A Parasports Activation Plan for Sports Welfare (스포츠복지를 위한 장애인체육 활성화 방안)

  • The purpose of this study was to determine the present state of disabled people participating fully in sports for all, analyze its legal, organizational, and policy status, and present a future direction for parasports in pursuit of better sports welfare. For this purpose, literature review was performed, obtaining the following results concerning a parasports activation plan. First, it is necessary to increase large-scale, systematic public relations through association between the government and private organizations with the objective of increasing the number of disabled people participating fully in sports for all. Second, it is necessary to implement full revision of the Sport Promotion Act and establishment of a Parasports Promotion Act actively. Thorough preparation for legislation is most of all required to meet the realities and cope with temporal changes. Third, it is necessary to build an effective system through convergent governance of parasports and relevant ministry. It is necessary to clarify the dual concepts of 'physical activity' and 'sports for all,' present a proper direction for policies, and implement efficient policies and projects. Fourth, it is necessary to reinforce participation by diverse expert groups in the development of parasports policies. This requires convergence of such elements as philosophy, rehabilitation, education, marketing, and laws in addition to sport elements.

A Study on the Revitalization of the Competency Assessment System in the Public Sector : Compare with Private Sector Operations (공공부문 역량평가제도의 활성화 방안에 대한 연구 : 민간부분의 운영방식과의 비교 연구)

  • The HR policy in the public sector was closed and operated mainly on written tests, but in 2006, a new evaluation, promotion and education system based on competence was introduced in the promotion and selection system of civil servants. In particular, the seniority-oriented promotion system was evaluated based on competence by operating an Assessment Center related to promotion. Competency evaluation is known to be the most reliable and valid evaluation method among the evaluation methods used to date and is also known to have high predictive feasibility for performance. In 2001, 19 government standard competency models were designed. In 2006, the competency assessment was implemented with the implementation of the high-ranking civil service team system. In the public sector, the purpose of the competency evaluation is mainly to select third-grade civil servants, assign fourth-grade civil servants, and promotion fifth-grade civil servants. However, competency assessments in the public sector differ in terms of competency assessment objectives, assessment processes and competency assessment programmes compared to those in the private sector. For the purposes of competency assessment, the public sector is for the promotion of candidates, and the private sector focuses on career development and fostering. Therefore, it is not continuously developing capabilities than the private sector and is not used to enhance performance in performing its duties. In relation to evaluation items, the public sector generally operates a system that passes capacity assessment at 2.5 out of 5 for 6 competencies, lacks feedback on what competencies are lacking, and the private sector uses each individual's competency score. Regarding the selection and operation of evaluators, the public sector focuses on fairness in evaluation, and the private sector focuses on usability, which is inconsistent with the aspect of developing capabilities and utilizing human resources in the right place. Therefore, the public sector should also improve measures to identify outstanding people and motivate them through capacity evaluation and change the operation of the capacity evaluation system so that they can grow into better managers through accurate reports and individual feedback

  • NCS education was created to realize a society in which skills and abilities are respected, such as transcending specifications, establishing recruitment systems, and developing and disseminating national incompetence standards. At the university level, special lectures and job training are being strengthened to raise industrial experts. Especially, in the field of animation, new technologies are rapidly emerging and demanding convergent talents with various fields. In order to meet these social demands, there is a limit to the existing one-class teaching method. In order to solve this problem, it is necessary to participate in a variety of specialized teachers. In other words, rather than solving problems of students' job training and job creation, It is aimed to solve jointly, Team teaching was suggested as a method for this. The expected effects that can be obtained through this are as follows. First, the field of animation is becoming more diverse and complex. The ability to use NCS job-related skills pools can be matched with professors from other departments to enable a wider range of professional instruction. Second, it is possible to use partial professorships in other departments by actively utilizing professors in the university. This leads to the strengthening of the capacity of teachers in universities. Third, it is possible to build a broader and more integrated educational system through cooperative teaching of professors in other departments. Finally, the advantages of special lectures and mentor support of college professors' pools are broader than those of field specialists. A variety of guidance for students can be made with responsible professors. In other words, time and space constraints can be avoided because the mentor is easily met and guided by the university.

