Study on the Overlapping Effect of Certification Policies: Focusing on the ICT Industry (벤처인증정책과 이노비즈인증정책의 중복효과에 대한 연구: ICT산업을 중심으로)

  • The aim of this paper is to evaluate policy impact of Inno-biz verification and Venture verification, especially focusing on the complementarity effect according to the overlapped support in Korean ICT industry. Alongside the implementation of various government innovation policies, discussions regarding evaluations of such policies have been consistently undertaken in economics, because it is very important to evaluate whether public policies have played a proper role. However, one of the distinguished point of this research from previous studies is that this paper not only includes evaluations of a single policy, but also the discussion about interaction between different innovation policies. The main result of this paper is that, in the case of overlapping homogeneous policies such as Inno-biz and venture verification, the complementarity effect is negative. Compared with previous studies, the uniqueness of this research is as follows. First, deviating from the view of previous studies that focused on the evaluation of a single policy, this paper has considered interactions and the complementarity effect of innovation policy through "policy mix," an economic term. Second, based on this concept, the paper suggests an analysis framework for the evaluation of interactions and the complementarity effect of innovation policy.

The Profitability Improving Effects of Korean SME Policy Lending Programs (재정자금을 이용한 중소기업 정책금융의 수익성 개선효과)

  • This study attempts to provide a basis of selecting policy directions by empirically analyzing the effect of policy lending programs for SMEs in Korea using micro firm-level data and examining whether the programs contribute to improving the performance of SMEs and thus effectively carry out their missions. From the estimations using Ashenfelter(1978)'s approach, the evidence of differences in profitability enhancement between the benefited group and the never-benefited group could not be found in most cases. In addition, the estimations show that the policy lending program had stronger profit enhancing effects on the young SME group for the year that the program was applied, and indicate that the policy lending program might be the factor that makes the 'older' benefited SMEs to become addicted to the government policy and thus hinder them in their development to become more competitive and innovative. These results suggest that, when the programs are needed to support SMEs' financing, it is more effective to target the start-up companies or SMEs in their early stages rather than old SMEs.

  • Previous studies related with the relationship between R&D and innovation have focused on the role of R&D on innovation, and the empirical results have been not consistent. Although government policy supports have been considered a crucial factor to make innovation, it is true that there are little studies investigating the moderating effects of government policy supports on the relationship between R&D and innovation. The studies related with government policy supports mainly examined the direct effects of government policy supports on innovation. Using 2008 innovation activity table from STEPI, this study investigated the effect of R&D on innovation and the moderating effects of government policy support on the relationship between R&D and innovation. The data used in this study contains 532 Korean small and medium sized firms and information was collected over 3 years(2006-2008). The empirical results reports that R&D positively influences innovation and the moderating effects of government policy on the relationship is statistically significant. Therefore, This study suggests that R&D is required to firms for innovation and government policy supports are needed for connecting the R&D and innovation.

  • This Study conducts a survey of ICT SMEs participating in 'ICT Government Sponsored Loan Project' for researching general demands on Government sponsored loans and studies successful company case by inspecting background of R&D, performances, impacts, prospects, episodes, etc. Actually, survey results show that ICT SMEs demand more of Government sponsored loans and that stable financing is a core factor and the most difficult task for successful R&D. In conclusion, these results implicate that Government has to create new policies for competitive ICT SMEs to recover financial stability through developing and commercializing technologies.

The Effects of Venture Business Finance Supporting Programs on Efficiency and Productivity of Venture Firms Using Data Envelope Analysis (자료포락선분석을 활용한 벤처기업 자금지원정책의 기업 효율성 및 생산성 효과 분석)

  • This paper aims at analysing the effects of venture business finance supporting programs on efficiency and productivity of the venture firms, on the basis of the data envelope analysis (DEA) using data of 406 firms in the 2013 Venture Business Detailed Survey of Small and Medium Business Administration. The conclusions are summarized as follows. First of all, the efficiency of government finance supported venture firms is higher than that other venture firms. The increase of productivity in venture firms enjoying government supporting programs is higher than that in venture business without government supporting programs, especially in the technical progress rather than in efficiency improvement. Also the R&D supporting programs for venture firms lead to an increase in productivity. Taking the above results into consideration, government's venture supporting programs are evaluated to be effective in terms of an increase of productivity and the proper scope for fragile venture firms.

The Effect of Startups' Trust in Government R&D Policies on Innovation Performance (벤처기업의 정부 R&D정책에 대한 신뢰가 혁신 성과에 미치는 영향)

  • Startups play an important role in economic growth and job creation in niche markets, thus governments regularly expand their research and development(R&D) budgets accordingly. As stratups are more dependent on governments to compensate for insufficient resources and capabilities than large and medium-sized companies, trust in government policies will be important. In this study, we analyzed the impact of startups' trust in government R&D policies on innovation performance. There were three major results. The first result is that government R&D investments in startups increase innovation performance in the manufacturing and high-technology industries but did not affect other industries. The second result is that trust in government R&D policies increased innovation in high-and medium-high technology and manufacturing industries. The third result is that trust in government R&D policies affects innovation before, during, and after evaluation of support process. We analyzed the importance of trust to the effectiveness of government R&D support to determine how to effectively provide it. The results show that governments need to differentiate the types of R&D support they provide according to the target firm's technology level and whether they are a manufacturing company and that appropriate R&D support mechanism should be developed for low-technology and non-manufacturing companies. Finally, governments should allocate resources and make fair and transparent decisions to help companies grow, not to better supervise them.

