Earning Inequality in Korea After the Financial Crisis (금융위기 이후 소득 불균등에 대한 연구)

  • Using raw data of the 'Family income and expenditure survey,' we find that the earning distribution worsened in Korea after the financial crisis; the gap between ninetieth and tenth percentile grew larger after the crisis more than before. Such a phenomenon is apparent within narrowly defined education and labor market experience variables. We found that the increase in earning inequality came from the rapidly increasing return to the components of skill other than the schooling and experience, which is caused by the increasing demand of skill after the crisis. Therefore, we can interpret the growing demand for skill is an important factor leading the increase in the earning inequality after the Crisis. And then, we think that the reason for the increasing demand for skill after the crisis can be found in the changes of the technology, the organizational and personnel practice, the globalization, and the labor market. We can derive policy implications from this : To narrow the inequality we must invest the industrial demand-oriented education.

2009년 및 2015년 사학연금법 개정에 따른 기준소득 변경의 연금소득에 대한 효과 연구

  • 본 연구는 2009년 법 개정에 따른 기준소득의 변경이 가입자별 보험료 부담과 연금급여의 변경에 어떠한 영향을 주었는지를 구체적 사례를 중심으로 살펴봄으로써 제도 변경 전후의 가입자별의 연금소득 변화를 산정함과 아울러, 2015년 사학연금법 개정에 따른 사학연금 가입자간 소득재분배제도의 도입이 2009년 법 개정에 따른 연금소득효과에 어떠한 영향을 주었는지를 분석하였다. 분석 결과, 사학연금가입자의 경우 법 개정 당시의 전제가 되었던 기준소득대비 보수월액의 비율인 65% 수준에 근접하는 사람은 일부에 불과한 것으로 나타났다. 즉, 60~70%기준에 포함되는 계층은 5.6%에 불과하고, 60% 이하인 자가 88.6%, 70% 이상인 자는 5.8%로 나타났다. 이는 사학연금 가입자 상당수가 기존의 보수월액이 실제 과세소득의 일정비율보다 낮은 위상에 있었음을 의미한다. 따라서 2009년 법 개정 결과, 처음의 기대와는 달리 개정 이전 연금액에 비하여 높아지는 가입자가 87.5%, 낮아지는 가입자가 12.5%인 것으로 나타났다. 그렇지만 연금액이 증가되었지만 보험료 부담이 함께 증가되었기 때문에 수익비 측면에서 더 유리해졌다고 할 수 없다. 더 부담하고 더 많이 받는 경우가 대다수였다. 물론, 오히려 기준소득이 보수월액보다 절대치조차 낮은 가입자도 있었다. 이 경우, 본인의 희망에 따라 법령에서 별도로 정한 최저소득기준을 선택할 수 있도록 함으로써 문제점이 완화되었다. 2009년 법 개정 상에 나타난 연금액 증가는 소득재분배 요소를 도입한 2015년 법 개정으로 상대적으로 저소득 가입자는 연금액이 증가하고 고소득자는 연금액이 감소됨으로써, 2009년 법 개정에서 나타난 고소득자에게 유리할 수 있는 부분이 완화되는 결과를 만들었다. 2015년 개정은 2009년 개정 상 발생한 문제를 다소 보완하는 결과가 되었다. 공무원의 보수월액을 적용하여왔던 제도를 기준소득월액으로 바꾼 것은 사학연금 가입자가 실제의 소득에 기초하여 보험료를 부담하고 연금을 지급받을 수 있도록 되었다는 점에서 제도의 정상화로 보는 것이 바람직하다. 소득기준의 전환으로 내재적으로 혼란이 발생할 가능성이 있었지만, 2015년의 법 개정으로 제도가 보다 완결적으로 발전가능하게 된 것으로 평가된다.

Bi-Polarization of the Income Distribution In Korea: 1997-2003 (소득 분포의 양극화 추이)

  • On the basis of the Korea Labor and Income Panel Survey for the 1997 through 2003 period, this paper investigates if the income distribution has become more bi-polarized since the recent financial crisis. The polarization measure developed by Esteban and Ray(l994) and Duclos, Esteban, and Ray(2004) indicates that the distribution of total income has become much more bi-polarized than unequalized for the entire sample period. Second, the rapid increase in the bi-polarization measure is attributed to the enhanced within-group homogeneity among the lower-income group as well as the widening gap between the two groups in the mean income level. Third, no such pattern exists in the distribution of labor income. Overall, the findings in the current study would support the hypothesis of a centrifuging society which is characterized by the slow disappearance of the middle class and the formation of two poles and which is observed in the United States and the United Kingdom among others.

The Impact of Globalization and Factor Abundancy on Income Inequality (세계화와 요소부존도가 소득불평등에 미치는 영향 분석)

  • This study analyzes the relationship between globalization and income inequality. The empirical model is developed based on Kuznets' hypothesis of the inverse U curve. The effects of factor abundancy and globalization which is characterized by trade and FDI on income inequality are analyzed. 127 member countries of WTO are classified into 4 groups according to GNI. The period of analysis is 21 years from 1995 to 2015. Results show that 3 groups of countries excluding one group that is high income countries supports Kuznets' hypothesis which is the inverse U curve. Secondly, expansion of trade decreases income inequality of middle income countries but increases high and low income countries. Thirdly, FDI increases income inequality of middle and low income countries. Finally, the increase in capital abundancy lowers income inequality because the capital accumulation increases the productivity of labor.

