Legal Issues in Quarantine and Isolation for Control of Emerging Infectious Diseases (신종감염병 관리를 위한 격리조치의 법적 측면)

  • The Middle East respiratory syndrome coronavirus (MERS-CoV) outbreak in South Korea in 2015 has drawn public attention regarding the legal regulation of infectious disease control in Korea. This paper discusses the interpretive and legislative concerns regarding the Infectious Disease Prevention and Control Act, its ordinance and enforcement regulations, as well as public statements from the relevant administrative agency. Future improvements are also proposed.

Effect of medium sized hospital nurses' nursing intention, infection prevention environment, and social psychological well-being on infection control performance of COVID-19 outbreak (코로나19 발생 상황에서 중소병원 간호사의 코로나19 환자 간호의도, 감염예방환경 및 사회심리적 건강이 코로나 관련 감염관리 수행도에 미치는 영향)

  • This study was conducted to identify the effects of medium sized hospital nurses' nursing intention, infection prevention environment, and social psychological well-being on infection control performance of COVID-19 outbreak. The data collection period was from May 2 to May 31, 2022, and the questionnaires of 161 nurses who were working at I and B medium sized hospital in incheon and agree to participate in this study, were analyzed. Using the IBM SPSS/Win 25.0, the collected data was analyzed through the descriptive statistics, t-test, ANOVA, Pearson correlation, and multiple regreβion analysis. As a result, the infection prevention environment(β=.225, p<.001) and the experience of participating in new infectious disease education(β=.208, p=.008) had a significant effect and these variables were found to have 10.9% explanatory power for COVID-19 related infection control performance. Therefore, in the context of the outbreak of COVID-19, it is important to create an environment for infection prevention and to provide continuous and diverse education related to infectius diseases.

  • This study was conducted to investigate the factors influencing in the infection control performance of coronavirus infection disease-19 in registered nurse. Data were collected using descriptive structured questionnaires to examine the factors of influencing in the infection control performance. General characteristics, knowledge of infection control, anxiety, fatigue, and coronavirus infection-19 (COVID-19) respiratory infection management performance were identified from structured questionnaire. Data were analyzed using independent t-test, ANOVA, correlation analysis, and multiple regression analysis were performed using the IBM SPSS 21.0 program. Anxiety and respiratory infection management performance was a negative correlation. Multiple regression analysis indicated anxiety was predicted component of performance of coronavirus infection-19 respiratory infection management. The results indicate a need to decrease degree of anxiety by developing educational programs to improve nurses' ability to manage coronavirus infection-19 respiratory infections. In addition, it is necessary to consider applying a role-play or simulation education method so that registered nurse can take care of patients with emerging infectious diseases in advance.

  • This study was a descriptive research study to identify the effects of related knowledge to COVID-19, infection control performance, and job stress in emergency department nurses due to COVID-19 on nursing performance, to improve emergency department nurses' ability to cope with emerging infectious diseases and to prepare basic data for effective nursing work. This study was collected data from August, 10 until September, 10, 2021, for 165 emergency department nurses in 26 hospitals, which were located in G province and designated as regional emergency medical institutions, and total 150 copies were finally analyzed. Data were analyzed using descriptive statistics, t-test, ANOVA, correlation, and multiple regression. As a result of analyzing the variables affecting the subject's nursing job performance by multiple regression using the hierarchical selection method, the higher the infection control performance and the higher the job stress, the more higher the nursing job performance, and the explanatory power was 18.4%. The study results showed that infection control performance, job stress, and non-shift work had an effect on nursing performance. It was thought that various plans to protect them, reduced tasks to efficiently perform and the nursing ability to cope with emerging infectious disease should be prepared to improve and reduce the job stress of emergency department nurses.

