Composition of Amino Acids, Sugars and Minerals of Domestic Wheat Varieties (국내산 밀의 품종별에 따른 아미노산, 구성당 및 무기질 조성)

  • The chemical components of 5 domestic wheats(Kru, Suwon 257, Eunpa, Chokwang and Tapdong), Australian standard white wheat(ASW) and dark northern spring wheat(DNS) were determined in terms of amino acids, sugars and minerals for whole wheat and white wheat flour of 70% milling yield. The protein content of whole Eunpa and Tapdong was approximately 15%, and reduced its content approximately 1% after milling compared to that of whole wheats. The high levels of glutamic acid and proline were observed in domestic wheats. The limiting amino acid of domestic wheat was higher than that of ASW, but lower than that of DNS. Especially, Suwon 257 and Tapdong exhibited the higher limiting amino acid content than other domestic wheats. Glutamic acid and proline content increased, while lysine and threonine was decreased after milling. In general, whole wheat exhibited the higher levels of arabinose and xylose, and the lower level of glucose than flour. The results also showed domestic wheat contained the higher amount of arabinose and xylose than the foreign wheats. Domestic wheat and flour possessed the higher amount of mineral such as P, K, Na and Ca than ASW and DNS, while Al and Si were similar to others.

New Round of WTO Negotiations on Forest Products : Prospective Issues and Impacts (WTO 차기(次期) 임산물협상(林産物協商)의 예상(豫想) 쟁점(爭點) 및 영향(影響))

  • This study examined the impacts of tariff reductions on timber products in the new round of WTO negotiations on domestic timber products markets and presented the measures to minimize their impacts. Scenarios on reductions in tariffs were developed based on result of UR negotiation and prospective issues on scope of tariffs bound, base rates for negotiation, degree of tariff cuts, etc. emerged during preparatory meetings held to launch the New Round of WTO Negotiation. Korea Timber Market Model(KORTIMM) developed by Korea Forest Research Institute was used to simulate the impacts on forest products markets by scenario. It was estimated that their impacts on net imports would be much larger than those on both consumption and production. The results showed that their impacts on plywood market and on net imports of processed forest products would be much larger relatively but that their impacts on log market and on consumption and production of processed forest products would be less than 1 percent. It was estimated that log consumption would be reduced due to reduction in domestic production of processed products and thus both production and imports of logs would be reduced as well. In oder to minimize the impacts, efforts should be made to start negotiations to reduce tariffs with bound rates for bounded products and with applied rates for non-bounded products, to expand the implementation period and to maintain the status of developing country. In addition, it might be one of countermeasures to use legitimate measures consistent with WTO rules such as anti-dumping, countervailing measures and safeguards.

A Study on the Development Strategy of Offshore Oil Resource in China (중국의 해외 석유자원 개발 전략에 관한 연구)

  • Competitions for secure oil are intense around the world due to the limited oil reserves. The situations are becoming more serious as China has participated in the competition. This paper aims to investigate China's offshore oil development strategies to balance the supply and demand of oil and then suggest its policy implications. A surging increase of oil demand due to the rapid economic growth as well as the stagnation in domestic oil output has turned China into a net oil importer since 1993. Therefore, China has placed a significant priority on securing long-term stability of its offshore oil to cope with the rapid growing demand. It has taken a variety of strategies to secure stable oil resource such as development of offshore oil resource, increasing the number of oil importing countries. China with the highest foreign exchange reserve of approximately $3 trillion as of 2010, has considered to employ foreign exchange reserves while making a huge amount of investment to secure oil resource. China has pursued several policies such as loan to oil production country for securing oil, foreign direct investment on offshore oil development, M&A of oil exploration and production companies and geographical diversification of oil importing countries. China has promoted offensive strategies for securing oil resource rather than cooperation with other countries. Thus, China should find a trade-off point for recovering relationship with international society while developing and investing renewable energy for long-term future. It will also address some implications for Korea, which has to prepare new strategies of overseas oil development.

