A study on the financial structures for the old age preparations in Korea (국내 노후대비 자산구조에 관한 연구)

  • into aging is the most rapidly increasing among the OECD countries. Consequently, this study aims at analyzing the forms of portfolio establishment by group, the factors affecting the old age preparation, and the presence of middle-aged households' preparation for the old ages in order to forestall social problems like the poverty ration of elderly that have been caused by the rapidly aging society. The result shows that the portfolio for the old age preparation can be expanded if a combination product of finance and real estate is developed as a means of old age preparation. Upon the results of the study above, it can be seen that the old age preparations differ according to not only the demographic elements, but also the extent to how much resources one holds. Especially, the various factors affecting the holding resources vary householder by household depending on whether they prepare for the old ages or not.

Contrast Improvement Technique Using Variable Stretching based on Densities of Brightness (명암의 밀도에 따른 가변 스트레칭을 이용한 영상대비 개선방법)

  • This paper proposes a novel contrast enhancement method which determines the stretching ranges based on the distribution densities of segmented sub-histogram. In order to enhance the quality of image effectively, the contrast histogram is segmented into sub-histograms based on the density in each brightness region. Then the stretching range of each sub-histogram is determined by analysing its distribution density. The higher density region is extended wider than lower density region in the histogram. This method solves the over stretching problem, because it stretches using density rate of each area on the histogram. To evaluate the performance of the proposed algorithm, the experiments have been carried out on complex contrast images, and its superiority has been confirmed by comparing with the conventional methods.

  • This study applies fuzzy functions to improve image quality under the assumption that uncertainty of image information due to low contrast is based on vagueness and ambiguity of the brightness pixel values. To solve the problem of low contrast images whose brightness distribution is inclined, we use the k-means algorithm as a parameter of the fuzzy function, through which automatic critical points can be found to differentiate objects from background and contrast between bright and dark points can be improved. The fuzzy function is presented at the three main stages presented to improve image quality: fuzzification, contrast enhancement and defuzzification. To measure improved image quality, we present the fuzzy index and entropy index and in comparison with those of histogram equalization technique, it shows outstanding performance.

The Impact of Brightness, Polarity, and Hue Difference on Legibility and Emotional Effect of Word in Visual Display (시각디스플레이에서 단어와 배경간의 밝기, 대비부호, 색상차이에 따른 가독성 및 감성효과)

  • This research was conducted to see the impact of brightness, polarity, and hue diference on legibility and emotional effcts of the word. In the experiment 1, stimuli with three levels of brightness difference and two-typed polarity were used. The results showed that legibility, aesthetics, and preference increased with increasing brightness difference. In the experiment 2, the same stimuli if experiment 1 included four hues: red, green, blue, yellow. As a result, the effects of brightness and polarity and the interaction effect of brightness and polarity on legibility were significant. Also, the effects of brightness, polarity, and hue and the interaction effect of brightness and hue on aesthetics and preference were significant. These results showed that legibility, aesthetics, and preference increased with increasing brightness difference of word and background and positive polarity was better than negative. Aesthetics and preference rating increased according to the following order: red, blue, green, yellow. In addition, the interaction effect of brightness and polarity on legibility was because reaction time of negative polarity was longer than positive at the small brightness difference condition. The interaction effect of brightness and hue on aesthetics and preference ws because the aesthetics rating of hue at the large brightness difference condition had significant difference compared with small brightness difference. In the experiment 3, participants rated text designs and simple color stimuli with 18 emotional adjectives to see the similarity of their emotion. The conclusion was that to reflect the subjective feelings of a rotor on the text design, it would be appropriate to use the rotor on background of the text design.

Review of Overseas Cases for Earthquake Preparedness in Korean Archives (한국 기록관의 지진 대비를 위한 국외 사례 검토)

  • This study reviews the basics of earthquake preparedness from several archives and international cases of earthquake damage and restoration to establish an earthquake preparedness plan in Korean archives. The results of the study are as follows: first, to establish the direction of an earthquake preparedness plan, the study summarizes the basic characteristics of an earthquake and its damages, as well as applies the key elements of disaster preparedness planning after reviewing its basic principles. Second, the study analyzes four international cases that may have significant implications for the earthquake preparedness plan in Korea. Given this, four international cases present lessons and limitations such as the book dropping of a library in Japan, the collapse of archives in Germany, damaged archives because of a massive earthquake in New Zealand, and earthquake preparedness and recovery plans in cultural heritage sectors. Third, to apply the information from overseas cases to domestic, the study examines the lessons, the key elements of earthquake preparedness planning, and the public record standard for Korean archives through the mutual linking process, as well as issues that should be considered. The issues reviewed in this study could help Korean archives establish a realizable earthquake preparedness plan in the future.

The Study of Key Elements to Establish Natural Disaster Preparedness Plan in Libraries and Archives (도서관과 기록관의 자연재난 대비 계획수립 핵심 요소 고찰)

  • This study reviewed important elements that should be considered in developing natural disaster plan in libraries and archives. In Korea, research on natural disaster planning in libraries and archives was rarely conducted. Therefore, it was necessary to study and analyse overseas literature for natural disaster preparedness planning. The key elements for establishing a natural disaster preparedness plan commonly identified in overseas research can be divided into six factors. 'The disaster preparedness committee and roles of staff' should be designated for starting disaster preparedness, and 'Risks' vulnerable to disaster should be assessed and managed in advance. A 'Handbook for immediate response' should be produced for all employees to respond promptly in the event of disaster, and 'Recovery and business continuity plan' should be reviewed for strategic recovery based on disaster scale and return to work after disaster. Also, in order to strengthen the capacity of all staff related to disaster preparedness and to improve plan for disaster, 'Training' is needed, and 'Cooperation activities' between related organisations should be taken into consideration in order to obtain various perspectives for disaster preparedness and to cope with and recover from large-scale disasters. This study can help Korean libraries and archives to establish natural disaster preparedness plan for serious natural disaster that can likely occur in the future.

