This study identified necessary navigational support services to prevent accidents through an examination and a survey on the navigation and communication systems of non-SOLAS ships. The functional and operational requirements for the identified navigational support services were discussed accordingly. Among the navigational support services proposed are an Electronic Navigational Chart (ENC) service, a route planning service, an operation monitoring service, and collision prevention support services for ships in coastal areas. To facilitate the identified navigational support services, ship navigation system, shore supporting centre and maritime communication network were discussed as a digital infrastructure. The operational methode for the digital infrastructure were discussed in the service scenarios for ships carrying dangerous cargo, large ships over 200 meters in length and high speed passenger ships over 15 knots in speed. This study will facilitate the development of policies for the improvement of ship operation management in Korean coastal waters and will contribute to improving the navigational safety of non-SOLAS ships.

This study focused on improving the Biotope Area Ratio, which has existing availability as a legal and institutional method for the architectural and urban fields to respond rapidly to recently growing demands for urban agriculture. The existing Biotope Area Ratio indicators only considers the depth and permeability of soil among a range of conditions for plant growth; they can be used for landscaping plants management but have difficulties in dealing with plants that are the major factors in urban agriculture. This study aimed to verify this hypothesis and suggest a direction of improvement in the Biotope Area Ratio. The study discovered that the management of plant growth only using the Biotope Area Ratio indicators has limitations.

Ship's Bunkering Business is one of the essential businesses creating added values of the port as a hub for a stream of the international logistics. Regulatory considerations of ship's bunkering business should be made to create a more relevant system and stabilize the bunkering industry so that the ports may produce more substantial added values. This paper suggests revisions the Harbor Transport Business Act, the Marine Transport Act, putting forward an idea of unifying safety management systems, establishing a guideline for bunker quality managements, and changing the laws regarding any wrongdoings of bunker suppliers. In conclusion, in order to increase the managerial integrity of the bunkering operators, reasonable burdens should be distributed across the government, refinery companies and ship-owners to achieve a more balanced state and enable long-term development to advance the business at issue, following a step-by-step approach to amend the contract practice, the laws and the systems.

본 논문은 위성간 링크를 이용하여 저궤도 위성망을 구성할 때 발생하는 링크할당 문제를 효율적으로 풀기 위한 기법을 제안한다. 제안된 기법은 먼저 위성 궤도운동의 주기성에 기반하여 저궤도 위성망을 유한상태기계로 모델링한 후에, 유한상태기계의 각 상태에서 최적의 링크할당을 구하기 위해서 조합형 최적화 문제에 많이 쓰이는 시뮬레이팅드 어닐리을 이용한다. 제안된 기법의 이점은 저궤도 위성망을 유한상태기계로 모델링함으로써 도적인 움직임을 보이는 저궤도 위성망에서의 링크할당 문제를 고정된 위상을 가지는 망에서의 링크할당 문제로 단순화시키고 이를 토대로 최적화기법을 적용할 수 있다는 것이다. 시뮬레이티드 어닐링에 의하여 최적화된 링크할당의 성능은 정규링크할당과의 비교.분석을 통해서 평가된다. 최적화된 링크할당과 정규링크할당의 성능분석을 위하여 정적경로배정과 동적경로배정 기법이 고려된다. 시뮬레이션을 통한 실험결과는 정적경로배정을 적용한 최적링크할당 기법이 호 봉쇄확률 측면에서 최고의 성능을 가짐을 보여준다. 링크할당기법이 같은 경우에는 정적경로배정이 동적경로배정보다 우수한 성능을 보이는데 이는 동적경로배정의 경우에 상태전이 후에 경로배정 표가 안정화되기 위해서 많은 시간을 필요로 하기 때문이다. 본 논문에서는 제안된 링크할당 기법은 작은 용량의 위성간 링크를 가지고서 많은 호에대한 서비스를 제공하고자 할 때 유용하며, 호의 서비스를 위하여 실제로 필요한 위성간 링크의 용량은 실험결과로부터 유추될 수 있다.

