Development of Evaluation Indicators for Level of Service on Academic Library Users with Disabilities (대학도서관의 장애인 서비스 수준 측정을 위한 평가지표 개발)

  • The purpose of this study was to identify the service factors of university libraries which aim to improve the educational welfare of the disabled, and to develop an evaluation indicator to evaluate these vital service factors. To proceed with this study, guidelines of public library services for people with disabilities, and previous research and job description of academy library analysed and developed indicators suited for evaluating academic library services for people with disabilities. A pilot survey and main survey about the evaluation factors and indicators conducted with librarians who work for university libraries, and the questions were refined by exploratory factor analysis of the data collected from the survey. As a result, through the process of identifying reliability and validity, it turned out that the evaluation factor and subordinate index of university library services for the disabled consisted of 8 factors and 33 indicators.

  • The purpose of this study is to develop evaluation indicators for academic libraries in Korea. The evaluation model developed in this research consists of three elements:(1) Confirmation of evaluation methods, procedures and criteria,(2) Development of qualitative and quantitative evaluation indicators, and(3) Assessment of the applicability and feasibility of those indicators. Evaluation indicators were developed to measure a basic state, a common use of library resources, specialized services, and user satisfaction for academic libraries. To test the feasibility and applicability of those evaluation indicators, a pilot assessment of academic libraries was conducted in 2010.

  • Performance indicators for academic libraries in Korea suggested in this research cover three areas, that is, collection, budget, and human resources, which consists of three subdivisions, respectively. Performance indicators and action plans in this research were prepared, based on the official documents which universities in Korea formally submitted to the Ministry of Education and Human Resources, and the data published by the related institutions. Performance indicators and action plans are intended to draw attentions of university administrators and headquarters, but do not require librarians to prepare for evaluation. The better results would be expected with the development and application of both quantitative and qualitative indicators for information services by standardizing and unifying the process of collecting statistics. It is also expected that periodic and continuing evaluation of academic libraries could help government and universities have a better understanding of and appreciate the significance of academic libraries.

  • The aim of this study is to compare and analyse the evaluation or performance indicators for academic libraries suggested at domestic and foreign. For the study, evaluation indicators of the various evaluation models(IFLA, ISO, ALA/ACRL, LA, HEFCE, CERLIM, JUAA, UNICOOP. KLA) was analysized. Evaluation or performance indicators should shed light on inputs and outputs of resource, levels of demand and satisfaction, the library effectiveness, and operating efficiency. There is a great deal of work going on at present, but as yet there is no greed set of indicators that can be across all academic libraries. Therefore, new evaluation indicators for physical and electronic libraries should be developed.

  • Today academic libraries have to show that they are using given resources for right purpose and in the best way. In order to reach this goal, academic libraries should develop the effective evaluation model. And carefully selected and used, performance measures or evaluation indicators are the most important tool the Library has to ensure goals and objectives are being accomplished. The purpose of this study is to understand a theoretical foundation for evaluation indicators of academic libraries, that is, its diverse(various) meanings and directivity.

  • Evaluation of an academic library is a key to its success. Library and Information Policy Bureau of the President of the Republic of Korea conducted a trial evaluation on academic libraries with a university evaluation index developed by KERIS in 2005. The committee decided to review its feasibility based on the feedbacks from the academic libraries after the trial. This study aims to address the indexing issues appeared during the trial and suggest a new evaluation index tailored to academic libraries. First, the evaluation field is condensed from 7 to 6 as "financing" and "infrastructure" are integrated into "budget and infrastructure." Secondly, both "user charter" and "planning" are removed from the "library management" field category. and "library self-assessment" is added instead. In "information resource" field, "non-books and etc." is added. Third, evaluation categories for "budget and infrastructure" field are altered to budget-related items and library equipment. Forth, "collection turnover rate" category is incorporated into "collection usage" in "information usage" field, and "library use rate" in "information service" field is moved to "information resource" field and renamed as "use rate."

  • The top thirty universities in 2014 by the college rankings of the Korea Joongang Daily were chosen for the samples of this study to find how much academic libraries affect the competitiveness of universities. Evaluation scores of the universities in four areas, and building size, budgets, the number of collections and personnels were also decided as the variables in this study. The influence to the universities' evaluation and rankings of their libraries through average and correlation analysis was studied. The major findings of the study are: (1) Average analysis between metropolitan and non-metropolitan areas found that there were significant differences in globalization indicators, reputation, and social advance degree. Also, (2) Correlation analysis found that library budgets and the number of personnel highly affected the university evaluations or rankings compared to the other variables.

  • Recently, some universities and university libraries have implemented performance management system as a part of managerial innovation, and they have either implemented or are considering implementing BSC. Thus there are needs to develop performance indicator, which is a tool measuring performance of university libraries, based on BSC, and to assess the developed performance indicator's relative weights to analyze which indicators are essential to fulfill and improve the university library's mission. The performance indicators are also affected by the characteristics and perspectives of the people who develop them during the development process. Therefore, it is necessary to analyze the differences among the professional groups in relative weighting of the performance indicator. The purposes of this study are to derive a university library performance indicator model based on BSC, to analyze the importance of each evaluation factor of the derived performance indicator model, and to analyze the differences among the professional groups in relative weighting of the performance indicator model.

Developing an Evaluation Indicator of Institutional Repositories toward Efficient Distribution Infrastructure of National Knowledge focusing on the dCollection (국가 지식정보의 효율적인 유통체제 구축을 위한 대학 리포지토리 평가 지표 개발: dCollection을 중심으로)

  • The purpose of this study is to develop an evaluation indicator of institutional repositories to be used by participating university libraries of dCollection. Based on the literature reviews of digital library evaluation, core evaluation measures and criteria were identified. In order to verify the applicability and appropriateness of those evaluation criteria for institutional repositories, two methods were employed: A case study with sixteen university libraries and a Delphi study with twenty university libraries. The results of both studies led the development of an evaluation model which consisted of four evaluation dimensions and 29 criteria. This evaluation model should be utilized as tools for objective assessment and guidelines for improving institutional repository services by universities libraries in which the dCollection is currently Implemented or the future plan of the dCollection is underway.
