  • Recent interests in the quality of urban space have raised awareness on the role and importance of landscape planning. Although laws and guidelines are officially ready to be imposed as for landscape planning, we do not have concrete materials that can be utilized in the course of practices. The aim of this paper in this regard is to disclose the possible difference in awareness on 'visual landscape control elements' among experts engaged with urban space planning. The expert groups are distinguished to three which are for a planning, design and engineering and the survey is made by questionnaires. The results are analyzed through basic technology statistics in SPSS and independent-sample t-test provided. The survey is done by tens of 'control elements' and the result is that specially, group 1 and group 2 in mixed landscape has the most discrepancy in awareness on those elements but relatively, they has less discrepancy in awareness on compare with other groups through all landscape area. In case of artificial landscape and mixed landscape in 'landscape controled area', the result for comparing between G1 and G2 is that there are the most discrepancy in awareness which are 7 control elements. In case of mixed landscape in 'landscape promoted area', there are 4 control elements for discrepancy in awareness between G2 and G3 which is quite different. The control elements which show the most discrepancy in awareness is height, floor space and building to land ratio in order. The shape elements has only discrepancy in awareness for comparing between G1 and G2 of artificial landscape in 'landscape controled area'. In terms of the average evaluation score of the appropriateness of these control elements, G1 seems to appreciate the role of these elements in systematic landscape planning more than the other group does. In other words, relatively low scores are given by G2 as for the overall functionality of visual landscape control elements. The texture, floor space and building of land ratio has low evaluation score for all area and types. It means that it should reverify for appropriateness of performance for landscape planning as visual landscape control elements.

  • Effect of flooding on the desalting efficiency and the growth of sudan grass, barnyard grass, sesbania and corn was studied in a sandy soil of the Iweon reclaimed tidal land. Flooding plots were treated by 400 (one time flooding), 800 (two times flooding), and 1,200 mm(three times flooding) of water, respectively, and then soil salinities of the treated plots were compared with salinity of the control plot (not flooded) for estimation of desalting effect. Desalting ratio of 1,200 mm treatment was 78.3% for depth 0-20 cm, 70.5% for depth 20-40 cm and 60.8% for depth 40-60 cm, and then the soil salinity reached at 3~6 dS $m^{-1}$. Consequently, it was considered that sandy saline soil was satisfactorily desalted for upland crops to be cultivated by 1,200 mm flooding, but insufficiently desalted by 400 mm and 800 mm flooding because of high salinity ranged 5~14 dS $m^{-1}$ even after flooding treatment. In addition, it was estimated that soil salinity should be controled lower than 7.7 dS $m^{-1}$ in order to obtain more than 80%of crop emergence when four crops are simultaneously cultivated by inter- or mixed cropping in a field. Dry matter yields (kg $10a^{-1}$) was 1,068 for sudan grass, 696for barnyard grass, 1,426 for sesbania, and 1,164 for corn by 1,200 mm flooding treatment, but only 46.8~74.3% by 800 mm flooding treatment and 2.9~25.5% by 400 mm flooding treatment. Therefore, it is concluded that the flooding treatment more than 1,200 mm is necessary for satisfactory desalinization in order for the low salt tolerance crops to be cultivated in the sandy reclaimed tidal land.

  • The purpose of this study is to create a database of the use of landscape greenery that surrounds commercial buildings in Seoul. The method of this study was: to review preceding studies and related laws, survey areas, measure trees, and analyze the results. The 20 representative sites were specifically investigated to measure the width, direction, and environment of planting conditions. To analyze the greens adjacent to the building, the greens were divided into three types: front greenery, side greenery, and rear greenery. The study surveyed the distance from trees to adjacent buildings, and their planting conditions. The results of this study are as follows. First, 45% of the front greenery and 30% of the rear greenery were not established, but 19 of the 20 side greens were. Second, 13 of the 44 green areas adjacent to commercial buildings were under 1m in width. Most side greenery was belt -shape and unrelated to the features of the site or building. Third, the average distance from trees to buildings was 0.76m, indicating that most trees were planted too close to the buildings. Fourth, of the 30 trees utilized, the species breakdown was: 8 evergreen trees, 15 deciduous trees, and 7 shrubs. For the most part, planting patterns were similar for all species. Fifth, most sites were ill-suited to tree growth, because crown shape, planting conditions, and light conditions, etc., had not been considered. Based on these results, it is suggested that more specific, subdivided standards for planting conditions should be established. For example, building plans should include a green area that is at least one meter in width. In addition, according to the location and type(closing/opening) of the greenery adjacent to the buildings, suitable management programs and supervision protocol should be adopted.

