The Characteristics of Traffic Accidents and Reduction Methods by Elderly Drivers to Prepare for the Aging Society -Focused on Jeju- (고령사회를 대비한 노인운전자 교통사고 특성 및 저감방안 -제주지역을 중심으로-)

  • The purpose of this study is to deduce improvement plan through analysis of the type and characteristics of traffic accidents caused by elderly drivers, and to establish the traffic safety policies for the elderly drivers. The analyzed result of road traffic accident situation are as follows. Firstly, Traffic accidents caused by elderly drivers were frequent on local roads of poor traffic safety facilities such as lighting. Secondly, The most frequent time zone of Traffic accidents caused by elderly drivers was 18:00 to 20:00, this time zone was mainly darkened. Thirdly, Traffic accidents are often caused by lack of attention occurred by no implementation of safe driving. Institutional Improvement of cosideration for elderly drivers and Traffic Safety Facilities maintenance considering regional particularities is needed for reducing traffic accidents and the safety of our society. Their driving skills of elderly drivers should test themselves constantly, and elderly drivers must hold down driving yourself using the alternative transportation.

동북아 과학기술 허브로 육성을 위한 과학기술 정보인프라 구축 방안 : 유럽연합(TTU)의 과학기술 협력 및 정보인프라 정책의 벤치마킹

  • 참여정부의 출범과 한께 과학기술계에서는 동북아 과학기술 허브 구축방안 논의가 활발히 진행되고 있으나, 현재까지 이러한 논의는 법제도의 정비 및 과학기술특구 건설 등의 이슈에 한정되고 있는 실정이며, 더욱이 이를 뒷받침할 실증적 연구는 미미하다. 허브란 개념이 네트워크에서의 중심성(centrality)을 의미 하며, 현재 및 미래의 과학학기술협력 네트워크 발전에 정보통신기술이 중요한 역할을 수행함을 고려할 때, 우리나라의 초고속통신망 인프라를 십분 활용한 차세대 과학기술 정보인프라의 구축을 통한 동북아 사이버 연구네트워크상의 허브화(궁극적으로는 e-Science의 허브화를 지향)는 지역 클러스터 건설을 통한 물리적 허브화 못지 않게 중요하다 하겠다. 본 연구는 먼저 네트워크 분석기법을 동아시아의 과학기술협력 네트워크에 적용하여 주요 네트워크 지수를 실증적으로 진단하고, 특히 이를 유럽연합의 과학기술협력 네트워크의 패턴과 비교 분석하였다. 유럽 연합은 1984년부터 과학기술 협력 프로그램인 Framework Program을 시작하여 일찍부터 역내 과학기술협력 프로그램을 운영해 온 경험을 가지고 있고, 2000년부터는 자발적 협력과 네트워킹을 통해 유럽의 연구 개발 활동을 통합·조정하기 위해 새롭게 제안된 유럽 연구개발권 (European Research Area) 형성이 구체화되고 있어, 동북아 과학기술협력 네트워크를 건설하는데 좋은 벤치마킹 대상이라 할 수 있다. 이 보고서에서는 유럽 연구개발귄이라는 우산 아래서 유럽의 과학기술 활동이 조정 및 통합되는 과정을 살펴보고, 이를 위한 과학기술 정보인프라의 주요 기능을 컨텐트 (연구정보서비스와 메타데이터 표준), 시스템 (슈퍼 컴퓨팅, 광대역 네트워크, GRID), e-Science 응용연구 별로 살펴보았다. 끝으로 유럽의 경험을: 교훈삼아 동북아 e-Science 네트워크의 건설을 위한 정책적 시사점과 동북아 연구개발정보 Portal 및 APEC APGrid 연구망 등의 구체적인 정보인프라 구축방안을 도출하였다.

A study on Activation Measures of Local Mobile Easy-to-use Payment (국내 모바일 간편결제 활성화 방안에 관한 연구)

  • Thanks to popularization of smart phone, mobile payment market is growing rapidly. As the obligatory use of digital certificate is abolished, easy-to-use payment that can settle with only password is being launched one after another. But its spreading speed is not fast highly. Because of concern about personal information leakage and security, unchangeability of payment habit, insufficiency of consumer protection, inadequacy of payment infrastructure and all sorts of regulations, easy-to-use payment is not activated. Recently global IT companys are entering mobile payment market competitively. It is because the sense of crisis that their survival can be dangerous from now on if they get left behind Fintech innovation and the mentality that they try to take the leadership of mobile payment market process. In this situation, the thorough preparation and a lot of effort are required to promote our autonomous easy-to-use payment growth without dependance on foreign country's. In this paper, the problems of local mobile easy-to-use payment are addressed in depth and the activation measures such as flexible and discriminative security, construction of customer protection system, law system maintenance, service differentiation are proposed.

