Today the domestic construction industries are changing. The bigger, higher and more professional are gradually the construction industries, the faster does the fusion into the other industries also undergone. It is gradually needed to estimate the process of the project in the construction industries through this tendency. Consumers or the owner gradually reify their needs and it is essential for an objective appraisal standard to estimate the accomplishment of the project because its level is raised. In this study the problem is understood through the analysis on the existing system of construction industries and it is indicated to new performance measurement system in construction project through the analysis on the influential factors including the qualitative analysis such as consumer satisfaction.

This study analyzes the process of establishing BSC based strategic performance evaluation system of KOMSCO. This case could be a reference to other public institutes for BSC introduction and efficient BSC usage. Internal control system of KOMSCO has been improved by EVA system in 1999, BSC introduction and Job analysis in 2001 through 2002, and BSC performance evaluation system in 2004. KOMSCO tries to reflect BSC concept by inducing employees to cooperate selection process of CSF and KPI and by considering the organizational characteristics of KOMSCO in constructing it's performance indices. It is suggested that these processes are very important and should be followed by other institutes in their BSC introduction. By applying BSC, KOMSCO provides improvement in employees' understanding of strategy, performance management, and performance evaluation. KOMSCO' information system based on ERP and efficiently connected to EIS, KMS, and BSC seems to play an important role of BSC application. BSC system of KOMSCO is now in the early stage of application and needs to be evaluated by the efficiency of usage in terms of overall performance evaluation system, deduction system of evaluation point for excess accomplishment over target, and connection to budget system.

Inappropriate applications of bibliometric approach and misinterpretation on the analysis in research evaluation have been found and recognized nationally and internationally as the use of the approach has been rapidly adopted in various sectors in research evaluation systems and research funding agencies. The flood of misuse led to several numbers of declarations and statements on appropriate research evaluation, including Leiden Manifesto, DORA, IEEE Statement, etc. The similar recommendations from five different declarations, Leiden Manifest, IEEE Statement, DORA, Institut de France, and Thomson Reuters White paper were reviewed and meta-analyzed in this study and it is revealed that most of them emphasize evaluation on quality in various aspects with multiple indicators. Research evaluation with assessing multiple aspects of individual research based on the understandings of its purpose and pertinent subject area was revealed as being mostly advised in the declarations, and this recommendation can be regarded as being mostly requested in national research evaluation system. For future study, interviews with relevant stakeholders of national research evaluation system in order to explore its application are needed to confirm the findings of this review.

This study aims to address the needs and effectiveness of performance measurement system for convenient facilities support project for people with disabilities performed by local government. In addition, it is also to develop performance measurement index based on logic model. The researchers conducted literature review and focus group interview to develop the performance measurement index. Then, through the project managers and related professionals, the researchers tested validity of the measurement. The final measurement consisted of 38 questionnaires in 8 sectors. With this performance measurement system, we expect to establish rationalization of overall disability services. Also the theoretical framework and approach of performance measurement will be applicable to diverse public social service sectors.

1999년 처음 출범한 연구회체제는 소속 연구기관들의 1999년도 연구실적 및 경영내용에 대한 기관평가를 실시하였다. 기관평가는 짧은 준비기간에도 불구하고 비교적 객관적인 지표체계 및 과학적인 평가방법을 개발하여 평가의 신뢰성과 타당성을 제고하려고 하였다. 그러나 연구회 소속 연구기관들은 기관평가시스템에 대한 재검토 필요성에 대부분이 공감하고 있는 실정이다. 이에 본 연구는 정부출연연구기관의 책임성 확보와 성과지향적인 관리 및 평가체제 구축을 위하여 도입된 기관평가의 목적, 대상, 체계, 기준 및 그 결과 등을 국가연구개발사업 조사·분석·평가와 비교분석하고, 그 개선방안을 제시하고자 한다.

From the mid 1990's, the scale of IS had been growing, which resulted in increasing number of failure projects. As a result, the measurement of IS performance was a growing concern. Moreover, the need for research on the relation between IT investment and performance that isfd the concern of CEOs has been raised. In this study, the correlation between the IS functionality and investment was discovered based on the IS success model suggested by DeLone & McLean(1992), a business information system evaluation model by Lee Kuk Hie(1992), a balanced score card by Kaplan & Norton(1992). As a result of the LISREL analysis, the investment in the IS has a positive impact on the quality of both information systems and information. In turn, the quality of both information systems and information have a positive impact on the end-user satisfaction, the end-user satisfaction on the financial performance, customer satisfaction, and internal business processes. Information Technology represents substantial financial investment for government organization. However, it seems that the real goal of IT investment, which is to make government more efficient, effective, and responsible through IT systems, has not been seriously aware of in the government organizations. As a result, despite of large investment in IT over many years, substantial benefits accrued to the work, such as process innovation and work efficiency, have not actually occurred. In this paper, it is argued that, since IT benefits will not be realized without any effective benefits realization efforts, it is needed in IT evaluation to put more emphasis on the efforts. Therefore, it is suggested that appropriate IT evaluation can possibly work as a guideline for deriving the desired benefits through the IT investment. In this study, some of the well known approaches were reviewed about what IT evaluation and IT benefits realization efforts should be. Current evaluation method was analyzed from the perspective of benefits realization. On the basis of the analysis, this study leads to suggestions that improve the current ways of evaluating IT performance, helping government focus on realizing practical IT benefits at work.

This study aims to develop and evaluate the authority data-based academic retrieval system that may provide search tools and additional information for search of academic papers with users. To evaluate the usability of authority data-based academic paper search system, this work studied 60 subjects who had experienced the academic paper service to measure their satisfaction on both search efficiency and system usability and additionally analyzed whether the difference between search efficiency and system availability is significant in the experimental search system among user groups. As a result, the authority data-based academic paper search system was analyzed to show a higher search efficiency and user satisfaction than the ordinary system.

어떤 아웃소싱에서건 성과 측정을 못하면 관리할 수 없다. 기존의 ITO 서비스 측정 기준이 IT중심의 SLA이었다면, 본 논문에서 말하려는 ITO 서비스 측정 방법은 ITO 서비스에 대한 비즈니스측면의 가치 평가를 시도한 것이다. 기업의 성과평가를 위해 적용되는 BSC 개념을 ITO서비스에 도입하여 IT BSC체계를 확립하고, 이를 조직내 의사결정 레벨로 관리함으로써 ITO서비스 측정 지표값이 조직의 비즈니스 성과에 영향을 준다는 근거를 마련하고자 하는 것이다. 이로인해 사업목표와 연계된 ITO서비스 측정 기준을 마련함으로써, IT예산 산정의 합리적 근거를 확보할 수 있다.

To ensure the reliability of the safety system so that handing large quantities of hazardous materials in chemical plant is considered basic information in chemical process design. However, the reliability of the production system may be reduced when the reliability of the safety system emphasized in order to ensure the safety of chemical process. It is necessary to balance the reliability of the production system and reliability of the safety. In this study, a quantitative risk assessment was performed by selecting the furnace process, which is widely used in the chemical plant in order to suggest a way to ensure the safety and productivity of chemical process, based on the quantitative data. Quantitative risk assessment methodology have been used directed graph analysis methodology. It is possible to evaluate the reliability of the safety system and the production system. In this study, the optimum system design requirement to improve the safety and the productivity of the furnace is two-out-of-three logic for TT and PT.
