Rapid Education and Training Methodology for North Korean Construction Workers through a Survey (설문조사를 통한 북한 건설노동자의 급속 양성 교육·훈련 방안)

  • North Korea's demand for infrastructure construction and maintenance is growing rapidly. On the other hand, the number of skilled workers is insufficient. Therefore, through a survey of North Korean defectors, this study analyzed the status of construction technology and the difficulties of construction workers. In addition, an attempt was made to derive an appropriate education and training program process and operation plan. As a result of the survey, the reason for the low technical level of construction workers was the lack of skills, lack of motivation to work, and the lack of training and management systems. The appropriate education and training period was 56% of the total response within one year and 36% within six months. Based on the results of this survey, the period of education and training for the rapid training of construction technical personnel in North Korea was adopted as one year. Moreover, compared to the NCS standard in South Korea, appropriate training hours were suggested, excluding training courses, such as planning and design, construction management that require specialized knowledge. Finally, the curriculum corresponding to the education and training courses and the standards for facility names and required areas for facility operation were suggested.

A Utilization Strategy of Nursing Staff by Types of Medical Institutions - nurse staffing level of medium and small-sized hospitals (의료기관별 간호인력 활용방안-중소병원 간호사 확보를 중심으로)

  • This study analyzed the current situation of medium and small-sized hospital nursing staff and related policies, and identified the factors that affect staffing level to provide evidence for planning and adopting policy. By analyzing the statistical data published by public institutions such as the Ministry of Health and Welfare and Health Insurance Review and Assessment Service, the result was viewed based on the understanding of various internal and external health care environments. The number of active nurses was less than 50% of the number of licensed nurses and has decreased every year. This means that the cost-effectiveness of increases in nursing college enrollment should be reconsidered. Inpatient nursing fees by staffing grades has caused nurses to move from medium and small-sized hospitals, where there is a severe lack of staff, to more advanced general hospitals. As a result, the lack of nursing staff in medium and small-sized hospitals has worsened. In conclusion, reexamination is needed to improve effectiveness of inpatient nursing fees by staffing grades as a policy to secure the workforce of medium and small-sized hospitals. Furthermore, the tracking management system of licensed nurses must be able to solve the imbalance between demand and supply of nursing staff.

  • Top-notch global construction firms have been responding strategically in order to survive in a rapidly-changing market environment by training and securing excellent human resources. The purpose of this study is to propose a guideline for establishing a strategic human resources management system for the Chinese construction sector. Specifically, this study intends to suggest an overall strategic plan for improving the human resources management system based on the research outcomes obtained through an analysis of the Chinese construction market and human resource management practices. To meet the proposed research purpose, questionnaire survey and in-depth interviews were conducted in China. The analysis results indicated that Chinese construction firms are generally not prepared to carry out efficient training programs. In addition, the available contents and materials for education and technical training are extremely limited. Based on the problems drawn from the analysis results, an overall plan for the improvement of the education system is suggested.

  • This paper is aimed at embodying the optimal system for foreign workforce supply of nation in order to introduce qualified foreign workers at the age of eleven thousand foreigners. It is difficult to employ foreign workers qualified and it makes job rosters' confidence fall down which is the supplementary resources when selecting due to the insufficient job seekers' detailed information. Therefore, the moving control system should be added in current system to deal with these problems. For this, in this paper, we propose that the moving picture embedded system applies to the current EPS utilizing multimedia, network and database technologies as regards adding the function of the moving picture synthesis to recent system. It also suggests the advanced foreign employment control system related to the advanced system which makes employers to hire foreign workers satisfying their requirements and demand.

  • The management of professional manpower with expertise in performing specific tasks can be said to be a very important issue at the national level. Recently, interest in industrial technology protection experts continues to expand, but difficulties are growing due to the lack of policy evidence. Considering these points, this study conducted a fact-finding survey on personnel in charge of industrial technology protection, and through this, quantitative, qualitative, and job path analysis were performed for related job performers. These results are considered to be significant in that they can be used as basic information for fostering industrial technology protection experts in the future.
