An Extraction Way of Benchmarking Ports through Tier Analysis for Korean Seaports (Tier분석을 통한 벤치마킹항만 적출방법)

  • The purpose of this paper is to show the empirical extraction way of benchmarking ports for overcoming the shortcoming which the traditional DEA method has by using 20 Korean ports in 2003 for 2 inputs (birthing capacity, cargo handling capacity) and 2 outputs(Export and Import Quantity, Number of Ship Calls). Because DEA method has produced the limited set of efficient units which are reference to inefficient units respective of their differences in efficiency scores, it is necessary to adopt the more feasible benchmarking information according to the path analysis(tier or stratification). The core empirical results of this paper are as follows. Benchmarking ports against inefficient ports according to the tier analysis are that Masan Port(JanghangJejuSeogoipoYeosu), Jinhae Port(JanghangMogpoSeogoipoWando), Pohang&DonghaePort(JanghangSamcheonpoPyungtagSamcheog), and Sogcho Port(JanghangMogpoSeogoipoWando). The policy implication to the Korean seaports and planners is that Korean seaports should introduce the new methods like Tier analysis of this paper for evaluating the port performance and enhancing the efficiency in short term, mid term, and long term according to the tier 3 stage, the tier 2 stage, and the tier 1 stage with original DEA stage.

Characteristics of Our Coastal Wind Distribution in Winter (겨울철 우리나라 연안의 바람 분포 특성)

  • 겨울철에 우리나라는 서고동저형 기압 배치에 의한 북서계절풍이 지배적이다. 그리고 수시로 온대저기압이 발달하면서 우리나라 인근을 동진하면서 때때로 악천후를 동반하기도 한다. 지속성이 강한 계절풍은 선박의 안전운항과 기상재해에 큰 원인을 제공한다. 이 연구에서는 최근 20년간(1993-2012년)의 장기간의 데이터를 이용하여 우리나라 연안의 관측점 8곳에 있어서의 겨울철 바람 분포의 특성을 분석하였다. 연구 결과는 다음과 같다. 우리나라 서해 연안에 있어서의 겨울철 풍속은 인천을 제외한 군산 및 목포에서 시간의 흐름과 함께 약해지는 경향을 보인다. 그리고 동해 연안의 관측점 3곳(포항, 울진, 속초) 모두에서 시간의 흐름과 함께 풍속이 약해지고 있다는 사실을 알 수 있었다. 남해 연안의 경우는 여수 및 통영에서 시간의 흐름과 함께 풍속은 크게 변하지 않았다. 계절풍의 영향이 남해 연안보다 강한 서해 및 동해 연안의 바람이 약해지는 경향을 보이는 것은 겨울철의 전형적인 서고동저형 기압 배치의 변화 등에서 그 원인을 찾을 수 있을 것이다. 남해 연안의 풍속에 큰 변화가 없는 것은 계절풍보다는 온대저기압의 영향을 더 크게 받기 때문인 것으로 판단된다.

  • Since March 15, 2022, the korea coast guard has revised the qualification standards for VTSO so that they can take the VTSO recruitment test under the korea coast guard without boarding experience to diversify their recruitment routes. By this study, we looked into VTS working circumstances and reviewed important provisions about enactment and revision of VTS regulations and VTS certificate system so far to compare and analyze pros and cons of each control task performance method by illustrations which are occasions in both home and foreign control operation. And also, I suggest ways to improve VTSO task in future make a VTSO credential demonstration system settle down successfully.

A study on the freight volume of car ferry route between Seosan-Daesan Port and Weihai Port activation plan (서산 대산항-위해항 카페리 항로의 물동량 추정 및 활성화 방안 연구)

  • Seosan-Daesan Port is the sixth largest port in Korea, and it promotes port infrastructure expansion, regular route development, overseas marketing, and port incentive systems for continuous growth. In addition, the port is planning to open a regular car ferry line to Weihai, China. This study aims to provide useful research data for effective decision making by analyzing the feasibility of opening the Chinese (Weihai) car ferry route of Seosan-Daesan Port. Currently, some car ferry routes that operate between Korea and China are open at Incheon Port, the Port of Pyeongtaek-Dangjin, and the Port of Gunsan. In order to estimate the volume of cargo that will be created when the car ferry route from Seosan-Daesan Port to Weihai opens, this research analyzes the domestic cargo volume from the Chungcheongnam-do region, where Seosan-Daesan Port is located, to each of the regions where the other ports are located. We estimated the volume of cargo that can be transported on the car ferry from Seosan-Daesan Port to Weihai. As a result, by 2020, about 76,000 passengers and about 50,000 tons of cargo could be created. Suggestions were made for policy strategies that would revitalize passenger numbers and secure the cargo volume of the car ferry, along with a discussion of and the port incentive system.

