The U.S. Government's Book Translation Program in Korea in the 1950s (1950년대 한국에서의 미국 도서번역 사업의 전개와 의미)

  • This study dealt with the U.S. government's book translation project as a part of its public diplomacy to gain the Korean people's 'minds and thoughts' in the midst of cultural Cold War from the end of World War II to the late 1950s. It was found that the U.S. book translation project was begun during the U.S. military occupation of South Korea, though with minimum efforts, and reached its peak in the late 1950s, In general, the purposes of the U.S. book translation project in South Korea was as follows: to emphasize the supremacy of American political and economic systems; to criticize the irrationality of communism and conflicts in the communist societies; to increase the Korean people's understanding of the U.S. foreign policies; to publicize the achievement of the U.S. people in the areas of arts, literature, and sciences. In the selection of books for translation, any ones were excluded which might contradict to U.S. foreign policy or impair U.S. images abroad. It must be noted that publications of a few Korean writers' books were supported by the project, if they were thought to be in service for its purposes. Even some Japanese books, which were produced by the U.S. book translation project in Japan, were utilized for the best effects of the project in South Korea. It may be conceded that the U.S. book translation project contributed a little bit to the compensation for the dearth of knowledge and information in South Korea at that time. However, the project may have distorted the Korean people's perspectives toward the U.S. and world, owing to the book selection in accordance with the U.S. government's policy guidance.

  • 1980년대 북 핵개발을 처음 발견 이후, 미국은 북한의 비핵화라는 정책목적달성을 위해 다양한 정책을 사용해 왔지만 현재까지 실패하였다. 미국의 대북 정책 실패의 결과는 북핵 문제의 고착화 속에서, 평양의 핵무기 개발 가속화 야기로 한반도 및 미국을 핵위협 속에 놓이게 하였다. 특히, 지난 해, 북미간의 가열된 공격적 수사와 행동에 의한 한반도 위기설은 절정에 달하였다. 해결의 실마리가 보이지 않던 한반도의 갈등 및 위기는, 지난 4월에 열린 남북 정상회담을 통해 25년간의 핵위협의 굴레를 벗어날 기회를 다시 한번 맞이하게 되었다. 남북 정상회담 이후 이어질 북미 정상회담 등 향후 미국의 정책은 한반도 비핵화를 위한 중요한 분수령에 다시 한번 서있다. 하지만, 과거의 25년간의 역사는 다시 맞이한 '한반도의 봄'에 대한 낙관적 희망만을 주지 않는다. 과거, 양자적, 다자적 협상을 이룸에도 불구하고, 북핵 문제는 다시 위기에 접어드는 반복된 패턴과 사이클 속에 악화 되어 왔기 때문이다. 비핵화의 분수령에 있는 미 정부는 다시 한번 과거의 정책을 뒤돌아 보고, 남북 정상회담을 통해 어렵게 맞이한 기회를 결실로 이룰 수 있도록 어느 때 보다 신중한 노력이 필요하다. 최근 몇 달간 북핵 문제는 경이로운 속도로 진전을 보였지만, 한순간의 정책의 실패는 최근 보여진 진전의 속도 이상의 속도로 문제를 악화 시킬 수 있으며, 그 결과는 작년 여름과 겨울의 위기보다 더욱 심각 할 수 있음을 명심해야 한다. 이러한 점에서 이 보고서는 과거의 역사 및 이론적 분석을 통해 과거 미국의 북핵정책 실패 원인을 분석하고 정책을 제언하는데 그 목적이 있다. 과거 미 북핵 실패의 원인은 크게 3가지로 보인다. 먼저, 포괄적인 그리고 북한 정권의 특성에서 비롯된 북핵 개발의 모티브를 정확히 이해하는데 실패하여, 북한의 정책적 계산을 변화 시키는데 실패 하였다. 둘째, 북한 문제를 둘러싼 외부적 복잡성이 미북핵 정책실패를 야기하였다. 한반도 문제는 과거부터 다양한 국가들의 이해관계에 둘러 싸여 왔다. 북핵 문제도 남북 및 미국을 비롯 중국 등 주변국의 복잡성이 불확실성을 가중시켜 문제를 더욱 복잡하게 하였으며, 미국의 대북 협상의 영향력을 약화 시켰다. 셋째, 과거 누적된 두 국가간의 불신은 협상 이후 상대의 신뢰 있는 이행에 대한 불신을 야기하여 미국의 정책의 효과성을 저해하였다. 미국은 북핵 개발 모티브에 대한 포괄적 이해와 한국 및 중국과의 다자외교로 과거의 실패를 극복하고 25년간의 북핵문제의 고리를 끊어야 할 것이다.

