Papers in FTA research have mostly focused on the legal interpretation of the FTA treaties. In this research, more focus was put on the customs laws and related cases delivered in the U.S. federal courts, by which we can analyze the Korea-U.S. FTA in more practical manner to derive the enterprises' solutions to cope with the disputes of FTA preferential duty. The Tariff Act of 1930 is the U.S. customs law to govern FTA preferential duties. The administrative practices with customs duties are coordinated with the FTA rules. The most controversial issue in the U.S. customs law lies in the classification of imported goods for imposition of the customs duties, based on Harmonized Tariff Schedule of the United States. It was found that the U.S. federal courts had been quite favorable to the CBP(U.S. Customs and Border Protections) in litigation with the private importers and exporters. The reason seems to be that the CBP has been dealing with the customs cases so many times, accumulating much experience in execution of the U.S. customs laws, which is likely to make their decisions on customs duties almost free of errors. Therefore, the Korean exporters need to collect the CBP's past cases on the denial of preferential treatment on imported goods and be fully informed of the CBP's policies on the FTA preferential duty treatment.
Car exhaust $CO_2$ gas reduction and fuel efficiency of the car lighter for the current era is a big challenge. The developments of high-performance Nd magnets, Li-ion secondary battery and exhaust gas purification performance of PGM catalysts used in the lightweight EV and HEV are activated. Country in order to improve the car lighter and function that use the resources of rare metals are ubiquitous imported from China because of export supply control, as soaring prices have unstable supply and demand. Compared to the emissions from the next-generation automotive recycling, waste scarce resources need to be. This study investigated the recycling technology analysis and development of the information technology, or delivered to the researchers by giving national car industry aims to contribute to the development. Findings, pulmonary high-performance motor vehicle emissions in the exhaust gas purification PGM Catalysts, Li-ion battery and Nd magnets recycling technology, such as pre- and post-processing techniques to classify technology, pre-urban mining technology mechanical separation by screening techniques under development, the study and post-processing technology has, pyro and hydro metallurgical smelting technology is established. The king oyster mushroom (Pleurotus eryngii) is widely consumed because of its flavor, texture, and its functional properties such as antioxidant activity and prebiotic effects. However, long-term product storage and transportation (e.g., export) are difficult because of its limited durability. The shelf-life of king oyster mushroom is affected by environmental factors such as temperature, humidity, gas composition, and ventilation, which may affect sensory characteristics including respiration rate, texture, moisture, flavor, color, and pH. The major problems regarding storage of mushrooms are browning, flavor changes, and softening. To address these problems, novel preservation techniques were developed, and more durable variants were bred. Different drying methods, gamma irradiation, chitosan coating, modified atmosphere (MA) packaging, and controlled atmosphere (CA) storage were evaluated in order to extend the shelf-life of king oyster mushrooms. Freeze drying showed better results for the preservation of mushrooms than other drying methods. Irradiation with 1 kGy was more effective for extending mushroom shelf-life than higher doses. The preservative performance of chitosan-based films was improved by combining the compound with other hydrocolloids, such as oil, protocatechuic acid, and wax. The CA storage conditions recommended for king oyster mushrooms are 5kPa $O_2$ and 10 to 15kPa $CO_2$ at temperatures below $10^{\circ}C$. Active MA packaging with microperforated PP film was also effective for maintaining quality during storage.
