Financial Ecosystem Development for Venture Capital Activation in Daejeon, Korea (대전지역 벤처창업 활성화를 위한 벤처 자금생태계 개선방안)

  • Despite the fact that Daejeon has excellent technology infrastructures such as government-funded research institutes, Daedeok Innopolis, and KAIST, the infrastructure for initial investment and growth support for technological start-ups is not sufficient. In particular, the amount of venture capital supply in Daejeon is relatively low compared to other innovation infrastructures. The purpose of this study is to suggest the implications of the venture capital ecosystem in Daejeon area through the analysis of what evolution process has been undergoing and what improvements and complementary points are needed in the future. First, the role of public finance system should be strengthened in order to stimulate angel investment and private capital inflows to start-up companies. Second, in order to cultivate investment professionals in the region, it is necessary to grant local funds to local institutions, and to run investment expert training courses in universities. Third, cooperation between related agencies is needed to add accelerator functions to existing incubators and to foster new accelerators. Fourth, in order to expand the role of local governments, it is necessary to establish funds, to open innovation mindset of public officials, and to communicate effectively with the central government. Fifth, basic venture ecosystem infrastructures such as inflow of excellent manpower, prevention of technology deception, improvement of rechallenge environment should be expanded. Sixth, it is necessary to reorganize the step-by-step start-up financing policy of 'Establishment - Growth - Exit - Rechallenge'. This study is meaningful in that it has grasped the current status of venture start-up financial ecosystem in Daejeon, which is changing rapidly. In particular, it is different in that it identifies financial difficulties venture companies in Daejeon and finds ways to utilize existing financial ecosystem efficiently.

A study on the analysis of the offshoring(overseas expansion) of foreign companies and the reshoring(return to home country) of domestic companies in the US market (미국시장의 해외 기업의 오프쇼어링(해외진출) 및 자국기업의 리쇼어링(본국회귀) 현상 분석에 관한 연구)

  • This study attempts to interpret the causes of offshoring and reshoring, find out facilitating factors and the areas where these happen mainly. In viewpoint of self-organization phenomena, the theory of prospect, quantitative analysis is performed by utilizing actual data of American Reshoring Association. This study shows that offshoring to the U.S. is positively correlated with market power in the U.S. and innovation of investment countries, while reshoring to U.S. is positively correlated with market power in the U.S. not with technology innovation. The reshoring of U.S. companies is influencing offshoring to U.S, emerging countries such as Asia tends to focus offshoring in short catch up cycle area like IT. This study is expected to contribute to investment support policy and decision for optimal production site. Further study will complete the economic benefit assessment model by reinforcing the impact factors of reshoring and offshoring.

미래를 선도할 10대 청정에너지 기술

  • 온실가스 다량 배출로 인한 지구온난화 현상은 많은 분야에서의 변화를 요구하고 있다. 특히 온실가스 배출의 주원인으로 꼽히고 있는 발전 등 에너지산업 분야의 경우 그 요구는 매우 거세다. 과거에는 경제성장이라는 측면만 고려하면 됐지만, 지금은 기후변화 대응을 위해 환경을 최우선적으로 고려할 것을 주문하고 있기 때문이다. 문제는 현재 전 세계적으로 약 20%에 이르는 인구가 전기 에너지를 사용하지 못하고 있다는 점이다. 즉 향후 에너지를 사용하고자 하는 신규 소비자는 더욱 늘 것이고, 산업의 발전으로 인한 에너지 소비 역시 큰 폭으로 증가할 수밖에 없다. 문제가 굉장히 어렵지만 해결책도 분명 존재한다. 결론적으로 말해 온실가스 배출을 최소화하면서도 에너지 효율은 높인 기술을 개발하면 되는 것이다. 그리고 이미 세계 각국은 청정에너지 기술개발을 위해 다각도의 노력을 펼치고 있는 상황이다. 그렇다면 세계 각국은 미래 에너지시장을 선도할 청정에너지 기술로 어떤 것을 꼽고 있을까. 이 질문에 대한 대답은 지난 5월 서울에서 개최된 '제5차 클린에너지장관회의(CEM, Clean Energy Ministerial)'에서 제시된 바 있다. CEM은 한국, 미국, 영국, 독일, 중국, 일본 등 세계 에너지의 70%를 사용하는 주요 국가의 관계 장관들이 모여 클린에너지 공급 확대와 에너지효율 향상을 위한 구체적 액션플랜을 논의하는 자리다. 2010년 미국에서 첫 회의가 열렸고 아랍에미리트, 영국, 인도에 이어 한국은 5번째로 CEM을 개최했다. 특히 이번 CEM에서는 회원국들의 의견을 모아 10대 청정에너지 혁신기술을 최초로 선정, 발표했다. CEM은 "향후 10년 간 에너지 시장의 변화를 선도할 유망 기술을 선정한 것으로 IEA 등 국제기구와 주요국 기술 로드맵을 기준으로 해 23개 회원국 회람을 거쳐 최종 확정하게 됐다"고 배경을 설명했다. 이번에 선정된 10대 청정에너지 혁신기술은 ${\triangle}$초고압직류송전 ${\triangle}$에너지저장장치 ${\triangle}$바이오연료 ${\triangle}$마이크로 그리드 ${\triangle}$탄소포집 및 저장 ${\triangle}$초고효율 태양광 발전 ${\triangle}$해상풍력 ${\triangle}$신재생에너지 하이브리드시스템 ${\triangle}$빅데이터 에너지관리시스템 ${\triangle}$지열 시스템이다. 이와 관련해 산업통상자원부 윤상직 장관은 "이번에 선정된 10개의 기술은 최근의 기술적 정책적 추세가 잘 반영된 결과"라고 평가했다. 특히 윤 장관은 "중앙집중형 공급원에서 분산형 전원으로의 변화, 에너지 효율향상의 중요성, ICT와 융 복합 추세 등 우리나라의 상황에서 시사하는 바가 크다"며 "현재 수립하고 있는 '제3차 국가에너지기술 개발계획'에 이러한 기술적 추세를 반영하겠다"는 의사를 표명했다. 향후 10년 간 에너지시장의 변화를 선도할 10대 청정에너지 유망기술을 자세히 소개한다.

