This study illustrates the necessity and feasible process of constructing local collections in public libraries. One of the important responsibilities of public libraries is to collect, preserve, and provide local information in order to enhance the identity of the region and local culture and to maintain and preserve the social memory of the community. However, as the subjects and types of local information are diverse and are owned and scattered by various persons and organizations in the local community, it is difficult to collect materials and build collections. There is, as a result, a lot of confusion in the library field. Focusing on the case of a few public libraries that hold good local collections, this study attempted to add suggestions to build a local collection containing regional history and locality and to promote related services.

A more sophisticated library collection policy is required due to the changing information environment. Both traditional resources and diversified networked information resources are increasing continuously. The National Library of Korea should construct a systematic collection development policy in order to fulfill its mission. The purpose of this study is to develop a basic framework that is intended to improve the coverage of national collection. Examining previous studies and the national collection development policies of major advanced countries, a model consisting of four sub-models has been proposed. It includes hybrid collection, cooperative linking collection, collection evaluation, and a collection policy statement. Details of the sub-models and strategies are described.

The im of the present study is to introduce and develop the concept and theory of conspectus for the first time in Korea, and to propose a new evaluation model for book collection by actually applying the developed methodology to the collection of a special library dedicated to Biblical Studies. Conspectus is a standardized and objective evaluation method that classifies the main collection according to the division, category, subject, and then gives each collection ots appropriate collection level code by analyzing the classified collection in terms of three different dimensions, which are Current Collection Level(CL), Acquisition Commitment Level(AC), and Collection Goal Level(GL). To evaluate the collection of the sample library, shelflist analysis, list checking, acquisition data in ordering process by their main subject, and survey of its users have been carried out, and all of their results ahve been indicated in terms of eleven collection level codes developed by WLN Conspectus. T e collection of sample library was evaluated as '3cW' for CL, '4W' for AC, and '4W' for GL when the Conspectus methodology was applied for evaluation. This study could be utilized as an collection evaluation model for theological libraries, and become a basis to bring about more active cooperative collection development among related libraries.

In this study, we analyzed the current situation of court libraries and aimed to propose a future-oriented strategy for preserving and managing their collections. Based on literature and status analysis, the study presents the future preservation strategy of court library collections in three main categories: First, securing space for the long-term preservation of court library collections; second, establishing a system for collecting and preserving court library collections; and third, performing digital archiving for the permanent preservation and utilization of court records, valuable legal volumes, administrative materials, and other judiciary-specific resources. Through this, court libraries, including those in various courts, should resolve the issue of insufficient collection storage space, preserve holdings systematically and efficiently, and activate library use.

This study aims to investigate current status and problems of bookmobile services in Korea, especially focusing on human resources, vehicles, and collections. To do this, a questionnaire that contained questions on basic information, human resources, vehicles, collections and information and communication technologies was developed on the basis of 8 standards and guidelines related to bookmobile services and 77 bookmobiles belonging to public libraries and Saemaul bookmobiles were surveyed. As a result, many parts of human resources, vehicles, and collections of bookmobiles in Korea were inadequate to standards and guidelines related to bookmobile services. At the end of this study, some suggestions are made for improving bookmobile services in Korea. First, the human resources, vehicles, and collections of bookmobiles need to be innovated. Second, national policies for bookmobile services need to be reinforced. Third, perspectives on bookmobile need to be modified from economic approach to information welfare approach.

All public libraries are collection-based knowledge and cultural service institutions. To this end, a collection development policy is an essential and a strategic menu that every library should establish first. Regional central libraries should establish and apply optimal collection development policies to conduct the legal duties as knowledge and information centers and cooperative preservation facilities of the cities and provinces. Thus, this study analyzed and compared in detail the collection development guidelines (draft) and regulations of regional central libraries in Korea and the collection development policies of metropolitan public libraries abroad. Results showed that the policies of domestic regional central libraries were simply practical guidelines while those in most developed countries were substantial in format and content. All regional central library systems should establish and document collection development policies based on the importance of collection development, future-oriented thinking, and strategic decision. The study also suggested the basic principles and the format for this purpose.

Small libraries, with their insufficient quantities of materials and lack of diversity within the collection compared to larger general public libraries, may need to be assessed and develop collections based on empirical analysis. This study suggests a method for collection evaluation with other cases analyzing ILL (interlibrary loan) data, which is especially heavy in Small libraries in addition to the holdings and circulation data that are traditionally used in collection development. Collecting and analyzing materials proceeded from 14 Small libraries which operate ILL in a city and tried to figure out features of each library comparing collection statistics with usage statistics including circulation and interlibrary loans. It also identified subject areas heavily used in a Small library, based on the analysis of collection and usage statistics, for the purpose of formulating future policy.

This study aims to discuss cataloging on multicultural collection in Korean libraries. Especially, this study emphasized to derive a lesson of immeasurable value from the cataloging experience in International Children's Library at Asia School. To the end, (1) comprehensive literature survey and analysis were conducted to introduce the discussion on cataloging for multicultural or multilingual collection, (2) the cataloging examples were examined comprehensively (the data needed were collected by public, academic and nonofficial libraries in Korea, as well as several libraries in North America), and finally (3) cataloging policy and practices for multicultural collection were suggested on the basis of the experience in International Children's Library at Asia School.

This study analyzed Korean university libraries' holdings of Western language books published in 2003 and 2013 using the KERIS union catalog with a view to investigating the changes in collection development of Western language books in the libraries. To do that, new collection indexes - holding h-index, CUI (Collection Uniqueness Index), and CCHR (Common Collection Holding Ratio) - were suggested, and they were used with basic indexes such as the number of titles, the number of books, and the number of books per title. The analysis reveals that compared to those published in 2003, the number of titles was decreased by 16.1% with those published in 2013, and the number of books dropped more sharply, by 42.2%. Also, in 2013, CCHR was decreased while CUI was increased. In terms of subject, among DDC main classes, 0XX (Generalities) showed the greatest decrease rate in both the number of titles and books because of the radical reduction of computer-related books. In terms of each library's holdings, the number of Western language books held by top libraries has been increased with those published in 2013.

The purpose of this study is to suggest the usability of collection evaluation methods for collection development policy in public libraries. To achieve this purpose, this study applied Bonn's Use Factor, Turnover Rate of Collection, and Trueswell's 80/20 Rule to actual circulation data of the Gwangjin District Public Library in Seoul during last ten years. This study added practical meanings and values in collection evaluation through the analysis of total holdings and subject classes. Main items of analysis are the rate of use to total holdings and to holdings in specific subject classes by year, and the rate of core collection circulation by year. The results show relations between the rate of use and library's performance through the analysis of the rate of use both total holdings and subject classes. The results also figure out user's patterns and library appraisal of community users through the analysis of circulation data. In addition, the analysis of core collection gives a good basis for an effective collection development policy.