Analysis of Start-up Sustainability Factors Based on ERIS Model: Focusing on the Organization Resilience (ERIS모델 기반 창업지속요인 분석: 조직 리질리언스를 중심으로)

  • This study is based on ERIS model for start-up performance, and aims to derive the main reason for start-up sustainability centered on organizational resilience. To this end, systematic literature examination and modified Delphi method were used to investigate start-up sustainability factors based on ERIS Model focused on organizational resilience. The results showed that ERIS model-based entrepreneurial continuity factors were divided into four categories: entrepreneur, resource, industrial environment, strategy, subdivision 8 and detailed factors 54. In addition, the ERIS model-based continuity factors were structured around organizational resilience, and the continuity factors were structured according to ERIS model under five categories: leadership, culture, people, system and environment. The results of this study are as follows. First of all, the results of existing research and analysis show that the concept of successful start-up and sustainability of start-up are used in various fields. Second, it is confirmed that there are common factors of influence on start-up performance and start-up sustainability based on ERIS model. Third, Delphi method's results showed that the general characteristics of entrepreneurs, such as academic background, education level, gender, age, and business experience did not affect the sustainability of entrepreneurship. This study is significant in that it is based on ERIS model focused on organization resilience, and ERIS-R, which integrates Strategy into System and Organization resilience into R in the field of gradually expanding start-up development and support. It is expected that the results of this study will improve the sustainability of start-up that can predict, prevent, and overcome various crises at any time.

Determination of Stream Reach for River Environment Assessment System Using Satellite Image (위성영상을 활용한 하천환경 평가 세구간 설정)

  • This study examines the use of satellite images for river classification and determination of stream reach, which is the first priority in the river environment assessment system. In the river environment assessment system used in South Korea, it is proposed to set a stream reach by using 10 or 25 times the width of the river based on the result of river classification. First, river classification for the main stream section of Cheongmi stream was performed using various river-related data. The maximum likelihood method was applied for land cover classification. In this study, Sentinel-2 satellite imagery, which is an open data technology with a resolution of 10 m, was used. A total of four satellite images from 2018 was used to consider various flow conditions: February 2 (daily discharge = 2.39 m3/s), May 23 (daily discharge = 15.51 m3/s), June 2 (daily discharge = 3.88 m3/s), and July 7 (daily discharge = 33.61 m3/s). The river widths were estimated from the result of land cover classification to determine stream reach. The results of the assessment reach classification were evaluated using indicators of stream physical environments, including pool diversity, channel sinuosity, and river crossing shape and structure. It is concluded that appropriate flow conditions need to be considered when using satellite images to set up assessment segments for the river environment assessment system.

A Study on the Influence of Young Entrepreneurs' Entrepreneurship and Entrepreneurial preparation upon the Entrepreneurial Performance: Centered on Mediated Effect of Entrepreneurial infra system using (기업가정신과 창업준비가 사업성과에 미치는 영향에 관한 연구: 창업인프라 활용 매개효과 중심으로)

  • Younger starters to be ready on the entrepreneurial performance and raising and producing potential creative person who demonstrates entrepreneurial spirit are not only important factor for added value creation along with national growth but also economic development to join the ranks of advanced countries. Thereby, a lots of interests and supports are focused in entrepreneurship and the startup activities. However, to create business achievement, we should nurture successful entrepreneurship based on using infrastructure in entrepreneurial ecosystem induced by aggressive investments and supports of the policy. Therefore, this study is empirical test of 203 young CEO of techniques which possibly create added value and national development, inventive type in knowledge service and opportunity type. Research finding is that entrepreneurship and entrepreneurial preparation have meaningful effects on the performance and the ready state. Entrepreneurship has no direct effects on entrepreneurial infra system. Entrepreneurial preparation has meaningful effects on entrepreneurial infra system. We induced that it is hard to earn business achievement by only using entrepreneurial infra system in that entrepreneurial infra system has no effect on business achievement. Lastly, entrepreneurship infra system has no relationship as mediating effects with effects of entrepreneurship on business achievement in mediating effect test. While young CEOs with entrepreneurship create business achievement without using entrepreneurship infra, entrepreneurship infra has relationship as mediating effect with effect of entrepreneurial preparation on business achievement. Namely, we induced the result that using entrepreneurship infra aggressively improve achievement in entrepreneurial preparation. Through this study, we need entrepreneurship education for young CEOs and effort to develop entrepreneur's competence to improve achievement and we concluded that approaching systematically in entrepreneurial preparation and using various entrepreneurship infra aggressively are important factors to improve achievement.

