A Study on the Efficiency of the Export Support Policy for the SME in Korea (한국 중소기업수출지원정책의 효율화 방안)

  • Korea's Export Support Policy has shifted from conglomerate to SMEs since the 1998 IMF financial crisis. Therefore the SME export result in 2011 has reached the quantitative growth of more than US$ 100 billion for the first time. However, the trend has remained stagnant since 2013. Such a stagnant is judged to exist on the part of the Export Support Policies that fail to significantly enhance export competitiveness. Therefore, in order to expand the base of the export capabilities of SMEs and enhance the export competitiveness, the researcher has analyzed the problems of the Export Support Policy focused from the major prior studies since 2010 and derived the efficiency improvement methods. The results of this study are as follows: First, it is necessary to select or combine the following measures. they are the coordination or combination of the functions of the export support institutions, the operation of the single export support institutions, the utilization of the cooperative support system between the support institutions, the use of the private enterprises. First, it is necessary to review the following measures: they are the functional adjustment and integration among export support agencies, the adjustment of support organizations by export stage, the role coordinating between the Small and Medium Business Administration and the Local Government. Secondly, it is necessary to build a customized support system for enterprises. Thirdly, in order to secure the manpower and expertise of the support organization, it is necessary to review the utilization of the retired manpower the from the trade companies or the youth intern system. Fourthly, it is suggested that the balanced performance index is required for the export support programs with a certain scale and need to increase the portion the external evaluation together with the quantitative and qualitative evaluation.

How Do Firms' Innovation Behaviors Affect their Outputs in Korea? (기업의 혁신 활동이 기업성과에 미치는 영향)

  • This study empirically investigates applicable possibility of open technology innovation with which the government is concerned, by figuring out the relationship between firms' innovation behaviors and innovation outputs and their utilization of information network. Empirical methodology was employed as logit regression to explain firms' innovation behaviors and the data set includes more than 2500 firms in the manufacturing sectors. First, empirical findings showed that firms' innovation competencies and behaviors can be explained as the trend of patent application, sales and innovation outputs significantly. The patents of small and medium-sized businesses are inclined to be positive to information sources of university and government-supported research institute and the sales increased when they had labs to concentrate on R&D. On the other hand, the existence of labor union turn out to be negative to their sales. Second, the types of information network which firms utilize turned out to be connected with their innovation behaviors and purposes. Third, four types of innovation, i.e., product, process, organization, and marketing innovation was employed and innovation behaviors and outputs are well connected.

Effects of Knowledge-based Startups on Employment Growth (지식기반산업 창업기업의 고용창출 효과)

  • As unemployment rises and economic growth slows, interest in startups, which is considered to be the driving force of job creation, is increasing. This study aimed to analyze the employment effects of knowledge-based startups in South Korea. In particular, startups were divided into three categories (knowledge-based manufacturing, knowledge-based service, and other industries) and the region were divided into the capital region and the other regions. The result of the analysis, which used census on Establishments Data from Statistics Korea(KOSIS), showed that the employment effects of startups change in three steps over time. When new firms were created, employment increases instantly. However, as the competition among firms increases, some firms exit the market and employment decreases. In the long-term, some firms will survive the market competition and increase their firm size and the number of jobs they offer. The total employment effect was greater for knowledge-based startups than the other industries startups. The total employment effect of knowledge-based startups are 2.84%p for the period of 6 years. Startups in the Capital region showed higher employment effect than startups in other regions. This implies that in the capital region, employment increases more after the startups are created, but due to fierce competition, employment also decreases relatively more than it does in other regions. However, companies that survive competition create more employment. This study may give some policy implications that startup policies should be tailored to the startup's type and regional characteristics in order to achieve more effective job creation performance.

Current Status and Policy Issues of Collaborations between Universities and Family Companies in Korea (대학과 가족회사의 산학협력 실태 및 활성화 방안)

  • Family companies are the unique industry-academic cooperation-related systems of Korean universities created by universities to promote various forms of industry-academic cooperation with companies. It is important to figure out the current status of family companies in order to understand the achievements of industrial-academic cooperation projects that have been actively pursued since the early 2000s. A lot of studies on industry-academic cooperation have focused mainly on the university's position. On the contrary, this study focuses on understanding the current status of the family company system and the status of industry-academic cooperation. Introduced in 2004, the Family Company System expanded rapidly as it was used as a performance indicator for college financial support projects related to industry-academic cooperation, with 174,425 companies registered as family companies as of 2017. A survey of family companies registered in universities carrying out the LINC+ project shows that companies registered in multiple universities are increasing, with relatively high demand and satisfaction for industry-academic cooperation among companies. Family companies were found to be relatively satisfied in terms of the use of R&D equipment or joint research, while they were relatively less satisfied in terms of workforce training and retraining. While companies have assessed product quality improvements through industry-academic cooperation, they have underestimated the effect of increasing sales and reducing production costs. Further, it was found that it was urgent to expand incentive systems and improve online information services to boost corporate participation in order to enhance the effectiveness of industry-academic cooperation.