A Prediction System of SS Induced by Dredging (준설공사시 부유사 확산 예측시스템의 개발)

  • A SS prediction system using GUI in coastal region has been developed to predict the dispersion of the suspended sediments occurred by dredging. The prediction system uses a finite element hydrodynamic model to calculate water level and velocities and a random-walk particle tracking model to simulate SS dispersion. The system was applied to hindcast the tidal currents and SS concentrations in the Kunsan coastal waters. The simulated tidal currents showed good agreements with the observed currents. The transport model was verified for analytic solutions and field observation showing good agreements.

  • This study investigates the strategies that are important for selecting shuttle carriers and logistics warehouses. In container transportation, competitive pricing has become an order qualifier due to the establishment of the standard freight rate system. As a result of this study, it can be seen that both logistics warehouses and shuttle carriers place greater importance on the partnerships with companies and employee education. Besides those two factors, the punctuality of delivery is found to be important for the quality of transportation. Therefore, companies must continue to increase their competitiveness. As customer service of the shuttle carrier, resolving the loss or damage and claim handling part is evaluated more importantly in the logistics warehouse than the ablity to resolve unexpected event. The future strategy should focus on resolving the loss/damage and claim handling factors so that companies can be competitve in the future. Based on research results, logistics warehouses and shuttle carriers can establish different marketing strategies to maintain a firm position on the market by securing competitive advantage within port hinterland.

A Study on the Impact of Global Supply Chain Pressure on Sea&Air Freight (글로벌 공급망 압력이 Sea&Air 물동량에 미치는 영향에 관한 연구)

  • Global supply chain management has become increasingly important in special circumstances, such as the Covid-19 pandemic and the U.S.-China trade dispute. Sea&Air intermodal transportation offers advantages of lower costs compared to air transportation and faster delivery than ocean transportation. To maintain stable Sea&Air intermodal operations in response to the uncertain global supply chain, it is essential to understand the impact of global supply chain pressures on Sea&Air volumes. This study analyzed the relationship between the global supply chain pressure index, port volume, air volume, and Sea&Air volume using vector autoregressive model analysis, impulse response function, and forecast error variance decomposition analysis, focusing on three main domestic ports (Incheon Port, Gunsan Port, and Pyeongtaek Port) as well as Incheon International Airport. The analysis revealed that Sea&Air volumes are more sensitive to global supply chain pressures compared to port volumes and air volumes. Based on these findings, various implications for domestic Sea& Air intermodal transportation have been identified.

  • This paper is to measure and ealuates the technical efficiency, pure technical efficiency and scale efficiency with three inputs and two outputs with the use of DEA(data envelopment analysis) in Korean RCC(Rescue Co-ordination Center/RSC(Rescue Sub-Center). Several conclusion emerge. first the average efficiency of overall technical efficiency measure about 91.03%91.03% and pure technical efficiency 96.80%96.80% is much large then scale efficiency 93.83%93.83%. It means that inefficiency has much more to do whit the inefficient utilization of resources rather then the scale of production. second, DRS(decreasing return to scale) is Tongyeong and IRS(increasing return to scale) is Incheon, Taean, Gunsan, Yeosu, Ulsan, Donghae in RCC/RSC. finally, inefficiency RCC/RSC. have to benchmarking with reference sets.

A Study of the Comparison of Cognition between Seafarer and Shipping Operations Manager on Human Factors of Ship Accident (선박사고의 인적요인에 대한 선원과 운항관리자 간의 인식 비교에 관한 연구)

  • The purpose of this study is to identify human factors that directly or indirectly cause ship accidents and to suggest implications based on the derived human factors. In particular, we conducted a survey on the basis of the human factors derived from the literature survey and interviews, and applied the revised importance-performance analysis (IPA) to develop implications from a comparison of two groups: seafarers and shipping operations managers. Data were collected from 159 practitioners in the Korean shipping industry. The analysis structure consisted of five major factors with 20 components, including unique factors related to ship and shipping management companies, personal competence, in-vessel organization, and personnel's health, as well as social factors. The result of the IPA analysis indicates that in-vessel organization is the most urgent and major factor for improvement. Some differences exist in the components that should be improved between the two groups. For the seafarer group, an increase in unskilled onboard crew affected sustainable safety activities, thus implying an area of preferential improvement regarding the in-vessel organization factor. However, for the shipping operations managers group, the difference in recognizing safety standards among the crew members on board and the ability to communicate with other crew members should be improved first relative to in-vessel organization factors. The personnel's health factor was identified to be of low importance in both groups. Finally, the importance of improving the safety consciousness level according to the safety education and training implementation for seafarers on board was different for the two groups.
