This study examines migrant workers' occupational health and safety issues through a case study of the UK construction industry, focusing on structural vulnerabilities. Migrant workers are at the bottom of the hierarchically fragmented labour market, performing outsourced hazardous work. Structural vulnerability focuses on the social structures that create hierarchies and increase risk in the workplace, rather than on individual responsibility or 'cultural' differences of migrant workers. The study considers the structural factors that perpetuate the migrantisation of risk in the UK construction industry, focusing on the structural necessity of low-wage migrant labour, precarious employment and the legal status of migrant workers, and discusses how these three factors interact to increase migrant workers' vulnerability to health and safety. The migrantisation of risk is not only a matter of occupational health and safety or universal workers' compensation, but also of the intertwining of labour migration policies with employment structures that rely on low-wage, low-skilled labour. This calls for proactive measures to address structural risks that go beyond passive declaratory policies that do not exclude migrant workers from education, training or legal systems.

고도로 발전하고 있는 건설산업과 소비자의 요구가 점차 세분화 되면서 객관적인 평가기능을 갖추고 있는 품질경영시스템이 지난 1992년부터 건설업계에 도입됨에 따라 건설업계는 시공의 표준화가 정착되어 가는 중이다. 최근에는 환경 및 안전.보건에 대한 관심이 높아지면서 건설업계는 환경.안전보건경영시스템 획득으로 기업경영의 우수성을 객관적으로 인증 받는 추세이다. 설비건설업계의 경우 환경경영시스템(ISO 14001)을 인증 받은 업체가 36개사, 안전보건경영시스템(K-OHSMS 18001)은 2개사, 안전경영시스템(KOSHA 18001, 건설업)은 3개사가 인증을 받는 등 아직 초기단계에 있으나 점차 확대될 전망이다. 환경.안전보건경영시스템을 인증 받을 경우 금융기관의 기술신용평가시 가산점 부여, 시공능력평가시 가산점 부여, 기술비 세액공제, 인증획득 자금지원, 융자신청시 가산점 부여, 기업실무자 교육비지원 등의 혜택이 주어지나, 무엇보다도 지속적인 관리로 업무의 질적 향상과 체계적인 관리를 통해 한 단계 업그레이드 가능한 것을 장점으로 꼽을 수 있다. 본지는 환경·안전보건경영시스템 인증 절차 및 인증시 효과에 대해 알아본다.

산업현장이 하루가 다르게 급변하면서 산업안전보건 분야 역시 빠른 변화를 거듭하고 있다. 특히 산업보건의 경우 최근 사회 전반적으로 건강과 복지가 주목을 받으면서, 급격히 발전하는 모습을 보이고 있다. 근로자 건강관리에 대한 개념도 기존의 '질병예방'이라는 소극적 틀을 벗어나 '건강증진'이라는 능동적이고 적극적 형태로 나아가고 있고, 제조업을 탈피해 건설업, 서비스업 등 다양한 산업분야로 보건관리 영역이 넓혀져야 한다는 목소리가 커지고 있다. 이처럼 산업안전보건 분야가 끊임없는 발전을 지속하는 배경에는 한국산업간호협회가 있다. 1994년 설립 이래 협회는 보건관리자인 산업간호사가 일선 현장에서 원활하게 업무에 임할 수 있도록 다양한 지원을 하는 한편 이들의 권익 신장을 위해 앞장서왔다. 또한 근로자들의 건강보호 증진을 위한 다양한 사업을 전개하는 등 산업보건의 중심축 역할을 수행해왔다. 우리나라 산업보건의 근간인 한국산업간호협회의 김희걸 회장을 만나 그동안의 활동 성과와 향후 계획 등에 대해 이야기를 나누어봤다.

The introduction, construction, and operation of the safety and health management system of specialized construction companies have a problem incurred in the cost of introducing and operating the safety system. In addition, it is difficult to establish a virtuous cycle system to build a safety system, obtain a certification, and settle in a harsh environment that does not have technical personnel in construction safety. The purpose of this paper is to investigate and review the literature related to the safety and health management system of the construction industry and to analyze various research trends such as the actual situation. Through this, it is to find ways to improve the safety and health management system level of specialized construction companies that want to build and obtain the safety and health management system of the construction industry and specialized construction companies that are carrying out the post-assessment and extension examination after obtaining the certification.

Purpose: Ten years after basic safety and health education in the construction industry has been implemented, no more maintenance education has been provided, and those who have completed basic safety and health education are exempt from new employee education. As soon as possible, we will seek strategic measures to prevent unstable behavior and prevent safety accidents by legislating conservative education and new recruitment education. Method: In this study, basic safety and health education, which is construction safety education, and human error, which is unstable behavior of new employees, and structural relationship between violation behavior were conducted through survey. Result: The survey analyzed that basic safety and health education in the construction industry and new recruitment education had a significant impact on the human factors of the disaster, Human Error, and the reduction of violations, and confirmed that continuous safety education could increase safety awareness. Conclusion: The insolvency of safety education shall be prevented by the revision of the Act on the remuneration of basic safety and health education and the education of new employees.

The construction industry has the most safety accidents among domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result of this, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening regulations on safety management. In particular, the OSHA (Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on safety management by client's responsibility is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.

The risk assessment under the Occupational Safety and Health Act was implemented in 2013, but since it is not mandatory, companies are operating it as a formality. Although legal obligations have been strengthened, such as the recent comprehensive revision of the Occupational Safety and Health Act and the enforcement of the Act on Punishment for Serious Accidents, the death rate has remained stagnant. Even if a risk assessment plan is properly established in order for employers to prevent industrial accidents through necessary measures, it is necessary to involve relevant workers so that they can understand and implement the contents of the risk assessment. In this regard, this study proposed applying efficient worker participation measures through on-site surveys to activate the participation of vulnerable workers in risk assessments. 최근들어 경쟁력 확보의 한 방안으로 철저한 안전관리를 통한 기업손실 및 생산성 방지 방안이 주목받고 있다. 또한 주계약자공동도급 등 협력사 선정을 비롯해 건설공사 PQ 가산점과 관련된 재해예방활동 평가의 지표로 활용하기 위해 안전보건경영시스템 인증 취득이 늘어나고 있는 추세이다. '안전보건경영시스템'은 재해예방과 기업손실 감소를 체계적으로 추진하기 위한 자율안전보건체계로서, 이 인증 취득을 통해 기업은 기업경영의 우수성을 객관적으로 평가받을 수 있으며 산업재해율을 현저히 낮출 수 있다. 우리나라의 경우 국내에서 통용되는 KOSHA18001과 국외에서 통용되는 OHSAS18001을 취득해 건설현장의 잠재적인 위험요소 및 안전사고 예방에 힘쓰고 있다. 지난호에 KOSHA18001의 전반적인 사항을 게재하였으나 OHSAS 인증을 취득한 회원사의 요청으로 이번호에는 안전보건경영시스템의 대표적인 두 인증에 대해 상호 비교해본다.