An Empirical Test of the Dynamic Optimality Condition for Exhaustible Resources -An Input Distance Function- (투입물거리함수를 통한 고갈자원의 동태적 최적이용 여부 검증)

  • In order to test for the dynamic optimality condition for the use of nonrenewable resource, it is necessary to estimate the shadow value of the resource in situ. In the previous literatures, a time series for in situ price has been derived either as the difference between marginal revenue and marginal cost or by differentiating with respect to the quantity of ore extracted the restricted cost function in which the quantity of ore is quasi-fixed. However, not only inconsistent estimates are likely to be generated due to the nonmalleability of capital, but the estimate of marginal revenue will be affected by market power. Since firms will likely fail to minimize the cost of the reproducible inputs subject to market prices under realistic circumstances where imperfect factor markets, strikes, or government regulations are present, the shadow in situ values obtained by estimating the restricted cost function can be biased. This paper provides a valid methodology for checking the dynamic optimality condition for a nonrenewable resource by using the input distance function. Our methodology has some advantages over previous ones: only data on quantities of inputs and outputs are required; nor is the maintained hypothesis of cost minimization required; adoption of linear programming enables us to circumvent autocorrelated errors problem caused by use of time series or panel data. The dynamic optimality condition for domestic coal mining does not hold for constant discount rates ranging from 2 to 20 percent over the period 1970~1993. The dynamic optimality condition also does not hold for variable rates ranging from fourth to four times the real interest rate.

Overview of Preventive Measures against Invasive Alien Species in Korea and Suggestions for their Improvement (침입외래생물의 사전예방 제도 및 개선방향)

  • To cope with the potential risks associated with invasive alien species, the Korean Government implemented the Biodiversity Act in 2014. Among the alien species not yet introduced into that country, 24 have been designated as alert species. These include mammals, birds, fish, mollusks, insects, and plants that may invade and cause serious harm to the ecosystem. Approval from the Ministry of Environment is required to import or carry any of them. Although these measures are more advanced than those from the previous legal framework, several terms still need to be improved. First, the category of alert species should cover not only those not yet introduced but also those that are being raised or cultivated at aquariums, botanical gardens, and zoos. Second, for applicants who intend to import or carry alert species, the government must provide them with detailed standards for the ecological risk assessment of alert species as well as guidelines for their safe use in Korea to prevent their unregulated release from confinement facilities into natural environments. Third, tools and protocols should be developed for early detection and rapid responses to those escapes.

A Spatial Structure of School Meal Foods in Elementary and Middle Schools in Hwaseong City, Korea (경기도 화성시 초.중학교 급식품 공급의 공간구조)

  • The purpose of this paper in the case of elementary and middle schools in Hwaseong city is that clarify spatial structure by seasonal changes of supply region of school meal foods and changes in food mileage. This paper used account registers of school meal foods of the subject schools as data for this analysis. And this paper analyzed data in March, June, September, and December in order to understand seasonal changes of school meal foods. The spatial structure of school meal foods in elementary and middle schools in Hwaseong city take four with private contracts, limited competition, and bidding quotation by suppliers. With the crops in Hwaseong city, they consist of eco-friendly vegetables in Gyeonggi-do, domestic eco-friendly vegetables and fruits, general vegetables and fruits, and imported processed foods and agricultural products. In case of food mileage, around Hwaseong city, there are spatial structure with about 17 $ton{\cdot}km$, 26 $ton{\cdot}km$, and 11,000 $ton{\cdot}km$ respectively. The spatial structure of school meal foods supplies was determined by difference in feed rate of crops, eco-friendly agricultural products, imported processed foods, and imported agricultural products.

A Study on the Awareness about Agriculture and Rural Community of Youths (농심함양 프로그램 참여 청소년의 농업·농촌에 대한 인식 조사 연구)

  • The purpose of this study were to analyze the awareness about agriculture and rural community of youths and suggest the implications. The data were collected from 291 youths who are participated the agriculture-understanding programs conducted by Korea 4-H Association. For the comparing with 182 non-participants survey were together. The following conclusions were drawn from this study, (1) the program participants were aware of importance and multifunctionality roles of agriculture. (2) on the other hand, non-participants did not recognize or had little interest of the agricultural issues. (3) youths participated programs were have positive consensus of agriculture and rural community compared to non-participants. Based on the conclusion of this study, some implications were summarized as followings: (1) some programs need to motivate youths to complete course, (2) establish network system for the better activities, (3) support to extension teachers' expertise, (4) the programs need to expended to non-4H members.

Effect of Planting Distance on the Growth and Yield of Brussels Sprouts in the Highland Area (방울다다기양배추 고랭지 재배시 재식거리가 생육 및 수량에 미치는 영향)