  • This can be promoted collaboration environment for the system and the system is very important for competitiveness, it is equipped. If so, could work in collaboration with members of the organization to promote collaboration what factors? Organizational collaboration and cooperation of many people working, or worth pursuing common goals by sharing information and processes to improve labor productivity, defined as collaboration. Factors that promote collaboration are shared visions, the organization's principles and rules that reflect the visions, on-line system developments, and communication methods. Second, the members are aware of all the rules and principles of a united whole is accepted and leads to good performance. In addition, the ability to share sensitive business activities for self-development and also lead to work to make this a regular activity to create a team that can collaborate to help the environment and the atmosphere. Third, a systematic construction of the online collaboration system is made efficient and rapid task. According to Student team and A corporation we knew that Cloud services and social media, low-cost, high-efficiency services could achieve. The introduction of the latest information technology changes, the members of the organization's systems and active participation can take advantage of continuing education must be made. Fourth, the company to inform people both inside and outside of the organization to communicate actively to change the image of the company activities, the creation of corporate performance is very important to figure. Reflects the latest trend to actively use social media to communicate the effort is needed. For development of systematic collaboration promoting model steps to meet the organizational role. First, the Chief Executive Officer to make a firm and clear vision of the organization members to propagate the faith, empathy gives a sense of belonging should be able to have. Second, middle managers, CEO's vision is to systematically propagate the organizers rules and principles to establish a system would create. Third, general operatives internalize the vision of the company stating that the role of outside companies must adhere. The purpose of this study was well done in collaboration organizations promoting factors for strategic alignment model based on the golden circle and collaboration to understand and reflect the latest trends in information technology tools to take advantage of smart work and business know how student teams through case analysis will derive the success factors. This is the foundation for future empirical studies are expected to be present.

Microbiological Hazard Analysis for HACCP System Application to fermented milk (발효유류의 HACCP 시스템 적용을 위한 미생물학적 위해 분석)

  • The aim of this research was to apply a HACCP system (Hazard Analysis Critical Control Point) to fermented milk. The main ingredients of fermented milk, work facilities and workers were obtained from a company named YD, which is located in Seobuk-gu, Cheonan-si between November 5 2013 to April 13, 2014. A manufacturing process chart was prepared by referring to the manufacturing process of fermented milk manufacturers in common. The manufacturing process chart was made with raw materials; Raw milk, High Fructose Corn Syrup, Oligosaccharides, Lactic Acid bacteria and Subsidiary ingredients, Warehousing of packaging materials, Storage, Input, Preheating, Mixing, Homogeneity, Sterilization, Precooling, Culture, Filtration, In packaging, Out packaging, Storage, and Consignment, as listed Table 1. The results of the microbiological hazard analysis on the raw materials was safe after sterilization($90^{\circ}C{\pm}5^{\circ}C$, $35{\pm}3min.$) On the other hand,a microorganism test of an environment and workers suggested that the microbiological hazard should be reduced through systematic cleaning and disinfection accompanied by improved personal hygiene based on hygienic education on workers and the management of microorganisms in air.

A Study on the Improvement of the Marine Pollution Management Capacity of Local Governments - Focucing on Support by the Central Government - (지방정부 해안방제능력의 개선방안에 관한 연구 - 중앙정부의 지원방안을 중심으로 -)

  • The importance of marine pollution prevention is increasing day by day both at home and overseas. Against this context, this study proposes policy directions to forge an improved system of coastal control for local governments. I have analyzed the coastal pollution response capacity of local governments to find out how the central government can better support these efforts to reinforce capacity. For the purposes of this research, I carried out a number of case studies on large-scale marine pollution accidents that occurred at home and abroad. According to the results, I identified the implications of the coastal pollution response capacity of local governments and suggested several alternatives such as construction of step by step response system, strengthening education and training, part of human network activation, establishment of grounds for securing response resources, and establishment of dedicated department to prepare for potential future marine pollution accidents. However, as little research has been done on the coastal pollution response capacity of local governments, this work may be regarded as an experimental study to help facilitate follow-up research in the future.

  • This study analysed theory and application of holistic innovation policy in the 3rd generation innovation policy with cases of Finland and Korea. Innovation policy areas of both countries are expanding from simple goal of economic development to extensive goals such as sustainable development, quality of life, balanced growth etc. Also administrative system changed in order to let technical innovation on the center of national operation and reorganized relation and structure of relative policies like manpower, education, region policy. Particularly, Korea is in embryo standing for S&T driven society since Noh's government. But, there are differences in embodiment degree and feature between both countries. Finland reinvigorate field of public opinion due to corporatism tradition as a Scandinavian institution. Government support system developed co-program and co-policy beyond territory of individual ministry to raise policy effectiveness. However, concept of the Korean innovation policy is ahead of the times but maintained framework of developing country. And there is no active participation of private sector and civil society because transition process accomplished on the top-down method, It could hardly progress toward transition in spite of various efforts to carry out a reform.
