Development of Marine Environmental Composite Index (해양환경 종합지수의 개발)

  • Currently, development of environmental index has been an increasingly important issue to achieve sustainable development, providing critical information to policy-makers. In particular, marine environmental composite index for Korea is widely required to establish. This paper constructs a marine environmental composite index using the OECD pressure-state-response (PSR) framework and employing multi-attribute utility theory (MAUT). The PSR framework links human activities as a pressure to environmental state and policy response. Weights are calculated by the MAUT technique. The paper provides annual pressure, state, response indices, and state index by sea area from 1991 to 2001 in Korea. The implications of the results and application plan of the index are also discussed.

Assessment of the Environmental Value of the Geum-river Estuary (금강하구의 환경가치 평가)

  • The current study attempted to assess the environmental value of Geum-river estuary for rational management decision-making. To investigate the comprehensive properties of the Geum-river estuary, we applied the contingent valuation method based on multi-attribute utility theory. We surveyed a randomly selected sample of 400 and 600 households of the Geum-river estuary-neighboring area (Jeollabuk-do, Chungcheongnam-do), and other nation-wide large districts (except Jeollabuk-do, Chungcheongnam-do, and Jeju-do), respectively, and carried out person-to-person interviews with subjects on their willingness-to-pay for the estuary conservation and management program. Respondents, overall, accepted the contingent market system and were willing to contribute a significant amount, that is 1,497 won for the residents from the Geum-river estuary-neighboring area and 4,343 won for the residents from other nation-wide large districts on average, per household per year. These results implied that there were large difference between the two groups. The aggregate values of the Geum-river estuary for the estuary-neighboring area and other nation-wide large districts amount to 2.13 and 70.15 billion won, respectively, per year. This quantitative value deduced from the current study, could be a useful baseline fact for any decision-making process particularly in the establishment of management policies for the Geum-river estuary.

Environmental Assessment for Decision Making in Water Resources Projects (수자원사업 의사결정 지원을 위한 환경성 평가 방안)

  • It is important to evaluate the environmental effect before performing the project and it should be tried to minimize the negative effects through the project planning based on the evaluation. This study aimed to determine environmental criteria and suggest the procedure for evaluating and scoring the environmental change through water resources projects. In evaluation criteria it was involved in water quality, landscape and ecosystem. And we suggested a valuation indicator and utility functions using MAUT in each criteria determined. In assessment procedure, it is involved in quantitative or qualitative estimation at before and after of project. Meanwhile, we suggested that it is desirable to determine the relative weighting of criteria whenever individual project's assessment performed for considering characteristics of the project. To this end, we verified the applicability of the procedure suggested on case. From this study, it will be used in decision making process of water resource project involved in environmental attributes.

Measurement of the Environmental Value of the Seomjin-River Estuary (섬진강 하구의 환경가치 추정)

  • This paper attempts to measure the environmental value of the Seomjin-River estuary that has been comparatively well conserved but is confronted with the threat of its development. Especially, in order to elicit the environmental values of its four attributes, contingent valuation method(CVM) based on multi-attribute utility theory is applied and the CVM survey was rigorously designed to comply with the guidelines. for best-practiced CVM studies. We surveyed a randomly selected sample of 300 and 350 households in the Seomjin-River estuary-neighboring area(Gwangyang, Sooncheon, Yeosu, Hadong, Namhae) and seven large cities(Seoul, Busan, Incheon, Daegu, Daejeon, Gwangju, Ulsan), respectively and asked respondents questions in person-to-person interviews about what they would willing to pay for the estuary conservation and management program. Respondents overall accepted the contingent market and were willing to contribute a significant amount(5,763 won in the Seomjin-River estuary-neighboring area and 1,883 won in seven large cities), on average, per household per year, which implies that there is a large difference between the two. The aggregate values of the Seomjin-River estuary in the estuary-neighboring area and seven large cities amount to 1.52 and 14.05 billion won, respectively, per year. The quantitative values can be utilized in planning and decision-making about development versus conservation of the estuary.