A Study for Improving Direction of Legal Regime and Policy for Protecting our Underwater Cultural Heritages (수중문화유산 보호를 위한 법제도 정비 및 효율적 관리방안)

  • Korea has many underwater cultural heritages within the east, west and south seas surrounding the Peninsula that indicate historically important sealanes for trade and transportation. As these underwater cultural heritages are the objects of despoilment because of their relatively easy access through modern technology, their often high historical and priceless value demands strong protection similar to or better than the land cultural properties. Currently, Korea does not have any concrete laws or regulations for the protection of underwater cultural heritages. Thus, these heritages iu, somewhat temporary and inappropriately subjected to laws and regulations relating to provisions of individual Laws concerning protection of cultural properties act, and statute of excavation of material fir buried national property, lost articles act etc.. Internationally, the UNESCO Convention on the Protection of the Underwater Cultural Heritage was adopted but not yet entered into force. Therefore, the protection of underwater cultural heritage has become an urgent matter. In this regard, this article's main purpose is to provide recommendations for improving direction of legal regime and policy for protecting our underwater cultural heritages. These legal regimes need provisions for definition of the underwater cultural heritage, scope of application, ownerships, jurisdictions and protection measures. And suggestions are provided in regard to policies for the protection of underwater cultural heritages that may improve organization and cooperation among concerned ministries and agencies, compensation system, restrictions for excavation of underwater relics, efficiency of survey of underwater surface and information system.

Globalization Development Plans of the Convergence Systems and Policies for Domestic Fire Industry (화재피해자의 긴급복구를 위한 민·관 융합형 지원시스템 방안)

  • This study is related with support system plans of public-private convergence for emergency recovery services to fire victims. The current issues are analysed from the condition and problem analysis results of emergency recovery activities for fire victims. And building plans of an integrated support system based on the government and private sector cooperation are proposed. Overall, the system shows that the government is responsible for the functionality of management and supervision for the system operation, and the private is responsible for the functionality of specialized agencies for practical emergency recovery. Consequently, support system plans include with infrastructure maintenance of laws and regulations, contracting-out of the support system, stable supply of operating budget and function strengthening of public-private convergence for emergency recovery. Especially, plan for stable supply of operating budget in detail including with establishment of the fund and self-financing composition of private corporations for emergency recovery services is proposed. The results of this study will lead strengthening of fire safety welfare and social safety nets at future.

  • Recently, As the interest of the drone has increased the fields such as broadcasting, disaster site and leisure which uses the drone has been constantly expanded. However, an invasion of a person's privacy and a threat of hacking attack also have increased as population of drone. High-resolution cameras mounted on drones can take a photo or real-time video anytime and anywhere. It causes the invasion of privacy from private houses, buildings, and hotels. In this paper, we perform a security vulnerability assessment tests on the camera's from common commercial drones and we propose the countermeasures to protect the drones against unauthorized attacker who attempts to access the drone's camera from internal or external. Through this research, we expect the Aviation Act and legislation accept the concept of security and provide the polices such as drones equipped with security devices from the production stage to promote drone industry.

  • For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. The ultimate goal of the u-City construction is the advancement of national territory utilization and management using Korea's high level of IT and spatial information infrastructure. Based on the definition of the u-City Construction Law, the u-City refers to a city where u-City services are provided through the u-City infrastructure applying u-City technology. But, based on the current level of relationship model among u-City service, technology and infrastructure, it is not enough to guide the local municipalities to plan and provide the successful u-City services in its vicinity. So as one of the core issues for the legal arrangements of successful u-City services, the purpose of the study is to suggest the basic directions and execution strategies for the relationship establishment among u-City service, technology and infrastructure.

  • The Radio Law was revised twelve times since the full revision in 2000, and now it is equipped with the current status of securing radio resources, distribution and allocation of radio resources, utilization of radio resources, protection of radio resources and promotion of radio waves, which can be evaluated to include the legal nature of securing radio resources and propagation beyond the simple administrative legal nature of radio resources. The legal system in the telecommunication sector is also being improved, and the Radio Law is also supplementing the weak points through two revisions. The domestic radio law, and it is considered to form a legal system for promoting the effective allocation and utilization of resources in accordance with the changes in radio wave usage environment. It can be evaluated that it has become a law related to radio promotion and competition in the existing simple administrative law. It is considered necessary to adjust the detailed regulations for each type of use.

A Basic Study on the Introduction of Human Rights Education for Seafarers (선원인권교육의 도입 방안에 관한 기초연구)

  • In line with the United Nations' Action Plan for the First and Second World Programme for Human Rights, countries around the world are making efforts to strengthen and develop human rights education through voluntary participation and improvement of the legal system. South Korea is also trying to spread human rights education under the leadership of the National Human Rights Commission of the Republic of Korea, but there has been no significant progress so far. Moreover, it has failed to pay close attention to the human rights issues of seafarers on board. This study identified the phenomenological problems based on an analysis of domestic and international literature, and of cases of violation of seafarers' human rights. It utilized the interactivity research method to create an educational environment for improving the human rights situation of seafarers on board mixed-nationality crew vessels. In doing so, the research suggests the introduction of human rights education for seafarers and the implementation of a human rights education program in designated educational institutions as fundamental solutions to the human rights issues of seafarers, as these have been pointed out as the main cause of conflicts in mixed-nationality crew vessels.

  • Recently, various platforms utilizing blockchains have appeared. In order to develop the blockchain, it is required to improve related laws and institutions. In this respect, we analysis of the laws and systems related to domestic blockchains, draw out the limitations, and suggest directions for improvement. The research method was analyzed the literature and related laws through literature review. It is difficult to analyze the whole law and system at one time, so we examined the necessary laws and systems to revitalize the blockchain. It is confirmed that legal improvement is needed on the scope of electronic transactions and electronic financial transactions, electronic commerce, digital signatures, import and export, personal information protection, blockchain industry promotion and research. Through this, we expect a balanced development of effective blockchain revitalization and protection of national fundamental rights. Individual studies on the legal provisions and systems for each item in the future can be conducted.
