Job Instability in the Korean Labor market: Comparison before and after the IMF Economic Crisis (외환위기 전후의 노동시장 불안정성에 대한 연구)

  • This study first attempted to measure the job instability of Korean labor market by exploiting the data sets of 1998 and 1999 Korean Labor Panels. In order to compare the degrees of job instability of Korea with the one of U.S., we followed the same empirical methods used by Jaeger and Stevens(1999), Neumark et al.(1999), Bemhardt et al.(1999) recently published in the Journal of Labor Economics (vol. 17). Our empirical results suggest that the job retention rate of the Korean labor market during the IMF economic crisis was decreased to the level that the U.S. labor market has never experienced during the past two decades. One noticeable point regarding our estimated four year retention rate is that it takes a form of plateau peaked around 9 and 15 tenure year, which is in sharp contrast with the four year retention rate of u.S. showing a monotonically decreasing tendency over tenure periods. The comparison of 2-year retention rates before and after the economic crisis suggests that job stabilities has been conspicuously aggravated especially for cohorts of long tenure, irregular job, old age, service and sales jobs.

Analysis of Per-Position Characteristics Recognized by Tenure Women Managers (근속 여성관리자가 인식하는 직위별 특성 분석)

  • This study focused on the importance of job position as a role model for female career adaptation. To do this, we used the KWMP data to conduct a Multinomial logit analysis to examine the influence factors of the tenure women managers. As a result, first, section chief position showed a low level of life satisfaction and showed difficulty of beginner's manager. Second, it is predicted that the position of the Deputy Head of Department will establish the identity of work as an intermediate manager. Third, head of department Director showed a high age, target status, possibility of achieving the target, and duration of the next job. Fourth, executive level has the least average experience of discrimination on monthly average wage. It was suggested that it is important to develop individual career by recognizing that the organizational atmosphere and personnel management are lower than those of the other positions. It was found that age, organizational atmosphere and personnel management, goal status, possibility of achieving goals, next job tenure period, monthly average wage, welfare, and life satisfaction factors were the most influential factors in women career adjustment. Finally, implications and limitations were discussed based on the results of this study.

The employment duration at first return-to-work of injured workers (산재근로자의 재해 이후 첫 복귀직장에서의 고용지속기간)

  • This study aims to investigate the employment duration and the probability of quitting the job at first return-to-work of injured workers. This study collected data with structured questionnaires and finally included 515 injured workers. The Kaplan-Meier method is used for describing the employment duration, and the Cox regression is used to identify significant factors on the probability of quitting the job at first return-to-work. The results show that among the all respondents, the 5.65% quitted the job within 1 month, 14.14% within 3 months, 23.7% within 6 months, and 32.81% within 1 years. The Cox regression results show that the probability of quitting the job at first return-to-work is significantly affected by age, marital status, education, employment period when happened the accident, job retention, income change, and classification of diseases. As a result, some implication and policies are suggested for the return-to-work and employment durability of injured workers.

Comparative Analysis on the Labor Market Outcomes between IT Graduates and Non-IT Graduates (IT학과와 비IT학과 졸업자간의 노동시장성과 비교분석연구)

  • This study investigated the labor market outcomes between IT graduates and non-IT graduates in terms of employment, wage, and work period through Monte-Carlo and Calibration method. The empirical result of the movement from work to unemployment implied that IT major graduates have stable work period irrespective of continuous employment, and but the number of work period of non-IT graduates decreases. It also showed that IT related department graduates got relatively paid more than non-IT graduates and IT major graduates was 0.8% higher wage premium than non-IT graduates.

  • 우리나라 시스템 통합(System Integration) 프로젝트는 최근 들어 공공부문을 중심으로 점차로 대형화되고 장기간에 걸쳐 수행되는 추세에 있다. 그러나, 프로젝트를 주도해야 할 IT 인력의 이직률이 증가되고 근속기간이 점차 단축되는 현상은 국내 산업계의 기술축적과 경쟁력 제고에 걸림돌이 되고 있다. 본 연구의 목적은 대규모 시스템 통합 프로젝트를 수행 도중에 이직한 IT 인력의 이직 원인이 무엇인지 알아보며 이직방지를 위한 대안을 제시하는 것이다. 이를 위해 기존의 연구에서 공통적으로 제시하는 이직 영향요인을 업무측면, 인간관계 측면, 처우측면으로 재구성 한 설문분석을 통해 어떤 요소들이 이직에 큰 영향을 미치는지를 분석하였다. 또한 사례연구를 통해 응답자들을 업무적 성향과 처우적 성향별로 분류하여 이직에 영향을 준 각 측면별 이유와 해결책 및 시사점을 도출하였다. 본 연구의 결과는 IT인력에 대한 기존의 이직방지 대책보다는 효율적으로 IT인력을 운용 할 수 있는 참고기준이 될 수 있을 것이다.

