The term 'fourth industrial revolution' was mentioned at the World Economic Forum (WEF) in 2016 and has become a term representing a new industrial era based on information and communication technology (ICT). In the environment of the 4th industrial revolution, ESG management activities are becoming a very important factor in business activities. With the emergence of a new paradigm of organizational operation in the post Covid19 era, the demands for ESG (Environment, Social, Governance) investment related to the environment, social responsibility are increasing. This study examines the role that can support ESG management by utilizing the expertise of appraisers. Real estate is one of the fields of high public interest, and since most ESGs have been conducted centered on the role of private companies, the role of the expert group or the role of public corporations and public institutions is relatively insufficient. If a company or general company engaged in the real estate investment business establishes the role of the Korea Appraisers Association to revitalize ESG management using appraisers, such as ESG appraisers, when investing in real estate, it is believed that it will be possible to promote efficient and sound development of the real estate industry. It was judged that a study on a group of experts was also necessary. In addition, even if the impact of Covid-19 is excluded, it is necessary to gradually introduce an appraisal using non-face-to-face or various advanced technologies (the 4th industry). This study differs from previous studies in that it focused on the role of ESG by the Korea Association of Property Appraisers while research on the role of ESG in public institutions or expert groups is being actively conducted in recent years.
The purpose of this study is to analyze quantitatively and qualitatively the effects of the increase in online shopping and its effects on real-world commercial outlets. The empirical analysis of this study is based on the results of "Census on Establishments" and "Online Shopping Survey" that cover 15 years, from 2002 to 2016. According to the results of this study, the increase in the number of online transactions affects the decrease in the number of stores in the real-world retail sector. However, non-specialized large stores and chain convenience stores showed an increase in the number of stores. In addition, the number of F&B stores increased the most in line with the increase in online transactions. This is because the increase in online transactions and in internet users led to the use of more delivery applications and the introduction of popular places on blogs or through social media. Street-level rents for medium and large-sized locations increased. In other words, it is seen that the demand for differentiated real-world stores that provide a good user experience increases, even though online transactions also increase. These results suggest that real-world stores should provide good user experiences in their physical locations with a certain size and assortment of goods.

The importance of start-ups and venture companies in the Korean economy is growing. However, the successful growth of startups and venture companies are still challenging as 70% of startups fail within 5 years. A new perspective on innovation is essential to overcome the liability of newness and the liability of smallness in the existing market and obtain the competitive advantage. Recent phenomenon in the Korean startups ecosystem is the remarkable growth of unicorns and future unicorns. Their business models, types of business, and success cases serve as a good example. Neverthless, the process of unicorn and future unicorn startups making new industries and innovative business has poorly understood. In this paper, we first define 175 unicorns and future unicorn startups participating in the K-unicorn project as a unicorn group and analyze current trends of the group. Then the in-depth analyses of industry sectors are conducted. Specifically, focusing on the unicorn forming the new market, we examine the unicorn making the processes of industry category innovation through the business innovation model. Lastly, broadening the scope of the analysis to the unicorn group, policy implications in startups and venture ecosystem are suggested.

According to social change, entrepreneurship education at university is drawing attention as a means to cultivate convergent creative competency required by the times. Currently, the number of entrepreneurship education at university is increasing every year, and quantitative expansion is taking place, but quality advancement of education remains a task. In this context, this study conducted an action research with the aim of revitalizing entrepreneurship education and upgrading quality, and developing a entrepreneurship education program suitable for general elective courses operated by universities. In the process of the study, first, through literature analysis related to entrepreneurship education at university, educational contents and teaching methods of entrepreneurship education were confirmed. Based on this, the IPA analysis was used to analyze the educational needs of students for entrepreneurship education contents and design a program that reflects this. The designed program was applied and operated to the entrepreneurship education of A University, and improvements were derived and improved by analyzing the opinions of learners in the action research process. The entrepreneurship education program developed through this study was composed as follows. The necessity of entrepreneurship education at the beginning of the lecture is sufficiently presented, and the knowledge necessary for start-up, including idea discovery and business model design, is delivered through theoretical lectures by teacher-centered method. In the second half of the lecture, students with similar interests are gathered into teams and learner-centered practical activities are operated. The contents of the activities include information on idea discovery, business model design, business plan and pitching. Practical activities for each team are conducted during class hours, and the professor advice on difficulties for each team.

Local reservoirs are crucial sources for agricultural water supply, necessitating stable water level management to prepare for extreme climate conditions such as droughts. Water level prediction is significantly influenced by local climate characteristics, such as localized rainfall, as well as seasonal factors including cropping times, making it essential to understand the correlation between input and output data as much as selecting an appropriate prediction model. In this study, extensive multivariate data from over 400 reservoirs in Jeollabuk-do from 1991 to 2022 was utilized to train and validate a water level prediction model that comprehensively reflects the complex hydrological and climatological environmental factors of each reservoir, and to analyze the impact of each input feature on the prediction performance of water levels. Instead of focusing on improvements in water level performance through neural network structures, the study adopts a basic Feedforward Neural Network composed of fully connected layers, batch normalization, dropout, and activation functions, focusing on the correlation between multivariate input data and prediction performance. Additionally, most existing studies only present short-term prediction performance on a daily basis, which is not suitable for practical environments that require medium to long-term predictions, such as 10 days or a month. Therefore, this study measured the water level prediction performance up to one month ahead through a recursive method that uses daily prediction values as the next input. The experiment identified performance changes according to the prediction period and analyzed the impact of each input feature on the overall performance based on an Ablation study.
AI is accepted not only in the private sector but also in the defense sector as a cutting-edge technology that must be introduced for the development of national defense. In particular, artificial intelligence has been selected as a key task in defense science and technology innovation, and the importance of data is increasing. As the national defense department shifts from a closed data policy to data sharing and activation, efforts are being made to secure high-quality data necessary for the development of national defense. In particular, we are promoting a review of the business budget system to secure data so that related procedures can be improved to reflect the unique characteristics of AI and big data, and research and development can begin with sufficient large quantities and high-quality data. However, there is a need to establish standardization and quality standards for structured data and unstructured data at the national defense level, but the defense department is still proposing standardization and quality standards for structured data, so this needs to be supplemented. In this paper, we propose an unstructured data set standard format for defense unstructured data sets, which are most needed in defense artificial intelligence, and based on this, we propose a standardization method for defense unstructured data sets.

