  • 정보시스템의 효율적 도입 및 운영 등에 관한 법률이 2005년 12월에 고시됨에 따라, 대통령령이 정하는 기준에 부합하는 공공기관에서는 ITA/EA를 의무적으로 도입하게 되었다. 이에 따라 향후 2-3년 동안 다수의 ITA/EA 구축 프로젝트가 진행될 것이며, 프로젝트 계획시 구축을 위한 비용의 산정은 중요한 이슈로 제기될 것이다. 지금까지 공공기관에서 진행된 ITA/EA 구축 프로젝트를 살펴보면, 대부분이 소프트웨어사업대가기준에서 정하는 정보전략계획(ISP)수립비 산정기준을 바탕으로 비용을 산정하고 있으나, ISP와 ITA/EA 구축은 그 성격상 여러 부분에서 차이점을 보인다. 본고에서는 현재 국내 ${\cdot}$ 외에서 사용되고 있는 ITA/EA 구축비용 산정방법들을 살펴보고, 이에 대한 문제점을 제기하고, ITA/EA 구축비용 산정 기준 작성을 위한 개선방향을 제시하고 한다.

The Improvement of Information Protection Service Cost Model in Public Institution (공공기관 정보보호서비스 대가 모델의 개선 방안)

  • In this paper, related studies were investigated by dividing them into cost-benefit analysis, security continuity services, and SW-centric calculations. The case analysis was conducted on A institutions in the United States, Japan and South Korea. Based on this, an improvement model was prepared through comparison with the current system. The SCS(Security Continuity Service) performance evaluation system-based information protection service cost calculation model is proposed. This method applies a service level agreement(SLA) and NIST Cybersecurity framework that are highly effective through cost-effectiveness analysis and calculates consideration based on characteristics, performance criteria, and weights by information protection service. This model can be used as a tool to objectively calculate the cost of information protection services at public institutions. It is also expected that this system can be established by strengthening the current recommended statutory level to the enforceability level, improving the evaluation system of state agencies and public institutions, introducing a verification system of information protection services by national certification bodies, and expanding its scope to all systems.

  • 대규모 토목공사에서 토량환산계수는 공사물량 및 공사비에 미치는 영향이 크므로 합리적인 토량환산계수의 설계가 요구된다. 그러나 토량환산계수의 산정에 있어서 선정시험에 의한 결과치가 아닌 통상적으로 사용하고 있는 설계기준서에 제시된 값을 적용함으로써 정확한 잔토 및 부족토량의 산정에 있어서 많은 어려움이 따르며, 이러한 경우 현장여건에 적합한 대규모 현장시험을 실시하여 토량환산계수를 산정하는 것이 바람직하다. 또한 대규모 현장시험에 있어서 굴착부분의 체적은 토량환산계수 산정에 있어 매우 중요한 요소가 된다. 따라서, 본 연구에서는 대규모 현장을 대상으로 절 성토부 풍화암의 굴착부분의 체적을 정확히 산정하기 위하여 수치사진측량기법을 적용하였으며, 이를 Total Station에 의한 측량방식과 비교 분석하였다. 그 결과, 교차에 대한 상대정확도는 평균 0.5%로 산출되었으며, 체적에서 0.5%의 상대정확도는 길이 측정에서 0.17% 상대정확도에 해당되므로 정확한 측량이라 판단된다.

An Analysis of the 2014 Pricing Guide for Technical Service Contracts through Comparison with Foreign Countries' Cases (해외사례 비교를 통한 2014년 개정 건설기술용역 대가기준 분석)

  • Enhancing clarity and transparency of the pricing guide for technical services for public construction works enables the prediction and reimbursement of the service cost for project owners and bidders, while it would also yield benefits for engineers who carry out the construction tasks. In order to improve the global competitiveness of construction service industry, the government revised its pricing guide for techical services for construction works recently, moving away from its previous percentage-of-construction-cost method towards the Cost Plus a Fee Method. However, since the Cost Plus a Fee Method results in the rise of the service price by 153%~197%, there is the need for a review on the method and basis of the adjustment in order to avoid controversies regarding the application of the revised method. In this context, this paper analysed the 2014 revision of the pricing guide for technical services for public construction works through comparison with foreign cases including those of the US and the UK. The analysis yielded the conclusion that, while the shift towards Cost Plus a Fee Method which is widely used in advanced economies is a very meaningful change in large measure, certain aspects still remain problematic. Unlike in advanced economies, the detailed break-down shows the direct labor cost includes certain indirect expenses. Also, indirec expenses are admitted so comprehensively as to include overhead costs and technology royalties. These problems results in redundant estimation of certain expenses, and obstructs transparency in spending details. This paper proposes various improvement measures to address these issues.

