  • 현재 국내에서 치수경제성분석을 위한 홍수피해산정법으로는 하천설계기준에 제시되어 있는 다차원홍수 피해산정법(MD-FDA: Multi-Dimensional Flood Damage Analysis)이 광범위하게 사용되고 있다. 그러나 2004년 처음으로 지침이 나온 이후 각종 자산조사 원단위에 대한 갱신이 이루어지지 않아 현재 실정에 맞는 자산조사가 불가능하며, 일부 산정방식에서는 문제점도 지적되고 있다. 따라서 본 연구에서는 주거자산, 농업자산, 산업자산으로 나누어진 자산 항목과 인명피해액 산정을 위한 인명손실에 대한 각각의 원단위를 갱신하여 현재 경제상황에 맞는 적용이 이루어질 수 있게 하였다. 또한 과거 문제점이 지적되던 산정방식에 대해서 일부는 기술 방식을 고쳐 이해를 돕고, 일부는 새로운 방법론을 제시하였다. 그럼에도 불구하고 갱신된 원단위가 현재의 사회경제적 상황을 완벽히 반영한다고 판단되지는 않는다. 이는 통계자료의 양적 질적 부족으로 인해 기인된 것이다. 그러나 2004년 다차원홍수피해산정법이 처음 제시된 이후로 원단위의 갱신이 이루어지지 않았던 데 비해 통계자료의 형식적 내용적 변화상을 반영할 수 있게 하였다는 점에 있어서 연구의 의미가 있다. 본 연구의 결과 변경된 자산조사 방식과 각종 원단위는 치수계획 실무에서 홍수피해산정시 많은 참고가 될 것이다.

  • 최근에 매립에 의한 도시 쓰레기 처리방법이 한계에 도달해감에 따라 이를 좀더 감량화하고 안 정적으로 처리할 수 있는 소각처리기술의 중요성이 더욱 부각되고 있다. 정부에서도 2001년까지 국내 생활쓰레기의 25%를 소각 처리하는 것을 목표로 투자 계획을 세워놓고 있으며 이를 달 성하기 위해서는 무엇보다도 소각기술 및 소각 플랜트 기술의 자립이 급선무이다. 현재 우리나 라의 소각로 기술은 초보적인 단계에 머물러 있으며, 그 동안 대부분의 소각로를 외국 기업으 로부터의 기술 도입을 통하여 건설하여 왔다. 이와 같은 방법은 기술적으로나 경제적으로 많은 불이익이 있으며 특히 소각로 설계 기술의 자립과 국산화라는 근본적인 목표 달성이 지연되는 문제가 있다. 이러한 기술상의 한계성을 극복하기 위해서는 무었보다도 선진 원본기술에 대한 심도있는 분석 연구와 정부 및 산.학.연간의 협조에 의한 연구 개발노력과 투자가 지속되어야 한다. 또한 소각로의 안전성과 신뢰성향상을 위한 꾸준한 기술개발이 이루어져야 하며 지역 주 민들에 대한 적극적인 홍보를 통하여 현재 문제가 되고 있는 소각로 기피현상을 조속히 타개해야 할 것이다.

An Empirical Analysis of the Effectiveness of Financial Support Policy for Venture Firms in Daejeon Region (대전지역 벤처기업 자금지원 효과 실증 분석)

  • This study empirically analyzed the effectiveness of government financial support policies for venture enterprises in the Daejeon region, using raw data obtained from the Small and Medium Venture Business Administration's survey results from 2016 to 2021. Daejeon, considering its economic significance, has a significant proportion of venture enterprises in its economy compared to the national average, with a focus on technological development. Conducting regression analysis yielded several key findings. Firstly, loan and guarantee support is effective for improving sales and market share, while R&D support is effective for technological development. Second, R&D and loan support have the most significant impact on sales in the fourth stage (maturity), while guarantee support is most influential in the third stage. Third, in industry analysis, the coefficients representing the effects of financial support were larger across all performance indicators compared to firm level data analysis. Based on these empirical analysis results, the study proposes several policy implications as follows. First, the government should actively provide funding support to venture companies rather than leaving investments to the capital market. Second, the methods and targets of funding support should vary according to the purpose of the support. Third, it is necessary to establish a platform that connects venture companies with private investors to commercialize developed technologies. Fourth, the funding support of venture capital for technology-intensive venture companies should be expanded.