Comparative Analysis of COVID-19 Pandemic Crisis Response Capacities by Countries (코로나19 팬데믹 위기 대응 역량의 국가별 비교분석)

  • Objectives: The purpose of this study is to analyze each country's infectious disease response capacities and, based on this, find areas for improvement in Korea's infectious disease management response. Methods: First, the capacity to respond to the COVID-19 infectious disease was analyzed by country using the SPAR scores of 96 countries around the world released by WHO in 2022. Second, we analyzed each country's specific COVID-19 quarantine performance using Our World in Data and the Global Health Security Index (GHSI). Results: First, the quarantine intensity index on January 24, 2021 was the highest in the Southeast Asia branch at 67.6, which had strong quarantine measures, and the lowest at 44.5 in the Africa branch. As of December 31, 2022, the quarantine intensity index in Europe was significantly lowered to 11.6. Second, the factor that influenced the SPAR indicator on the total number of patients per million population was national laboratory (C4), p=.027, and the factor that influenced the total number of deaths per million population was infection prevention and control (C9), p=.005., Risk Communication and Community Participation (C10) p=.040. The influential factor on GDP per capita was infection prevention and control (C9) p=.009, and the influential factor on GHSI was infection prevention and control (C9) p=.002. Conclusion: The research findings indicate that it was difficult to find a correlation between the SPAR, which is each country's self-assessment of their infectious disease capacities, and the number of COVID-19 cases or the intensity of pandemic responses. However, mortality rates, as well as factors such as the Global Health Security Index (GHSI) and national income, appear to be somewhat influenced. For future improvements in infectious disease management and response in our country, it is necessary to develop pandemic strategies that can reduce socio-economic costs based on more scientific and reliable data like JEE or GHSI, especially in preparation for potential unknown emerging infectious diseases. Based on this, proactive decision-making led by a control tower of experts and effective health communication are also required to respond to public health crises at a national level.

Trend Analysis of Studies Related to Emerging Infectious Diseases before COVID-19: Focusing on Published Papers from 2000 to 2019 in the Field of Nursing in Korea (코로나 19 이전 신종감염병 관련 연구의 동향분석: 국내 간호학 분야 2000~2019년 게재논문을 중심으로)

  • Purpose: This study was conducted to suggest the direction of follow-up research by comparing and analyzing studies related to emerging infectious diseases (EID) in the field of nursing published in Korea since 2000 and before the outbreak of COVID-19 to identify overall themes and trends. Methods: The data search period was limited to papers from 2000 to 2019, and a literature review was conducted through a domestic DB search. 1574 papers extracted through search terms were excluded according to the criteria, and the final 39 papers were selected and analyzed. Results: Nursing studies related to EID consisted of 35 quantitative studies and most of them were descriptive research studies. As for specific disease types, MERS accounted for the largest number with 22, followed by 11 influenza A, 4 EID and 2 SARS. Nurses were the most common subjects with 19 cases (48.7%), and the number of study subjects was 200 or more, 23 cases (59.0%). The outcome variables of the analysis target literature were infection prevention behavior performance, knowledge, attitude, stress, anxiety, nursing intention, and infection control. Conclusion: This study is meaningful in suggesting the direction of follow-up research by identifying the trends in EID research.

The relationship between nursing professionalism and nursing intention for patients with emerging infectious diseases of nursing students who had experienced COVID-19 pandemic: the mediating effect of e-Health literacy (코로나19를 경험한 간호대학생의 간호전문직관과 신종감염병 환자 간호의도와의 관계: e-헬스 리터러시의 매개효과)

  • Purpose: This study aimed to identify the relationship between nursing professionalism and nursing intention for patients with emerging infectious diseases of nursing students who had experienced coronavirus disease 2019 (COVID-19), with a focus on the mediating effect of e-Health literacy. Methods: The study surveyed 177 nursing students who had experienced COVID-19. The data were collected using self-reported questionnaires. The collected data were analyzed using IBM SPSS statistics 25.0, and the mediating effect was analyzed through the SPSS Process macro model 4. Results: Nursing professionalism (β=.26, p=.002) and e-Health literacy (β=.18, p=.021) were found to be significant predictors of nursing intention for patients with emerging infectious diseases. In addition, e-Health literacy partially mediated the relationship between nursing professionalism and nursing intention for patients with emerging infectious diseases. Conclusion: e-Health literacy was a mediating factor in the relationship between the nursing professionalism and nursing intention of nursing students for patients with emerging infectious diseases. In order to improve nursing intention of nursing students for patients with emerging infectious diseases, it is important to develop an education program that can enhance their e-Health literacy as well as nursing professionalism.