  • According to the progress of national informatization throughout the world, infringement and threaten of privacy are happening in a variety of fields, so government is providing information security policy. In particular, South Korea has enhanced personal impact assessment based on the law of personal information protection law(2011). But it is not enough to effect the necessary cost calculation standards and changeable factors to effect PIA. That is, the budgets for PIA was calculated lower than the basic budget suggested by Ministry of Government Administration Home affairs(2011). Therefore, this study reviewed the cost calculation basis based on the literature review, cost basis of similar systems, and reports of PIA and obtained to the standard with Delphi analysis. As a result, the standards of PIA is consisted to the primary labors and is utilized to how the weights by division of target system, construction and operating costs of target system, type of target systems, etc. Thus, the results of this study tried to contribute to ensure the reliability of PIA as well as the transparency of the budget for privacy in public sector.

  • Open source software has a feature that offers its service by the subscription method without getting a license fee. Therefore, this business style needs a different form of estimate criteria from other proprietary software, which is paid by license fees and maintenance service fees. However, consumers, including the public sector, don't understand this feature. This problem has kept the open source software business from attaining prosperity. I would like to provide a model for the estimate criteria that can apply to the open source software business by investigating and developing various advanced research and market examples.

  • 최근 이상기후 및 기후변화에 의한 영향으로, 집중호우 및 대형호우 사상이 빈번하게 발생하고 이로 인한 홍수피해가 급증하고 있다. 지난 2020년 한반도 전역에서 발생한 호우사상은 56일간 지속된 최장기간 강우로 기록되었고, 일부 유역에 대해서 500년 빈도의 강우로 기록되기도 하였다. 이는 2020년 기준 치수시설물 설계기준 중 최상위 기준인 200년 빈도를 상회하는 대규모 호우사상으로, 기후위기에 따른 기존 치수대책의 검토가 필요한 실정이다. 이에 본 연구에서는 기존 설계기준 산정을 위한 강우강도-지속기간-빈도 곡선(Intensity-Duration-Frequency curve, IDF curve) 작성 시 사용된 강우 빈도해석의 대안으로서 연초과확률을 이용한 IDF 곡선 산정을 제안하고자 한다. 기존 치수시설물 설계기준에서 활용되고 있는 강우 빈도해석의 경우 분포형의 종류에 따라서 극한사상에 대한 불확실성이 큰 문제를 가지고 있으며, 최상위 기준인 200년 빈도를 넘는 빈도에 대해서 산정된 값을 사용하기에는 어려움이 있다. 또한 통계학적 이론에 근거하여 산정되는 '빈도(Frequency)' 라는 개념의 의미는 발생가능성을 내포한 재현기간으로 명확한 반면, 관련 의사결정자 혹은 민간에서 받아들이는 의미는 발생주기 혹은 재발에 대한 보장기간 등으로 오해하는 경향이 있어, 혼란을 야기하고 있다. 따라서 설계기준 산정을 위한 IDF 곡선 작성시 빈도(Frequency)를 연강우량에 대한 초과확률인 연초과확률(Annual Exceedance Probability)에 근거하여 산정하여 보다 직관적인 설계기준을 제시하고자 한다. 또한 홍수피해 발생이력을 기준으로 대상지역을 선정하고, 기존 빈도(Frequency)에 근거한 IDF 곡선 및 설계기준과 연초과확률에 근거한 IDF 곡선 및 설계기준을 산정 및 비교하여 적용성을 평가하고, 효율적인 치수시설물의 설계기준을 제안하고자 한다.

A Study on Improving Pricing Criteria for Post-Construction Evaluation (건설공사 사후평가 용역대가기준 개선방안)

  • In 2000, post-construction evaluation was introduced for the purposes to evaluate demand, cost, and construction period of public construction projects and to reduce errors of public order agencies. However, pricing guide of post-construction evaluation has not been established, which becomes a cause of quality degradation of post-construction service and conflict occurrence. This study suggests the pricing guide in the form of percentage of construction cost method and cost plus fee method based on data of post-construction evaluation. This study investigates the construction costs and service costs for post-construction evaluation and conducts the comparative analysis of 'percentage of construction cost method' and 'cost plus fee method.' The analysis result shows 'cost plus fee method' is more accuracy than 'percentage of construction cost method.' In particular, cost plus fee method includes various correction coefficients, such as distance, area, and integration, in order to reflect the project characteristics of each infrastructure, and suggests linear construction (roads, railways), nonlinear construction I (housing and industry complex), and nonlinear construction II (airports, seaports, dams, water and sewage).

A Method for Estimating Retransmission Fee for Terrestrial Broadcasting Channels between Terrestrial Television Systems and Cable TV System Operators (지상파방송과 케이블방송 간에 지상파채널 재송신 대가 산정방안)

  • A dispute over price for retransmitting terrestrial channels between Terrestrial Television Systems and Cable TV System Operator(SO)s has been underway up to now since 2007 and expected to last unless there is a measure of extraordinary countermeasures. Thus, in this paper, we present a scheme for calculating the reasonable price on retransmitting terrestrial channels. Re-transmission price calculation scheme is presented in two ways. One is to calculate the price for the extent to which Terrestrial broadcasters and Cable broadcasters contribute, and the other is to calculate the price for terrestrial channels retransmitted by applying the method of Cable TV PP program fee basis. In addition, on profit-sharing scheme and criteria for program fee we present two ways of subscription, which are flat sum system and fixed rate system.