실직근로자의 직업탐색과 재취업-광주지역 근로자를 중심으로-

  • 한국은 지난 1960년대 이후 실업률이 추세적으로 하락하여왔기 때문에 실업구조, 직업탐색에 대한 관심이 비교적 적었으나 최근의 고 실업률은 이에 대한 연구의 필요성을 제고시키고 있다. 기존의 연구들은 저 실업률 시기의 자료를 사용한 것이므로 1998년의 고 실업률 자료를 활용한 연구는 다른 연구결과를 가져올 것이다. 이 글은 고 실업률 시기로 진입한 지 1년이 되는 98년 11월말 광주광역시에서 실시된 상시고 실직자에 대한 설문조사자료를 이용하여 고 실업률 시기의 실직자의 직업탐색과 실업기간을 분석하였다. 본 연구결과는 기존의 연구결과와 많은 부분에서 일치하지만 한국에서 대량실업은 처음 겪는 상황이므로 이전의 연구결과와 다르거나 새로 확인된 사실들도 몇 가지 있다. 연구결과를 요약 정리하면 다음과 같다. 첫째, 비자발적 이유에 의한 실직자가 약 70%를 차지하고 구인배율이 아주 낮아 최근의 실업은 수요부족에서 발생한 것이라고 할 수 있다. 따라서 임금을 낮추고 희망하지 않는 직종 산업 종사상 지위로 하향 구직을 하고 있었다. 둘째, 고실업률이 장기화되면서 나타난 현상으로는 구직경로가 다양해졌고, 유보 임금 및 수락임금이 전직임금보다 약 20% 하락함으로써 임금이 신축적임을 보여 주었다. 그러나 고실업 사태를 급작스럽게 맞이하면서 이전임금에 대한 집착이 강하여 하락폭은 충분히 신축적이었다고 보기는 어렵다. 셋째, 실업보험수급자는 유보임금 하락률이 높았고 실업 탈출률도 높았다. 이것은 직업탐색이론과 상반된 결과로 노동수요부족사태를 처음 겪으면서 노동시장에 대한 정보가 모든 실업자에게 동일하지 않고, 실업보험수급자가 보다 완전한 정보를 가지고 있으며, 실업보험지급에 따른 구직독려 때문인 것으로 생각된다. 넷째, 기존 연구들과 마찬가지로 유보임금은 전직 임금에 크게 의존하였으며 실업기간에 대한 해자드 분석에 의하면 유보임금의 대리변수인 전직임금이 낮을수록, 구직을 적극적으로 할수록 탈출률일 높았다. 인적속성으로는 인적자본축적이 많고 다양한 취업정보를 접할 수 있는 고학력자의 탈출률이 높았다. 다른 나라에 대한 기존 연구의 근속기간이 긴 남성 실업자는 실업기간이 길었지만 여기서는 반대의 결과가 나왔다. 그것은 기업의 도산 등에 따른 실직자의 경우 유용한 인적자본 보유자가 많고 축적된 자산으로 자영업으로 탈출할 확률이 높기 때문인 것으로 해석된다.

The Effect of the Extended Benefit Duration on the Aggregate Labor Market (실업급여 지급기간 변화의 효과 분석)