The Business Restructuring for Sell-Offs and Tobin's Q (사업구조조정을 위한 자산매각(資産賣却)(Sell-Offs)과 Tobin's Q)

  • 본 연구는 사업구조조정을 위하여 기업이 자발적으로 자산을 매각할 때, 부채변제 목적으로 자산을 매각하는 경우를 제외한 재투자 목적으로 자산을 매각한 경우에 없어 자산매각에 따른 주가변동인 공시효과를 살펴보고 또한 이런 공시효과가 매각기업의 매각직전 경영성과인 Tobin's Q에 따라 달리 나타날 수 있으므로 이에 따른 공시효과의 차이를 비교해 본다. 그 다음에, 기업이 자산매각을 통하여 확보한 유동성을 새로 재투자할 기회를 갖는 자산매각의 경우에 있어, 이런 기회가 사업을 집중화할 목적인지 혹은 아닌지에 따라 장기간의 경영성과인 Tobin's Q와 어떤 영향관계를 갖는 지와, 또 매각자산의 상대적 매각규모가 장기간의 경영성과와 어떤 영향관계를 갖는 지를 분석한다. 분석결과, 자산매각에 대한 중시효과는 통계적으로 유의한 정의 비정상수익률을 실현하였으며, 자산매각직전의 경영성과를 나타내는 Tobin's Q값의 우열에 따리 분류한 4사분위별 집단의 비정상수익률은 Tobin's Q값이 낮거나 높은 기업일수록 정의 비정상수익률을 크게 실현하였다. 그리고 사업을 집중화할 목적으로 자산매각을 실시한 경우와 그렇지 않은 경우에 없어서 경영성과는 두 집단간에 유의적인 차이를 나타냈으나, 매각이후 각 연도기말의 Tobin's Q값들 사이에 대한 전년도와의 차이는 통계적인 유의성을 찾을 수가 없었다. 그렇지만 기업의 경영성과인 Tobin's Q는 집중화 집단이 비집중화 집단보다 크게 나타났었다. 또한 자산매각 이후에 없어, Tobin's Q와 집중화등기 및 상대적 매각규모는 유의적인 정의 관계를 나타냈다.었다.가 높은 한국, 영국, 독일에서는 환율이 주가에 비해 선행하여 변동한다고 볼 수 있다.하는 것이 필요할 것이다. 초과가치가 크게 나타나는 것으로 분석되어, 다각화 기업이 더 많은 부채부담능력을 가질 수 있고, 부채의 세금절감효과에 의해 기업가치를 증가시킬 수 있음을 알 수 있었다.있는 과정이므로 장기기대 주가의 미지성이 평균회귀 과정의 기각을 유도하게 된다. 우리나라의 투자자들은 무위험자산과 위험을 동시에 고려하여 투자활동을 전개하고 있음이 발견되었다. 선형의 효용함수를 갖는 위험중립적 태도의 투자자가 아니다. 위험기피형 효용함수 아래에서 투자활동을 수행하고 있는 합리적 투자자들이라 할 수 있다. 뿐 만 아니라 자신의 평생에 걸친 소비를 소비가 이루어지는 각 기마다 가급적 일정하게 하는 소비행동을 목표로 삼고 소비와 투자에 대한 의사결정을 내리고 있음이 실증분석을 통하여 밝혀졌다. 투자자들은 무위험 자산과 위험성 자산을 동시에 고려하여 포트폴리오를 구성하는 투자활동을 행동에 옮기고 있다.서, Loser포트폴리오를 매수보유하는 반전거래전략이 Winner포트폴리오를 매수보유하는 계속거래전략보다 적합한 전략임을 알 수 있었다. 다섯째, Loser포트폴리오와 Winner포트폴리오를 각각 투자대상종목으로써 매수보유한 반전거래전략과 계속거래 전략에 대한 유용성을 비교검증한 Loser포트폴리오와 Winner포트폴리오 각각의 1개월 평균초과수익률에 의하면, 반전거래전략의 Loser포트폴리오가 계속거래전략의 Winner포트폴리오보다 약 5배정도의 높은 1개월 평균초과수익률을 실현하였고, 반전거래전략의 유용성을

Developing a Competence Model for Salespeople in a Small-medium Size IT Firm N (중소IT기업 N사 영업사원의 핵심역량모델 개발)

  • Hatching and developing great human resource is getting important in these competitive business environments. It is important to define and utilize personalized competence model for individual firm before hatching and developing its HR. Competence is a unique set of behavior shown as a result of sum of knowledge, skill, value and other personal traits in his/her working environment and the systematic process finding and defining the competence is called competence modeling. The purpose of this study was to perform competence modeling for a small-medium size IT firm N especially for its salespeople and offer suggestions of the usage of the result. Competence model was developed by 'Covering general model' suggested by Dubois. To confirm the validity, survey and workshop was conducted and the model was finalized based on the results. As a result, total 14 core competencies were found and defined by the core salesperson of the firm N. Also the competencies were categorized into three based on the timing of the usage. Additionally, this study offers the ways to utilize the result as foundation for competence based HR system and HRD program for firm N.

