A Study on Utilization about Pilotage & Tugs Assistance Service in Korean e-Navigation (한국형 e-Navigation 도선·예선 지원 서비스 활용 방안 연구)

  • Pilotage & Tugs Assistance Service in Korean e-Navigation provides port monitoring which presents features of port by utilizing dynamic and static information of vessel, weather data, water way information and etc. It also supports process related to pilotage and tugs according to each user types. This study suggests how this services can be utilized after practicalization and describes expectation from applying this utilization. The Pilotage & Tugs Assistance Service is expected to be platform for Pilotage & Tug by further research and development.

A Study on Improvement of the Pilot Certification System for stabilizing Supply and Demand of Harbour Pilots (도선사수급안정화를 위한 도선사 자격제도 개선에 관한 연구)

  • An increase in the number of retiring experienced pilots as well as drastic graying of new pilots will raise the problems on deepening imbalance of supply and demand of pilots over the next 7 years, which could entail fatal problems for the safety of harbour pilotage. In this study, the improvement plan of legal system to ease imbalance between supply and demand of pilots and help secure more experienced pilots has been proposed. A current state survey and analysis, statistical analysis, questionnaire survey on foreign countries, in-depth consultation with experts, etc., were all carried out to support this research. The conclusions of this study are, firstly, to propose an amendment that the minimum requirement of 5 years of seagoing service as a master to sit for the pilot exam should be relaxed to 2 years(which must include at least 1 year of master's seagoing service within the most recent 5 years) but the minimum requirement of 1 year of pilotage service should be reinforced to 1 year and 6 months to obtain a higher class of pilot certificate. Secondly, it is proposed that an amendment offering an additional 1 point per year over the minimum period of 2 years of seagoing service as a master should be added, with a maximum of 10 points in order to rationalize the additional incentive point system. In order to secure experienced pilots and resolve the legal conflict between the certificate revalidation system and the retirement system, it is also proposed that an amendment be passed revoking the retirement system and limiting the validity of any new certificates only to 68 years of age when issuing or revalidating a certificate, if an applicant is over a certain age. Promotional work, such as collecting opinions from interested parties and generating positive public awareness, should be carried out in the future. It will also be necessary to conduct a study on the training pilot exam system.

  • VLSI칩 내부애서 길이가 긴 도선을 통해서 데이터를 보낼 메, 누화(crosstalk)의 영향으로 데이터 값에 따라 지연시간이 변한다. 그리고 지연시간의 변화폭도 CMOS공정이 초미세화됨에 따라서 더욱 커진다. 본 논문에서는 지연시간을 줄이기 위해서, 데이터 코딩을 이용하여 가장 긴 지연시간을 피하는 데이터 초기화에 기반한 단일선 4-위상 프로토롤을 제안한다. 제안된 프로토콜을 긴 도선에 적용함으로써 도선에서의 최대 지연시간을 최대 49% 감소시킨다.

  • In the VTS, the predictions of vessel mobility and situation awareness of maritime environment are basic function. In recent years, pilotage information is an essential aware element of VTS personnel for vessel traffic management. So, we designed the structure of pilotage information service with VTS and tested in real environment. In the future, similar pilotage information can be used as a useful VTS service.

생체신호를 이용한 도선접안 중 스트레스 발생 요인 분석

  • 스트레스는 스트레스 요인에 반응하는 신체와 정신의 변화과정으로, 외부의 자극을 받으면 혈압, 심박동수, 호흡수가 증가하게 된다. 이러한 생체신호로 인간의 스트레스 요인을 측정할 수 있다. 본 연구에서는 선박조종시뮬레이션을 이용해 예비(견습)도선사가 도선접안 중 체감하는 스트레스의 정도와 특성을 생체신호 변화를 활용하여 실증적으로 분석하였다. 선박조종시뮬레이션에서 추출한 엔진 사용량, 타각 사용량, 속력 및 예선 사용량과 스트레스 분석을 위해 Heart BPM, SDNN, RMSSD의 3가지 심박변이도 파리미터의 상관관계를 분석하였다. 분석결과, 6회 중 4회의 시뮬레이션에서 Heart BPM은 지속적으로 상승하고 SDNN은 하강하여 시간에 따라 스트레스가 상승하는 것으로 분석되었다. 특히 예선 사용시점에서 변화의 폭이 큰 것을 확인하였다. RMSSD는 단기주기(1분간격) 측정 파라메터로 실험자가 느끼는 순간의 위험에 따라 그래프 변화폭이 심한 것으로 분석되었다. 전체적으로 엔진, 타각, 예선의 사용시점에 따라 큰 변화를 보였으며, 실험자들의 선박운용 행위에 따라 생체신호 변화를 보였다고 사료된다. 분석결과를 바탕으로 도선사에게 스트레스를 미치는 요소를 판별하여 도선접안 중 스트레스가 높아지는 순간에 인적사고를 예방할 수 있는 시스템적 보완을 마련하고자 한다.

