일본의 대형공업기술연구개발제도(대형프로젝트)는 1966년에 발족하여 1984년까지 21개의 프로 젝트를 수행하여 왔으며 1985년에는 계속프로젝트와 더불어 신규프로젝트로서 인터오퍼레이블 데이터 베이스 시스템(interoperable data base system), 아쿠아르네상스 1990, 초첨단가 공기술 등 3개의 프로젝트를 추가하였다. 다음은 1984년 일본 통상성에서 발간한 "대형프로젝트"에서 발췌한 내용이다. 발췌한 내용이다.

본 연구는 대형 프로젝트의 위험분석을 위한 확률적 Network 시뮬레이션모델의 연구로서 Simulation방법으로 프로젝트의 성공 및 실패확률을 산정 하였다. 프로젝트의 주요 불확실성 요소(Uncertainty Factors)인 프로젝트의 수행기간(Time), 비용(Cost) 및 성과(Performance) 등의 계획은 실패 없이 추진되어야 하는 것이 중요하다. 연구 개발 및 신기술개발과 같이 대형 프로젝트의 경우, 그 성과 달성의 위험(Risk)성은 매우 크며 이러한 위험 예측 및 분석이 프로젝트의 성공적인 수행을 위하여 매우 중요 시 된다. 본 연구에서는 이를 위한 위험분석(Risk Analysis)의 방법으로 일반적으로 쉽게 사용할 수 있는 위험요인법(Risk Factor Analysis)과 확률적 Network 시뮬레이션모델을 제시하였으며 또한 이를 위한 Simulation프로그램을 개발하였으며 이를 신 기술개발 프로젝트에 응용하는 과정을 보였다. 본 연구에서 개발된 관련 프로그램을 보완 할 경우 대형 프로젝트의 각종 의사결정 시에 매우 유용하게 활용될 수 있으리라 생각된다.

Technology developments accelerate the change of the society and companies with unparalleled pace, so large scaled projects are in progress urgently. Large scaled projects deal with high technologies and massive tasks, and these need enormous labor force and costs, it is necessary to manage strategic conflicts based on human psychology and complex system theory. However, traditional management plan fails to suggest practical mechanism for successful projects. We study failure cases and key elements, leadership for projects, and suggest project management plan with psychological and behavioral economy approach by focusing on complexity and conflict structure on large scaled projects. Project behavior management plan, suggested in this study, is designed with phased strategy and practice to solve the failure of large scaled IT projects originally and preemptively. We verified the effectiveness of behavior management plan suggested by investigating experts and working groups, and stable projects are to be progressed with introducing this plan on large-scaled projects.

The systematic material and labor management planning should be established on accomplished EVM data. The matrix method of integrated cost and schedule was used with common category concept according to the construction project control system. The construction project control system was suggested through analyzing process and data modeling based on integrated cost, schedule and material. Information of construction project can be developed the relationship between the field data and the integrated cost, schedule database. Process and data modelling is provide a standard data format which are related to the material, labor management based on integrated cost, schedule database.

해외의 대형 과학 연구 프로젝트에서는 연구 활동에 대한 대국민 홍보와 교육적 활용을 위한 다양한 형태의 콘텐츠를 제작하여 배포하고 있다. 그러나 국내에서는 연구 활동과 성과의 대국민 홍보 부족과 교육적 활용이 저조하여 과학 연구에 대한 대국민 인지도가 상대적으로 낮다. 따라서 국내에서도 천문학 연구에 대한 홍보와 일반인들의 이해 증진을 위하여 대형 천문학 연구에 대한 다양한 콘텐츠를 개발하고 보급하는 것이 절실히 필요하다. 본 발표에서는 2015년 구축이 완료된 KMTNet 연구 프로젝트의 교육 콘텐츠를 개발하기 위한 첫 번째 단계로 Apple iBooks Author를 활용한 e-book과 교육활동지 개발을 소개하고자 한다. 개발된 교육 콘텐츠를 배포하여 많은 국민들이 천문학 연구 및 성과에 대한 관심을 갖고 또한 천문학 연구 활동에 대한 올바른 인식 제고에 기여할 것으로 생각된다. 또한 다른 대형 천문학 프로젝트들의 다양한 교육매체 개발 및 활용에 대한 방향을 제시하고 천문학 대중화에 관심 있는 여러 사람들의 의견을 들어보고자 한다.

Emerging trends regarding USFK(United States Forces, Korea)'s EC(Engineering/Construction) market include: (1) introduction of MATOC(Multiple Award Task Order Contract); (2) increase of DB(Design-Build) contract; and (3) encroachment of large US-origin private EC firms upon Korea. This study analyzes the change of USFK's EC market with focus on the change of construction management actors for USFK's EC projects. Specifically, USFK's EC projects have been managed by FED(Far East District). Recently, however, the large US private EC companies substitute the role previously taken by FED. This phenomenon is accelerated by the business chances in Korea due to LPP(Land Partnership Plan) and intentions of US Government to save military construction costs by means of utilizing US private EC companies. The large US EC firms entering into Korea are business opportunities as well as challenges to Korean EC firms, which are contracting USFK's EC projects. This study concludes that, through teaming joint venture with the large US EC firms, the market changes can be opportunities to acquire foreign market information and learn advanced construction management skill from them.

정보시스템 개발 프로젝트는 그 속성상 고객, 팀원, 환경등의 요인으로 유일성을 가지고 있어 개발 과정을 체계적으로 관리하기가 매우 힘들고 프로젝트의 대형화, 전문화, 복잡화, 장기화에 따라 더 많은 리스크(risk)요인과 불확실(uncertainty)요인이 존재한다. 따라서 본 연구는 정보시스템 개발 프로젝트의 실패에 영향을 미치는 리스크요인을 도출하고, 리스크요인들의 중요도(위험도)를 측정하기 위한 AHP(Analytical Hierarchy Process) 모델을 제시함으로써 프로젝트 수행 시에 발생할 수 있는 리스크를 관리하고, 실질적인 의사결정도구를 제공하고자 한다.

Small & medium-sized construction companies(SMCC), they has lot's of problem like poor finance, a lack of specialists, and a shortage of professional skill. So the basic condition of SMCC is not good for small construction companies. In this situation, moreover SMCC has been influenced by big-sired construction companies(BCC) difficult after the crisis of economics of Korea, IMF. Therefore it is necessary that we strengthen competitive power of SMCC for survival. This research is about project management for SMCC. We analized information system which is developed from SI corporation and BCC. As this research, we want to build and organize project information management system for SMCC. This will make SMCC have more competitiveness and increase productivity efficiency, skill for information management of project given.