Anti-obesity and Anti-diabetes Effects of the Fermented White Jelly Fungus (Tremella fuciformis Berk) Using Lactobacillus rhamnosus BHN-LAB 76 (유산균을 이용한 흰목이 버섯의 발효를 통한 항비만과 항당뇨 효과)

  • White jelly fungus (Tremella fuciformis Berk) is effective for hypertension, diabetes, obesity, lung disease, beauty, and has been known as an elixir of life in ancient Chinese dynasty. In this study, we investigated the anti-obesity and diabetic effects of the fermented white jelly fungus extract by the bioconversion process. We fed an obesity-inducing mouse with 5% non-fermented Tremella fuciformis (TF), 2.5% fermented Tremella fuciformis (FTF), and 5% FTF containing High Fats Diet (HFD) and HFD for 8 weeks, respectively. The oral glucose tolerance test (OGTT) was performed analysis after 7 weeks of feeding and the dietary intake, food efficiency ratio, body weight, liver, epididymal fat weight, and serum insulin level were measured after 8 weeks of feeding. Also, HOMA-IR was analyzed. The concentrations of serum total cholesterol, triglycerides test was analyzed. The FTF compare with 5% TF and HFD confirmed that 5% FTF reduced body weight, tissue weight, triglycerides concentration, HOMA-IR, respectively. As a result, we confirmed that the fermented white jelly fungus has the anti-obesity effect. Finally, this study can be used a basic data for obesity treatment using fermented white jelly fungus.

Strategies for Improving Patent Activity by Analyzing Patent Activity of Industry : Small and Medium Sized Enterprises by Korea Industry (특허 활동성 분석을 통한 산업별 특허 활동성 제고 전략 : 국내 중소중견기업을 대상으로)

  • This study aims to contribute to the improvement of the patent activity of small and medium-sized enterprises in the future by proposing five strategies for enhancing customized patent activity for small and medium-sized enterprises under the assumption that patent application affects firm performance. The subjects of this study were 25 years of active patent activity, using patent activity statistics for 5 years from 2010 and statistical data of business performance based on 2014. The research procedure was conducted in the order of DEA-BCC efficiency analysis, patent activity analysis, and patent portfolio analysis, and then propose a strategy to improve patent activity. As a result of the research, it was confirmed that 5 industries with high patent activity and IRS type have a substantial effect on improving corporate performance as an industry with high patent efficiency. On the other hand, there are 12 industries in the form of IRS/DRS, and 8 industries with low patent activity, DRS, CRS/IRS mixed type and IRS, and that the efficiency of the patent may vary depending on the characteristics of each industry.

Exploring the Link between Intrapreneurship and Entrepreneurial Self-efficacy (사내기업가활동이 창업효능감에 미치는 영향)

  • Recently, the Korean government announced that it would focus on fostering intrapreneurship and corporate spin-off. The government encourages intrapreneurship because it ultimately seeks to develop industries and markets, grow innovative companies, and job creation. In particular, the government believes that enhancing intrapreneurship will reduce the personal fear of failures, expand open innovation by utilizing resources within existing companies related to innovation creation, and lead to new start-ups. Accordingly, this research reviewed the previous studies on corporate entrepreneurship activities and entrepreneurial self-efficacy and briefly looked at the status of global intrapreneurship activities. Based on the Global Entrepreneurship Monitor Adult Population Survey data in 2015, this study conducted a logistic regression analysis with the data of 27 OECD member countries' and Korean respondents. The finding confirms that the personal experience of intrapreneurship could be positively associated with entrepreneurial self-efficacy of the person. Therefore, it seems to be worth for the Korean government considering policies that support intrapreneurship as part of the start-up policy.

The effects of UIC Cooperation Programs on Youth Employment (정부 산학연협력 지원의 고용효과 분석)

  • In the rapid trend of social change, such as the 4th industrial revolution and the realignment of job structures, university-industry cooperation(UIC) is emphasized as a key factor in enhancing national competitiveness. The level of UIC in Korea is insufficient compared to national competitiveness, and despite the world-class R&D investment, there is a lack of linkage between the result of technology development and the industrial field, and the knowledge-transfer between university and industry is also insufficient. This paper analyzed the employment effects of UIC program supported by government, especially youth employment effects. The companies participating in the UIC program showed higher employment effect than the non-participating companies. In addition, the result of examining the employment growth rate of participating companies only for projects aimed at 'education and human resource development', show that employment growth rate after one year (total, youth employment) was significantly higher than that of non-participating companies, while employment growth after two years was not significant. UIC program need to have sustainability and systemicity so that they can be directly linked to the employment effects.
