Forest Fire Risk Analysis Using a Grid System Based on Cases of Wildfire Damage in the East Coast of Korean Peninsula (동해안 산불피해 사례기반 격자체계를 활용한 산불위험분석)

  • Recently, forest fires have become frequent due to climate change, and the size of forest fires is also increasing. Forest fires in Korea continue to cause more than 100 ha of forest fire damage every year. It was found that 90% of the large-scale wildfires that occurred in Gangwon-do over the past five years were concentrated in the east coast area. The east coast area has a climate vulnerable to forest fires such as dry air and intermediate wind, and forest conditions of coniferous forests. In this regard, studies related to various forest fire analysis, such as predicting the risk of forest fires and calculating the risk of forest fires, are being promoted. There are many studies related to risk analysis for forest areas in consideration of weather and forest-related factors, but studies that have conducted risk analysis for forest-friendly areas are still insufficient. Management of forest adjacent areas is important for the protection of human life and property. Forest-adjacent houses and facilities are greatly threatened by forest fires. Therefore, in this study, a grid-based forest fire-related disaster risk map was created using factors affected by forest-neighboring areas using national branch numbers, and differences in risk ratings were compared for forest areas and areas adjacent to forests based on Gangneung forest fire cases.

  • 우리나라 산불은 지난 1975년부터 1999년까지 25년 사이에 연평균 376건으로 피해 면적은 1,352ha이며 발생건수 당 평균 피해 면적은 3.8ha에 달한다. 1995년부터 1997년까지 3년 동안 편백 조림면적 평균치(1,421ha)와 맞먹는 정도의 산림이 소실되는 것이다(임, 2000). 산불의 기본 요소는 연소물, 열 그리고 산소이다. 우리나라 전체적인 산불 증가는 연소물량의 증가와 직접적인 관계가 있다.(중략)

  • 우리나라 건기에 해당하는 봄철에는 산불화재에 예방에 주의해야 한다. 그러나 안타깝게도 이 시기에는 다양한 언론매체를 통하여 산불화재 피해에 대한 소식을 전해 들어야만 하는 것이 사실이다. 2022년 울진군에서 발생한 산불화재는 국내에서 2000년 동해안 산불에 이어 역대 2번째로 피해 규모가 큰 산불화재이다. 산불화재은 건축화재와 달리 피해면적에 광범위하기에 더욱 주의를 기울여야만 하며, 언론매체를 통한 피해 규모를 살펴보면 산불의 위험성을 증대하는 것처럼 느껴진다. 본 연구에서는 국가화재통계를 이용하여 국내에서 발생하는 산불화재의 발생빈도와 발화장소에 대하여 살펴보았다. 이를 통하여 대규모 산불화재로 인한 피해를 예방하기 위한 방안으로서 화재안전대책 우선순위를 도출하고자 하였다.

Variation of Material Properties of Fire-killed Timber (I) - Mechanical Properties of Fire-killed Korean Red Pine in the East Coast Area - (산불 피해목의 재질 변화에 관한 연구(I) - 동해안 산불 피해 소나무의 재질 특성 -)

  • Fire-killed trees of Korean red pine are valuable resources for industrial uses. It is common only believed that fire-killed trees are too weak and brittle to use in construction purposes. The misunderstandings of fire-killed trees lead these valuable resources abandonment. The purposes of this research are focused on scrutinization of material properties of fire-killed trees to facilitate industrial uses of these resources. The sample logs were collected from the forest fire site of the eastern coast area in which the most catastrophic wild fire had taken place in 2000. Fire-killed Korean red pines were classified into 3 levels by the degree of fire damage so called light, medium and heavy, then their physical, mechanical and chemical properties were compared with sound trees. No significant difference in physical appearances were found in the cross sections by degree of damage compared to sound tree but bark char. Investigation on mechanical and chemical properties indicates that forest fire did not impact significantly in lowering the strength of damaged trees. It was concluded that there was any limitation of forest fire-killed trees of Korean red pine in industrial utilization.

  • 우리나라의 경우 1990년대에 들어와서 산불발생건수 및 피해지역이 지속적으로 증가하고 있으며 산불피해지 복원기술은 주로 사방복구와 조림 등 녹화기술에 집중되어 있는 실정이다. 본 연구에서는 동해안 산불피해지를 중심으로 산불특성, 임지환경을 고려한 내화수종의 선발 및 GIS 분석 기법을 적용하여 내화수림대를 조성하고 Virtual GIS의 활용을 통하여 공간정보자료가 산불피해지역 복원에 있어서의 경관생태학적 접근연구에 어떻게 활용될 수 있는 것인가에 대한 적용기법을 개발하고자 하였다. 본 연구에서는 GIS 분석기법을 적용하여 대형산불방지를 위한 산불 연소 특성을 고려한 내화수종을 GIS의 공간 분석을 이용하여 조성된 내화수림대에 적정 임분배치를 수행하였다. 아울러 연구 대상지의 나무 생장 모델을 이용하여 경년에 따른 산림경관을 조성하였으며 Virtual GIS를 활용하여 현실세계와 가장 유사한 3차원 지형을 구축하고 Tracking Simulation을 수행하였다.

  • The east coast of Kangwon province has been suffering from natural disaster like wildfire and flooding. In April 2000, there has been a great wildfire in this area. Many forest was burnt out, the mountain was bared. Furthermore, on 31st August,2002 typhoon RUSA attacked the area with heavy rainfall of about 315 mm/day, which resulted in 178 deaths and extensive damage to the property, In this regard, our study was focused on the assessment of the factors of flooding damage considering wildfire disaster. Most of results for our study are derived from practical investigation in the east coast of Kangwon province.