According to the demand for services. a single point contract between a user and provider spreads over the industry, and the relationship between them is a main issue. The user wants to make a deal with the contributor which can provide the effective services to the user. This study is to estimate the efficiency of global logistics industry with Data Envelopment Analysis, by nations from 2001 to 2005. Furthermore, it tries to estimate the inefficiency affected by macro factors, and proves the association between them using Tobit model. Global logistics industry has made growth both externally and internally more than doubled for the last 5years. Technical inefficiency of global logistics industry is more influenced by pure technical inefficiency than inefficiency of scale. Therefore technical efficiency can be increased by decreasing pure technical inefficiency. Through this study, it found that the logistics industry got influenced to its efficiency by high price of oil, and courier and transportation service market is formed stably. Furthermore, it advocates policy planners to consider effectiveness and clearness of policy which influence to inefficiency of logistics industry. Also, it found that labor and financial support can give critical effect.

While information and communication develop, the Electronic commerce payment system is progressing. Recently, a government established the electronic commerce activation policy which simplified a payment Through this policy, the information which the financial company monopolizes can be fused with the other industry and create the popularization use of the electronic payment service and value added services. But on the other hand, the concern for the security is very high, Accordingly, the finnancial institute take a restriction of the requirements for the participation company according to the financial scale, this policy is led by the private institue, rather making a participation of fin tech venture difficulty. This paper tries to deal with the technical and legal problems for the activation of electronic payment system and fin tech. So I will examine the security matter that follows in grifting the innovation technology onto the existing payment service and propose a desirable way to improve the current legislation.

This study aims to highlight the social aspects of genetic discrimination as another shadow that biotechnology can influence on social life. To do so, the definition of "genetic discrimination" and three perspectives (exceptionalism, expressivism, and human right discourse) were reviewed. In addition, the Genetic Information Nondiscrimination Act (GINA) of the United States and the Bioethics and Safety Act of Korea were analyzed. Several social implications for establishing the research and policies of genetic discrimination based on the existing research results of perceived genetic discrimination (the experiences, fears, and coping strategies of genetic discrimination) were suggested. These included public consensus on the definition of genetic discrimination and emphasis on a human rights approach against genetic discrimination; concerns regarding genetic discrimination in both the personal and public domains; raising the consciousness of both health care providers and the public regarding genetic discrimination; and developing psycho-social coping strategies for decreasing the fear of discrimination of asymptomatic people (hereditary carriers).

The study aims at providing enhanced policies of school library opening services. It analyzed various issues on primary school libraries in Gangnam-gu, Seoul which have provided opening services for the last 10years, from 2001 to 2011, in cooperation with the Gang-Nam Gu Council. In theoretical aspect, this study discussed legal grounds, types, strengths and weaknesses of school library opening policies. Furthermore, it conducted a survey and interviewed the primary school librarians and users to explore their understanding about school library opening. As a result, it presented alternative strategies of three aspects; human resource, administrative system and finance for improving school library opening services.

The ubiquitous city construction act worked as an institutional basis for the U-City projects which were actively driven in the new urban areas until 2010. However, the country's urban policies which were recently changed focusing on revitalization of the existing towns and urban regeneration led to the increased demand for revision of the u-City law with a strong character of procedural law mainly for the new urban areas. Therefore, this study, taking into account the changes of the country's urban policies and the conditions related to u-City, established the direction of revision on the u-City law as the diversification of the u-City projects, reinforcement of u-City management operation and the supports for the u-City projects, and presented the consequent action plans. This study aims to review the problems with the current u-City law and the improvement plan from the practical point of view for reflecting the country's urban policy flow and demand. It is expected that the result of this study will be able to be utilized as a basic material for supporting the continuous development and expansion of u-City by law and system.

Cyberspace is closely related with one another, transcending the spacetime throughout the world, and is already located in the most important area of our lives. However, if the organizational cyber terror happens like the national paralysis crisis of major information network such as the previous 1.25 the Internet crisis, the possibility of cyber crisis highly damaging our whole society such as the leakage of the national secrecy and advanced technology is increasing. But we haven't set up the institutional procedure systematically performing the national cyber security management affairs yet. So, in case of cyber crisis, this is highly likely to damage the aspects of national and personal level. On this point, this study looks into the examples of legislation related to our cyber security, and suggests the implication on the revision direction of national cyber security management regulations through relative examination about the examples of legislation in major countries.