  • I develop a matching model in which risk-averse workers face borrowing constraints and make a labor force participation decision as well as a job search decision. A sharp distinction between unemployment and out of the labor force is made: those who look for work for a certain period but find no job are classified as the unemployed and those who do not look for work are classified as those out of the labor force. In the model, the job search decision consists of two steps. First, each individual who is not working obtains information about employment opportunities. Second, each individual who decides to search has to take costly actions to find a job. Since individuals differ with respect to asset holdings, they have different reservation job-finding probabilities at which an individual is indifferent between searching and not searching. Individuals, who have large asset holdings and thereby are less likely to participate in the labor market, have high reservation job-finding probability, and they are less likely to search if they have less quality of information. In other words, if individuals with large asset holdings search for job, they must have very high quality of information and face very high actual job-finding probability. On the other hand, individuals with small asset holdings have low reservation job-finding probability and they are likely to search for less quality of information. They face very low actual job-finding probability and seem to remain unemployed for a long time. Therefore, differences in the quality of information explain heterogeneous job search decisions among individuals as well as higher job finding probability for those who reenter the labor market than for those who remain in the labor force. The effect of the extended maximum duration of unemployment insurance benefits on the aggregate labor market and the labor market flows is investigated. The benchmark benefit duration is set to three months. As maximum benefit duration is extended up to six months, the employment-population ratio decreases while the unemployment rate increases because individuals who are eligible for benefits have strong incentives to remain unemployed and decide to search even if they obtain less quality of information, which leads to low job-finding probability and then high unemployment rate. Then, the vacancy-unemployment ratio decreases and, in turn, the job-finding probability for both the unemployed and those out of the labor force decrease. Finally, the outflow from nonparticipation decreases with benefit duration because the equilibrium job-finding probability decreases. As the job-finding probability decreases, those who are out of the labor force are less likely to search for the same quality of information. I also consider the matching model with two states of employment and unemployment. Compared to the results of the two-state model, the simulated effects of changes in benefit duration on the aggregate labor market and the labor market flows are quite large and significant.

Hemoglobin Concentration in Female Workers of Occupational Exposure to Lead (연 취급 근로자들의 혈색소치의 변동)

  • This study was conducted to evaluate the effects of lead on the incidence of anemia and to find cases with lead poisoning early among female workers who have been exposed to lead occupationally, for one year from August, 1985. The level of blood lead and hemoglobin concentration were observed for 284 female lead workers and 123 female non-lead workers of industries in the Gumi industrial complex in Kyungpook Province. The average age was $20.3{\pm}2.9$years and $21.1{\pm}3.5$ years in lead workers and non-lead workers, respectively. The average working duration was $26.46{\pm}19.26$ months in lead workers. The mean value of blood lead was $30.11{\pm}6.61{\mu}g/100ml$ and $21.86{\pm}3.75{\mu}g/100ml$ in lead workers and non-lead workers, respectively. There were significant differences between two groups. The mean value of hemoglobin concentration was $14.00{\pm}0.57g/100ml$ and $14.03{\pm}0.64g/100ml$ in lead workers and non-lead workers, respectively. Anemia cases were not observed at Hb concentration below 12g/100ml. The percentages of lead workers at Hb concentration ranged 12.0~13.0g/100ml were 4.5%. There was no dose-response relationship between blood lead level and the incidence of anemia. There were no remarkable differences between age and blood lead level as well as Hb concentration, and between working duration and the level of blood lead and hemoglobin.

A Study on the Long-term Work Guidance of Contract Students (Skin Care Major) (계약학과 학생의 장기근속 유도를 위한 방안 (피부미용 전공))

  • This study analyzed the factors related to the job satisfaction and turnover rate of students in the skin care contract department, and suggested ways to enhance long-term employee retention. Frequency analysis and multiple regression analysis were performed using the SPSS statistical program and based on the survey data of 260 skin care contract students. The main results were as follows. First, contract students had high job satisfaction because of sufficient in-service training during the internship and also received the authority to perform the job duties of their positions. Second, the regular technical education for the job of contract students gave them confidence in job performance and job confidence, which led to long-term employee retention. Third, contractual students' turnover was reduced by applying compensation such as incentives, awards, and promotion opportunities in accordance with their work performance. Therefore, the results of the study suggest that compensation based on job performance, and the confidence in job performance of skin care contract students, can lead to increased job satisfaction, a reduced turnover rate and better long-term employee retention.

The Effect of the Minimum Wage on Employment in Korea (최저임금이 고용에 미치는 영향)

  • We estimate the effect of an increase in the minimum wage on employment. In Korea, there is no exogenous variation in the minimum wage across regions or industries. One single minimum wage is applied to every worker in the whole country. In this paper, we exploit arguably exogenous variation in the proportion of workers affected by the minimum wage across worker groups defined by age, sex, education, tenure and establishment size. Using the data from the Survey on Labor Conditions by Type of Employment (SLCTE) from 2006 to 2014, we find that a 1% increase in the minimum wage decreases the full-time equivalent employment by about 0.14%. The effect is heterogeneous across workers; we find the effect is more adverse for female workers, low-educated, younger and older workers, workers with a shorter tenure, and workers in small- and medium-sized establishments.