재난대비 비상통신 사례 분석

  • 재해나 재난 발생 시 재난 대비 비상통신시스템의 미비로 인하여 인명이나 재산상의 피해를 늘리기도 하고, 재난 복구에 차질을 빚게 하기도 한다. 따라서 각 국에서는 재난 대비 비상통신시스템을 정부 주도로 정비하여 재난 발생 시 신속한 통신시스템 운용으로 피해를 줄이고자 노력하고 있다. 그리고 표준화 단체를 중심으로 비상통신시스템에 대한 표준을 개발하고 있다. 본 고에 서는 외국의 비상대비 통신 프로그램에 대하여 미국의 사례를 중심으로 알아보고, 표준화 기구의 기술개발 동향을 살펴보고 시사점을 도출하고자 한다.

Effects of Induced Dioptric Blur on Visual Acuity and Contrast Sensitivity (유발된 광학적 흐림이 시력과 대비감도에 미치는 영향)

  • Purpose: To study the effect of an artificially induced dioptric blur on acuity and contrast sensitivity using the $Optec^{(R)}$ 6500. Methods: Healthy 31 subjects aged $22.90{\pm}1.92$ (male 16, female 15) who were recruited from university students with 6/6 (20/20) or better corrected visual acuity and normal binocularity. They were measured objective and subjective refraction for full correction and dioptric blur using 0.00 ~ +3.00 D (+0.50 D steps) trial lenses and trial frame. They were measured binocularly visual acuity and contrast sensitivity with the $Optec^{(R)}$ 6500 (Stereo Optical Co., Inc., Chicago, Illinois, USA) under day conditions (photopic condition, $85cd/m^2$). Results: The higher dioptric blur, the less distance visual acuity and decrease rate of visual acuity. The higher dioptric blur, the less contrast sensitivity at all frequencies, and the peak of contrast sensitivity was shifted from middle frequency (6 cpd) to low frequency (1.5 cpd). When the visual acuity was best visual acuity to 0.77, there was the peak point at 6 cpd which was normal contrast sensitivity peak point. Conclusions: If the low refractive error is uncorrected or the refractive error is inappropriate, the contrast sensitivity is decreased and the peak point of contrast sensitivity frequency is shifted abnormally though small uncorrected refractive error. So it will be considered that regular eye test and decision of refractive error correction is important.

Color Contrast Evaluation Algorithm Considering Color Temperature Feeling (색 온도 느낌을 고려한 색 대비 평가 알고리즘)

  • In this paper, two color contrast evaluation algorithms, W3C and NSSC algorithms are compared and investigated to select proper criteria of the color contrast of text-background color combinations in web documents. The relationship between the color contrast defined by existing formula and the readability rating is not perfect and there is quite a bit of variance, in particular, there is some substantial outlier. I modify the NSSC algorithm to apply all colors and compare the two algorithms to apply same color combinations of web safe colors. A new algorithm considering color temperature feeling as a component of the color contrast is proposed and implemented. As the results of this study, the existing two algorithms are not contradictory to each other, 82% of all color combinations of web safe colors are not proper combinations according to W3C guide which provide severe restriction to select colors in web documents compared to NSSC algorithm. Experimental test shows proposed algorithm is superior to the W3C algorithm with respect to the linearity of relationship between color contrast and readability rating. It means a color temperature feeling is an effective component of a color contrast. But to determine best contribution ratio of the color temperature feeling, further study is required and it is related to Hangul font style and size. The more popular a mobile color display is used, the more important accessibility factor a color contrast will be.

Individual Difference in the Decrease of Visual Acuity and the Change in Contrast Threshold According to the Level of Optically Induced Retinal Defocus (광학적으로 유발된 망막흐림의 정도에 따른 시력감소의 개인차와 인식 대비도의 변화)

  • Purpose: We were aim to investigate individual difference of visual acuity (VA) decrease and the change of contrast threshold (CT) according to the level of optically induced retinal defocus. Methods: A total of 69 eyes were examined using consist of ten-graded decimal vision chart (Landolt's ring). After conducted full correction of subject's refractive error, a monocular VA and CT were measured according to sequential increase by 0.25 D each time. Results: VA gradually decreased according to the increase of retinal defocus level. Individual difference of VA decrease was range from 1.2 to 0.6 in retinal defocus induced by +0.25 D. When retinal defocus was induced as much as +0.50 D and +0.75 D, it was in the range of 1.0 to 0.3 and 0.9 to 0.1 respectively. With +1.00 D, some participants didn't even recognize the 0.1 in the chart. With +1.75 D, whole participant did not recognize the 0.1. Also, CT was gradually decreased with increase of the retinal defocus level. Conclusions: Examiners should consider individual difference in the decrease of VA according to the level of residual refractive error when determining final prescription of a patient.
