Busan port's main function is handling container cargo compared to world major ports and the percentage of handling general cargo such as dirty bulk cargo is very low. In other words, although total cargo weight of Busan port that recorded the handling result of 13.29million TEU in 2008 reached 113.05million ton, total cargo weight of general cargo was 15.31million ton, so container cargo accounted for 88.1% of whole cargo weight. However, it is the time to create high added value by the increase of handling and marketing dirty bulk cargo. Originally, the dirty bulk cargo was not the avoided object from the first. Somehow, it is a very high added value cargo, and is surely essential strategic material to basic industries of nation. However, it becomes dirty bulk cargo as the companies are reluctant to handle it because of environmental problem, distinct characteristic in handling, uncertain break even point due to imbalance between supply and demand compared to container cargo. However, items that are classified as dirty bulk cargo now are certainly necessary strategic materials to national basic industries or national life. Besides it seems to be a high added value cargo here and now. Therefore, it is time that increasing of handling dirty bulk cargo by marketing it and the system for efficient handling such as constructing the exclusive use wharf in Busan port, modernizing of facilities and equipments, stable secure of place for holding and handling through development of distribution complex by item, efficient data processing and closer cooperation by setting up a SCM of related authorities are needful.

The Korean Academy of Pediatric Dentistry hosted the $24^{th}$ IAPD Congress in Seoul, Korea on June 12-15, 2013. The main theme of the congress was the "New visions in Pediatric Dentistry" A total number of 1,855 participants, including exhibitors and press from 67 countries, participated in the 24th IAPD Congress. The scientific program consists of 85 invited lectures, 126 oral presentations, and 553 poster presentations. 46 companies and organizations have supported and participated in Seoul IAPD Congress. Overall the congress was a success in terms of high attendance rate from 67 countries over the world. Considering the fact that Korea is located in the far-east, the number of overseas delegates(943) are remarkable. Also it is desirable to have over 100 delegates from developing countries which eventually aim to collaborate worldwide. The scientific program covered a variety of topics and many of the delegates stayed in the session room until the last day of the congress. Although it could have been more beneficial to allot more time for each speaker to discuss further, the program fit the Congress theme "New Visions for Paediatric Dentistry". All social event tickets were sold out early and it attracted participants with interesting program enabling participants to interact and exchange ideas outside of the meeting.

Korea is reported as one of the highest performing OECD countries in PISA 2009 science achievement, ranking $4^{th}{\sim}7^{th}$ among 65 participating countries. However, the top level 6 percentage came only at 1.1% and ranks $18^{th}$ among paticipating countries. Such dissatisfying results call for attention to seek effective teaching and learning strategies for top level students in Korea. This study aims to investigate the effect of reading motivational and behavioral factors on PISA 2009 science achievement for the population who scored high compared to populations scoring middle and low. For this purpose, PISA 2009 science achievement as well as students questionnaire data were utilized. Variables of reading motivational and behavioral factors were selected and structural equation modeling was employed to examine a hypothetical cause-effect relationship between reading factors and science achievement. It was found that there is a cause-effect relationship between reading factors and science achievement for the whole population. For those in the top 16% of students in PISA 2009 science achievement, reading behaviors on text-memorization have had little or no effects, while reading motivational and other behavioral factors showed a significant influence. In contrast, the middle 68% and low 16% populations have had significant effects for text-memorization on science achievement.