A Basic Study for the Fire Potentiality in Wire being Applied Electric Current (통전중인 도선에서 화재 가능성에 관한 기초 연구)

  • In total electric fire in Korea in 2006, a rate of the electric fire caused of short in electric wire is over 63.2[%]. It is needed to study a fire potentiality in electric wire. This paper studies contact and fire potentiality between a electric wire and conductors existed around the electric wire. As amplitude of current in electric wire is bigger, as it has higher possibility to contact between a electric wire and conductors existed around the electric wire. In case of temperature of wire is over combustion point of outer sheath, it is appeared to spark discharge between wire and conductors. So the fire potentiality raise up.

Chemical Characteristics of Timbers from the Yeongheungdo Shipwreck (영흥도선의 화학적 특성)

  • The Yeongheungdo shipwreck was excavated in the sea of Seomeopbeol, Ongjin-gun, Incheon, Korea. Chemical characterization of timbers from the shipwreck occurred via maximum moisture content, chemical composition, FT-IR, solid state $^{13}C$ NMR, and XRD analyses. As maximum moisture content of the outer part of the timbers averaged 623%, a phenomenon in that lignin increased relatively, according to the decrease in cellulose, and the ash content increased, which is typical of waterlogged archaeological wood was shown. The results from the FT-IR and solid state $^{13}C$ NMR analyses showed that the cellulose band of the outer part had disappeared or had remarkably decreased. In addition, the bands assigned to lignin dramatically increased. However, regarding the inner part of the timbers, hemicellulose and some crystalline cellulose and amorphous cellulose bands decreased. Therefore, a large difference exists between the degradation levels of the outer and inner parts of the timbers of the Yeongheungdo shipwreck.

Effects of the Length of Down Conductors on Transient Ground Impedances (인하도선의 길이가 과도접지임피던스에 미치는 영항)

  • This paper presents the transient impedance behaviors according to the length of down conductors of grounding systems to lightning impulse currents. The potential rise and effective impulse ground impedance of the deeply-driven ground rod and grounding grid subjected to the impulse currents were measured and analyzed as a function of the rise time of impulse currents and lengths of down conductor. The transient ground impedances strongly depend on the configuration and size of grounding electrodes, the waveform of impulse currents and the length of down conductors, and the installation methods reducing the inductance of down conductors are an important factor to decrease the transient ground impedances.

A Method for Restoring Trademark and Caption Areas using Isophote Information (등광도선 정보를 이용한 상표 및 자막영역 복원 방법)

  • In this paper, we propose a method for restoring trademark and caption areas using an isophote. In our method, the image restoration problem is modeled as an optimization problem, which in our case, is solved by a cost function with isophote constraint that is minimized using a GA The technique creates an optimal connection of all pairs of isophotes disconnected by a caption in the frame. For connecting the disconnected isophotes, we estimate the value of the smoothness, given by the best chromosomes of the GA and project this value in the isophote direction. Experimental results show that the isophote operator worked better than Laplacian operator for image restoration, and the proposed method has a great possibility for automatic restoration of a region in an advertisement scene.

  • Ths paper describes the transient response characteristics of the grounding systems for electric power facilities against impluse currents. In this work, when the impulse current was injected through the grounding conductor for arrester, the investigations treasuring and analyzing potential rises induced at the cormron cormection trint and other grounding conductors were conducted. The lightning impulse current was awliErl so as to simulate the on-set of arrester due to lightning surges.