Effects on the asset of the increase in the leverage and income (레버리지와 소득증가가 자산에 미치는 영향)

  • The objective of this study focuses on the relationship between increasing of leverage and income, asset purchase. For empirical test, regression analysis was conducted using panel data of the household financial welfare survey. The results of the analysis are as follows: First, increasing of leverage is determined by the asset purchase. Deleveraging can be realized by reducing the size of the assets. Second, increase of leverage has positively affected on the increase of asset. Also, the increase of income has significantly positive influence on the increase of assets. These results provide practical guidance as research in increasing of leverage and increase of asset and the limitations of the research and future study are discussed as well.

Changing Trends of Income Packaging and Income Distribution : 1996-2002 (도시 근로자가구의 소득원 구성과 분배구조의 변화 : 1996-2002)

  • The purpose of this study was to offer a comprehensive analysis of the changing trends of the Korean income packaging, poverty rate, and level of income inequality from 1996 to 2002. In order to do that, this study used the micro-data of "Income and Expenditure Survey of Urban Households" by the National Statistical Office(NSO). Major results were as follows: (1) A ratio of public transfer in family income packaging increased at the DJ administration. (2) Poverty rate and Gini coefficient, which were 7.8% and 0.29 in 1996, rose to $8.8{\sim}10.4%$ and $0.30{\sim}0.34$ respectively during the year of 1998-2002. (3) However, poverty reduction effect and income inequality reduction effect of public income transfer increased preferably at the DJ administration. Those effects increased more since the enactment of National Basic Livelihood Security in 2000. Therefore, government should provide more national welfare programs to reduce the poverty rate and to improve better structure of income distribution.

Accounting for Trends in Income Inequality Among the Elderly (노인 소득불평등 추이의 영향요인)

  • This study examines recent trends in income inequality among the elderly in Korea. Aggregate income inequality trends are explained by examining evidence from inequality index decomposition by population subgroup and by income source. Data come from Korean Labor and Income Panel Study(KLIPS). The results are as follows. First, elderly income inequality increased from 1999 to 2002, and then decreased until 2008. Second, household composition changes appear to have disequalizing influence. The proportion of elderly people who are economically dependent on non-elderly family member or living with adult children has declined. Equalizing influence of private transfers also decreased between 2002 and 2008. These results indicate that the redistributive role of family has weakened over time. Third, the improvement of education level and changing occupational structure among the elderly household head contributed to increase in elderly income inequality. Fourth, earning's factor share has declined steadily, and the diminishing role of earnings provides equalizing influence on elderly income inequality from 2002 to 2008. Fifth, the impact of recent expansion of social insurance has changed over time. Inequality contribution of social insurance income increased from 1999 to 2002, and then decreased from 2002 to 2008.

Analysis of Inequality of Public Transfer Income by Income Level (소득계층별 공적이전소득의 불평등 변화분석)

  • This study was carried out by using the concentration index calculation method from 1996 to 2016 by using the household trend survey data to confirm the difference of income transfer income and inequality in public transfer income. The main results are as follows. First, the public transfer income concentration index in 1996 was concentrated on the high income group with +0.2774, but since 2009, the concentration index has been negative (-), which has concentrated on the low income group. However, the effect of redistribution of income was small. Second, the average public transfer income of low - income households increased significantly while the number of high income earners decreased. It is gradually improving that public transfer income did not play a role in the improvement of income inequality. Third, public transfer income has been continuously increasing in all income classes, and the rate of increase is low in the low income class and slow in the high income class, so the public transfer income of the low income class is higher than that of the high income class. In sum, the inequality of public transfer income by income class in Korea is gradually improving, but it is not considered to be a level that can improve the inequality between income groups.

A Contribution Analysis of the Increase in 1-2 Person Families on the Income Inequality and the Income Gap (1-2인 가구증가의 소득불평등도와 소득격차에 대한 기여도 분석)

  • This paper examines trends of the income inequality index and the income quintile share ratios, using the Household Survey released by Statistics Korea. We discuss their respective effects on total income inequality and the income disparity, as a contribution concept defined in this paper for 1990-2014 periods. Main findings are as follows. First, the contribution of 2-person families to total inequality with the current income or the disposable income becomes bigger, and growth rates have been above 10% since 2003. Second, the contribution of 1-person families to income inequality is greater than that of 2-person families. Policy implication is such that the government had better investigate the 1 or 2 person families in-depth to set up the policy measures for weakening the income inequality.

The Study on the Effect of Trade Openness and FDI on Income Distribution (무역개방과 해외직접투자가 소득분배에 미친 영향 연구)

  • The aim of this study is to examine the relationship between globalization and income distribution in Korea. In order to identify the key determinants, the study investigates the effects of trade openness, inward and outward FDI flows, and per capita GDP on income distribution. The study uses methodology of unit root and co-integration technique as well as an error correction model over 1992 to 2011 by using annual data. The empirical findings showed that income inequality is reduced as trade openness and the per capita GDP increase. Meanwhile, income inequality is deteriorated as inward and outward FDI flows increased. In addition, the study revealed that the negative effect of inward FDI flows on income inequality is greater than that of outward FDI flows. This result supports the Feenstra and Hanson (1997) hypothesis. Overall the globalization process can be beneficial for the Korean economy, but its nature should be closely monitored regarding income distribution.