This study is designed to find out the protection system of intangible cultural property as the current national policy and analyze the foundational problems in order to suggest the future vision in a way of transmitting the traditional cultural heritage to the descendants, based on the policy support for the intangible cultural property under the control of Commission for Ibuk 5-do (5 Northern Provinces of Korean peninsula). The research issue is first, the aging of the holders of the important cultural properties in Ibuk 5-do and the overcoming of the incomplete transmission system. The second issue is the protective policy of the transmission from the national perspective and the justification of the government's financial support. The third issue is the development of cultural contents by using the intangible cultural properties in Ibuk 5-do and the suggestion of the creative development for the resourcing of culture. As for the research methods, reference research and analysis on interview data and data from the related entities was done were analyzed and the results were actively adopted. The research results showed the followings to be required; first, the aged holders of the cultural properties shall be treated well and at the same time, the holders recognized to hold the transmission ability shall be dually designated. Second, the training system for the younger generation to keep the traditional cultural heritage shall be established; Third, the educational program and school education shall be extended so that the importance of the transmission of the intangible traditional cultural properties in Ibuk 5-do (northern 5 provinces of Korea) shall be recognized; Fourth, the recording system shall be constructed and its application system shall be required. In the end, in order for such development methods to be implemented effectively, active government support is desperately required.
This paper investigates the process of change in the meaning of the term gongye (工藝) (nowadays it means craft) during Korea's transition to the modern era. The Annals of the Joseon Dynasty (朝鮮王朝實錄) will serve as the basis for the examination of pre-modern usage, and the Korea-United States Treaty of 1882 for the changes that occurred between the translation from Chinese and from Japanese following the opening of the port . After the port opened, the meaning of gongye, which once broadly referred to the wide range of work of people from different fields, was narrowed down to singularly represent the manufacturing industry. Following the example of Japan, the first East Asian country to succeed in modernization, this new meaning of gongye was generally used in the context of embracing Western culture and creating industry. As industrialization emerged as a national mission, and new terminology was needed to express these new concepts, the Chinese characters used by the Japanese to translate Western concepts were directly imported and used without making any changes. Gongye was similar in meaning to gongeop (工業) (nowadays it means industry) at the time, and the two terms were used interchangeably. However, following the Japanese annexation of Korea, the cultural administration of the Governor-General imbued the term with artistic concepts, and gongye was differentiated from gongeop, As such, examining the establishment of terminology and concepts can be helpful for understanding the contradictions and problems of the Korean crafts scene, which were derived from a period in the past called the modern era.

This study aims to propose the considerations for developing the guidelines for recording a preferred title in musical works by analyzing the RDA rules and guidelines of several national libraries. First, RDA rules were analyzed, and the primary rules for consideration were examined by reviewing RDA application guidelines from eight national libraries that have developed their own guidelines for alternatives and options of RDA rules. Then, by analyzing the contents of each guideline, including MLA, LC-PCC, and DACH, practical considerations was to provide. First, the original language title should be adopted in the selection of preferred title, but if the title in the original language is not suitable for domestic users, the title in other languages should be used. Second, the preferred title was examined in aspects of works with one part, works with more than one part, the complete works of one author, the compilation of a specific type of composition, the incomplete compilation, and the compilation of several composers. Third, medium of performance, numeric numbers, key, and other identifying characteristics were presented as additional factors for consideration in the recording. Fourth, it is necessary to designate or present a control vocabularies for the types of compositions and the medium of performance. This study suggests considerations in developing guidelines for recording the preferred title for RDA musical works, and it will be possible to contribute to the development of rules related to preferred titles for musical works and guidelines for recording the preferred title for musical works in libraries.
This study was conducted using text mining and network theory to extract useful information for application for occupancy and performance of permit tasks contained in the permit contents from the permit register, which is used only for the simple purpose of recording occupancy permit information. Based on text mining, we analyzed and compared the frequency of vocabulary occurrence and topic modeling in five regions, including Seoul, Gyeonggi, Gyeongsang, Jeolla, Chungcheong, and Gangwon, as well as normalization processes such as stopword removal and morpheme analysis. By applying four types of centrality algorithms, including stage, proximity, mediation, and eigenvector, which are widely used in network theory, we looked at keywords that are in a central position or act as an intermediary in the network. Through a comprehensive analysis of vocabulary appearance frequency, topic modeling, and network centrality, it was found that the 'installation' keyword was the most influential in all regions. This is believed to be the result of the Ministry of Environment's permit management office issuing many permits for constructing facilities or installing structures. In addition, it was found that keywords related to road facilities, flood control facilities, underground facilities, power/communication facilities, sports/park facilities, etc. were at a central position or played a role as an intermediary in topic modeling and networks. Most of the keywords appeared to have a Zipf's law statistical distribution with low frequency of occurrence and low distribution ratio.