As the importance of rare metal is increasing globally, Japan introduced the concept of Strategic Elements in 2004, and started Strategic Elements Project in 2007. The Goal of this project run by MEXT (Ministry of Education, Culture, Sports, Science and Technology) is to develop high-function materials and components that do not use rare or harmful elements by studying the role and characteristics of the elements that compose materials and components and decide their functions and characteristics. In September 2010, Japanese coast guard arrested a Chinese fishing boat near Senkaku Islands (Diaoyudao Islands by China), which escalated to the territory issue and eventually a big diplomatic and economic conflict. In order to put pressure on Japanese Government, China used an economic option, which is the ban of rare earth export to Japan. This incident doubled Japan's motivation to develop Strategic Elements and put more efforts into this Project. MEXT set the following three research areas in February 2012: Study of alternative materials using sufficient and harmless elements, Study of applications for the high-functions of Strategic Elements, Study of practical design for components using Strategic Elements. Through a course of gathering the opinion of professionals, MEXT settled down with the following 4 research and study areas for the Strategic Elements Project in June 2012. 1. Magnetic materials to replace Dy, Nd. 2. Catalyst/Battery materials to replace Pt, Rh/Li, Co. 3. Electronic materials to replace In, Ta. 4. Structural materials to replace Nb, Mo. This paper deals with the first area and reviews the results of the research and study as of now.
This study was conducted to examine the recent developments in timber certification schemes at global level such as FSC certification and ISO 14001 system and to analyze their potential impacts on the Korean forest products trade. Data and information on standards and procedure of timber certification and certified forest lands were collected from relevant papers, statistics and reports published by regional and international organizations. In order to analyze the impacts on the Korean forest products trade, questionnaire survey to the affected parties was conducted on acknowledge of key words relating to environment and trade and on the additional amount of willingness to pay for a labeled timber from environmentally sound and sustainably managed forests. Quantities of certified timbers supplied would continue to increase due to lots of timber certification schemes developed and implemented at national, regional and global levels and growing interests in certification from many countries. Demand for certified timbers, however, is far from clear at this stage. The deciding factor would be consumer reaction to the certified products. In the short run, the timber certification would have a little impacts on forest products imports into Korean markets since domestic purchasers do not have much interests in environment related trade measures and their willingness to pay price premiums for certified timbers is not high. However, it could be expected that timber certification has negative impacts on exports of forest products, such as flooring and plywood, to developed European markets where timber certification is used as a trade barrier.

Although international construction market gradually takes a important position among the export industries, the previous studies about international construction entry strategy have just focussed on trend investigation or suggestion for revitalization. Moreover, in order to prepare the market uncertainty such as world financial crisis and to plan the long term strategy, specific strategy studies based on corporate level are required. Therefore, this study estimates the nine strategic index and four financial index of 31 companies that performed 1920 international projects from 1993 to 2007 and evaluate the performance as three periods by multi-regression analysis. Also, this study analyze dynamic correlation between these index and the performance considering times. this study verifies that market diversification, product diversification, localization and decrease of debt to asset ratio make a good effect on the international order as long term strategy and shows that collaborated entry with domestic corporations, alliance entry with host country's company, alliance entry with third country's company, portion of labor cost and portion of management expense differently make a influence on the performance as times. these results will be helpful for the construction companies to plan the international entry strategy reasonably and specifically.
As the scales & density of the Korean national infrastructures have been increased, they will be identified as rich and attractive potential targets for intensified North Korea's attack in the rear region and terrorism attack. In addition, due to changes in security environment such as drone threats and lack of security forces under the 52-hour workweek law, I think that it is the proper time point to reevaluate the effectiveness and appropriateness of the current physical protection system and its shift to a new system. In this study, the direction and improvement of the perimeter physical protection systems of the national infrastructures are to be studied from the viewpoints of its concepts of operations and design methodology, focusing on the nuclear power plant. The reason why we focus on nuclear power plants is because they cause wide-range and long-term damages caused by radioactive materials disperal and pollution, along with short-term damage caused by the interruption of electricity generation in the event of damage to nuclear power plants. With the aim of extracting improvement directions, as we will comprehensively review domestic research trends and domestic·overseas related laws, and consider Korea's specificity, we try to reframe the concept of operation - systematization, mobilization and flexibility -, and establish criteria on system change. In order to improve the technical performance of the new perimeter physical protection system, we study on high-fidelity·multi-methodology based integrated design methodology, breaking from individual silo-type design methods, and I suggest improvement of government procurement, its expansion to export business and other national infrastructure.