  • Unlike existing other industries, the knowledge-based industry has the potential to grow increasingly with factor input unlimited. Importance of investigating knowledge and information evaluation cannot be overemphasized to promote economic development in that knowledge and information is accepted as an engine of new economy. We attempt to define the scope and value of knowledge and information and develop the knowledge and information value model. The results help policy-makers to manage and evaluate the knowledge and information with useful and responsible information.

A Route Search of Urban Traffic Network using Fuzzy Non-Additive Control (퍼지 비가법 제어를 이용한 도시 교통망의 경로 탐색)

  • This paper shows alternative route search and preference route search for the traffic route search, and proposes the use of the fuzzy non-additive controller by the application of AHP(analytic hierarchy process). It is different from classical route search and notices thinking method of human. Appraisal element, weight of route is extracted from basic of the opinion gathering for the driving expert and example of route model was used for the finding of practice utility. Model evaluation was performed attribute membership function making of estimate element, estimate value setting, weight define by the AHP, non additive presentation of weight according to $\lambda$-fuzzy measure and Choquet fuzzy integral. Finally, alternative route search was possible to real time traffic route search for the well variable traffic environment, and preference route search showed reflection of traffic route search disposition for the driver individual. This paper has five important meaning. (1)The approach is similar to the driver's route selection decision process. (2)The approach is able to control of route appraisal criteria for the multiple attribute. (3)The approach makes subjective judgement objective by a non additive. (4)The approach shows dynamic route search for the alternative route search. (5)The approach is able to consider characteristics of individual drivers attributed for the preference route search.

Assessment of Economic Value of Youngsan River Estuary (영산강 하구역의 경제적 가치 평가)

  • This study tried to estimate the environmental value of Youngsan river estuary as there are conflicts on the management policy about Youngsan river estuary. For estimating the detailed functional values of Youngsan river estuary, this study used the contingent valuation method with multi attribute utility theory for. In addition, the survey was separately practiced to on-site and off-site. According to estimating results, the annual value of Youngsan river estuary is about 27.4 billion Korean won. The results of this study are expected to contribute to determine the appropriate level of investment and management policies with regard to the estuary and to provide methodological guidelines for follow-up study.

The Development of the Sustainability Appraisal Indicators for Clean Development Mechanism(CDM) Projects by Multi-Criteria Analysis(MCA) (청정개발체제(CDM)사업의 지속가능성평가 지표 개발 -다 기준분석법(MCA)을 활용하여-)

  • Clean Development Mechanism(CDM) projects under the Kyoto Protocol have two objectives. One is to assist the Parties included in Annex I in achieving compliance with their quantified emission limitation and reduction commitments in cost-effective ways by allowing them to implement emission reduction projects in Non-Annex I countries and receive CERs, which will offset their reduction commitments. The other is to assist Parties not included in Annex I in achieving sustainable development and technology transfers through investments by Annex I countries. However, in reality, it is said that the former objective is achievable but the latter is not. In this light, this article suggests sustainability appraisal criteria applicable for Korea. Among various methodologies, we used the 'multi-attributes utility theory(MAUT)'; one of the 'multi-criteria analysis (MCA)' methodologies judged to be the most practical and relevant. Based on the guidelines of the MAUT methodology, we identified sustainability criteria that meet the guidelines. We took two tracks, the first to find the preferences of Korean experts, and the other to check foreign cases. In all, 37 preliminary criteria were suggested to Korean experts and each criterion was scored, from between 1 and 3, in terms of relevance, possibility of real improvement, easiness of data collection, and preferences. We combined foreign cases and the results of a survey conducted in Korea and selected 12 core criteria and 10 additional criteria. After that, all the criteria were converted into indicators. The indicators were applied to a CDM project for case study. We chose the "Sihwa Tidal Power Project", which is currently the biggest tidal power plant in the world. Twelve core indicators and 3 additional indicators were applied. In order to weight each indicator, the 'analytical hierarchy process (AHP)' was used. A total of 30 experts were asked to suggest weights and 21 answered. Among them, only 14 respondents were proven to meet the consistency ratio. We analyzed the 14 responses through Expert Choice and the CDM project was scored (+)53.082. In addition, sensitivity analysis was undertaken with the result of (+)44.667 to (+)65.522. As a result of this study, it was proven that this project would contribute to the sustainable development of Korea.
