  • The purpose of this research is to suggest some measures to improve policy issues by analyzing policy related to a child care service program in the community. Gilbert and Terrell's social policy analysis framework is used to analyze an after-school care service program for elementary school children. Furthermore, the Elementary Care Class(including the After-school Program), Youth After-school Academy, and Community Child Center, referred to as public care services, are employed to analyze community care service programs for children. The Elementary Care Class, Youth After-school Academy and Community Child Center are very similar in terms of the contents and application of the care service program for children, and mainly serve children in low-income groups. In addition, although user overlapping is an inevitable problem because the operating time of the Elementary Care Class and After-school Program coincides with that of the Youth After-school Academy and Community Child Center, it is structurally very hard to adjust the content of service, operating time, and so on because of differences in the delivery system for each program. Therefore, it is necessary to generate a unified delivery system to manage after-school care service programs for children and create a new special control tower to solve these problems. Furthermore, it is needed to extend the services to children from general double-income family, which is a blind spot of the care service.

  • The purpose of this study is to verify qualitatively and quantitatively practitioners' perceptions of functions and roles of community child center which plays a pivotal role in afterschool care in Korea. To achieve its purposes, we investigate environments, services, workers, service users, and delivery systems of community child center. As a result, 4 types of perception of community child center(service integration-oriented type focusing on professional workers, care-oriented type based on child care center's physical environment, delivering service-oriented type working in collaboration with schools, and individual case management-oriented type) were examined. These results were also classified into two categories. One focused on the importance of workers and supports for service environments. The other focused more on the functions of community child center to find commonality and originality in other afterschool care systems. This study can be valuable in understanding practitioners' different perception on functions and roles of community child center which have not yet been confirmed statistically. The results allow us to apply diverse practitioners' perceptions to the practice, and to elicit discussions regarding improved practice directions for managing community child center. It also can provide useful baseline data in policy decisions and enforcement.

  • The purpose of this paper is to compare the family policies of Nordic countries(Denmark, Finland, Norway, and Sweden) from 1980 to 2002. Three meaningful findings were found. First, there are several different characteristics in the family policies of Nordic countries in which the ideal understanding of similarity has departed from the reality. Especially, the differences of family policies have extensively expanded since 2000s. Second, for the last 20 years, all four countries have focused their efforts on expanding parents' (re)commodification rather than (re)familialization. Third, the countries have changed their direction in family policies. For example, Finland has changed from familialization to commodification during the mid-1990s.

The researcher focused on grandmothers who have been in charge of caring the family in the main and tried to explore the reasons for their decision not to take care of their grandchildren. For the purpose, Research participants were seven elderly women who have refused raising of their grand-children. Data were collected by in-depth interview and analyzed based on the phenomenological method. As results, it turned out that the elderly women refused caring of their grandchildren due to the burden of parenting and the rejection of an extended mother role, and the fear of family conflicts, but they felt sorry about their refusal of a request for caring support from their adult children. Second. these decisions caused various dynamics of the family members, and they were experiencing psychological difficulties. Third, elderly women perceived raising of grandchildren as a task of adult children or a problem for which the society should be accountable, and felt that the family and the society have shifted the responsibility to them. • Japan has generally been considered as the developmentalist welfare state. However, Japan has recently been transformed into a social investment state. Although it still has a developmentalist characteristics with its institutional path dependence, the new social and economic challenges derived from the new social risks such as low birth rates and aging population forced Japan to adopt a new welfare state strategy. The paradigm shift in terms of welfare state strategy was launched by the Third Way positioning of the Democratic party government and succeed to the Second Stage of Abenomics under the Third Abe Cabinet. This paper argues that the welfare state paradigm shift towards a social investment state in Japan is not limited to the Japan's Plan for Dynamic Engagement of All Citizens for a virtuous cycle of growth and distribution, but expands its scope to include the work-family balance policies such as labor market activation for women and public caring for children.

  • The 4th industrial revolution came deep into family life and changed the way of housework and care. The change in the family caused by the technological change of the 4th industrial revolution is remarkable in terms of socialization of housework. In this study, the socialization of housework, which is accelerating in the era of the 4th industrial revolution, was examined focusing on the change in the aspect of "household service" through the "platform". Since 2015, when technological changes in the 4th industrial revolution began to decline, related newspaper articles were extracted for daily and economic newspapers nationwide and analyzed big data. The results of big data analysis show that the platform economy using the 4th industrial revolution technology is rapidly spreading the socialization of housework not only at the business level but also at the public policy level. It has been confirmed that support for household services through the platform is growing into a new business area of companies, and at the public policy level, it is being treated as an important policy task in supporting work-family balance or responding to infectious diseases. This study is meaningful in that it provided an opportunity to reflect on the roles and tasks of the family, market, and state for housework and care in the future through changes in housework and care caused by the 4th industrial revolution technology.