  • 방울다다기양배추는 아직까지 국내에서는 소비자들에게 인지도가 낮은 작물이지만 최근 식생활 및 소비 패턴이 변화하면서 편의성, 차별성 등이 중요시면서 미니 과일, 미니채소류에 대한 관심이 증가하고 있다. 또한 외국의 도입 채소류에 대한 관심이 증가하면서 2013년 방울다다기양배추 수입량이 36톤이었던 것이 2015년에는 14.3배가 증가한 515톤으로 증가하였다. 이를 통해 방울다다기양배추가 가지고 있는 기능성과 미니채소에 대한 관심으로 지속적으로 소비가 증가할것으로 예상되고 있다. 이와같이 증가추세에 있는 방울다다기양배추의 수입을 대체하기 위해서는 국내 재배면적 확대가 필요하나 저온성 작물인 방울다다기양배추는 고온기 남부지역에서는 재배가 어려워 제주지역의 겨울재배 작형으로 제한되어 재배가 되고 있다. 따라서 제주지역의 겨울재배 작형과 연계하여 강원도 고랭지의 서늘한 여름 기후를 이용하여 단경기인 9~11월에 생산할 수 있는 여름재배 작형을 개발할 필요성이 있어 시험을 수행하였다. 본 시험은 2018년~2019년 태백 철암의 노지(표고 750 m)에서 시험품종은 "브릴리언트"를 이용하여 3월 하순 파종하여 50일 육묘하여 5월 10일 포장에 정식하였다. 흑색멀칭한 시험포장에 $80{\times}30cm$부터 $80{\times}60cm$까지 10 cm 간격으로 차이를 두고 정식하였으며 정식 전 N-P-K = 20-15-20 kg/10 a를 시비하였고 시험포장은 수확까지 병해충 방제 등 주기적으로 관리하면서 생육특성 및 수량성을 조사하였다. 재식거리별 생육상황을 비교한 결과 초장은 처리간 큰 차이가 없었고 경경은 재식거리가 커질수록 증가하는 경향이었다. 또한 엽장 및 엽폭은 처리간의 경향이 없었으며 엽수는 재식거리가 커질수록 증가하였고 $80{\times}30cm$ 처리시 80매내외였던 것이 $80{\times}50cm$ 이상일 경우 100매 이상으로 증가하였다. 재식거리별 구의 특성을 조사한 결과 구경은 처리간 큰 차이는 없었으나 재식거리가 커질수록 구경이 다소 증가하였으며 구중도 증가하는 경향이었다. 방울다다기양배추의 구의 엽수는 처리간 큰 차이가 없었고 경도 및 당도도 큰 차이가 없었다. 처리별 수량은 $80{\times}40cm$$80{\times}50cm$ 처리에서 수량이 다소 증가하였고 상품화율은 $80{\times}50{\sim}60cm$ 처리에서 80%이상으로 높았다. 따라서 방울다다기양배추의 여름 고랭지 재배시 재식거리는 $80{\times}50cm$ 처리시 생육 및 엽수 증가에 따른 구의 형성이 증가하여 수량성이 높아지고 상품화율도 증가하였다.

A Study on the Influence of Elderly Household Characteristics on Housing Consumption according to Public Pension Receipt (중·고령자 가구의 소득의 특성이 주택소비규모에 미치는 영향: 공적연금수령유무를 중심으로)

  • According to Statistics Korea, South Korea has entered the realm of the "aging society" with the rapid development of the country's population. Researchers anticipate that the extremely high (73%) ratio of real estate property to total assets for mid-age to aged households in South Korea that do not have a fixed income may cause serious problems in the future. For example, the real estate market in South Korea may be bombarded with properties listed for sale, causing the average property price to drop due to the abundant supply. Although this prediction may be reasonable, this concept has excluded the idea of pension (which is crucial as it can be considered a consistent and fixed income) due to the limited amount of available data thereon; as such, it is important to include this factor to improve the pertinent research. Thus, this research was conducted using the data from the $3^{rd}$ and $5^{th}$ Korea Retirement and Income Study. For the study results, it was found that variables such as net asset, gender, education, and number of family members have the same impact as that found in the previous studies. To extend from here, two new factors were introduced: the existence of pensions and the amount of pension received by a household. From there, it was found that the existence of a consistent and fixed income such as a pension has led to an increase in housing consumption, the area of interest of the authors.

Development of the Pulse Tube Cryocooler for Infrared Detector (적외선 검출기용 맥동관 극저온 냉동기 기술개발)

  • Most of the Stirling cryocoolers used for infrared detector cooling in domestic is imported. Because the cooler has a high price, short life and poor durability, demand for the coolers continues steadily. However, the cooler is highly related to defense and space technology, technology transfer or co-development with the countries having experties in cooler design is very limited. The pulse tube cooler to be developed in this study is such that the mechanical piston in low temperature actuating part is replaced by the gas piston and linear compressor is adopted, which results in low vibration, long life and better durability. It is expected that development of the pulse tube cooler will not only improve our technology to the level of advanced countries, but also enhance the skills in designing and manufacturing of the infrared detector.
