongdae (물질종교 관점에서 본 영대 -물질 영대와 비물질 영대 가로지르기-)

  • This article apprehends Yeongdae (靈臺), the most sacred shrine of Daesoon Jinrihoe which has earlier historical precedents, as an example of material religion. In East Asia, the first Yeongdae was a structure that King Wen of Zhou commissioned to be built. As the time passed by, the meaning of Yeongdae was changed to signify a mental yeongdae, the object and the aim of cultivation, and the notional mindset that appears in the Daoist meditation, Cunsi (存思, visualization). This implies that Yeongdae has signified both material and non-material objects. Throughout most of history, these two concepts had never been related to each other, but shifted in form and meaning depending on context. Daesoon Jinrihoe, which emerged in the modern era of Korea, used the concept of investiture of gods and combined the two into one. Accordingly, the Yeongdae, referred to by King Wen to indicate his shrine, was expressed as a spot wherein the gods were enshrined on the earth. As an innovation, Daesoon Jinrihoe argued that gods correspond to properly eligible human beings according to the degree of their cultivation and that sacred space was instead defined a spot within the human mind, a mental yeongdae, where the gods could be enshrined into humanity (神封於人). From the perspective of Lévi-Strauss, the factors that are discovered in the tradition of East Asia, namely, the Yeongdae of King Wen and the mental yeongdae of Zhuangzi can combined with consistency and established in the doctrinal system of Daesoon Jinrihoe. Such an attempt refers to bricolage which re-creates the traditional concepts of the past. In this regard, the concept of invented tradition coined by Eric Hobsbawm could also be used to conclude that the Yeongdae (the shrine of gods) of Daesoon Jinrihoe can be expressed as an invented Yeongdae, which transcends the existing categories of material yeongdae and non-material yeongdae.

  • This paper introduces Youngju Ryu's Writers of the Winter Republic: Literature and Resistance in Park Chung Hee's Korea, and examines its significance and limitations. The book examines the relationship between literature and politics during the Park Chung-hee Yushin era, focusing on Yang Sŏng-u, Kim Chi-ha, Yi Mun-gu, Cho Se-hŭi, and Hwang Sok-yong. The books starts by describing the relationship between the U.S. hegemony and the Park Chung-hee regime during the Cold War. The book shows how poets like Yang and Kim fought against the Park Chung-hee regime based on poems, trial records and memoirs, while it describes novelists such as Yi's resistance by how novels envisioned a community against the Park administration based on the keyword "neighborhood." This is significant in that it describes how literature from the Park Chung-hee era was able to stand on the front lines against the regime. However, it is regrettable that because the book adopts a heroic tale to describe their lives and literature, these are illuminated in a somewhat flat way. Also it is noteworthy that the lives and works of novelists after the 2000s were illuminated, but Yang and Kim's life and literature were not described. Furthermore, it is regrettable that women writers were not mentioned and its concept of "politics" is rather shallow. Overall, this book is very significant in that it introduces the relationship between Korean literature and politics in the Korea of the 1970s with rich data and a beautiful style, as well as allowing Korean studies researchers to reflect on the future of Korean studies.

  • Over the past couple of decades, we can see the emergence of a new lex mercatoria. It consists of international conventions or treaty, model laws and international principles. And such new lex mercatoria is driven by the international institutions such as UNCITRAL, UNIDROIT and ICC. The international convention and international principles in the field of international commercial transaction are considered : UN Convention on Contracts for the International Sale of Goods(CISG) and The UNIDROIT Principles(PICC Principles). The former is the statue law for the latter, and the latter sometimes supports the former as an interpretation and supplementation of CISG. So, the purpose of this article is to evaluate and investigate the current status of CISG and PICC Principles in terms of application and interpretation principles. The results are as follows. First, PICC are used for the interpretation and supplementation of international law such as CISG, but CISG is a law, not a rule. Second, CISG and PICC Principles are not often chosen when parties chose the law governing their contract. The parties very often chose a national law ; the number of the parties choosing CISG and PICC Principles as a governing law was very low.

  • System support is a facility that is temporarily installed to support vertical loads at construction sites, and is assembled and installed by reused individual members. These characteristics are likely to lead to poor performance of installed system supports, and even though it is institutionalized to check structural safety at the their design phase, accidents continue to occur at the construction site. Accordingly, safety management of system support is implemented through various institutional methods, but the current system does not consider the performance degradation of temporary facilities due to the reuse of individual temporary members. Therefore, the purpose of this study is to verify the performance of assembled system support. In order to do achieve this purpose, the authors divided individual system supports into unused and used groups and performed compression performance test with defined models assembled with those two groups of system supports. The results of this study are expected to be meaningful as a research case that can quantitatively evaluate safety systems and standards for the performance of existing temporary facilities and suggest directions for improving the safety management system of temporary facilities in the future.
