A Study on the Performance Evaluation of Effectiveness and Satisfaction of Veteran Medical Service Delivery System : Focused on the Perspective of Provider and Beneficiary (보훈의료서비스 전달체계의 효과성과 만족도에 관한 성과평가 연구 : 공급자 측면과 수요자 측면을 중심으로)

  • This study examines determining factors of effectiveness and satisfaction of Veteran Medical Service Delivery System. Especially, the association between the relevant variables of the effectiveness of the Veteran Medical Service Delivery System and the variables of the satisfaction from the perspective of beneficiaries was studied. Multi-level analysis was utilized to separate results of the evaluation of effectiveness in organizational-level and the evaluation of satisfaction in individual-level. This study tests key posited hypothesis by using survey data collected from 5 medical center of country(Seoul, Busan, Daejeon, Daegu, Gwangju). In terms of the result of the hypothesis testing on the effectiveness variable, integrity(${\beta}=.156$), accountability(${\beta}=.376$, financial sufficiency(${\beta}=.109$), and adequacy (${\beta}=.367$) are the determinants among various factors in evaluating veteran medical service delivery system, statistically reflecting the perception of directors of the veteran medical service delivery facilities on effectiveness. In other word, professionalism variable(${\beta}=0.99$) and effectiveness variable(${\beta}=-1.09$) are statistically reflecting the perception of directors of the beneficiaries satisfaction with employee. The findings suggests that the theoretical and practical implications will improve Effectiveness and Satisfaction of Veteran Medical Service Delivery System.

Conceptual Design of Networking Node with Real-time Monitoring for QoS Coordination of Tactical-Mesh Traffic (전술메쉬 트래픽 QoS 조율을 위한 네트워킹 노드의 개념 설계 및 실시간 모니터링)

  • With the advancement of information and communication technology, tactical networks are continuously being converted to All-IP future tactical networks that integrate all application services based on Internet protocol. Futuristic tactical mesh network is built with tactical WAN (wide area network) nodes that are inter-connected by a mesh structure. In order to guarantee QoS (quality of service) of application services, tactical service mesh (TSM) is suggested as an intermediate layer between infrastructure and application layers for futuristic tactical mesh network. The tactical service mesh requires dynamic QoS monitoring and control for intelligent QoS coordination. However, legacy networking nodes used for existing tactical networks are difficult to support these functionality due to inflexible monitoring support. In order to resolve such matter, we propose a tactical mesh WAN node as a hardware/software co-designed networking node in this paper. The tactical mesh WAN node is conceptually designed to have multi-access networking interfaces and virtualized networking switches by leveraging the DANOS whitebox server/switch. In addition, we explain how to apply eBPF-based traffic monitoring to the tactical mesh WAN node and verify the traffic monitoring feasibility for supporting QoS coordination of tactical-mesh traffic.

  • The growth of mobile devices in Internet of Things (IoT) leads to a number of intelligent buildings related IoT applications. For instance, home automation controlling system uses client system such web apps on smartphone or web service to access the home server by sending control commands. The home server receives the command, then controls for instance the light system. The gateway based RESTful technology responsible for handling clients' requests attests an internet latency in case a large number of clients' requests submit toward the gateway increases. In this paper, we propose the design tasks of the IoT gateway for handling concurrency events. In the procedure of designing tasks, concurrency is best understood by employing multiple levels of abstraction. The way that is eminently to accomplish concurrency is to build an object-oriented environment with support for messages passing between concurrent objects. We also investigate the performance of event-driven architecture for building IoT gateway using node.js on one side and communication protocol based message-oriented middleware known as XMPP to handle communications of intelligent building control devices connected to the gateway through a centralized hub. The Node.JS is 40% faster than the traditional web server side features thread-based approach. The use of Node.js server-side handles a large number of clients' requests, then therefore, reduces delay in performing predefined actions automatically in intelligent building IoT environment.