A Study on the Change of the Trump Administration's Alliance Policy (트럼프 행정부의 동맹정책 변화에 관한 연구)

  • For the past 66 years, the Korea-U.S. alliance has been a typical asymmetric alliance in which the U.S. supports South Korea's security during the Cold War and South Korea gives some of its policy autonomy to the U.S. But Lee Myung-bak government military alliance the 'comprehensive strategic alliance' of the character, 'value of alliance', Park Geun-hye ' a global, 'Frontier of cooperation', the government.'reciprocal, comprehensive alliance' Moon Jae-in, the government and partnerships developed with ' euroui the development of national security strategy said. The purpose of this study is to explore ways to build a reciprocal and comprehensive Korea-U.S. alliance for the development of the Korea-U.S. alliance policy in order to ensure South Korea's policy autonomy following changes in the Trump administration's alliance policy. The results of the research show the need for Korea to participate in the U.S.-led 'India-Pacific Strategy' continue diplomatic efforts for the mutual economic benefits of the two countries and strengthen public diplomacy in order to build the Korea-U.S. alliance in a reciprocal and comprehensive manner.

The Effects of Financial Sanctions on Dollar Hegemony Order (금융제재가 달러패권질서에 미치는 영향)

  • The purpose of this study is to verify the practical validity of financial sanctions, which has recently emerged as the most powerful form of economic sanctions preferred by U.S. foreign policy tool. Based on the theoretical discussion, analyse this study the trend of de-dollarization appearing in connection with financial sanctions and argue that the effectiveness of financial sanctions erode the dollar financial hegemony, which is the source of its power can be degraded, so that its effectiveness could not be so great as most people likely think about. After World War II, there has been an increasing tendency in the international community to favor economic sanctions over the use of military force as an effective means of foreign policy. Among these economic sanctions, a distinct feature that has recently appeared is the remarkable increase in the frequency of use of financial sanctions. The country that favors financial sanctions most is the United States. The reason is that they believe that the power of their own dollar financial hegemony can exert deadly pressure on other countries. Financial sanctions favored by the United States are said to have increased the effectiveness of sanctions by upgrading the pressure of sanctions to the next level. Nevertheless, financial sanctions have a side that underestimates the cost. This problem is found in the signs that the backlash from not only countries subject to financial sanctions but also many countries with interests in these countries is leading to a tendency to de-dollarization. This study will try to see how likely this de-dollarization trend is to offset the effectiveness of financial sanctions.

  • With every Yasukuni Shrine visit by a Japanese Prime Minister, one can expect that the Korean government will jump up and down to condemn Japan. The blatant antagonism between the two powerhouses in Asia, lingering around more than sixty years after the end of the colonial period, is unmistakably more than interplay of their colonial history. It is an illumination of a largely unsettled post-colonial diplomacy that was executed in the name of economic advancement. The purpose of this paper is to shed lights on a largely ignored subject matter that unambiguously shaped the peculiar relationship between Korea and Japan.

China and U.S. in Africa: A Case of Exaggerated Rivalry

  • Rise of China has correspondingly seen increased Chinese involvement at global stage and regional levels in different parts of the world. This has attracted claims of strategic competition and rivalry between China and U.S., as China is said to be working towards replacing hitherto U.S. influence. Consequently there have been calls for U.S. to counter increased Chinese involvement to safeguard U.S. influences and interests. This study aims to contribute to this debate by examining the extent to which increased Chinese involvement in Africa has, if any, supplanted U.S. strategic interests in the continent. The study contends that, Chinese involvement in Africa has entailed China creating own niche that does not necessary threaten U.S. interests in the continent as widely portrayed and imagined. This is premised on the fact that, U.S. has historically had relatively minimal strategic interests in Africa as compared to other more strategic parts of the world that China could significantly threaten. Seen in this way, increased Chinese penetration in Africa has not had immediate threats to U.S. core strategic interests, thus explaining U.S. measured response to counter Chinese presence in Africa.

  • 고도화 및 가시화되고 있는 북한의 '잠수함발사탄도미사일(SLBM: Submarine Launched Ballistic Missile)'위협에 대응하기 위한 효과적인 전략수단으로써 핵추진잠수함의 필요성에 대한 국민적 관심이 고조되고 있다. 핵추진잠수함의 전략적 가치에 대한 논의가 활발히 진행되고 있는 가운데, 주변국과의 갈등과 국제사회의 비핵화 규범의 미 준수 논란 등 핵추진잠수함 확보과정에서 야기될 수 있는 대·내외의 정치·외교적 파장에 대한 우려의 목소리 또한 높아지고 있다. 그러나, 핵추진잠수함의 필요성 및 확보와 관련한 지금까지의 대부분의 논의들은 한국의 '내부적 논의(Just our own scenario)'에 그치는 한계를 보이고 있다. 전략무기체계로써의 상징성과 그에 따르는 대외적 민감성을 고려 시 일방적이고 독자적인 핵추진잠수함 확보노력은 과정상의 시행착오와 불확실성을 더욱 가중시켜 정책적 실패로 귀결될 수 있는 위험성을 내포하고 있다. 특히, 한반도 평화와 아태지역의 안전보장이라는 공동의 전략적 목표를 공유하고 있는 동맹국인 미국의 공감대와 지지가 뒷받침되지 않은 독자적인 핵추진잠수함 확보노력은 큰 난항이 예상되며 자칫 서로간의 '전략적 신뢰(Strategic Trust)'를 무너뜨려 '한미동맹의 결속력(Alliance Cohesion)'을 약화시키는 요인으로 작용할 수 있다. 미국의 동의와 지지에 기반한 핵추진잠수함 확보를 위해서는 한국의 핵추진잠수함 확보가 동맹의 전략목표 및 미국의 전략적 이해관계에 미칠 수 있는 긍정적, 부정적 효과에 대한 충분한 검토와 논의가 선행되어야 한다. 한미동맹의 공동의 전략목표와 미국의 전략적 이익에 상충하는 한국의 핵추진잠수함 확보시도는 성공 가능성이 낮기 때문이다. 본 연구에서는 현실화되고 있는 북한의 핵위협에 대응하고 지역안전보장에 기여할 수 있는 미국과의 연합방위력 증강차원에서의 한국의 핵추진잠수함의 전략적 효용성을 분석하였다. 더불어, 한국의 핵추진잠수함 확보과정에서 야기될 수 있는 대·내외의 기술적, 정치·외교적 사안들을 살펴본 후 한미동맹 차원에서의 정책적 해결방안을 제시하였다. 연구목적을 위해 유사한 역사적 사례연구를 통해 교훈을 도출하였으며, 미국 오바마 1기 행정부에서 미국의 아태지역 및 대북정책을 주도한 전 미국 국무부부장관 제임스 스타인버그(James Steinberg) 및 여러 미국 내 한반도 전문가들의 의견을 수렴하였다. 본 연구가 한국의 핵잠수함 확보를 위한 한미간 발전적 논의의 시발점이 되기를 기대한다.