  • Traditional temples in Korea are the important cultural heritage because of artistic traditonal buildings and structures, paintings, sculptures, and big forest areas which are most ecological and beautiful in Korea. Since traditional temples still function as religious places for very long time, the sense of places intrinsic to the temples are very strong and vivid. The sense of place is very closely related to the conservation of the original landscape type. Recently however, there is a strong tendency to use solar energy in traditional temples because of the low energy efficiency of the old traditional architecture which may have negative impact on landscape which again in turn may lead to the destruction of the sense of place. The purpose of this study was to suggest some landscape design guidelines to protect the sense of place of traditional temple by investigating the impact of solar energy facility on the landscape experience of traditional temple. In order to do perform this purpose, Tongdosa was selected as a study site and four kinds of measurement tools(landscape image, temple identity, landscape satisfaction, degree of landscape improvement) were used as questionnaire items. 180 college students participated in the questionnaire survey. The analysis showed that the solar energy facility had very negative impact on landscape experience such as three landscape image factors(scenic beauty, openness, complexity), landscape satisfaction, temple identity, and landscape improvement. Based on the results, three landscape improvement plans were suggested. First, solar energy facility should be built in the forest in order not to be exposed to visitors, if possible. Second, the landscape management of traditional temple should emphasize on sustaining scenic beauty and temple identity along with the provision of openness. Lastly, detailed landscape guideline should be prepared to regulate the scale, ratio, and the form of the artificial buildings and structures to protect the sense of place of traditional temple.

  • Led by the Cultural Heritage Administration, studies on the cultural heritage of railways have merely focused on modern registered cultural heritage and on excavating the cultural heritage of modern rail transportation. Endeavors of institutions relevant to railways to protect the cultural heritage of railways were not sufficiently made. Only the internal guideline to protect the cultural heritage of railways made by the railway corporation is being implemented. This study aims to assert the need to examine the protective measures of the heritage of railroad cars and to vitalize plans of conserving the heritage of railroad cars. Also, plans to protect the heritage of railroad cars and methods to invigorate schemes of protecting the heritage of railroad cars will be suggested. The current situation of protecting the heritage of railroad cars was investigated via a field trip. Through exploring overseas examples of protecting the heritage of the railroad cars, ways to vitalize plans of widely publicizing the heritage of the railroad cars with their historical values were suggested. Results showed that first, the way of openly exhibiting conserved railroad cars by setting up stands other than the way of exhibiting and conserving in one site was necessary. Second, in order to properly preserve and manage the cultural heritage of railways, railroad cars, much like natural monuments or intangible cultural properties, need to be perceived as cultural properties. Also, it is necessary to amend the Cultural Properties Protection Law to include railway heritage. Third, the perception of the cultural heritage of railways should be heightened, and SNS, blogs, and cafes need to strategically promote this heritage in order to increase the public's interest. Fourth, in addition to enacting legislations and gaining institutional support for the cultural heritage of railways, the budget to operate the responsible department, and employing staff for the heritage of railroad cars should be resolved as a priority in order to enhance the capability of managing this cultural heritage. In order to rationally protect the cultural heritage of railways and invigorate plans to protect the cultural heritage of railways, it is necessary to garner administrative and financial support, and enact the appropriate legislation. The heritage of railroad cars is priceless and has a social value in terms of regional icons, historic marks, and the record of life. It is considered that in this situation, the standard of amending both policy and the Cultural Properties Protection Law for the heritage of railroad cars should be urgently established.

  • This study aims to discuss issues about non-existent information of the information disclosure system and to provide alternative strategies for the issues. For the theoretical discussion it reviews the definitions and standards of non-existent information and analyzes legal aspects and statistical changes of non-existent information. Furthemore, in order to discuss a current status and problems of non-existent information at the central administrative agencies, it analyzes the cases of the non-existent information notification. According to analysis results, non-existent information status of the surveyed institutions is a total of 4,421 cases for three years and it shows the continuous increasing trend year after year. The number of institutions that have the number of non-existent information equal to the number of nondisclosures or over it reached about 40%. It means excluding non-existent information from the reasons of nondisclosure influenced disclose rates and nondisclosure rates of many agencies. In the type analysis of the non-existent information reasons, the most main reason, the case of not producing or receiving the requested information by public institutions takes over 75% among the whole reasons. The next reason is the case of collecting or processing information takes over 7-10%. This study found the operational issues, as analyzing notifications of non-existent information. The operational issues are 1) the incomplete explanation of non-existent information, 2) the unclear scope of the collection and processing, 3) the problem of the transfer processing, and 4) the problem of recording management. Therefore, this study suggested some improvements of the perspective and the technical and procedural aspects. First, information disclosure issues including non-existent information are to be understood as an extension of records management. Second, disclosure service should improve overall based on advanced understanding. Third, the management procedures of non-existent information should be improved. Fourth, specific guidelines for handling non-existent information should be developed.