Factors Affecting the Intention to Provide and Use Accommodation Sharing Economy Service (숙박 공유경제 서비스의 제공 및 사용 의도에 대한 영향 요인)

  • The sharing economy, which maximizes the value of resources by sharing, is appearing in various sectors today and is gradually expanding with the development of ICT. This study identified factors affecting the intention to use the services of the sharing economy with a focus on the sharing accommodation platform services. As the intention to use the sharing economy service is divided into the intention to use as a taker(guest) and a provider(host), those influencing factors were analyzed respectively. Results showed that collaborative norm, economic benefit and honorary compensation affected the intention to use as a guest. Openness to experience, economic benefit, and honorary compensation increased the intention to use as a host. Economic benefit made a greater impact on the intention to use as a guest, while honorary compensation enhanced the intention to use as a host.

기업집단(企業集團)의 금융겸업구조분석(金融兼業構造分析)을 통한 금융산업(金融産業)의 소유구조정책방향(所有構造政策方向) 모색(摸索)

  • 본 연구는 우려나라 기업집단(企業集團)의 비용함수분석(費用函數分析)을 통해 제조업과 금융업간의 기술적 생산조건을 규명함으로써 제조산업(製造産業)과 금융업겸영(金融業兼營)의 효율성여부를 분석하고, 앞으로의 바람직한 금융소유지배규제정책방향(金融所有支配規制政策方向)을 모색하고 있다. 기업집단의 비용함수분석결과에 의하면 비금융제조업(非金融製造業)과 증권업(證卷業)간에는 범위(範圍)의 경제(經濟)(상호효율증진효과(相互效率增進效果))가 있는 반면 제조업(製造業)과 은행업(銀行業)이나 기타금융업과(其他金融業)의 사이에는 그런 관계가 부재(不在)하며, 우리나라 기업집단(企業集團)들은 평균적으로 규모가 과대하여 비효율(非效率)을 초래하고 있는 것으로 관찰되고 있다. 앞으로 우리 경제(經濟)의 개방화(開放化)와 금융자율화(金融自律化) 그리고 세계경제(世界經濟)의 통합화(統合化)가 진전됨에 따라서 제조업(製造業)과 증권업(證卷業)의 겸영(兼營)및 소유지배관계(所有支配關係)는 지속강화(持續强化)되겠지만 제조업(製造業)과 은행업(銀行業)과의 관계는 오히려 그 연계(連繫)가 약화(弱化)되며, 기업집단(企業集團)의 평균규모도 축소조정(縮小調整)될 것으로 전망된다. 이에 따라 장기적으로 금융소유규제정책(金融所有規制政策)은, 우선은 은행업과 제조업간의 소유지배를 허용하든 금지하든 어느 경우나 뚜렷한 자원배분(資源配分)의 왜곡(歪曲)이나 효율증진효과(效率增進效果)가 나타나지는 않기 때문에, 정부가 특정 소유구조를 강제하기보다는 은행(銀行)이나 기업(企業)들이 자체판단(自體判斷)에 의해 최적소유구조(最適所有構造)를 결정(決定)하도록 하되, 특정 소유지배관계(所有支配關係)의 형성이 금융산업 및 경제내에 경쟁저해적(競爭沮害的) 효과(效果)를 초래하지 않도록 하는 경쟁정책적(競爭政策的)차원에서 접근(接近)하는 것이 바람직할 것으로 판단된다. 그리고 소유집중(所有集中)에 따른 은행(銀行)의 안전(安全) 건전성(健全性) 저해효과(沮害效果)를 방지하기 위해서는 동일인(同一人) 여신한도(與信限度)의 엄격한 운용(運用) 등 건전감독기능(健全監督機能)을 보강해야 할 것이다.