The comparative study between Korea's S&T security provision and China's (중국의 과학기술보안규정과 대한민국 국가연구개발사업 연구보안제도 정책과의 비교 연구)

  • Recently China's science and technology development is accelerating, and some technologies have the world's best technology. With the rapid development of science and technology, China has been deeply aware of the importance of science and technology, and many efforts are being made to legislate security regulations to protect their technologies. Korea and other countries are also interested in research security, and research and development cooperation with China is also on the rise. In this paper, we derived some implications by comparing and analyzing China's science and technology security regulation and Korea's national R&D project management regulations. China is also enacting science and technology security regulations as a subordinate to the laws and regulations of science and technology. However, it should be reflected in future legislation that the difference from Korea is composed of separate independent regulations. In particular, the fact that the science and technology security regulations have been enacted separately may be a hint that can be reflected in the nation's future legislation processes. In this paper, major contents of the science and technology security regulations, points to division of knowledge property into scientific and technological cooperation or security tasks, designation of regulations on the characteristics of research security guidelines, and operation of individual national security agencies In addition, in the event that the contents of the related statutes, confidentiality provisions, and import and import control are recorded in this paper, and the results of the joint R&D project are not utilized, or the technology transfer is not carried out.

  • The assistive devices for disabled people are being highlighted even in industrial aspects through the policy and support for disabled people, enactment of regulation for the improvement of accessibility of disabled, technological innovation and product development. Recently, internet access with the sense of touch and hearing and utilizing electronic publishing contents and e-mailing are being convenient through the product of ICT development such as screen reader for visually impaired people, braille display, screen enlarger, text converter and others. Even so, in rapidly changing digital media smart era, the accessibility of visually impaired people is still poor and assistive devices and alternative formats are in need of improvement. Therefore, in aspect of the research and development innovation, this study proposes the implementation directions for improvement of accessibility by analyzing the current situation and structure of alternative formats and assistive devices for visually impaired people. As a result, in the future, various types of digital information are expected to be converted into a customized and realistic forms and distributed through a dedicated disability products or smart devices.

  • This study purposes to suggest a next generation research and education environment which is possible by the linkage of two sectors based on cyberinfrastructure. It is to design a new research-education linkage system which can apply the results of R&D to the higher education in natural science and engineering areas. literatures were reviewed on new paradigms of R&D triggered by the advent of cyberinfrastrcuture. A couple of overseas and domestic cases of such paradigm were introduced. With the backgrounds of case studies and theoretical models, a new research-education linkage environment system was suggested. Specially e-AIRS system was introduced as an example of new model in Korea. In addition, some policy issues were discussed as related to the successful promotion of such programs.

  • There's a way to recover unbalanced industrial structure between large size company (LEs) and small size company(SMEs). It's called middle size company (MEs) which can be the magic bullet for Korea to be more healthier than ever. but there are problems with MEs in Korea. Not only the number of MEs is too low compared to developed country's but also the status of amount of research developmental revenue, R&D concentration isn't that satisfied. That's why we need to focus on MEs which was out of center stage until now. Before discussing about how to foster MEs, we need to know what cause MEs makes weak. This research contains actual condition of R&D investment in MEs based on data from Korea information service. Also, survey data can help to know exact factor which make hard to invest research development. Expecially, this research give the answers that relation between the course of growth and concentration of R&D which was observed that has reciprocal relationship.

  • Market failure occurs when Pareto efficiency is not achieved through market mechanism. In order to solve this problem, government intervene market; paying great attention to the optimum state of resource allocation. However, as the size of government investment in R&D goes up, many professionals emphasize the importance in efficient management system. This work is the result of exploratory study to look into life-cycle management of governmental R&D program. Literature reviews and empirical research on governmental R&D programs elicit improvements for effective life-cycle management of governmental R&D program as follows: consistent discrimination between capital expenditure and recurring expenditure, dual management system by spending properties, implementing total cost management system in capital expenditure, and discrimination between preliminary feasibility study with confirming total program cost in recurring expenditure.

  • This study examines the evolution of e-commerce industry over the past 20 years until the emergence of a new type of commerce, smart commerce, focused on Facebook. The researcher explained the evolutionary process step by step, focusing on the evolution of business model, evolution of platform, evolution of customer service value, analysis and evaluation, applying spiral evolution theory, Based on the axes, we applied the exploration and exploitation theory from the viewpoint of the operator and the user, analysis of innovative technology and customer feedback, and proposed an innovative business model. And researchers expect that theoretical and practical contribution of e-commerce industries and policies, through study of industry evolution.

  • New strategies in the automobile industry have been required with the advent of new green car era. This study examines how to develop the electric automobile industry among green cars effectively. It's necessary to change fragmentary relationship-based analysis focusing on stakeholders in the existing automobile industry into platform-based analysis. The purpose of this study aims to define an analytical framework for adopting a more developed industry platform. To this end, the following major issues are analyzed. First, what is the definition of industrial platform, why is it needed? Second, who participate in industry platform, what are the working factors of the platform? Third, who are participants in industry platform applicable to electric vehicle market and what are the working factors for electric vehicle industry platform? Fourth, this researcher derives analytic framework of electric vehicle industry platform based on related cases and discusses applicable measures for the framework.