  • The purpose of this study is to grasp factors the increasing population growth rate of the region through the regional and housing market characteristics. This paper has used multiple regression as the dependent variable (average of the population growth rate of 85cities during the last five years) and the independent variables analyzed the regional and housing market characteristics on the average. The results of the analysis, The regional and housing market variables that have had a significant impact on the regional population growth rate over the last five years are birth rate, employment rate, production available population growth rate, apartment rate, resale rights rate, and apartment turnover rate and the number of businesses per thousand and has decreased. In other words, The regions where the population increased by region for the last five years were the ones with the transfer of public institutions (innovation cities) and land development among the Seoul metropolitan area and non-Seoul metropolitan area excluding Seoul and metropolitan cities. The results of this study is intentional to suggest Policy point of view for the balanced regional development presented at the government level for other the metropolitan area, such as the small and medium cities that are undergoing population decline.

The Solidarity Networking between Labor and Civil Society Movements: the Case Study of Hope Bus (시민사회의 연대운동 네트워킹 사례연구: 희망버스를 중심으로)

  • In light that solidarity movements become significant under the situation of 'labor and labor movement' crisis, our study pays attention to the fact that the Hope Bus campaigns made remarkable achievements, and aims to figure out how those campaigns were successful, by focusing on their solidarity networking. The successful operating conditions of solidarity networking in the Hope Bus campaigns are examined in three aspects - the conditions of triggering, forming, and activating. The solidarity networking of Hope Bus campaigns were mainly triggered by the injustice of layoffs by Hanjin Heavy Industry, aerial protest by Jin-sook Kim, and the tragic symbol of the protest site (Crane no. 85). The solidarity movement of Hope Bus could be formed by the mutual trust and cohesive team-building of key network brokers, their utilization and expansion of social movement networks, and massive ripple effect of SNS-mediated communication. The solidarity networking of Hope Bus was effectively activated by open and de-hierarchical operations of the central planning group, active solidarity activities of participant groups, and the provision of 'heuristic experience' for developing the sensibility to labor solidarity. The virtuous combination of those three operating conditions leads to the building of unified forces among social movements, massive civil participation, and meaningful movement outcomes, through the solidarity networking of Hope Bus campaigns.

Scenario-based Vulnerability Assessment of Hydroelectric Power Plant (시나리오 기반 수력플랜트 설비의 취약성 평가)

  • Recently, the importance of eco-friendly power generation facility using renewable energy has newly appeared. Hydropower plant is a very important source of electricity generation and supply which is very important to secure safety because it is commonly connected with multi facility and operated on a large scale. In this study, a scenario-based analysis method was suggested to assess vulnerability of a penstock system caused by water hammer commonly occurred in the operation of hydropower plants. A hypothetical hydropower plant was used to demonstrate the applicability of a transient analysis model. In order to verify reliability of the model, the prediction of pressure behaviors were compared with the results of commercial model (SIMSEN) and measured data, then a real hydroelectric power plant was applied to develop all potential water hammer scenarios during the actual operation. The scenario-based simulation and vulnerability assessment for water hammer in the penstock system were performed with internal and external load conditions. The simulation results indicated that the vulnerability of a penstock system was varied with the operating conditions of hydropower facilities and significantly affected by load combination consisting of different load scenarios. The proposed numerical method could be an useful tool for the vulnerabilityty assessment of the hydropower plants due to water hammer.

Calculation of Soil Carbon Changes by Administrative District with Regard to Land Cover Changes (토지피복변화에 따른 행정구역별 토양 탄소 변화량 산정)

  • This study aimed to calculate the amount of change in soil carbon due to changes in land cover. Among the various soil carbon models, the InVEST Carbon Storage and Sequestration module was used. LULC is one of the leading factors affecting soil carbon. Therefore, this study compared the total amount of soil carbon due to changes in LULC in 2000 and 2010 across the Republic of Korea, and calculated the changes in each administrative district (city). Changes in LULC in Korea were mainly due to the increase in developed and dry areas and the decrease in grassland, indicating changes in soil carbon. The total amount of soil carbon changes in South Korea has been reduced by 11.48 (millions) in 10 years. The amount of soil carbon by administrative region decreased in most cities and provinces, but Jeju Island, in exception, showed an increase in soil carbon. Among the cities and provinces except Jeju Island, Seoul showed the smallest decrease, with a decrease of 0.033 (million t). On the contrary, the largest number of attempts to decrease was to Gyeongsangbuk-do, which saw a total decrease of 2.893 (million t). Jeju Island is the only soil carbon-increasing area with an increase of 0.547 (millions) and the agricultural area has increased 2.1 times in 10 years. In the case of soil carbon, the construction of ground observation data at the national unit is insufficient, and verification will need to be carried out through linked analysis using multiple models in the future.