  • Many consumption goods, most notably in network markets including the telecommunications industry, exhibit network externalities. For that reason, standardization is the tore Issue in network markets with powerful positive feedback. firms in the telecommunications industry compete intensively against one another to build on early lead due to w inertia and network externalities. Therefore, a firm's strategies err very important in standards competition. In this paper, we'll examine the patterns of standards competition and cooperation, anti a variety of firms' strategies in the telecommunications industry. And then, we'll examine the trend of the change from standard competition to standard cooperation. After that, we'll suggest the national policies for the preemption.

  • It is generallyaccepted that broadband access technologies will play an important role in the National Information Infrastructure. However, the provision of direct fibers to residential and small business customers has always been considered a challenge. To accelerage the provision of Broadband Access Facilities, alternatibe paths could be identified and actaivated in parallel. In this paepr, we present an overview of the alternative access technologies focusing on xDSL, FTTx, HFC, HFR, and suggest the modeling of the access netetwork systems which is using of the technologies. Also to investigate the economics of each access systems, we derve the numerical equations which is summed up the al parameter including the labor cost of the model system. The proposed equation has a variable which is the cell size (or subsciber clusters) and calculate the real cost values which is normalized by the copper cable unit cost. From the numerical resutls, we conclude that the economic access method to provide these broadband capabilities is depended on the subscriber penetration, the patterns of subscriber distribution density and existing communication infrastructures. It can be expected that our analytical model and equations provides an elegant solution to choose the optimal broadband access technologies to residential and small business customers.

Techno-Economic Analysis of Water Electrolysis System Connected with Photovoltaic Power Generation (태양광 발전 연계 수전해 시스템의 경제성 분석)

  • Hydrogen production, hydrogen production cost, and utilization rate were calculated assuming four cases of hydrogen production system in combination of photovoltaic power generation (PV), water electrolysis system (WE), battery energy storage system (BESS), and power grid. In the case of using the PV and WE in direct connection, the smaller the capacity of the WE, the higher the capacity factor rate and the lower the hydrogen production cost. When PV and WE are directly connected, hydrogen production occurs intermittently according to time zones and seasons. In addition to the connection of PV and WE, if BESS and power grid connection are added, the capacity factor of WE can be 100%, and stable hydrogen production is possible. If BESS is additionally installed, hydrogen production cost increases due to increase in Capital Expenditures, and Operating Expenditure also increases slightly due to charging and discharging loss. Even in a hydrogen production system that connects PV and WE, linking with power grid is advantageous in terms of stable hydrogen production and improvement of capacity factor.

  • Environmental R&D management system has been analyzed with LCA method. Based on the analysis, we found the following four elements were essential for improving effciency of environmental R&D management system: establishment of an information clearinghouse that collects and distributes information on the status of the domestically owned environmental technology, Periodic survey of the environmental technology demand to give guidance in selecting the environmental R&D project that are to be subsidized, dissemination of information on the technology transfer and commercialization assistance program, and increased funding as well as the expansion of project categories eligible for R&D subsidy.

Analysis of the Ecological Efficiency of Chinese Provincial Based on the Three-stage DEA Model (3단계 DEA모델을 이용한 중국의 에코 효율성 측정에 관한 연구)

  • Ecological efficiency is an important index measuring and reflecting the sustainable development level of economy, resources and environment in a region. This paper makes an empirical study on the ecological efficiency of 31 provinces in China in 2014 with the three-stage DEA model. The results show that the three indexes, the total investment in environmental governance (Unit: hundred million Yuan), the second industry proportion(%), and per capita automobile ownership (car/ten thousand people) functioning as the external environmental variables have significantly impacted the regional ecological efficiency. Excluding the impact of the external environment and statistical noise, the technical efficiency of regional ecological efficiency has increased from 0.526 to 0.639, and the pure technical efficiency has increased from 0.650 to 0.858, with the scale efficiency decreased from 0.833 to 0.740, accurately reflecting the regional ecological efficiency level. 31 Chinese provinces are classified into four different types according to the pure technical efficiency and scale efficiency. Every region shall, according to the characteristics of its efficiency, emphasize differently on improving the management level or expanding the scale of production so as to improve the ecological efficiency.