Complex school facilities are being considered to meet increased public demands for culture and welfare in Korea, given the decreasing population. In this context, Gyeongi-do Hwaseong City's E-umteo is recognized as a relatively well-operated school complex. Therefore, this study considered seven E-umteo branches as case studies to examine the operations of educational programs and understand the techniques employed in the spatial configuration of E-umteo. To this end, field observations and interviews with facility operators were conducted. The case analysis results revealed that educational programs could be classified into three types: learning sharing , community communication, and lifelong learning. Furthermore, the learning sharing type was classified into education and physical education while the community communication type was classified into the community and convenience types. Meanwhile, lifelong learning was identified as the most actively used type by differentiating specialized programs. With regard to the spatial composition between the school and the "pitcher," only the connection and independent types were observed, and no integral type was discovered. Therefore, integrated future studies are mandated.

TRA(Technology Readiness Assessment) quantitatively assesses the current level of domestic technology and is used as a key tool for determining the possibility of domestic R&D and risk management. However, since the current TRA utilizes hardware-oriented TRL(Technology Readiness Level), it is suitable for independent assessment of each technologies, but has limitations in evaluation from a system integration perspective. In addition, the checklist-based assessment is highly likely to involve subjective evaluation. This study proposes an enhanced TRA framework by redefining TRA procedures and criteria from the systems integration perspective of system engineering. We focused on developing a framework that overcomes the limitations of the current TRL/TRA and enables easier and more intuitive assessment. The proposed framework distinguishes between TE(Technology Element) and CTE(Critical Technology Element) in terms of HW, SW and interface and redefines TRL. TRA is performed according to the TRL redefined from the above three points of view, and the lowest evaluation value is used as system maturity level in consideration of risk management. The proposed CTE selection method minimizes the intervention of the evaluator by utilizing the quantitative goal of the key ROC(Required Operational Capability), development difficulty, and application of COTS(Common Off The Shelf) technology. The effectiveness of this framework was confirmed through a case study of the TSS(Target Surveillance System). It is hoped that starting with this study, research at the framework level will be activated and contribute to the improvement of the TRA system.
Over the past decade, urban regeneration projects have been actively promoted nationwide in South Korea, leading to the establishment of numerous community facilities aimed at fostering community engagement and revitalization. Recently, the need for diagnostic tools to provide appropriate support and guidance for the sustainable operation of these facilities has been increasingly emphasized. However, a comprehensive manual or nationwide standard approach remains lacking. As such, this study aims to propose evaluation criteria and their application methods for the periodic operational assessment of those facilities. First, through a review of previous studies, candidate indicators were identified. After that, preliminary indicators and frameworks were determined through expert consultations, followed by surveys conducted with 65 experts to finalize the evaluation indicators. The survey results highlighted the importance of 'Value Creation (VC)' and 'Operation Management (OM)' as key aspects of facility evaluation. In assessing VC, key factors include enhancing community vitality, strengthening local capacity, providing tailored functions for the community, and contributing to the local economy. In constructing OM, the focus lies on operational system, financial management, operational personnel, and economic viability and sustainability. This study proposes an evaluation framework that includes the final evaluation indicators and available data sources for each indicator, and a pilot test was conducted to verify its applicability. Moreover, the study suggests directions for utilizing the evaluation criteria and methods for applying indicators tailored to the characteristics of individual facilities.

Wonju Medical Equipment Industry, despite of its short history, poor sales and weak manpower and so on, have shown remarkable outcomes in a relatively short period. At the end of 2007, totally 79 enterprises (only 4.6% of whole enterprises in Korea) made 10% of the nationwide production and 15% of the nationwide exports with an annual average growth rate of 66.7%, contributing domestic medical equipment industry tremendously. In addition, many leading medical equipment enterprises in various fields already moved or plan to move to Wonju, accelerating Wonju Medical Equipment Cluster. Wonju Medical Equipment Industry Cluster now enters into the growth stage, getting out of the initial business setup stage. Especially, the nomination of Wonju cluster project from the government accelerates networking (e.g. the development of the universal parts, the establishment of the mutual collaboration model among enterprises, and the mutual marketing), making a rapid growth in Wonju Medical Equipment Industry. Wonju Medical Equipment Industry Cluster revealed positive outcomes despite of the weakness in investment size and infra-structure comparing with the other medical industry cluster in the advanced country, while many domestic enterprises pursued their own growth models and thus failed to promote the international competitive power. Wonju Medical Equipment Industry has been developed rapidly. However, there are many challenging problems to support enterprises: small R&D investment and thus weak technology power, difficulties in recruiting R&D engineers, and poor marketing capabilities, financial infrastructure & policies, and network architecture. In order to develop a world-competitive medical equipment industry cluster at Wonju, the complement of infrastructures, the technology innovation, the mutual marketing, and the network expansion to support enterprises are further required. Wonju' s experiences in developing medical equipment industry so far suggest that our own flexible cluster model considering the industry structure and maturity for different regions should be developed, and specific action plans from the local and central governments based on their systematic strategies for industry development should be implemented in order to build world-competitive industry clusters in Korea.
