계절·시간대별 차등 전기요금의 동태적 최적화에 관한 연구

  • 본 연구는 전력사업에서 공급설비가 다양할 때 계절 시간대별 요금에서 최적투자 및 가격정책을 도출하기 위한 동태적 분석방법을 제공하는 데 있다. 이를 위하여 수요의 교차 가격탄력성을 고려한 동태적 모형을 설정하여 최대원리법(Maximum Principle)을 적용하였으며, 최적해 도출시 해석적 방법을 이용하여 모형의 수리적 해석에 대한 방법론을 제시하였다. 특히 순 사회편익을 목적함수로하고 이를 최대화하는 제어변수를 설비투자로하여 각 시간경로 (Time Path)에 따른 최적 가격이 단기 및 장기 한계비용과 어떻게 연관되는지를 보여주었다. 또한 제어변수인 설비투자가 계속적인 수요증가가 발생하는 시간경로에 따라 최적값이 어떻게 변하는지도 보여 주었다.

Economic Analysis of Landfill Gas Recycling Considering Environmental Benefit (환경편익을 고려한 매립가스 자원화 사업의 경제성분석)

  • The objectives of this study are to analyze the possibility of the landfill gas recycling for the middle and small scale landfills where the recycling facilities are not installed in Korea. It was found that the power generation plants by landfill gas were installed in domestic 15 landfills and the gas engine generation was adopted in 14 places. As the result of economic analysis, the landfill gas recycling is found to be available in 12 places and CERs of 153,693 $tCO_{2e}$ can be secured per year. Through the reduction of the air pollutants and VOCs, the social benefits of 730 million won accrue per year. Also, the power production of 18.8 GWh will substitute the crude oil imports of 4,048 TOE and the revenue of 2.49 billion won is expected to power trading. It is also found that the power generation plants by landfill gas will give the social benefits such as the reduction of the environmental problems and the substitution effect of crude oil imports.

  • 인간은 누구나 고령자가 된다. 특히 과거와 달리 고령자로의 생활기간이 더욱 연장되는 것이 현실이다. 건강한 젊은 시절과 달리 신체 및 지각 능력이 퇴화된 고령자들의 생활은 불편함이 클 수 밖에 없다. 더불어 다양한 고령자 프로그램이나 사회적 배려에 대한 관심과 시장 또한 급속도로 증대되고 있다. 본 연구의 목적은 고령자의 식품 섭취 편익을 위한 합리적 포장구조, 형태디자인을 탐구하는데 있었다. 연구방법은 간단편의 식품 포장구조, 형태를 국내외 사례를 실증적으로 조사, 분석, 효율적 방향을 제안하였다. 연구결과 건강한 노인생활을 위한 필수 요건의 식품 포장분야는 국내외 모두 미약한 실정이었다. 아직 고령자를 위한 식품개발을 별도 진행하는 기업이 적었고 포장물 또한 별도의 기능성을 제공하지는 않았다. 다만 일부 글로벌 기업의 상품들에서는 취급과 개봉, 사용하기 편리한 식품포장구조, 형태가 판매되고 있었다. 구체적으로 고령자들이 쉽게 개봉할 수 있는 뚜껑의 크기 및 요철의 확대, 금속재질의 오프너의 형태와 구조 디자인의 개선 등은 큰 효과가 있었다. 간단한 구조, 형태를 통해 소비자들의 포장욕구를 충족시킬 수 있는 우수한 마케팅요인으로 작용될 수 있음을 예상할 수 있는 디자인들이다. 큰 투자와 시설 보완을 최소화시키고 편익성을 충분히 제공하는 식품 포장구조디자인은 결과적으로 고령자시장을 확대하며 독자적 브랜드 이미지구축에 큰 영향을 주게 될 것으로 전망되기에 적극적 연구가 절실하다. 고령자들이 좋은 식품을 쉽고 편리하게 섭취할 수 있는 식품패키지 구조디자인을 통해 시장 확대와 경쟁력 있는 국제적 브랜드가 되길 기대한다. 이번 논문은 한국브랜드디자인학회 제23호 논문집에서 발췌하였다.

A Comparative Study on Assessment of Speed Enforcement by Unmanned Camera and Policeman (기계적 단속 및 인력단속에 의한 과속단속 효과 분석)

  • As various social problems occur due to increasing traffic accidents, the government has setup and executed strong safety policies. As a result, the number of traffic accidents and the death toll have been decreasing in recent years. However, the setup and execution of the various policies for reducing traffic accidents cost much, so it is necessary to evaluate the cost-effectiveness of each policy. In the present study, enforcement by means of an unmanned over-speed enforcement system, the enforcement effect of which was proven good compared to the cost required for traffic enforcement, is compared with enforcement by policemen. As a result of the comparison, the average speed was 82.66 km/h before the use of unmanned systems and policemen; the average speed with manned enforcement was 70.57 km/h; and the average speed with unmanned systems was 67.85 km/h. The speed limit violation rate was 65% before the use of unmanned systems and policemen; 32% with manned enforcement; and 15% with unmanned systems. Considering the kinds of vehicles, the average speed and violation rate were highest among private cars, then vans, and then trucks.. Considering lanes. The accident rate was estimated based on the above results, and the input cost-to-advantage was estimated. The annual cost-to-advantage was estimated by comparing the above estimated values with the conditions before the unmanned over-speed enforcement system. Subsequently, the enforcement by policemen showed a negative advantage of 76,130,590 won, and the enforcement by the unmanned system showed a positive advantage of 38,577,670 won.

