Evidence-based training (EBT) improves a pilot's competency and confidence based on the data(Evidence) from actual aircraft accidents, incidents, operations, and training for safe operation in the fast-paced and large-scale air transportation field. It is a training/assessment program that strengthens resilience for problem solving. As a way to apply this evidence-based training(EBT) to the educational system of ATO and to resolve the problems, I propose 3 improvement plans. They are evaluation criteria that apply the core competencies of EBT to the educational evaluation system, the way to improve the system for standardization of practical test examiners and instructors and also the ways to use Flight Simulation Training Devices(FSTD).

Public sports facilities, which have increased in number due to continued government attention and investment, are used by a large number of residents in the province. However, the safety management in some facilities is limited due to being carried out with reference to safety management standard manuals as a mere formality. The purpose of this study was to analyze the current safety management status of public sports facilities in Gangwon and to seek out a policy direction that can be used safely by provincial residents. To this end. the study made a comprehensive review of central government and Gangwon government policy trends in sports facility safety management in Gangwon along with actual cases, from which it made the following suggestions for policy directions. First, it proposed the designation and operation of specialized institutions using locally established development and municipal companeie,. universities and cooperatives. and the training and fostering of safety managers for sports facilities. Secod, it proposed the establishment of a foundation to promote a sport facility safety culture such as designation of and commendation for excellent facility safety management on the provincial level. holding case presentations on safety and responsiveness. sports safety experience plazas, sports safety classes, and cartoons for public relations. Third, it proposed setting the foundation for a safety management system that takes into account the greater quantity of leisure sports facilities compared to other cities and provinces. Fourth, it proposed the establishment of an institutional basis to establish support ordinance for sports facility safety management that meets the local conditions in Gangwon. Fifth, it proposed safety management measures for sports facilities at the central government level in parallel with a basic plan for sports facility safety management tailored to Gangwon that matches the conditions on the ground in the region.

National major facilities have been rigorously investigated using regular safety inspections and precision safety diagnosis since the Special Law for Facilities Safety Management was made in 1995. However, the process of safety inspection and precision safety diagnosis could be doubted due to intervention of facility owner for safety level evaluation, competition to obtain low price order, and low technical skills of inspection companies. Although the management processes for evaluating the inspection companies were used for several years, the process should continue to improve in the safety inspection field. This study analyzed the recent evaluation system and the ratios of insufficient inspection. Estimation of national loss expenses to the insufficient safety inspection was investigated to recognize the necessity for the improvement of facility inspection process and evaluation system.

기존의 공인인증서는 한번 은행에서 발급 후 다른 은행에서 사용하려면 다시 등록해야 하는 번거로움이 존재한다. 또한 중앙 기관에서 공인인증서를 관리하기에 공격을 당했을 경우 개인정보 유출의 위험이 있다. 이에 대한 해결방안으로 은행 간에 블록체인을 사용하여 공인인증서를 발급 및 관리할 것을 제안한다. 블록체인은 다른 누구나 네트워크에 참여할 수 있고, 참여자 모두가 블록에 대한 검증을 하는 분산원장(Distribute Ledger) 기술을 사용하고 있다. 분산원장 기술로 공인인증서를 관리하면 사용자의 편의성 증대 및 보안 위협으로부터 안전할 것이다.

독일 연방작물보호법(PflSchG-Gesetz zum Schutz der Kulturpflanzen, 1986.9. 15 제정)은 식물강화제(한국의 친환경유기농자재와 동일)에 대한 정의를 3가지로 대별하여 명시하고 연방농림생물학청(BBA)에 신고를 의무화하도록 개정(1998.7. 27)하여 법률적인 근거를 마련하였다. 정부조직 개편으로 인하여 2002년 11월 1일부터 연방소비자보호 및 식품안전청(BVL)에서 유기농자재 등록 허가 업무를 주관하고 있다. 식물강화제는 작물보호법에 의하여 허가되는 농약, 생장촉진제, 작물보조제 및 비료관리법(Dungemittelgesetz)에 의한 식물영양제, 식물보조제, 작물재배 배양토 및 토양개량제 등과는 차별화하여 명시하고 있다. 식물강화제는 독일 작물보호법(PflSchG-Gesetz zum Schutz der Kulturpflanzen; Plant Protection Act) 제1장 제2조 10항에 의거하여 (1)유해생물에 대한 저항력을 높여주는 물질, (2)비기생성 피해에 대하여 식물을 보호해 주는 물질, (3)재배작물 이외의 잘려진 관상식물에 사용되는 물질로 정의하고 있다. 이러한 법률적 정의의 요지는 인간과 동물의 건강 및 자연계에 해로운 영향이 없으면서 식물체에 유해한 생물에 대하여 저항성만을 높여주는 물질을 말하며, 기상 및 환경공해 등에 의한 장해도 유해생물에 의한 것과 동일하게 간주되며 이에 대한 저항성을 높여 주는 물질도 포함시키고 있다. 식물강화제는 원칙적으로 유해생물 방제에 직접적으로 작용시키기 위한 이용목적으로 사용할 수 없으며, 단지 작물의 저항성을 높이는 경우에 한하여야 사용된다. 식물강화제의 등록 허가신청은 생산자, 판매업자 또는 수입업자가 연방소비자보호 및 식품안전청(BVL)에 신청하여야 한다. 이렇게 신청된 식물강화제는 작물보호법 제2조에 의거하여 이루어진다. 연방소비자보호 및 식품안전청의 작물보호제의 관리부서는 특별한 문제가 없는 한 4개월 이내에 등록을 허가하고 목록을 홈페이지에 목록을 공시한다. 목록공시는 통상적으로 매월 초순에 1회 게시된다. 허가 등록 절차는 맨처음 서류가 접수되면 구비서류가 완전한지 여부를 검토하여 신청서류에 문제가 없으면 4부를 복사하여 연방소비자보호 및 식품안전청(BVL, Federal Office of Consumer Protection and Food Safety), 환경청(UBA, Federal Environment Agency), 연방농림생물학청(BBA, Federal Biogical Research Centre for Agriculture and Forestry) 및 위해성평가연구소(BfR, Fedral Institute for Risk Assessment)에 우편으로 해당부서에 발송한다. 4개 기관이 검토한 내용이 서로 상이한 판단을 하였을 경우 연방소비자보호 및 식품안전청은 등록 허가결정을 하기 전에 "전문가위원회"를 개최하여 의견을 청취한다. 전문위원회는 연방농림생물청, 환경부, 위해성평가연구소 연구원 등 작물, 독성 및 환경보호 전문가 25인으로 구성되어있다. 연방소비자보호 및 식품안전청의 작물보호 제2부서(식물강화제 검토부서)는 전문위원과 검토기관의 의견을 종합하여 자체적으로 등록 허가 여부를 결정하여 제품 신청자에게 결정 내용을 통보함으로서 등록절차가 마무리 된다. 독일의 식물강화제, 즉 유기농자재는 국가에서 허가한 제품에 한하여 유기농업연구소(FiBL)에서 허용목록 책자를 만들어 유기농업단체 제공하면 단체에 따라 사용가능 유기농자재 제품을 다시 선별하여 회원에게 알려준다. 2009년 11월 30일 현재 독일의 연방소비자보호 및 식품안전청(BVL)에서 허가 공시한 식물강화제는 490개 제품에 이르고 있다.