Congressional Caucus and Foreign Policy: A Study of the Korea Caucus in U.S. Congress (의회 조직과 외교 정책: 미국 의회 코리아 코커스 사례를 중심으로)

  • U.S. lawmakers tend to organize sub-party groups focusing on regions, ideologies, policies, and foreign affairs. Examples include the conservative Freedom Caucus loyal to Trump and the Congressional Black Caucus promoting the interests of African Americans. Then how do these legislative groups affect the making of U.S. foreign policy? Paying special attention to the Korea caucus in U.S. Congress, we have analyzed the sources and processes of congressional caucus and foreign policy and have learned that structures and activities of the caucuses differ from one another. The Korea caucus seems to be a bipartisan group that focuses on issues such as trade, travel, and troubles provoked by Pyongyang. However, the Korea caucus is not really a solid voting bloc for policy alternatives; it is instead more of a constituency-oriented legislative group that prioritizes local interests. This research underscores the need for systematic and comprehensive study of U.S. legislative politics and foreign policy.

The North Korea's Foreign Policy Stance and Prospect (북한의 대외정책 기조와 전망)

  • Even though the historical changes of the Cold War, they does not release the Cold War structure in Korean peninsula. And continues North Korea's provocations against South Korea. A factor of instability in Northeast Asia is the causing catastrophic inter-Korean relations and North Korea's Yeonpyeong shelling and provocation of the Cheonan battleship sinking by an explosion. These behaviors have been committed by among the North Korea military. North Korea's provocations made by a complex decision-making system in the United States and North Korea and South Korea. North Korea's aggressive military actions are conducted under the North Korean political system of strategies unification of the Korean peninsula. It has a duality of continuity and change, depending on the situation of a foreign policy in North Korea. If North Korea want maintain structure of their country, they should change the national policy and strategy, tactics and the military action type. North Korea should be a member of international community. As one of the country in the world, North Korea create economic power, nuclear tensions break, and participate in the international community for the peace.

Korean English-language Newspapers as Tool of Public Diplomacy: Case Study of Editorials of Korean Republic (영어신문의 외교사적 역할: 코리언 리퍼블릭 (1953.8.15~1954.8.14)의 사설을 중심으로)

  • Since the end of the $19^{th}$ century, Korean English-language newspapers have been published in Korea to inform readers about Korea and Korean people's point of view concerning world problems. Among them was the Korean Republic (KR), the former name of the Korea Herald, founded on August $15^{th}$, 1953 (Korean Liberation Day from Japanese colonial rule). This newspaper was started especially to report on international affairs, just after the Armistice agreement was signed on July $27^{th}$, 1953, at the initiative of the first president of the Republic of Korea, Syngman Rhee. He vehemently expressed his and the Korean people's opinion about Korean problems in world politics where big powers were dominating and deciding small countries' destinies. This paper is written to show that Korean English-language newspapers were used as tool of public diplomacy not only for the readers of target countries but also for Korean readers, well before the media diplomacy theory became popular several decades later. In the deplorable world situation where Korea was colonized and divided into halves by the wills of the super powers, the Korean media participated actively via dialogue in English to solve the Korean problem. This paper studies the editorials of the KR for one year, the year just after its foundation. Vis-a-vis the United States, the KR defended its political system of free democracy by insisting on the Korean people's hopes, the reunification of the peninsula and acquiring American assistance in economic and military areas. Regarding Japan, Korea had doubt about its expansionist policy by way of rearmament. First, the Korean government tried to defend its territorial waters, including Dokdo Island. As for multi-lateral relationships, Korea was concerned about the spread of communism to its territory in the world where socialism was dominating.