Cost-Benefit Analysis on Marine Transportation Safety Facility Using CVM(Contingent Valuation Method) (CVM을 이용한 해상교통안전시설 투자 편익 분석)

  • Marine transportation facility is public goods for the general public and their safety. The study used the Contingent Valuation Method (CVM), a method to estimate economic value of non-market goods, such as environmental goods. In order to analyze economic effects of marine accidents preventable by the VTS, the study estimated costs caused by marine accident cases. It conducted surveys with people and shipping companies in local areas where VTS is to be established in the future. According to a survey with people in areas where marine transportation control center is to be built (Tongyoung), the yearly benefit from building new VTS is estimated at KRW 11billion. If fees are paid in the form of income tax for five years from 2014, corresponding benefits during the same period will reach KRW 47.3 billion in current value. An analysis on economic validity of VTS establishment in Tongyong showed the B/C ration stood at 3.193, far higher than 1. The Net Present Value (NPV) was KRW 32.5 billion and the Internal Rate of Return (IRR) turned out to be 37.4% which was higher than social discount rates of 53.5%. On balance, the establishment has reasonable economic validity.

  • In the benefits of ITS, there are intangible gains from real-time traffic information as well as classical gains such as travel time saving. These intangible gains are difficult to be estimated by existing transportation investment appraisal commonly used in SOC investment. The major reason is not because of the absence of methodology but because of the absence of generalized values of particular benefits from real time traffic information. This research explores the value of real-time traffic information on VMS that is the most representative of ITS services, by using CVM with Double Bounded Dichotomous Choice Question. Willingness-To-Pay (WTP) functions of drivers are built with survival functions using various types of probability distribution functions such as Exponential, Log-logistic, and Weibull functions. The results reveal that Log-logistic distribution is the most appropriate distribution model to estimate WTP, and the estimated coefficients are stable through LR (Likelihood Ratio) test. For the further study, it is recommended to perform statistical tests of temporal and spatial transferability that is not examined in this research due to the lack of data.

  • This study proposed a model for estimating the unit value of social cost for mobile emission considering local geographical and social characteristics, together with a method to evaluate the air quality value. The model was built based on benefit transfer methods, the population density, and green space ratio of each area, which are reflected through independent variables. While applying the model, the unit value of social cost for mobile emissions in both densely populated areas of Seoul and Busan was found to be 18.68 times and 10.71 times higher than the national average, respectively. It is highly expected that this study can contribute to providing more reliable guidelines to decision makers when evaluating various green transportation policies and projects.

  • This research was conducted to investigate the economoic effects of aviation safety technology development. The important subjects of aviation safety technology development, aviation accident prevention and damage reduction technique, aircraft safety certification development, BASA promotion in an aircraft class, were included to investigate the economic effects. The survey technique using Benefit-Cost Anlysis was performed and the results showed that aviation safety technology development brought scientific technique effect, industrial and economic effect, and the rest effects. Also, the benefits from aviation safety technology development were much greater than the costs.

The Community Attachment and Attitudes toward Baekdudaegan Tourism Development: An Application of Covariance Structural Analysis (백두대간 관광개발이 지역애착과 관광태도에 미치는 효과 분석: 공변량구조모형의 적용)

  • The purpose of this study was to analyze the conceptional structure of residents' perception among tourism development impacts (economic benefits, social and environmental impact), community attachment and attitudes towards the effects of Baekdudaegan tourism development. This paper was adopted LISREL (linear structural relationships) approach, covariance structural equation model, to provided some insights on tourism development. Data of 356 were collected from Youngu and Mungyeong cities surrounding Baekdudaegan in Gyeongsangbuk-do. The results indicate that perceived economic benefits are rather greater impacts on attitudes than perceived social and environmental ones directly and indirectly. Also, perceived social impacts influence community attachment, however, perceived economic benefits and environmental impacts do not influence community attachment directly. Finally results reveal that the attitudes for supporting tourism development were found positively influenced by the identity of community attachment. Differently social exchange theory, the results suggested that residents' attitudes towards Baekdudaegan tourism development perceived positive strongly even a non related tourism resident.

공공부문을 위한 프라이버시 영향평가 모델 개발

  • 전자정부가 출범하면서 국민의 편익과 업무의 효율을 가져오는 혁신적인 계기가 되었다. 그러나 전자정부 서비스 실현을 위한 11개의 국책사업 중 교육행정정보시스템(NEIS)의 문제로 인해 개인정보보호에 대해 사회적인 관심을 가지게 되었다. 이에 대한 해결방안으로 미국과 캐나다에서 실시하는 프라이버시 영향 평가(Privacy Impact Assessment)를 도입하여 위험분석 방법과 통합한 새로운 PIA모델을 제시한다. 또한 외국의 PIA 적용사례(Canada PIA report)를 통해 PIA를 실시해야 하는 이유에 대해 기술하고자 한다.