  • 지구상에서 일어나고 있는 기후변화와 식량부족 문제에 대응하기 위한 방법으로 디지털농업화는 선진국을 중심으로 빠르게 전환되고 있다. 농촌에서의 노령화에 따른 노동력부족은 스마트팜을 비롯한 디지털농업화를 더욱 요구하고 있는 실정이고 농업이 지속 가능한 산업으로 자리잡기 위해서는 많은 변화와 정책적지원이 필요한 시점이다. 본 연구에서는 디진털농업화에 따른 농업경영체의 기업성과 결정요인에 관한 연구를 정부지원정책 프로그램 활용의 조절효과 중심으로 진행하였다. 따라서 본 연구에서는 농업경영체의 디지털기술혁신지향성, 운용혁신지향성, 생태계건강지향성, 기업가정신지향성이 기업성과에 영향을 미칠 것이라는 인과적 경로를 검증하고자 한다. 불확실한 환경 하에서 정부의 프로그램 중에서 재정적지원과 기술개발지원의 조절효과를 살펴보고 기업성과를 종속변수로 설정하여 본 연구를 진행하였다.

정책자금정보 - 2013년도 중소기업 정책자금 지원 안내

  • 올해 중소기업 정책자금 지원규모는 3조 8500억 원으로 지난해 3조 3330억 원에서 15.5% 증가한다. 중소기업청과 중소기업진흥공단은 정책자금의 우선순위를 일자리 창출에 두고 민간금융기관을 통해 자금 조달이 어려운 창업자와 기술개발기업에 전체 정책자금의 40.3%인 1조 5500억 원을 배분한다. 이에 창업기업지원자금이 지난해보다 200억 원, 개발기술사업화자금이 420억 원 늘어나며, 정책자금을 지원받은 기업이 일자리를 1명씩 늘릴 때마다 0.1%포인트씩 최대 1%포인트까지 금리를 인하해 일자리 창출 효과를 극대화 한다는 계획이다. 또한 중진공을 통한 직접 대출 비중이 기존 55%에서 70%로 확대되며, 개발기술사업화자금, 수출금융, 소공인 특화자금은 전액 직접대출로 운영되고 운전자금에 대한 보증서부 대출은 폐지된다. 반면 신용대출 규모는 20% 늘어나 중소기업의 담보 부담이 줄어들 전망이다. 변화하는 산업 구조에 맞춰 정책자금 구조도 바뀐다. 담보력이 부족한 창업 및 소기업의 자금 지원을 위해 기계기구, 재고자산, 매출채권의 담보 인정비율을 높인다. 하반기 중에는 지식재산권 담보대출이 새로 도입된다. 별도의 기술가치 평가 모형을 통해 특허기술의 경제적 가치를 평가하고 특허권을 담보로 대출을 시행한다. 자세한 사항 및 정책자금 신청 희망기업은 중소기업진흥공단 홈페이지(www.sbc.or.kr) '정책자금 융자도우미'를 통해 신청요건 및 추천자금 등을 자가진단 후 신청하면 된다.

A Study on the Effectiveness of Government's Subsidy for SMEs' R&D Activities (중소기업 R&D출연·보조금 지원정책의 효과에 관한 연구)

  • The relationship study between SMEs' R&D and business performance is important research subject. The objective of this paper is to evaluate whether the effectiveness of government's R&D subsidy for SMEs is supported. The positive perspective is that the support policy stimulates the SMEs innovation activities including R&D and thus contributes to the performance, but the negative view is that the support policy rather decreases the firm's own R&D investment and thus the result is not necessarily promising. This paper is to evaluate the effectiveness of government subsidy on SMEs' R&D. This study suggested DID and Random Effect Models for analysis using the panel data of 2,807 SMEs in manufacturing sector. The data was collected from the 'Survey on SMEs Technology & R&D 2011' conducted by Korea Federation of Small and Medium Business. The results are as follows. First, government's subsidy has crowded out 4.7% of beneficiary's internal R&D investment. Second, government's subsidy has increased 27.3% of beneficiary's R&D intensity in spite of 4.7% internal R&D investment reduction. Third, government's subsidy didn't have a relationship with firm performance but the R&D intensity made positive influence on the firm performance. Finally, R&D intensity has increased the 6.7% of firm performance. These results mean that government's subsidy give a positive impact on SMEs' performance through R&D intensity with relatively small crowding-out effect.

A Study on the Factors Affecting the Performance of Social Ventures: Focusing on the Moderating Effects of Government Support (소셜벤처 성과 영향 요인에 관한 실증적 연구: 정부지원의 조절효과를 중심으로)

  • This paper attempts to understand the factors that affect the social and economic performance of social venture and thereby obtain practical and useful implications. We analyze how such factors as social entrepreneurship, management competency, and organizational culture affect economic and social performance of 185 social venture in korea. In addition, we examine how government support may moderate the relationship of each variable. We find that innovativeness, proactiveness, risk-taking and social value orientation positively affect economic performance, whereas innovativeness, proactiveness and social value orientation can enhance social performance. We also learn that social entrepreneur's competency can have a direct effect on the enterprise's profitability, while organizational culture seems to affect performance of the companies only slightly. Government support is shown moderate effect of social entrepreneurship, competency, and organizational culture on the company's performance. Interestingly, our findings indicate that raising competency of social enterprise can be more effective than government support for enhancing performance of companies. Lastly, social venture's economic performance is shown to affect its social performance.