Recently, interest in the safety and maintenance of the structures is growing. However, due to the low-cost order placed by the ordering organization, the safety diagnosis specialized institution becomes insolvent and many problems have arisen due to insufficient inspection and diagnosis. Therefore, in this study, the current status of bid cost was examined through the survey of the practitioners and case analysis. As a result, Precision safety inspection is deemed that it is necessary to increase the efficiency of the criteria cost and to strengthen the rigidity of the criteria cost rather than adjusting the criteria cost. Precision safety diagnosis, the criteria cost for structures with a floor area of less than $10,000m^2$ is lowered to 80 % from the current standard. For structures larger than that, the current criteria cost are applied, but it is deemed necessary to strengthen the rigidity of the criteria cost.

The rapid spread of smart phone in recent years changes not only personal life but also work environment of organizations. Moreover, smart phone provoke service combination between industries and transit the digital paradigm in our society because of the character that anyone can develop or use the application of smart phone. Under these circumstances, the government hastens the construction of mobile-government in order to improve national services and communication with people. However, since security threats on smart phone become more critical recently, we should hurry the counter measures against mobile threats or we will face obstacles to the activation of mobile-government. On this article, we suggest the methods of information security and the Mobile-government Information Security Management System(M-ISMS) on the smart phone use environment for building up the secure and convenient mobile system in the national institution.

As military service members are fully permitted to use mobile phones for sickness after work, it is time to minimize the direct collection of personal information from telecommunication companies when opening mobile phones to secure the safety of military service personnel's personal information. Prior to introducing the use of mobile phones by soldiers after work, the Ministry of National Defense established a security control system such as blocking the mobile phone shooting function to prevent security accidents and concerns about some adverse functions such as illegal cyber gambling, game addiction, and viewing pornography. come. Mobile telecommunications companies entrust personal information processing tasks, such as opening mobile phones, to telecommunications agencies and carry out management and supervision, such as checking the status of personal information protection measures. When a military service member opens a mobile phone, a personal information management agency is newly established using the right to portability of personal information, and a system for requesting the transmission of personal information from the military service member is proposed.

Persistent accidents related to food safety and expanded international trades have urged the world to be aware of the gravity of the accidents. Accordingly many countries have tried to come up with various laws, regulations, measures, support networks and educational programs for the agenda, particularly focusing on harmonizing food safety technologies among nations and fostering professionals. Also, APEC newly organized Food Safety Cooperation Forum (FSCF) in 2007 to exert multi-dimensional efforts to improve food safety for Asia Pacific nations. Up to now, 35 activities have been promoted since 2007 and additional 20 activities are waiting for their turns for action on the list of APEC project agenda. FSCF has the objective that it helps the stakeholders in food supply chain develop their own competence in that area, thus increase international trade among nations and maintain the globe healthy by applying the highest standards and best practices for the management of food safety ranging from production to consumption. To achieve this strategic objective, APEC subsequently formed Partnership Training Institute Network (PTIN) to build up the multilateral networks of specialists from governmental agencies engaging in food safety management, industries, academia and international organizations in Asia-Pacific region. This attempt made it possible for the world to exchange their scientific and technological information concerning food safety and strengthen related education and training. Today, international cooperation is essential for food safety management. Therefore, we need to participate actively in the activities of APEC FSCF to contribute to improving food safety technologies for the member countries of APEC. We also need to connect the domestic support programs with theirs.

Due to the administrative expand and the paradigm shift in global environments, the range for the enterprises assessment are now expanding to inclusive administration assessment including all kinds of accidents in work places as well as products and services. Therefore continuous investment and concern to safety and health are needed since some faults in safety and health lead to the enormous expense as well as decline of brand image. In this paper, n are concerned with the safety administration in industrial field and analyze the accident data, before and after the establishment of specialized organization for accident prevention, using the reliability growth model of Duane. The validity of the model is verified under the assumptions of NHPP(non-homegeneous Poisson process) of the accidents.