Approvals for cultivation and import of genetically modified (GM) crops have dramatically increased around the world. Comparative compositional studies are an important aspect of safety assessments of products from GM crops and are based on substantial equivalence. Compositional analyses focus on determining similarities and differences between the compositions of the GM crops and their conventional counterparts, and thereby assessing the compositional equivalence of GM crops and their conventional comparators. The analytes, such as major constituents, key nutrients, and antinutrients, are generally determined on a crop-specific basis according to the OECD consensus document. The use of standard methods throughout the processes, such as selection of comparators, field trials, analytical methods, and statistical data analysis, is crucial. In this study, we showed the general framework of compositional studies. Literature for compositional studies of GM crops conducted abroad and in Korea was reviewed to obtain information about analytes, conventional counterparts, cultivation year, location, and statistical methods. The studies conducted abroad assessed for commercial release of GM crops such as soybean, maize, and cotton, while domestic studies were mainly performed for research in rice. In addition, we suggested a guidance for conventional comparators and field trials applicable to the domestic situation.

As the growth of the domestic defense industry is remarkable regarding technology level and export size, technology protection is necessary. Particularly, there is a need to apply anti-tamper measures to prevent critical technologies from illegally being taken out of weapon systems. However, there is no security protection strategy and system built yet in ROK. Precedent studies discussed the trend analysis and technical research for specific protective techniques, and the application of anti-tamper using limited procedures was provided. Recently, methods of how to select the technology for protection were studied based on risk management. Nonetheless, these studies cannot be associated with the acquisition process for the whole life-cycle, having difficulty with actual development and evaluation of the weapon systems. The objective of our study is to derive the system requirements of the weapon system for which anti-tamper measures have been determined to apply. Specifically, requirements items suitable for the development of anti-tamper weapon systems were derived based on ISO/IEC 19790, the CMVP standard for the development and verification of cryptographic modules. Also, its utilization in technical reviews and test & evaluations was presented. The usefulness of the research results was confirmed through inductive inference and comparative evaluation. The result can be expected to play a role in initiating extensive activities needed for technology protection of the weapon systems.
As part of a feasibility study for introducing carbon labeling of fruit products in Korea, we explore the use of carbon footprints for Korean kiwifruit from Gyeongnam region as a case study. In Korea, the Korean Environmental Industry and Technology Institute (KEITI) is responsible for the carbon footprint labeling certification, and has two types of certification programs: one program focuses on climate change response (carbon footprint labeling analysis) and the other on low-carbon products (reduction of carbon footprints analysis). Currently agricultural products have not yet been included in the program. Carbon labeling could soon be a prerequisite for the international trading of agricultural products. In general the carbon footprints of various agricultural products from New Zealand followed the methodology described in the ISO standards and conformed to the PAS 2050. The carbon footprint assessment focuses on a supply chain, and considers the foreground and the background systems. The basic scheme consists of four phases, which are the 'goal', 'scope', 'inventory analysis', and 'interpretation' phases. In the case of the carbon footprint of New Zealand kiwifruit the study tried to understand each phase's contribution to total GHG emissions. According to the results, shipping, orchard, and coolstore operation are the main life cycle stages that contribute to the carbon footprint of the kiwifruit supply chain stretching from the orchard in New Zealand to the consumer in the UK. The carbon emission of long-distance transportation such as shipping can be a hot-spot of GHG emissions, but can be balanced out by minimizing the carbon footprint of other life cycle phases. For this reason it is important that orchard and coolstore operations reduce the GHG-intensive inputs such as fuel or electricity to minimize GHG emissions and consequently facilitate the industry to compete in international markets. The carbon footprint labeling guided by international standards should be introduced for fruit products in Korea as soon as possible. The already established LCA methodology of NZ kiwifruit can be applied for fruit products as a case study.