In modern society, crime records have been digitized. Digital information is difficult to distinguish from original information, but the former is easy to modulate. This situation explains the increasing importance of digital forensics. However, digital forensic has several inefficiencies because of the rapid development of technology, unclear jurisdiction, and tool errors. This study surveyed digital forensic specialists and derived the priority of domestic digital forensic issues by redefining 17 issues in digital forensics from Brungs-Jamieson study in Australia. The present study was divided into four groups, namely, police, government and public corporations, private companies, and legal groups. The study could compare and analyze comparative analysis of existing studies in Australia and the US. This study can also examine differences in the results of each group in Korea. Thus, the key issues in Korea were derived as "Requirements to 'Fire Up' Original." The differences of the three groups in terms of legal issues were then identified. This finding enables us to understand differences in priorities and importance between groups and countries.
Since the end of the Cold War in the 1990s, European countries have cut defense costs and reduced armaments as an era of peace without large-scale wars continues, and as a result, the West's defense industry base has gradually weakened. On the other hand, South Korea, the world's only divided country, was able to achieve high growth in the defense industry as a result of continuous arms strengthening in the face of North Korea's nuclear and missile threats. With the rapid increase in demand for conventional weapons systems and changes in the structure of the global defense market due to the Russia-Ukraine war, Korea's weapons system drew great attention as a large-scale defense export contract with Poland was signed in 2022. In 2023, K-Defense ranked ninth in the world's arms exports and aims to become the world's fourth-largest defense exporter by 2027. Therefore, this study analyzed the case of Korea-Poland defense exports to derive problems, and presented development strategies related to export revitalization of K-Defense, a national strategic industry. In order for the defense industry to become Korea's next growth engine, it is necessary to establish a defense organization, prepare government-level measures to protect defense industry technology, and expand military and security cooperation with allies linked to defense exports.
The adoption and entering into force of the Registration Convention was another achievement in expanding and strengthening the corpus iuris spatialis. It was the fourth treaty negotiated by the member states of the UNCOPUOS and it elaborates further Articles 5 and 8 of the Outer Space Treaty(OST). The Registration Convention also complements and strengthens the Article 11 of the OST, which stipulates an obligation of state parties to inform the UN Secretary-General of the nature, conduct, locations, and results of their space activities in order to promote international cooperation. The prevailing purposes of the Registration Convention is the clarification of "jurisdiction and control" as a comprehensive concept mentioned in Article 5 8 of the OST. In addition to its overriding objective, the Registration Convention also contributes to the promotion and the exploration and use of outer space for peaceful purposes. Establishing and maintaining a public register reduces the possibility of the existence of unidentified space objects and thereby lowers the risk such as, for example, putting the weapons of mass destruction secretly into orbit. And furthermore it could serve for a better space traffic management. The Registration Convention is a treaty established to implement Article 5 of OST for the rescue and return of astronaut in more detail. In this respect, if OST is a general law, the Registration Convention would be said to be in a special law. If two laws conflict the principle of lex specialis will be applied. Countries that have not joined the Registration Convention will have to follow the rules concerning the registration of paragraph 7 of the Declaration by the United Nations General Assembly resolution 1721 (X V I) in 1961. UN Resolution 1721 (XVI) is essentially non-binding, but appears to have evolved into the norm of customary international law requiring all States launching space objects into orbit or beyond to promptly provide information about their launchings for registration to the United Nations. Also the question of registration of a flight vehicle in the commercial space market using a space vehicle traveling in a sub-orbital in a short time should be considered.