  • 최근 들어 국가질병관리체계 현대화가 세계 각국 정부의 중요한 과제가 되고 있다. 캐나다 연방정부는 감염병과 만성질환을 관리하고 생물테러 등 응급상황에 효과적으로 대처하기 위하여 새로운 질병관리조직인 Public Health Agency를 창설하기로 결정하였다. 연방정부는 앞으로 2년간 1,412억원을 투입하여 Agency를 설립하고 사업기반을 확충해 나갈 예정이다(Health Canada, 2004). 또 EU 집행위원회도 지난 3월 European Center for Disease Prevention and Control 설립계획을 최종 승인하고 ECDC가 발족하는 내년 한 해에만 71억원을 투입할 예정이다(Bosch, 2004). 이렇듯 새로운 질병관리조직들이 만들어지고 있는 직접적인 계기는, 중증급성호흡기증후군(이하 SARS) 사태로 대변되는 신종 및 재출현 전염병의 폭발적 발생(outbreak)이다. 전염병의 만연 사태가 일어나면서 각국 정부는 국민건강 보호의 중요성을 재확인하는 한편, 질병으로 인한 경제적 손실을 현실적 문제로 인식하게 되었다. 비전염성질환과 손상으로 인한 질병부담도 세계 각국의 골칫거리다. 서구 여러 나라에서는 비전염성질환과 손상의 질병부담이 이미 매우 큰 상태이며, 저개발 국가들은 전염병과 비전염성질환으로 인한 "이중의 질병부담(double burden of disease)"을 안고 있다고 한다.   • 국내에서 다양한 규모와 종류의 화학사고가 지속 발생 중이며 이 중 초동대응 실패로 피해가 확산되는 경우도 발생하면서 이에 따른 화학사고 대응능력 향상에 대한 요구가 생기게 되었다. 그러나 이는 코로나 이전의 상황이며 2020년 이후에는 코로나 19로 인한 사회 여러 분야의 변화로 새로운 개념과 방법으로서 화학사고 대비와 안전에 있어 중요하게 고려할 사항이 생기게 되었다. 화학사고와 같은 특수 상황에 대비하여, 국가적으로 코로나 19 상황 하에서의 재난의료대응 인력에 대한 해당 재난 유형에 대한 교육훈련 프로그램 및 정책이 제공되어야 하며, 재난의료대응기관에서는 현장구조자 및 응급의료진 등 재난의료대응 전문 인력의 양성을 위한 코로나 19와 같은 신종 감염병을 대비한 상황 하에서의 지침 마련, 시스템 보완, 사전 교육이 시행되어야 한다.

A Study on the Smart Elderly Support System in response to the New Virus Disease (신종 바이러스에 대응하는 스마트 고령자지원 시스템의 연구)

  • Recently, novel viral infections such as COVID-19 have spread and pose a serious public health problem. In particular, these diseases have a fatal effect on the elderly, threatening life and causing serious social and economic losses. Accordingly, applications such as telemedicine, healthcare, and disease prevention using the Internet of Things (IoT) and artificial intelligence (AI) have been introduced in many industries to improve disease detection, monitoring, and quarantine performance. However, since existing technologies are not applied quickly and comprehensively to the sudden emergence of infectious diseases, they have not been able to prevent large-scale infection and the nationwide spread of infectious diseases in society. Therefore, in this paper, we try to predict the spread of infection by collecting various infection information with regional limitations through a virus disease information collector and performing AI analysis and severity matching through an AI broker. Finally, through the Korea Centers for Disease Control and Prevention, danger alerts are issued to the elderly, messages are sent to block the spread, and information on evacuation from infected areas is quickly provided. A realistic elderly support system compares the location information of the elderly with the information of the infected area and provides an intuitive danger area (infected area) avoidance function with an augmented reality-based smartphone application. When the elderly visit an infected area is confirmed, quarantine management services are provided automatically. In the future, the proposed system can be used as a method of preventing a crushing accident due to sudden crowd concentration in advance by identifying the location-based user density.