Research Status of Satellite-based Evapotranspiration and Soil Moisture Estimations in South Korea (위성기반 증발산량 및 토양수분량 산정 국내 연구동향)

  • The application of satellite imageries has increased in the field of hydrology and water resources in recent years. However, challenges have been encountered on obtaining accurate evapotranspiration and soil moisture. Therefore, present researches have emphasized the necessity to obtain estimations of satellite-based evapotranspiration and soil moisture with related development researches. In this study, we presented the research status in Korea by investigating the current trends and methodologies for evapotranspiration and soil moisture. As a result of examining the detailed methodologies, we have ascertained that, in general, evapotranspiration is estimated using Energy balance models, such as Surface Energy Balance Algorithm for Land (SEBAL) and Mapping Evapotranspiration with Internalized Calibration (METRIC). In addition, Penman-Monteith and Priestley-Taylor equations are also used to estimate evapotranspiration. In the case of soil moisture, in general, active (AMSR-E, AMSR2, MIRAS, and SMAP) and passive (ASCAT and SAR)sensors are used for estimation. In terms of statistics, deep learning, as well as linear regression equations and artificial neural networks, are used for estimating these parameters. There were a number of research cases in which various indices were calculated using satellite-based data and applied to the characterization of drought. In some cases, hydrological cycle factors of evapotranspiration and soil moisture were calculated based on the Land Surface Model (LSM). Through this process, by comparing, reviewing, and presenting major detailed methodologies, we intend to use these references in related research, and lay the foundation for the advancement of researches on the calculation of satellite-based hydrological cycle data in the future.

Analysis of Parents' Perceptions and Needs for Distance Education and Educational Support for Students with Disabilities (장애학생 원격교육 및 교육지원에 대한 학부모의 인식 및 요구 분석)

  • The purpose of this study was to understand the parents' perceptions of the distance learning provided to students with disabilities and to explore the demands for educational support. A survey was conducted on a total of 2,392 parents of school-age children with disabilities. The survey questions were largely divided into the learning support to prevent educational gap, support for behavioral and psychological difficulties, and care support for educational welfare. As a result of the study, it was found that face-to-face education in schools was the most important to prevent the educational gap between students with disabilities, and counseling on distance learning methods and strategies suitable for the characteristics of the disabled in connection with the Special Education Support Center was the most necessary. As a learning support method for distance learning for students with disabilities, there was a high demand for individual learning support through preparatory special education teachers, and it was necessary to secure enough learning aids and assistive technology devices to be used appropriately when needed. In addition, psychological counseling and educational support for students with disabilities were requested, and there were demands for development of care programs suitable for the characteristics of the disabled and assignment of dedicated personnel. Based on the results of this study, this study suggested implications for students with disabilities to bridge the learning gap and provide educational support due to distance learning.

Efficient IoT data processing techniques based on deep learning for Edge Network Environments (에지 네트워크 환경을 위한 딥 러닝 기반의 효율적인 IoT 데이터 처리 기법)

  • As IoT devices are used in various ways in an edge network environment, multiple studies are being conducted that utilizes the information collected from IoT devices in various applications. However, it is not easy to apply accurate IoT data immediately as IoT data collected according to network environment (interference, interference, etc.) are frequently missed or error occurs. In order to minimize mistakes in IoT data collected in an edge network environment, this paper proposes a management technique that ensures the reliability of IoT data by randomly generating signature values of IoT data and allocating only Security Information (SI) values to IoT data in bit form. The proposed technique binds IoT data into a blockchain by applying multiple hash chains to asymmetrically link and process data collected from IoT devices. In this case, the blockchainized IoT data uses a probability function to which a weight is applied according to a correlation index based on deep learning. In addition, the proposed technique can expand and operate grouped IoT data into an n-layer structure to lower the integrity and processing cost of IoT data.
